ARM Group Inc. (ARM) personnel have extensive experience and capabilities to plan and implement environmental investigations for our clients. Various investigative tasks can be conducted to obtain required information on the nature and extent of a chemical release or spill into the environment. As appropriate, information is collected to support agency negotiations, permit requirements, business transactions, liability assessments, and remediation decisions. By understanding the overall objectives of the investigation and expected uses of the site characterization data, site investigation programs are focused to eliminate significant data gaps, while avoiding the collection of unnecessary information. ARM has performed investigations on many different types of sites to characterize the presence and extent of various types of wastes and impacted media. ARM commonly uses innovative characterization and analytical techniques to obtain the required information in the most timely and cost-efficient manner possible. As the scope, magnitude and complexity of environmental problems evolve, so does the need to develop a more sophisticated approach to manage and implement solutions to mitigate them. Our environmental service capabilities encompass a wide range, from site assessment and environmental compliance through waste management and site remediation. Engineering and environmental projects benefit from the many uses of geophysical surveys. ARM Geophysics (ARM) provides a full range of both surface and borehole geophysics. ARM personnel have significant experience performing geophysical surveys for a wide variety of investigations across the United States. These sites have been situated in varying terrains having many different types of subsurface conditions. Our geophysicists apply their geological and geotechnical knowledge and experience to provide the most cost effective surveys. ARM’s geophysical services include surface geophysics, borehole geophysical logging and munitions response surveys. The Surface Geophysics Group performs investigations for a variety of markets including Environmental, Geotechnical, Groundwater Resource, and Utility Mapping. ARM provides the engineering consulting team necessary to design new dams, or to evaluate repair and rehabilitation options for existing dams. Our strength lies in developing work plans that address not only the technical issues, but also reflect the concerns and expectations of our client. Once the scope of work has been established, ARM assembles the appropriate technical personnel to implement the services, from project siting studies to on-site quality assurance testing and oversight during construction. WATER RESOURCES AND CIVIL ENGINEERING ARM has extensive professional experience in water resources and hydraulic engineering including dam removals, hydrology and hydraulics modeling, stream restoration and enhancements, Best Management Practice (BMP) design and operations, watershed management planning, erosion and sediment control design, flow measurement, interpretation of water quality data, and water quality modeling. NATURAL RESOURCES ARM’s natural resources specialists possess the technical skills and knowledge needed to investigate and manage environmental studies to achieve regulatory clearances. ARM regularly performs wetland delineation, monitoring, and mitigation services; stream and watershed assessments; and species and habitat surveys to evaluate existing conditions and potential project impacts. Additionally, ARM can guide projects through the federal and state regulatory process through application preparation and strong agency coordination. SUBSURFACE INVESTIGATION AND ANALYSIS ARM routinely conducts subsurface investigations to obtain the information needed for the design of dam foundations, earthen structures, cut slopes, and embankments. These investigations typically involve conventional exploratory borings and materials testing. When needed, ARM can supplement conventional exploration methods with in-house geophysical testing and data-reduction capabilities. Geophysical survey techniques include seismic refraction and electrical resistivity procedures, used to delineate saturated or disturbed material and to evaluate preferential seepage paths within soil and bedrock. Information obtained from field investigations is used to develop and support the analyses performed during the design process, including evaluation of bearing capacity and settlement, slope stability, internal drainage measures, dynamic loading and response, lateral loading, and uplift restraint. ARM also has considerable experience in the evaluation and selection of ground improvement techniques, if needed, to accommodate less than favorable site conditions. CONSTRUCTION ADMINISTRATION AND QUALITY ASSURANCE ARM performs construction administration and Construction Quality Assurance (CQA) on the majority of our remedial and new construction projects. Services include preparation of bid documents and assistance in the bid procurement process. Our construction phase services are tailored to to supplement the client’s ability to support the project as necessary. Our CQA team has extensive experience in the construction process and in construction testing. Karst Experience ARM Group Inc. (ARM) has considerable experience and expertise in