Current public debate on inclusive social and employment policies has highlighted the key role of local partnerships to bring about a more effective and coordinated approach based on cooperation between public institutions, companies, and social enterprises. The CO.RE. project starts from this assumption and tackles the issues— common to all partner territories—of youth unemployment and social exclusion of vulnerable groups. The project proposes an innovative governance model for social- inclusion policies based on participatory processes which activate local economic, social and political resources and players. The proposed local partnership model builds upon the notion of “community outreach” that implies the engagement of local stakeholders and other relevant actors being responsible and accountable for local development and the promotion of active employment policies. In partner territories specific accompanying measures for vulnerable persons will be designed and implemented, providing personalised guidance paths. Furthermore the CO.RE. community outreach actions will be implemented by means of transnational policy seminars, public local working tables and awareness-raising measures designed so as to promote knowledge and foster consensus on the project’s inclusive actions, and leading to the set-up and signature of the local “community-shared agreement” in each partner territory. The agreements will set the terms and conditions of the CO.RE. governance model and will be formalised in local memoranda of understanding. The project was launched in February, 2012 and will run until July, 2013. The CO.RE. partners are located in Italy, Bulgaria, Portugal, Spain, and the United Kingdom. A community-based approach to improve social and

The CO.RE. acronym stands

for “Community-shared

Responsibility to promote

disadvantaged people’s

inclusion paths” and gets to

the “core” of the question: how can local

communities respond to the global

economic crisis and to the increasing

employment crunch, and mobilise their own

resources - in terms of human capital,

economic wealth, and local vocations?

Current public debate on inclusive social

and employment policies has highlighted

the key role of local partnerships to bring

The CO.RE. project starts from this

In Portugal, the CO.RE project is being developed in

Lordelo do Ouro, a parish in Oporto city with 22,212

inhabitants.

The partnership team is formed by the PARISH

COUNCIL OF LORDELO DO OURO; by ADILO, a local

association that promotes community development

projects and support the most vulnerable population

in employment and training areas, psychosocial

support to children, youth, adults and families; by

INDUCAR that promotes non-formal education and

develops projects for social integration and by

INSPIRE that develops its activity

in the communication for

sustainable development area.

Since the launch of the project in

March, 2012, we collected

demographic data and carried out

two participatory diagnoses – the

first in April and the second in

May – which involved unemployed

residents of all ages, associations

that develop work in the parish,

and public entities.

The purpose was

to survey local

needs, in the

eyes of

residents,

entities and

organisations

that already work

in the territory, to identify the potential of Lordelo do

Ouro . The result allowed us to compile a list of 30

stakeholders from areas such as restaurants, hotels,

supermarkets chains, local industry and banks – that

may have an important role in the CO.RE. project.

We also identified some local people of the parish

who have a successful life and we felt that they also

should be heard to tell us their stories, revealing

what obstacles they had to face and how they

handled them and also to transmit their points of

view and recommendations to the project.

At the same time, we are organizing the Policy

Seminar which will take place in Oporto on 25th-26th

June, 2012.

Portugal Update

The activities of the CO.RE. project in

Italy will be developed and implemented

in Tuscany.

The project is coordinated by the

consortium “Società della Salute delle

Colline Metallifere”. With its head offices

in Follonica, it is a public consortium

whose members are the local health

department and the following six

municipalities : Massa Marittima, Monterotondo

Marittimo, Montieri, Follonica, Gavorrano and Scarlino.

Its action aims at encouraging the direct involvement of

local communities in the definition of social and health

services, their planning and implementation through

innovative governance patterns aimed at improving

citizens’ wellbeing and environmental quality. The

Società della Salute is committed to carry out pilot

activities in its territory involving youth at risk of social

exclusion and other vulnerable groups.

The other Italian partners are also located in Tuscany:

ESPRIT is a private non-profit consortium, created in

2003 as the Intermediary Organisation for the

management of the European Social Fund’s Global

Grant “Small Grants” in Tuscany. ESPRIT has been

developing its research and development activities in

the field of social innovation by participating in regional,

national and EU-level initiatives and projects. It has

thereby been elaborating its vision on active policies for

social inclusion and cohesion, based on mainstreaming

concepts such as citizens’ empowerment, active

participation, and social responsibility of stakeholders.

Accademia Europea di Firenze is a non-profit cultural

association founded in 1992 with the aim of promoting

the European dimension of learning for youth and

adults, and influencing local employment policies and

measures. It is an accredited training agency in the

fields of guidance and vocational training.

UNCEM Toscana is a non-profit association representing

the municipalities and the communities in mountain

areas in Tuscany. It promotes projects in the fields of

innovation, welfare and local development, adopting a

network-based approach thus optimising the use of

available local resources. It also acts as a consulting

body in the regional policy

making processes on

topics related to the

development of mountain

areas.

The Spanish consortium is composed of

the Agency for Social Services and

Dependency of Andalusia (ASSDA),

ONECO – Consulting & Mobility, and Taller

ACSA - Antropología y Ciencias Sociales

Aplicadas.

