The County of Ventura is committed to environmental stewardship in all aspects of facility operations and maintenance. Whenever feasible given financial, technical, and ecological constraints, the County will purchase equipment, supplies, and materials to minimize impacts on the natural environment. This Sustainable Materials Management Policy (SMMP) is intended to provide operational guidance for the realization of that commitment as it relates to the product purchasing at the Vanguard Building, 1400 Vanguard Drive, Oxnard, CA. Scope This SMMP applies to all purchases made by the Human Services Agency, Probation Agency, General Services Agency, vendors and service providers at the Vanguard Building and for the associated building site and grounds. Time Period This SMMP is effective as of November 27, 2009 and will be considered effective for the next five years, or until supplanted/revised by an alternative policy. Performance relating to the goals established in this SMMP will be assessed by careful tracking and analysis of product purchasing based on dollar amounts. GSA Maintenance will be responsible for tracking all purchases within the Vanguard Building. All purchasing amounts and program goals will be reviewed at the Vanguard Building Committee meeting every four (4) months. Purchasing Guidelines The guidelines below are intended to educate the Vanguard Building occupants on the importance and value of adhering to the SMMP as well as facilitating such purchases and the tracking thereof. Product Purchase Requirements

Purchases will be evaluated to determine their ability to meet one or more of the following sustainability criteria:

• Contains at least 70% salvaged material from off-site or outside the organization.

• Contains at least 70% salvaged from on-site through an internal organization materials & equipment reuse program.

• Contains at least 10% post-consumer or 20% post-industrial material.

• Contains at least 50% rapidly renewable materials.

• Is Forest Stewardship Council (FSC) certified wood.

• Contains at least 50% materials harvested and processed or extracted and processed within 500 miles of the project.

Salvaged Material (Off-Site or On-Site) Criteria: Item contains at least 70% salvaged material from off-site or outside the organization OR contains at least 70% salvaged material from on-site through an internal organization materials and equipment reuse program. Definition: Salvaged materials are essentially any materials, objects or equipment that have been purchased or otherwise acquired for reuse. Salvaged materials may range from interior fittings like molding, doors and lighting fixtures to furniture. The essential condition is that the item was diverted from disposal after a reasonable use in another context or environment. In many situations, ‘salvaged’ may simply mean ‘used’. Environmental Benefits: The use of salvaged materials reduces both the disposal of still-useful and functional items as well as the resource use required to produce new replacements for those items. A salvaged desk is one which isn’t taking up landfill space and avoids the inputs of raw materials and energy required to construct and deliver a new one. Metrics: Salvaged material is quantified in dollar amounts; the amount should represent the cost of the item were it to be purchased new, effectively the cost had a new item been purchased rather than the salvaged item. Note that salvaged material is not simply old items that remain in use; it is items that might otherwise have been disposed of but were re-circulated. Materials will generally not ‘contain 70% salvaged material’, in fact, they are more likely to be 100% salvaged or not at all.

Recycled Material Criteria: Item contains at least 10% post-consumer or 20% post-industrial material. Definition: Recycled content materials are those which employ previously used resources for a second (or more) application. ‘Post-consumer’ material is material which has been collected after disposal from consumer or end-use purposes. ‘Post-industrial’ material is collected from waste generated by industrial processes. Percentage content is measured on a volume or weight basis. Environmental Benefits: The use of recycled content materials reduces the resources and energy required to create new products, as well as reducing the volume of waste disposed of in landfills or other contexts. Metrics: Recycled content material is quantified in dollar amounts, the cost of the item upon purchase. Rapidly Renewable Material Criteria: Item contains at least 50% rapidly renewable materials. Definition: Rapidly renewable materials are those which, when sustainably managed, replenish themselves substantially faster than traditional materials. Rapidly renewable materials are often made from bamboo, cork, wool, or similar sources. Environmental Benefits: The use of rapidly renewable materials reduces the impacts of resource harvesting/extraction by limiting the land required to produce materials as well as the inputs (biological, industrial, temporal) required to produce them. Sustainably harvested bamboo, for example, can provide more wood per acre at a lower input cost/volume than traditional wood products. Metrics: Rapidly renewable content material is quantified in dollar amounts; the cost of the item upon purchase. Forest Stewardship Council Certified Wood Criteria: Item consists of Forest Stewardship Council (FSC) certified wood. Definition: The Forest Stewardship Council is a non-profit organization which certifies wood based on a set of ecological criteria intended to ensure the preservation of forest habitat/biodiversity values, and reduce soil erosion impacts and water pollution impacts from timber harvesting activities. FSC certified wood is clearly identified as such.

