Dear Friends,

What a remarkable journey this past year has been. Inthe small fishing community of GloucesterMassachusetts was born the simple idea that we cannotarrest our way out of the opiate epidemic. In just over ayear PAARI has grown into a nationwide movement oflaw enforcement and service providers with a unifiedmission of providing compassionate access to treatmentinstead of arrest. To date, we have helped create morethan 160 police-based programs nationwide, with newpolice departments joining every week.

We cannot thank you enough for your crucial support increating this impact.

Our partners have saved thousands of lives butnearly 100 Americans die everyday from heroin andopioid overdoses and there is much work to be done. Wehope you will partner with us to deepen and expand thistransformative work in the year ahead.

Our Model

Drug overdose is the leading cause of accidental deathin the US. In 2014, there were 18,893 overdose deathsrelated to prescription painkillers and 10,574 overdosedeaths from heroin. From 2001 to 2014 there was a 6-fold increase in the number of heroin-related deaths anda 3.4-fold increase in the number of deaths related toprescription opioids.

After a series of overdose deaths, in June 2015 theGloucester Police Department launched the AngelInitiative, which promised that any individual walkinginto the police station to request help getting intotreatment and recovery from opioid addiction would beimmediately helped, not arrested.

Due to overwhelming interest in the program, the PoliceAssisted Addiction & Recovery Initiative (PAARI) wascreated as a 501(c)3 nonprofit organization thatsupports law enforcement agencies in establishing andrunning their own pre-arrest addiction and recoveryprograms to help more individuals into treatment andrecovery. PAARI collaborates with stakeholders acrossvarious sectors to provide funding, training, access totreatment centers, nasal naloxone, and a network oflike-minded law enforcement agencies.

Our Impact: Year One

Providing resources and training to 143 policedepartments and state agencies in 27 states to help themimplement pre-arrest programs that connect opioid drugusers to treatment.

Helping more than 400 individuals into treatment fromthe Gloucester Police Department alone, plus thousandsmore from other police departments across the country.

Communities that have joined PAARI have observed asmuch as a 25 percent reduction in crimes associated withaddiction, cost savings by diverting people into treatmentrather than triggering the criminal justice system, as wellas an enormous increase in trust from their communities.

Partnering with more than 300 treatment centers in 20states and securing hundreds of thousands of dollarsworth of scholarships for treatment for individualswithout insurance.

Distributing more than 5,000 doses of nasal naloxone, thelife saving opioid-blocking drug that is used to treatoverdoses.

Speaking to audiences from across the country andgaining national media attention to elevate this nationalepidemic to the forefront of the public's awareness,influence local and national policy, increase access totreatment, and reduce stigma.
