I owe Steven Chaloupka a bigTHANK YOU for his last twoyears as president of CTI. He hascontinued moving CTI forward. Ialso want to thank our out goingboard members Tom Bugler, JimKanuth and Ken Kozelski for theirtime and dedication over the lastthree years. Without thesededicated individuals and all the
other members who serve on our various committeesCTI would cease to be the fine organization it is.
The only way any volunteer organization can be viableand growing is through the efforts of individualmembers and member companies. I am a firm believer inthe individual because the individual makes thedifference in anything that happen in a society.Everything comes down to one (1) individual who takesthe initiative to do something to make a difference. It isthe individual that is the key to the long running successof CTI.
A goal of mine is help every owner-operator tounderstand their importance as an individual. It isthe engineer, technician or operator in the fieldthat is operating and maintaining cooling systemeveryday that has key information it takes to drivethe improvement of manufacturers and suppliersproducts and/or services.
The manufacturing process is a circle – an Owner-Operator has a need. A Manufacturer or Supplierprovides a product or service to fill the need. TheOwner-Operator provides feedback on how wellthe product or service filled the need and whatwould have made it better. Manufacturers andSuppliers take the feedback and improve theirproducts or services.
CTI needs more Owner-Operators to help theManufacturers and Suppliers improve theirproducts and services. The more individuals fromthese three groups that are participating in CTIthe better Manufacturers and Suppliers canimprove their Products and Services. Owner-operator managers do not always see the benefitsof the participation of their engineers, techniciansor operators. The sharing of owner-operator needsis what drives the engine of production. The
answer to the question “What is the benefit ofattending the CTI Technical Meeting to mycompany.” Attendance at CTI make it possible forthe owner-operators needs to be heard bymanufacturers and suppliers companies. Owner-Operator participation in CTI committees providefeedback to manufacturers and suppliers, so owner-operator companies get what they need to maketheir products cheaper and more efficiently becausethe cooling systems are being maintained better andhave longer on-stream time without cooling towersystem problems.
Our summer technical meeting is July 6-9 inCalifornia. We are receiving reports from Hotels thatmany people are already signing up to attend. I inviteyou to consider what your needs are? What doyou need to know? More importantly what do youas an individual need to tell the Manufacturers,Suppliers and Owner-Operators that you need?

With the exception of a brief hiatus, Chris Lazenby has been employed with Southern Company for over tenyears. After spending a brief period of time working in support of the company’s Vogtle Nuclear Plant inAugusta, Georgia, he transitioned to his current role in the company’s Technical Services department. Duringthis time he has worked on the conceptual design, specification, bid review and evaluation, manufacturing andconstruction support, shop and field testing, inspection, and retrofitting of power plant cooling system equipment,including steam surface condensers, air-cooled steam condensers, and wet cooling towers. In addition toexperience with the referenced equipment, he also is involved in the overall thermal cycle design and optimizationfor new generation projects across the Southern Company system, as well as major system retrofit projects.
Chris has been involved with the Cooling Technology Institute for close to ten years, serving as past Chairmanof the Owner/Operator Council and current Vice-Chair of the Engineering Standards and Maintenance Committee.He has also been involved in other industry groups, serving on the EPRI Condenser Air In-Leakage Task Groupas well as on the ASME PTC-23 and PTC-30 test code committees. He holds a B.S. in Mechanical Engineeringfrom Auburn University, a M.A. in English Literature from the University of Alabama at Birmingham, and is aregistered Professional Engineer in the state of Alabama.
Chris lives in Birmingham, Alabama with his wife, Dori Lazenby, and their child, a Labrador Retriever puppynamed Larabee.
Gary Geiger is a Senior consultant with GE Water and Process Technologies (GEWPT). He has over 33 yearsof water treating experience with GEWPT in the field of Cooling Water Treatment and Application. His experienceincludes 16 years in the Research and Development Department as a Senior Research Scientist in the CoolingWater Group and as a Manager of the Industrial Process Group. He has developed many cooling water treatmentprograms and deposit control treatments for the process industry. Gary holds a BS degree in chemistry fromTemple University and has 11 US Patents and 14 foreign patents. He is a member of the National Association ofCorrosion Engineers, the American Chemical Society and the Cooling Technology Institute.
Kenneth P. (Ken) Mortensen is a Research and Development Project Manager for SPX Cooling Technologies.Has managed several engineering and operations departments responsible for water quality, material selection,and physical application criteria for cooling towers and components, as well as design, manufacture and servicingof water treatment equipment and installations. Ken has been with SPX/Marley for 28 years.
Ken graduated in 1977 with a Bachelor of Science Degree in Chemical Engineering from Massachusetts Instituteof Technology and completed an MBA at Rockhurst University in Kansas City, Missouri in 2000.
Ken is the author of a number technical papers on subjects including “Use of Low Clog Film Fill in CoolingTowers”, “Use of Recycled Water in Cooling Towers”, “Cooling Tower Technology for Geothermal Application”,and “Use of Ozone Water Treatment for Cooling Water”. Ken holds Patents for Fire-resistant Fiberglass CoolingTower Design and Low-Fouling Cooling Tower Film Fills and Registered engineer in the State of Kansas.
Ken lives in Bonner Springs, Kansas with his wife Rachel and Riley 15, Randa 12, and Jarod, 9 years old.

