In a Review Meeting dating back 2013 regarding procurement of Machinery and equipment conducted by the then Hon'ble Minister through a circular issued on 18-11-2013, impressing upon the PHE/I&FC departments of J&K to route all the purchases of Machinery and equipment through M&P Divisions of Jammu and Kashmir respectively, thereby arresting the powers of territorial PHE Mech. Divisions for floating tenders of such nature of jobs at Divisional level. The flimsy reasons given were that this exercise will centralize the whole tendering process at provincial level and make it cost effective. The briefing furnished to the Minister by a few motivated fraternity members was done with a view to oblige a few agencies of their choice. These uncalled for initiatives had sent shock waves among numerous small firm holders across the state and they apprised the then Hon'ble Minister about their difficulties, who in turn had assured these of forthwith relief.
