RECOMMENDATION:

• BACKGROUND:

Chip seal is a preventive maintenance. The maintenance decisions recommended

by the PMS factor in elements of physical condition and type of use. Each street has its own maintenance cycle. Consequently, residential streets require maintenance on a • seven to nine year cycle while commercial and industrial streets may be on a four to five year cycle. New streets receive maintenance in the form of a fog seal (paid for by the developer) one year from the date of initial acceptance.

Advances in oil emulsions have been tested in many jurisdictions in recent years. Research by City staff indicates that a change to these oil emulsions will have a beneficial effect on the community. Consequently, the project includes an oil emulsion, which cures in lower temperatures, seals small cracks in the pavement and has greater chip retention characteristics than conventional oil emulsions. This means that the project will be less dependent on weather and will allow the successful contractor to work full days and reduce temperature caused shutdowns. When a contractor has to shut down due to weather, it increases the inconvenience to the neighborhoods and motoring public, and causes problems with notification and posting. The efficiencies created for the contractor may offset the added cost of the new oil emulsion and will certainly reduce public inconvenience.

The City maintenance strategies may provide several consecutive chip seals before an overlay or reconstruction is applied. Therefore, the pavement life can be extended and large expenditures for major maintenance can be minimized.

Pursuant to the provisions of the California Environmental Quality Act (CEQA), it has been determined that this project is categorically exempt Class 1C.

Specifications are available for viewing in the office of the Chief Deputy City Clerk.

Alternatives

The alternative to chip seal is to eliminate street maintenance altogether, or apply asphalt overlay or reconstruction to the roadways in lieu of chip seal. These latter strategies will always be necessary at some point in the life of a pavement; however, eliminating chip seal would cause the pavement to deteriorate faster and would necessitate the more expensive strategies at an earlier point in the pavement life.

Fiscal Considerations

Funds for this budgeted project are provided from Account No.'s 064-011-045-52-40 (Street Rehabilitation) and 065-011-047-52-02 (Annual Street Maintenance-Chip Seal). The funding sources are from State Regional Surface Transportation Grant Funds and Measure D.

Impact to the Community

The Street Maintenance Chip Seal project will benefit the community by maintaining the City street system in good safe condition, and by reducing life cycle costs for street maintenance. Motorists may experience inconvenience during construction due to the presence of the construction equipment and traffic control efforts. The project includes public notification, such as newspaper advertisement and temporary "No Parking" signs.

These efforts are intended to allow citizens to prepare for the project impacts by adjusting their schedules and following different travel routes during chip seal construction. Motorists will be advised to reduce speeds over newly chip sealed roadways to minimize dislodged chips.

This construction project consists of providing all tools, materials, labor, equipment and incidentals to chip seal and install pavement markings on various city streets in the City of Santa Maria as designated in the special provisions, shown on the plans or directed by the Engineer.

The City Council is being asked to call for bids for the above work at its regular meeting of 06/02/09. Bids will be opened at 2:00 p.m. on 06/30/09, and award/advisement/rejection of contract is scheduled for the 07/21/09 Council Meeting. The specifications require that all work be completed within 45 CALENDAR DAYS.

(The City does not wish to publicize the Engineer's Estimate of the project cost since this information may tend to influence the number and nature of bids received.)