ASSDA is a Public Agency from the Junta

de Andalucia in Southern Spain. It has its

legal public status and it operates

independently for the fulfilment of its

aims. It is currently attached to the Regional Ministry of

Health and Social Welfare. ASSDA covers three main areas

of action: 1. The organisation and provision of services for

the management of the system promoting the autonomy

and attention of people in a “dependent” situation in

Andalusia; 2. Social services and assistance to people at

risk of exclusion and/or with substance addiction

problems; 3. The development, management and

promotion of “social resources” for persons, families and

groups in order to promote a sustainable welfare, and

resources and measures for the protection of children.

ONECO is a consultancy for European projects in the area

of Education, Culture, Employment and Youth. ONECO

offers its services as consultants for programmes such as

the Lifelong Learning Programme, Progress, Culture 2007-

2013, Youth in Action, Europe for Citizens, writing

proposals and implementing project activities. Also, it acts

as an intermediary organisation that looks for placements

for young people from all over Europe in Sevilla, from Spain

and abroad. ONECO is deeply committed to bringing

European politics closer to citizens.

Taller ACSA is a non-profit organisation founded by a group

of anthropologists, sociologists, and social psychologists

specialized in the fields of social inclusion, migration,

minorities, and cultural studies. The mission of Taller ACSA

is to promote mutual learning and discussion, exchange

and collaboration with other social actors in order to

underpin social intervention through research. The guiding

principles of Taller ACSA include networking and

cooperation with institutional actors; effectiveness,

sustainability and innovation of projects; transferability and

promotion of the principle of equal opportunities and

participation.

For the “CO.RE” project the Spanish partnership has

already taken a first important step. With the purpose of

building the “needs analysis report” and signing the

“European Common Agreement”, several focus groups are

being held and interviews to key stakeholders are taking

place. The target groups of these activities are people with

special difficulties entering the labour market (young

people, migrants, women…) and taking part of local

activities; local and regional authorities; social enterprises

and SMEs with a commitment in

corporate social responsibility (CSR).

The Spanish team will bring to the

Conference in Oporto some local

stakeholders with the aim of bringing

the project outcomes closer to the

local civil society and multiply the

foreseen project impact.

Spain Update

The Bulgarian partnership working on CO.RE. found its final

shape with some delay, but is now complete and already

functioning. It involves three stakeholders which will focus

their efforts on a small but diverse territory: the

municipality of Kuklen, located very close to Plovdiv – one

of Bulgaria’s biggest and most beautiful cities.

“We wanted to target a small but diverse territory where

the involvement of stakeholders will be easy and the

impact of the project will be very visible”, says Dolores

Grigorova, who is coordinating the Bulgarian partnership.

“We’ve found support and understanding from the local

authorities and we are looking forward to start applying the

common responsibility approach that feeds the CO.RE

project methodology”, she adds.

Dolores and her colleagues from C.E.G.A. Foundation have

been working in the field of social inclusion since 1995,

when the organisation was officially registered. Based in

Sofia, C.E.G.A. Foundation has always worked in the

countryside trying to support local actors in solving their

own problems. C.E.G.A. has the leading role in the

Bulgarian partnership of the CO.RE project.

Another partner, Darsik LTD, is a private company

specialised in accounting services. “We’ve always been

socially-oriented and our participation in this project is

a natural choice”, says Rumyana Kiryakova from Darsik.

The company plans to contribute to the project by bringing

expertise in business planning to the project target group.

The last organisation to join the partnership, but promising

to play a crucial role in it, is the social foundation Indi Roma

97 located in Kuklen. The foundation is purely community-

based, working intensely for the social inclusion of the

Roma community in the Kuklen Municipality. It will be the

main actor in approaching both the target groups of the

project and the local stakeholders. “We are happy that

such projects happen in the small municipalities, because

people here have problems too and, in terms of income

generation and employment, those

problems are even bigger”, the

organisation’s chairwoman Albena

Kostadinova says.

All three partners agree that the

Bulgarian partnership is determined to

make the best of the project activities

and bring the optimum impact. The

strong willingness expressed by the

administration of Kuklen Municipality

to support the project activities in all

stages, is another guarantee for that.

In Northern Ireland, the CO.RE. partnership

consists of Queen’s University, Young Enterprise

Northern Ireland, and RSM Tenon.

Queen’s University is Northern Ireland’s largest

and oldest university and is a member of the

Russell Group of leading UK universities. Young

Enterprise offers training and development

opportunities to over 100,000 school pupils each

year. RSM Tenon is the UK’s 6th-largest business

services organisation.

Each organisation is committed to using its unique

resources to help young people achieve their full

potential.

Since the CO.RE. kick-off conference in Florence in

March, the Northern Ireland project group has

made several positive developments. Having held

three focus groups, and completed extensive data

collection and stakeholder analysis, we are now

working to finalise our pilot project.

Our target group consists of school pupils aged 17

who are still in education and have high potential

but lack the opportunity and support to make

informed decisions about their future. In Northern

Ireland, there are a range of existing programmes

targeting the unemployed. Not wanting to ‘reinvent

the wheel’ or develop a programme for groups that

already have access to support, the group made a

conscious decision to focus on students

who are in their final years of secondary

school and at a crucial point in their

academic life where they are making

decisions about their future.

The pilot project is recruiting 8-10

participants, and will give them the

opportunities to grow personally and

professionally through ‘taster’

experiences of entrepreneurship,

university, and work placements.
