The Ciry Council met in regular session at 6.•00 p.m. in the Training Room at Fire Station # 16 at
325 Cypress Street due to repairs being made to the elevator in the Government Office Building.1
Council President Cohen called the meeting to order. A moment ofsilent meditation was heldfollowed by the Pledge ofAllegiance.

Business Adininistration
Karen Knapik, Public Affairs Specialist for the U.S. Small Business Administration, provided
informalion on loan programs available to homeowners and renlers who suffered loss from
Superstorm Sandy. She provided the phone number (800- 659-2955). and website addresssba.gov/Sandy) for those citizens on the Lower Eastern Shore interested in getting their
property back in order. She urged contacling the S13A prior to applying, as each case is different.
ADOPTION OF LEGISLATIVE AGENDA
Mrs. Shields moved and Mr. Spies seconded to adopt the legislative agenda as presented.
Mrs. Cohen moved to remove the December 17, 2012 work session minutes from lhe consent
agendafor a correction, to follow immedialely after the consent agenda. Mr,s. Mitchell moved,Mr. Spies seconded, and the vote was unanimous to amend the agenda by adding Ordinance No.2229— lo close and abandon an area of land being the unimproved roadbeds ofAscension Driveand Centurion Drive and the easements that adjoin said roadbeds, located in Beuglin CrossingBusiness Park in the City ofSalisbury, immediately_following the resolutions and prior to thePublic Comments.
The legislative agenda, as amended, was adopted by unanimous vote in favor.

On December 17, 2012, during the ork session, Mr. Spies moved to convene in closed session
to receive an update and advice from counsel and staffon a legal rnatter. Mrs. Campbell

After receiving the update and advice on the legal matter Council reached unanimous consensusto authorize the City Attorney to prepare an agreement, and ifnecessary, to file a lawsuit with the understanding thaf he follow up with Mayor Ireton first.
At S: 06 p.m., on a motion and a second by Mrs. Mitchell and Mrs. Shields, respectively, and byununimous vote, President Cohen adjourned the closed session to reconvene in the w rk session. '