Opening – General Session
Call to Order/AnnouncementsMeeting was called to order at 3:50 p.m. on February 4, 2008
Approval of MinutesJim Baker moved that the minutes from the 2007 CommitteeWorkshop be approved as written. David Theel seconded, andthe motion was approved unanimously without discussion.
Documents Awaiting Board ApprovalToby noted that STD 153 was returned to the board for approvalafter changes arising from board member comments.
Reports from Lead Task Groups
Wood, Metal, and Concrete Materials Task Group – Bill HowardBill noted that ESG 114, 119, and 134 in the document statushandout should all be standards (STD). Bill asked for a volunteerto review WTG 142, but Tom Toth believes the document wasalready reviewed and reaffirmed. Toby will check on the documentstatus.
FRP and Plastics Task Group – Glenn BarefootGlenn reviewed the schedule and asked for all interested partiesto attend the meeting to write a new guideline concerning FRP-to-Wood Connections which will meet Wednesday from 1:30 to2:30.
Mechanical Equipment Task GroupDennis Moran was absent. Craig Burriss stated that CTI 111 taskgroup would have a short meeting and the standard was in finaldraft. Duane Byerly stated that the Tower Vibration Standardwould have two meetings and hoped to make good progress atthis meeting.
Tower Operations Task Group – Jess SeawellChapter 1, Chapter 4, and Cooling Tower O&M Guideline willmeet Wednesday from 3:00 to 4:00 to discuss overlap and scopeof each document.
Hazard Protection and Environmental Task Group – MikeBickerstaffMeeting schedule was reviewed.
5 Year Document ReviewDavid Theel noted that 2 new documents are past due for review:Chapter 11 and ESG 151. Dennis Moran will be responsible formaking assignments for review.
Task Group Meeting SchedulesMeetings will be held as scheduled. Bill Howard asked hold anadditional meeting on STD 112 from 4:15 to 4:45 on Monday.
New BusinessJim Baker will check on the ad-hoc status of Chapter 9.
Bill Howard wants a group to meet and discuss seismic design“R-Factors”. Bill will put together a group to meet at the summerworkshop.
Toby Daley is rotating off of the committee as Chair after thismeeting and Jim Baker will be the next Chair.
Task groups held during the Owner/Operator Seminar will meet,but there will be no voting due to the absence of these members.

During a kick-off meeting on Monday, February 4, time was spentdetermining the time required and available for the various tasks tomeet. A tentative schedule was developed and due to the hour, themeeting was adjourned. The schedule was printed and madeavailable at the conference desk.
Task chairs were requested to send latest versions of the documentsunder review or development to the P&T chair and vice-chairs andalso to CTI office Attn: Vicki Manser in a winword.doc format.
Wednesday February 6, 2008 – P&T Summary Session
Due to travel schedules and other commitments there was not aclosing meeting for the P&T Committee.
The following tasks had meetings during the conference and asummary of their work and task status is provided.
1. ATC-107 – Test Code for Air Cooled Condensers – DavidWheeler – Review of ad hoc comments was completed andedits developed. The document will be modified and sent tothe task group for a final review and then sent to the Board ofDirectors for approval.
2. ATC-140 – Isokinetic Drift Test Code – Kenneth Hennon –There were further discussions of background air samplingrelating to scrubbing efficiencies and some calculations andgraphical data were presented. It was agreed that review of thebalance of the code document was a priority and would continuealong with discussions on ambient tracer handling. Some codedocument revisions were presented and will be included andsent to the group for review prior to the summer meeting.
3. ATC-150 – Test Code for Wet-Dry Plume Abated CoolingTowers – Paul Lindahl – The revised document will be sent outto the group for vote in March. The document will be“advertised“ on the CTI web site for public notification.
4. STD-201 – Standard for the Certification of Water-CoolingTower Thermal Performance – Frank Michell – A final draft willbe out for review by the group in April and then sent out for adhoc review.
5. STD-202 – Standard for Publication of Custom Cooling TowerThermal Performance Test Results – Paul Lindahl – Review ofresponses were discussed and a revised draft will be sent outfor vote in March.
6. Certification Committee – Tom Weast - The Certificationprogram continues to grow.
7. Multi-Agency Testing Committee – Mark Shaw – The committeemet in closed session and addressed their agenda.
8. Technology Review – Anthony DePalma –There were 4documents reviewed and the group voted on their future useor modification. Comments were solicited regarding the subjectand types of changes seemed necessary.
