4 TRANSPORT MANAGEMENT ASSOCIATION - QUARTERLY UPDATE

The Transport Management Association (TMA) is a partnership between the State Government, the business community of Macquarie Park and City of Ryde (CoR). The TMA is governed by a Board of Management comprising representatives of the business community, institutions, Transport for NSW (TfNSW) and CoR.

The focus of the Board’s attention since the previous report (1 November 2012) has been the development of administrative structures and the finalising of the funding agreements.

The Board appointed Bartels Business Lawyers to provide independent legal advice regarding technical aspects of the funding agreements. Following further negotiations, the funding agreements were considered to be in an acceptable form and should proceed in good faith.

On 21 January 2013 the funding agreement between the TMA and TfNSW, as well as the funding agreement between the TMA and CoR were signed. Coinciding with this date, public indemnity insurance was arranged to provide legal protection for the TMA and its Board members.

TfNSW and CoR will both contribute $750,000 over three years to establish and operate the TMA. The funding was considered and agreed as part of the four year delivery plan under the City of Prosperity Outcome. The business community will also contribute a similar amount; its contribution is expected to ramp up over time as businesses join the Association as financial members.

CoR’s financial contribution will be funded from the Macquarie Park Special Levy.

The next step will be to officially launch the TMA. It is anticipated that a media release and social event will be arranged in cooperation with the Office of the Minister for Transport, the TMA and CoR.

5 COMMUNITY CONSULTATION MEETING FOR THE QUARRY ROAD SHOPS PUBLIC DOMAIN RENEWAL

The Quarry Road Shops have been identified for an upgrade of the public domain as part of the Neighbourhood Centres Renewal program.

The Quarry Road Shops are a convenient place for the local community to shop. The City of Ryde is planning public domain improvements to make the streetscape more functional and attractive. These may include improved footpaths, street tree planting and street furniture.

We are seeking the local community’s comments and ideas on improving the centre and a community consultation meeting will be held for this purpose.

6 SAGER PLACE PUBLIC DOMAIN UPGRADE CONSULTATION

8 OUTLOOK INVITATIONS TO COUNCILLORS

At its meeting on 27 November 2012, Council resolved to communicate appointments with Councillors through electronic calendars.

In accordance with the Council resolution, staff have been sending invitations to Councillors through Outlook. This has been done to date for Council Meetings and Workshops through to the middle of April.

At its meeting on 11 December 2012, Council resolved that where four or more Councillors indicate they will attend a workshop, that the workshop be held.

Councillors are advised that unfortunately, to date, we have received very few responses to Outlook invitations from Councillors and would encourage all Councillors to respond to these invitations, either accepting or declining. In accordance with Council’s resolution, the invitations through electronic calendars are now the endorsed method for communicating appointments.

In the short term, Councillors are advised that staff will be sending updates through Outlook in order to seek acceptance or refusal to the invitations from each Councillor.

In addition, in the CIB of 17 January 2013, Councillors were advised that details of each Advisory Committee meeting will go in the CIB Calendar with Outlook invitations only being sent to Councillors on each specific Committee. This is due to the large number of invitations which will be going out for each Advisory Committee meeting for the year.

Councillors were requested that if you wish to receive ALL Advisory Committee Meeting

Outlook invitations for your information, to please advise the Councillor Help Desk for this to be arranged.

9 COMMUNITY COUNCIL MEETINGS

At its meeting on 11 December 2012, Council resolved as follows:

1. That Council conduct three Community Council Meetings in 2013 at the venues as detailed in the report as follows with the dates to be confirmed by staff:

(a) East Ward in March or April 2013;

(b) Central Ward in June or July 2013;

(c) West Ward in October or November 2013.

2. That the format of the meetings shall be a General Purpose Committee to be known as Community Council Meetings.

10 PARTNERSHIP WITH MEADOWBANK COLLEGE RENEWED

The City of Ryde and Meadowbank College have renewed their partnership to provide the See Street Gallery to local artists at costs recovery prices. The initiative facilitates access to affordable, professional space for community groups and cultural entrepreneurs to show and sell their work, allowing them to develop and prosper. Last year, the partnership ran for the first time as a pilot and was very successful. The Australian Chinese Painting Society and Australian Society of Calligraphers each held a two week exhibition. Over 1000 people attended the exhibitions and many works were sold. The initiative with See Street Gallery was run as part of a broader partnership program facilitated and promoted by City of Ryde; The Spring Exhibition Program. The Program

included exhibitions hosted by the City of Ryde Art Society in Coxes Road Hall and Willandra House as well as exhibitions held at Brush Farm House. The Arts Development Framework (2009 – 2012), the Cultural Spaces and Place Plan (2011) and consultation as part of the 2021 Community Strategic Plan identified a strong societal and economic desire for the City of Ryde to facilitate access to community creative spaces, such as galleries, school halls and other associated infrastructure. The partnership with Meadowbank College is part of a wider focus to develop the arts sector. This focus has been progressed through the partnership exhibition program and the Pop Up Project (partnership with retail sector), provision of cultural grants and a number of other initiatives as ATTACHED.

11 POP UP PROJECT - Now Open

City of Ryde’s first Pop Up Project shop – “merge contemporary artspace” – was opened by the Mayor at a launch last Thursday night at the Macquarie Centre. Over 40 people filled the space with Councillors, our General Manager, Macquarie Centre Management, Ryde Macquarie Park Chamber of Commerce President, artists and passers-by enjoying the festivities. Pop Up Project is a joint venture between the Council and Macquarie Centre supporting our creative community by turning unused retail shops into temporary, low-cost, innovative spaces where emerging artists can exhibit, sell and share their work. “Merge contemporary” offers an eclectic mix of unique, handmade pieces – including jewelry, photography, paintings, sculpture, light installations and lots more – at affordable prices. The Pop Up Project concepts works by Council facilitating a partnership with a retail shop owner who needs a short term use for their store. Council then seeks an artist through a transparent Expression of Interest process. The partnership is then extended to the winning artist who contributes to the cost of providing the space (operating costs) but doesn’t pay rent on a short (3 month) contract. This provides the cultural entrepreneur with the space to grow professionally and get a chance to establish themselves as a retailer. The shopping centre wins by cultivating a new, unique and local business and the community wins by experiencing art and culture on their doorstep. This Pop Up concept has been successful in many places around Australia and Merge Contemporary Artspace is the City of Ryde’s first Pop Up Project. It is hoped that more shop owners with unused retail spaces will join the initiative in the coming months.

12 SCHOOL HOLIDAY FUN @ THE LIBRARIES

City of Ryde libraries played host to hundreds of budding pirates and ninjas during the summer school holidays, where a wide range of themed activities helped families keep their children’s minds and bodies active over the break. Over 350 youngsters attended 20 activities held across the library service, with older kids enjoying pirate and ninja cooking classes and Brazilian jiu-jitsu workshops, where they rose to the challenge of trying something new in a friendly environment. The youths thoroughly enjoyed learning about this martial art and wrestling in the library without being told to be quiet – in a controlled lesson, of course! The always popular pyjama story time attracted children of all ages who were thrilled by hilarious staff renditions of pirate and ninja stories, games and songs. Our younger patrons had a ball making finger puppets, pirate telescopes and hunting for treasure. The warmer than usual weather kept the libraries busy, with locals opting to escape the heat and make use of the free WiFi and facilities at our Ryde branch in particular. The range of comfortable seats, tables for study and easily browsed books proved a popular drawcard for the community on hot days.
