What is SEMS?

The American Petroleum Institute (API) created Recommended Practice API RP 75 for the Development of a Safety & Environmental Management Plan (SEMP) for Offshore Operations and Facilities. The SEMS rule incorporates API RP 75 and combines additional prescriptive requirements to form a management program designed to promote safety and environmental protection during the performance of offshore oil and gas and sulphur operations.

Challenges

1991, 1993, 2004 – SEMP Proposed & Evolved into API RP 75 Assumes several years of implementation – based on industry input. API RP 75 was intended as a recommended practice. There are 200 occurrences where the word “should” is utilized. Subpart S states that “should” means “must” for the purpose of these regulations. Documentation driven program, definitely not designed for a company that grows by acquisition.

Safe Work Practices

According to Subpart S, Apache’s SEMS program must establish and implement safe work practices designed to minimize the risks associated with operating, maintenance, and modification activities and the handling of materials and substances that could affect safety or the environment.

API RP 75 states safe work practices must cover: • Opening of pressurized or energized equipment or piping • Lockout and tagout of electrical and mechanical energy sources • Hot work and other work involving ignition sources • Confined space entry • Crane operations

Contractors should have their own written safe work practices. Contractors may adopt appropriate sections of the operator’s SEMS. An operator and contractor must agree on appropriate contractor’s safety and environmental policies and practices before the contractor begins work at the operator’s facility.

Contractor Selection

When selecting a contractor Apache must obtain and evaluate information regarding the contractor’s safety and environmental performance. (ISNetworld)

Contractor is defined as anyone performing work for the lessee. Only exclusion is domestic services including janitorial work, food and beverage service, laundry service, housekeeping and similar activities.

Apache must document that our contracted employees are knowledgeable and experienced in the work practices necessary to perform their job in a safe and environmentally sound manner. Documentation of this expertise must be made available to operator and BOEMRE upon request. (ISNetworld TQ Process)

Contractor Selection

Apache’s SEMS program must include procedures and verification that contractor personnel understand and can perform their assigned duties for activities such as, but not limited to:

• Installation, maintenance, or repair of equipment • Construction, startup, and operation of our facilities • Turnaround operations • Major renovation • Specialty work We must perform periodic evaluations of the performance of contract employees that verify they are fulfilling their obligations.

Training

Subpart S requires verification that the contractors are trained in the work practices necessary to perform their jobs in a safe and environmentally sound manner, including training on operating procedures, safe work practices, or emergency response and control measures. Continuous improvement of the program will require continuous training of both Apache and Contractor personnel. More evidence of skills and training. How do we document and translate experience in a task to demonstrate skills and knowledge in that task? For example: Mechanical Integrity procedures must address the training of each employee involved in maintaining Apache’s equipment and systems so that employees can implement Apache’s mechanical integrity program.

Apache will begin utilizing ISNetworld for the monitoring of contractors safety performance and employee training & qualifications no later than November 15, 2011.

Question: Which Apache contractors are required to enroll and participate in ISNetworld and DISA?

Answer: Only those contractors that have, or plan on having, personnel work offshore for Apache’s Gulf of Mexico Shelf and/or Deepwater Regions are required to participate in these programs.

As of now, any company or contractor that does not have personnel working offshore will not be required to comply with these ISN requirements.

Example: Any contractor only doing work for Apache’s Gulf Coast Onshore Region.

Apache’s Contractor Safety Management Process

Apache will utilize the ISNetworld Program to assist with monitoring and evaluating offshore contractors and their personnel on two (2) separate levels.

1. Company Level Evaluations 2. Employee Level Evaluations

Apache will also continue on-site auditing of contractors based primarily on:

1. Type of work (Risk) 2. Volume of work (Manhours/Exposure) 3. Safety performance (Issues) 4. Verification of ISNetworld information

2. Contractor must have a current Master Service Agreement.

3. Contractor must have required Insurance Coverage in place.

Individual Employee “Go / “No Go” Criteria

In addition to the “Company” level grading criteria, all “Personnel” going offshore will be issued a “Go” or “No Go”

status as an individual based on the following:

• All employees assigned to any Apache job must be entered into the ISNetworld Training Qualification (TQ) data base within ISN.

• All Apache required training must be entered into the ISN system for each employee going offshore for Apache.

• All employees will be issued an ISN I.D. card, by ISN at no additional cost, after each employee is entered into the ISN TQ data base.

• The ISN I.D. card will be required when checking in at any Apache shore base or heliport.

• All individuals must be enrolled in DISA with a current Active Status (Green).

• All employees going offshore must have received the Apache required “Core” and “Job Specific” training, as outlined on the Apache contractor training matrix, prior to going offshore for Apache.

• At some point, Apache will begin utilizing a card scanning process (using the ISN I.D. cards) at all shore base facilities and heliports to verify Apache Core Training requirements prior to allowing any person to go offshore for Apache.