the evaluation and mitigation of the limestone-related problems that impact many sites in south-central Pennsylvania, as well as portions of Maryland and surrounding states. ARM routinely assesses subsurface conditions at sites underlain by limestone with regard to the extent of past or ongoing soil transport and associated sinkhole activity. ARM personnel have investigated and repaired hundreds of sinkholes, ranging in size from shallow sinkholes only several feet in diameter to sinkholes more than a hundred feet in diameter and 30 feet deep. A wide variety of sinkhole repair methods and materials are currently available, and the measures recommended by ARM reflect our consideration of site-specific soil and rock conditions, the likely cause of the sinkhole, and the proximity of the sinkhole to critical structures or utilities. Foundation Design Philosophy ARM works with clients and other design team members to identify foundation options, and to identify the cost and risk issues associated with each. Project stakeholders have become increasingly willing in recent years to consider foundation systems that may once have been considered inadvisable due to perceived risk. This is particularly true in limestone areas, where costly deep foundation systems were routinely recommended in the past for many large structures, both as a matter of conventional practice and due to concern over the potential for sinkhole-related problems. Similar concerns exist at sites where historic fill materials are encountered. Subsurface conditions vary significantly from site to site, however, and evaluating the severity of past or ongoing solution activity within site bedrock, and the extent of associated soil disturbance, is an important aspect of each project. The character and stability of existing historic fill also depends upon several factors, such as its composition, age, and depth. ARM evaluates these conditions and the risks associated with shallow foundations at each site, and works with the project team to identify the most suitable foundation system. Coordinated Site Investigation Services Early stormwater management planning can help avoid numerous pitfalls such as unsuitable soils, insufficient detention capacity, environmental issues, shallow bedrock, poor infiltration, and other conditions that can arise if stormwater facilities are just forced into place at the end of the planning process (as is commonly done). To help avoid such problems, ARM Group Inc. (ARM) commonly recommends and frequently conducts site inspections, test pit and soil boring investigations, and other desk-top and on-site studies early in the site planning process to evaluate site conditions that may be critical to the design of stormwater management facilities. Such critical conditions include existing soil and vegetation type; depth to bedrock; presence or absence of sinkholes; depth to groundwater; infiltration rates; suitability of soils for on-site reuse; presence of streams and wetlands; and others. Geologic investigations are commonly required by State, County, and/or local codes and ordinances in association with stormwater management designs, and ARM has significant experience with these regulations. In conjunction with stormwater management investigations, ARM can commonly streamline project costs and schedules through a coordinated site investigation and subsurface characterization program that addresses other aspects of the project at the same time. For example, rather than relying on a number of separate studies conducted at different times by a number of separate entities, experienced ARM geologists and engineers can complete a geologic site investigation concurrent with a Phase I or Phase II Environmental Site Assessment (ESA) and concurrent with a geotechnical investigation, all using the same drilling equipment, and reducing redundant personnel and equipment costs. This coordination can also lead to a more complete and thorough understanding of the site conditions and limitations, which can better support the site planning and design objectives. Infiltration Testing Since enactment of the National Pollution Discharge Elimination System (NPDES) Phase 2 rules, and associated State, County and local codes and ordinances, the infiltration of stormwater has generally been designated as a requirement or best management practice (BMP) for the management of stormwater quality and runoff. By maximizing stormwater infiltration, stormwater runoff rates can be reduced, water quality can be improved, and recharge to decreasing groundwater resources can be maximized. Much of this work is guided by State guidance documents and policies, with Maryland and much of Pennsylvania relying on procedures presented in the Maryland Stormwater Design Manual. In response to these requirements, ARM has completed subsurface investigations and infiltration testing at more than 100 sites to assess the suitability of these sites for stormwater infiltration, and to characterize the soil infiltration rates. Based on ARM’s experience with these requirements, as well as ARM’s experience with soil and rock conditions across the region, ARM can develop cost-effective, yet thorough, investigation programs to ensure that infiltration capacities are properly characterized across a site, and that applicable regulations are met.