Environmental Benefits: The use of FSC certified wood ensures that the wood has been grown and harvested in an environmentally responsible manner. Traditional forestry practices for timber and paper products is highly damaging to habitat as well as having intense impacts on soils and waterways. FSC certifies only wood products which have been grown and harvested using techniques that minimize these impacts. Metrics: FSC wood is quantified in dollar amounts; the cost of the item upon purchase. FSC certification is the only certification that currently complies with this policy. Products which are not FSC-certified but claim compliance with FSC standards must provide third-party documentation of comprehensive compliance with FSC standards. Local/Regionally Produced Materials Criteria: Item contains at least 50% materials harvested and processed or extracted and processed within 500 miles of the project. Definition: Locally or regionally produced materials are those harvested and processed or extracted and processed reasonably close to their final use. The intent of this requirement is to reward purchases that do not require distant shipping or movement of products across many miles. Note that ‘harvested and processed’ or ‘extracted and processed’ should be understood to mean that the entire production cycle takes place within the 500-mile radius. An item extracted nearby but shipped overseas for assembly does not qualify. Environmental Benefits: Locally produced materials require substantially fewer energy resources to travel from extraction/harvest point to end use. In addition, these products support local and regional economies. Metrics: Local/regional materials are quantified in dollar amounts; the cost of the item upon purchase. Documentation should clearly evidence that the product production cycle took place entirely within the 500 mile radius. See Attachment 1 for a map showing the 500 mile radius from Oxnard, California. Potential IAQ Contaminating Products

This section outlines sustainability criteria for the purchase of materials which may have an impact on indoor air quality. A. Adhesives and Sealants Adhesives and sealants must have a VOC content equal to or less then the current VOC content of South Coast Air Quality Management District (SCAQMD) Rule #1168.

C and D. Carpet and Carpet Cushions All carpet and carpet cushions will meet the VOC requirements of the Carpet and Rug Institute (CRI) Green Label Testing Program. CRI is a trade organization that established the Green Label Testing program to identify low VOC emitting carpet for consumers. This policy also encourages that all carpet be purchased and installed as carpet tiles versus broadloom installation. Carpet tiles save money and natural resources by minimizing installation waste, and through minimizing carpet replacement costs. High traffic areas or tiles that are damaged or dirty can be easily replaced versus replacing the whole area of carpet, when one small carpet section must be replaced. E. Composite panels and agrifiber products

Composite panels and agrifibers products used at the Vanguard Building will contain no added urea-formaldehyde resins. According to the US Environmental Protection Agency “Formaldehyde, a colorless, pungent-smelling gas, can cause watery eyes, burning sensations in the eyes and throat, nausea, and difficulty in breathing in some humans exposed at elevated levels, above 0.1 parts per million. High concentrations may trigger attacks in people with asthma. There is evidence that some people can develop sensitivity to formaldehyde. It has also been shown to cause cancer in animals and may cause cancer in humans. Health effects include eye, nose, and throat irritation; wheezing and coughing; fatigue; skin rash; and severe allergic reactions. http://www.epa.gov/iaq/formalde.html . Materials that meet the above criteria include wheat-board, strawboard and sunflower board.

Cleaning Products

This section outlines sustainability criteria for cleaning products, disposable janitorial paper products, and trash bag liners for the Vanguard Building.

