Richard LaValle, Chief EngineerSuffolk Corurty Deparhnent of Public WorksYaphank AvenueYaphank, New York 11980

Dear Mr. LaValle:

At a recent meeting of the Colony Improvement Committee, discussion ensued as to progressbeing made toward PAVCO conskuction of an interior roadway to relieve idling kucks offofFurrows Road. This concept has been talked about for approximately two years now. It wasdetermined that the safety of the area could be greatly improved if a roadway were constructedon the interior of the PAVCO properly to allow trucks to gain access firrther east from the plantto avoid motorists having to veer around these trucks to avoid oncoming traffic. It was myunderstanding that this matter was being discussed between Islip Town officials and the ownersof PAVCO.

Mr. Frank Smith of Supervisor Pete McGowan's offrce in Islip indicated to me that the Islipplanner, Tom Isles, has stated that this maJter lies solely under the purview of Suffolk County.am writing to verifr whether or not you concur with this assessment, and, if so, what actionshave been taken toward achieving our goal of creating this interior road.way.

If the plans are in the works, will you please give me an idea as to when we can expectcompletion.

Thank you for your anticipated cooperation. I look forward to hearing from you soon.

Memorandum

The Colony Improvement Committee,Legislator Steve Levy0s/19/99Follow-up to April 29, 1999 Meeting

This is a follow-up to our meeting of April2gth. Present were Islip Town Supervisor's Office -Frank Smith, Suffolk County Health Department - William Boehler, New England Village -George Barile and Rich DeBenedictis, New York State Departrnent of Environmental Control -Anna Guan, Deepak Ramrakhiami, Syed Rahman and Papa Chan Daniel; Senator CaesarTrunzo's Office - Mark Vogl, Congressman fuck Lazio's Office - Ken Trepeta, The Colony -Marry Gross, Nina Erlich and Ernie Kohri, Suffolk County Legislator Steve Levy

Frank Smith of the Islip Town Supervisor's office presented a letter that had been sent to MartyGross indicating the time tables for the improvement of Furrows Road through the ISTEA funds. It notes that construction should be complete by 2001. Mr. Smith also noted that the projectincludes a grading of the hill to the west of Singingwood Drive and a traffic light atSingingwood.

Questions were raised as to the sand and other particles blowing onto the homes of residents.Representatives from the New York Department of Environmental Conservation indicated thatPAVCO was told that they must deal with this situation. A plan was developed wherebyPAVCO would spfay moisture on the hill to prevent particles from blowing. A time period wasgiven to PAVCO to have this plan in practice so that it could be tested. The time period expired.Residents were very critical of the fact that the DEC did not levy any fines at that point. Instead, the DEC has provided PAVCO with another opportunity to put the plan into action. They planon visiting the site again on May 1lth. At that time, they wilt make a determination as towhether PAVCO has taken any action, whether this action is in compliance with DEC directives, and whether it is dealing properly with the spreading of these particulates.

The residents also expressed dismay over the fact that the testing of the sample of dirt has notbeen completed. The DEC representatives mentioned that this was due to computel failure andunavailability of necessary equipment. They said that the matter is proceeding and they should

,'ahave an answer shortly.

Bill Boehler of the Suffolk County Health Department indicated that the total breakdown of theparticulates is not yet complete. This too drew a greatdeal of concern of residents who have nowbeen waiting two years to find out whether the products being blown onto their homes aredangerous. Mr. Boehler indicated that to do a proper analysis, a 2.5 micron particulate monitorwould have to be obtained from the state. He envisions that the county and state could act aspartners to evaluate the particulates. Mark Vogl of Senator Trunzo's office indicated that he