Because varying soil types, rock conditions, topography, depth to water, and other factors can have significant impacts on the actual, long-term infiltration capacity of a soil or rock, the interpretation and use of infiltration test results is not always easy. With experience and expertise in both geology and engineering, ARM personnel can properly interpret test results, and complete designs and/or make useful design recommendations that are based on a practical understanding of stormwater runoff and management. Sinkhole Mitigation and Repair Subsurface hazards such as carbonate bedrock (e.g., limestone), sinkholes, solution caverns, pinnacled rock, and others can significantly influence the design and function of stormwater management facilities at a site. If improperly characterized during the site investigation phase, or inadequately addressed during the design phase, these hazards can significantly increase construction and long-term maintenance costs, and possibly result in groundwater pollution and/or failure of the stormwater controls. ARM has significant experience with the repair of sinkholes and poorly designed or constructed stormwater management facilities. Using this experience, ARM has the experience and expertise (including in-house geophysical investigation equipment) to design and implement cost-effective carbonate geology assessments, and to design stormwater management facilities that are less susceptible to problems resulting from subsurface geologic hazards. For example, where sinkhole risks are high and such areas cannot be avoided, ARM has designed and used clay or geosynthetic liners to prevent the concentration of stormwater infiltration and associated sinkhole development. At other sites, ARM has completed sinkhole repairs and utilized innovative soil stabilization methods (e.g., an inverted rock filter “envelope” wrapped in a geotextile filter fabric) to facilitate stormwater infiltration or basin construction in locations that would otherwise require clay lining or long-term maintenance. Stormwater Management Design and Construction Oversight ARM’s civil engineers and hydrologists have completed the design of hundreds of stormwater management facilities throughout the mid-Atlantic region of the United States. ARM has also commonly supported the permitting of such facilities, including the preparation or erosion and sediment control plans, stormwater management plans, permit applications, and land development plans. These designs have included conventional stormwater management facilities such as pipes, culverts, swales, and detention basins, as well as more innovative stormwater management practices such as infiltration galleries, subsurface storage and detention, deep well injection, porous pavement, sand filters, water quality inlets, constructed wetlands and bioretention areas. In addition to the design of stormwater management facilities, ARM commonly conducts engineering oversight, quality assurance inspections, and/or engineering certification of the construction of such facilities. ARM employs numerous engineers and technicians that are qualified in construction oversight and materials testing, with ARM’s role commonly including the inspection and testing of compacted fill using one of ARM’s in-house nuclear moisture-density gages. Hydro-geothermal evaluation of site specific conditions Review the local geology, aquifer characteristics, and existing wells in the area and correlate with drilling results from a deep test well at the site. Thermal conductivity testing A thermal conductivity test will be performed for a month to determine the average formation thermal conductivity and the average thermal diffusivity of the undisturbed soil. Well field siting and planning A test well is drilled in the proposed area for the selected geothermal system. The purpose of the test well is to determine the site-specific subsurface geology and thermal conductivity characteristics for the design of the geothermal well field. The geothermal well field will be situated at a location that will allow sufficient thermal gradient characteristics, suitable location and well depth, while minimizing drilling and completion costs. Permitting ARM will evaluate local zoning ordinances, building codes, and other regulatory permitting requirements and complete the steps necessary to successfully permit the project. Landfill gas, composed of about 50% methane, is created when micro-organisms cause organic waste, such as food wastes and paper, to decompose in landfills. Unless it is collected and burned, landfill gas escapes into the atmosphere. In landfill gas to energy projects, landfill gas is burned in boilers, reciprocating engines, and combustion turbines to produce electricity. The landfill size and age, quantity of organic waste, and the local climate help determine how much gas a landfill can produce (EPA website). One of the cornerstones of the Pennsylvania Government's “PennSecurity Fuels Initiative” is to fully develop the State's indigenous energy resources while enhancing environmental protection. The information gathered is used to understand the wind regime and characteristics at the site, determine the potential project size, number of wind turbines, and estimated annual energy production potential. Land Development Planning, Zoning Approval, Permitting ARM has developed a proactive community outreach plan to address public concerns regarding wildlife impacts, aesthetics, and noise impacts.