Cleaning Products

• All general-purpose, bathroom and glass cleaners should be Green Seal 37 certified. A list of Green Seal certified products can be found at: http://www.greenseal.org

• All cleaning products not covered in the Green Seal 37 category, such as carpet cleaners, floor finishes or strippers, should comply with the California Code of Regulation maximum allowable VOC levels.

• All hand soap must not contain any antimicrobial agents.

Disposable Janitorial Paper Products

Paper products including paper towels, toilet paper and toilet seat covers should meet the minimum requirements of the U.S. EPA Comprehensive Procurement Guidelines, www.epa.gov/cpg .

• Bathroom tissue should have at a minimum 20% post-consumer recycled content or have at least 50% content from a rapidly renewable source.

• Paper towels should have at a minimum 40% post-consumer recycled content or have at least 50% content from a rapidly renewable source.

• Toilet seat covers should have at a minimum 20% post-consumer recycled content or have at least 50% content from a rapidly renewable source.

• Trash bags should have at a minimum 10% post-consumer recycled content or have at least 50% content from a rapidly renewable source.

Programs and Procedures The following lists the programs and procedures that are in place to ensure compliance with this policy. County of Ventura, Green Procurement Policy. “It is the policy of the County of Ventura to purchase and use recycled products, whenever possible, to the extent that such use does not negatively impact the health, safety or operational efficiency. The list of materials, products and supplies shall include, but not be limited to, business office products, compost, fuels, mulch, rubberized asphalt, and other items.” See Attachment 2 for a copy of the Green Procurement Policy. Salvaged Material/County Surplus Program Contact: Maintenance Dispatch, (805)654-3878 Surplus furniture and other salvaged products are placed on the County’s Public Surplus website, http://www.publicsurplus.com/sms/browse/home , for use by other County Agencies or school districts, at no cost, or for sale to the public. Office paper, recycled paper products and office supplies The Green Procurement Policy authorizes a 10% price preference for qualified recycled paper products and office supplies, if necessary. Most paper products and office supplies are purchased through Staples.com which identifies each product by labeling it as being recycled; complies with the EPA’s Comprehensive Procurement Guidelines (CPG); Environmentally Preferable Purchasing (EPP); meets Green Seal standards; or is Environmentally Friendly by meeting the CPG or EPP guidelines.

Copier Paper Copier paper is provided through the copier lease contract by Canon Copiers. The paper that Canon provides contains 30% post-consumer fiber. Copier toner cartridges Contact: Veronica, (805) 383-7871, x315 Performance Plus Copier toner cartridges are ordered through Performance Plus. Spent cartridges are picked up on delivery of the new cartridge and are recycled for use. Office equipment Whenever possible, office equipment, such as computers, flat screens, printers, faxes and refrigerators should utilize recycled products and be ENERGY STAR rated. Furniture and furnishings The vast majority of the furniture in the Vanguard Building is HermanMiller Action Office System and the filing and storage systems are HermanMiller Meridian Filing and Storage Systems. The Action Office furniture line is 34% pre-consumer recycled content and 6% post-consumer recycled content. The Meridian product line is 24% post-consumer recycled content and 5% pre-consumer recycled content. Building materials It is the policy of the County of Ventura, General Services Agency, that anytime building materials are purchased for use in the Vanguard Building, they should meet the performance criteria as described in this policy document. Adhesives and sealants It is the policy of the County of Ventura, General Services Agency, that adhesives and sealants purchased for use in the Vanguard Building, should meet the performance criteria as described in this policy document. Paint and coatings The interior paints primarily used in the Vanguard Building conform to Green Seal Standard GS-11. Carpet and carpet cushions Carpet in the Vanguard building is exclusively Lees Faculty IV Modular, Style #DK163. This carpet meets the VOC requirements of the Carpet and Rug Institute (CRI) Green Label Testing Program.

Composite panels and agrifiber products It is the policy of the County of Ventura, General Services Agency, that anytime composite panels and agrifibers products are purchased for use in the Vanguard Building, they should meet the performance criteria as described in this policy document.
