1.0 Purpose of Report

1.1 Background

1.1.1 This document has been prepared on behalf of Homes England and Chorley Council in respect of the

emerging indicative options for the development of the allocated site (Chorley Local Plan – HS1.5) at

Cowling Farm in Chorley.

1.1.2 Curtins has been appointed to provide traffic and transportation advice in relation to the proposed

mixed-use development, comprising circa 150 dwellings, employment uses and a gypsy/traveller site

on the allocated land to the east of Cowling Road.

1.1.3 A Highways Baseline Report has been prepared, and included as Appendix A, that provides an

overview of the site in terms of its locations and accessibility by sustainable modes of travel as well as

investigating opportunities for accessing the site and potential impact on the surrounding highway

network.

1.1.4 It has been acknowledged that whilst the existing pedestrian and cycle infrastructure is good, it is likely

that the public transport infrastructure will require some enhancements in order to improve accessibility

for future residents and employees at the Cowling Farm site.

1.1.5 Three potential site access opportunities have been identified on Cowling Road and Moorland Gate that

could serve the residential and employment elements of the scheme.

1.1.6 The Highway Baseline Report establishes the principle of delivering a new access junction on Cowling

Road approximately 43m to the east of the existing Moorland Gate junction in accordance with current

highway design standards.

1.1.7 A traffic impact assessment has been undertaken to determine the highway impact that a development

at Cowling Farm would have on the local highway network.

1.1.8 It was determined that a suitable site access arrangement can be delivered that will operate with

adequate spare capacity in the future.

1.1.9 The Highway Baseline Report was produced as a starting point to develop a masterplan for the allocated

site with the intention of producing a more comprehensive document once the preferred development

option has been established.

1.1.10 A detailed Transport Assessment will be produced to support a future planning application which will

set out further detail and technical analysis of the preferred masterplan option.

1.1.11 Following further dialogue with key stakeholders, a second access option was considered on Cowling

Road with a junction located 34m to the east of the Moorland Gate junction. As the location of the

junction does not accord with the minimum junction spacing requirements (43m) set out by Lancashire

County Council Curtins was advised by the Local Highway Authority to undertake a Stage 1 Road Safety

Audit to confirm that a new junction could be delivered with no adverse impact on highway safety.

1.1.12 A copy of the Road Safety Audit, undertaken by an independent third party consultancy, is included in

Appendix B and concludes that there are no overarching issues that would impact on the safe delivery

of a new access in this location.

1.1.13 The Safety Audit has also been issued to the Local Highway Authority who has confirmed that the

principle of access via Cowling Road is acceptable at both 34m and 43m east of Moorland Gate.

1.0 Site Location and Highway Layout

1.1 Background

1.1.1 Curtins has been appointed on behalf of Homes England to provide traffic and transportation advice in

relation to a proposed mixed-use development, inclusive of c.150 dwellings and employment uses, on

land to the east of Cowling Road.

1.2 Site Location

1.2.1 The proposed development site is located to the north-west of Cowling Road, and is formed of vacant

agricultural land.

1.2.2 It is bound to the north and east by the M61 Motorway, to the west by Moorland Gate Business Park

and Cowling Road, and to the south by vacant land and The Gillett Playing Fields.

1.2.3 The Spinners at Cowling Public House is situated immediately adjacent to the site and it is understood

that the car parking area is within Homes England control.

1.2.4 The figure below illustrates the location of the site.

1.3 Existing Access Arrangements

1.3.1 There is no existing formal access to the site.

1.4 Surrounding Highway Network

Cowling Road/Cowling Brow

1.4.1 Cowling Road borders the site to the south-west and extends between the mini-roundabout junction

with Cowling Brow and Cowling Business Park to the west, and the priority junction with Flag Lane to

the south of the site, where the road changes name and continues as Weaver’s Brow/Long Lane. The

carriageway is approximately 650m in length.

1.4.2 Along the length of the road, Cowling Road is a single lane, two-way carriageway with width of

approximately 8m. Lit footways of approximately 2m width run along both sides of the carriageway for

the extent of the road.

1.4.3 In the vicinity of the site, the highway is subject to a 30mph speed limit. Cowling Road benefits from

infrastructure including street lighting, sheltered bus stops, dedicated crossing points.

1.5 Highway Safety

1.5.1 Personal Injury Accident (PIA) data has been from the CrashMap website and analysed for the most

recent five-year period available from 2013 to 2017. A summary of the data can be seen in Table 1.1:

1.5.2 There has been a total of two slight accidents and two serious accidents recorded in proximity to the

Proposed Development within the latest five-year period available.

1.5.3 It appears that there may be an existing safety issue at the Cowling Road/Weaver’s Brow/Flag Lane

junction, with the breakdown of accidents showing that in both incidents resulting in serious injury

vehicles were recorded as losing control at this corner.

1.5.4 It is noted however that advanced warning signage and appropriate road markings have been installed

on approach to the junction and there appears to be little further opportunity to enhance safety at this

location.

2.0 Access Strategy

2.1 Proposed Access Strategy

2.1.1 Potential access points have been identified at three locations; a new priority junction to be created at

the existing Spinners at Cowling Public House Car park, a new priority junction located on Moorland

Gate and the continuation of Moorland Gate beyond the access to the Moorland Gate Business Park.

Option 1 – The Spinners at Cowling Car Park

2.1.2 A new access could be positioned in the approximate location of the existing access junction provided

for the Public House, and will provide a minimum carriageway width of 5.5m which is considered

sufficient to enable two vehicles to pass side-by-side.

2.1.3 As it is an existing access, albeit for a car park, it is considered that the precedent for turning movements

onto Cowling Road has been established in this location although a residential development will clearly

represent an intensification of use.

2.1.4 Footways with a minimum width of 2m will be implemented on both sides of the access road and connect

to the internal layout of the Proposed Development and the existing infrastructure along Cowling Road.

2.1.5 Junction visibility for a 30mph road (2.4m x 43m) will be achievable at this location and the proximity of

the proposed access junction to the existing Moorland Gate/Cowling Road junction is acceptable.

2.1.6 The figure below confirms that the extent of the adopted highway extends to the back of footway and it

would only be land currently utilised by The Spinners at Cowling public house for car parking and

outdoor decked area that would affected by the access proposals.

2.1.7 It is understood that the car park area is within the control of Highways England.

2.1.8 The opportunity to relocate the car parking area as part of the wider masterplan area should be explored

as well as the potential to deliver additional parking provision should existing demand at the public

house require.

Option 2 – Priority Junction on Moorland Gate

2.1.9 This option will consist of a new priority junction to be created at an appropriate location on Moorland

Gate. It should be recognised that there are topographical issues that would need to be overcome to

deliver an access in this location.

2.1.10 It is envisaged that a minimum carriageway width of 5.5m can be implemented, with 2m footways either

side of the junction leading into the Proposed Development.

2.1.11 It is considered that junction visibility for a 30mph road (2.4m x 43m) will be achievable at this location,

subject to third party land ownership, and the access road/junction will conform to the prevailing highway

design standards in the Manual for Streets (MfS) and Design Manual for Roads and Bridges.

2.1.12 A new junction on Moorland Gate will have implications on the exiting on-street car parking which

currently takes place along both sides of the carriageway. Consideration will need to be given to ensure

that any displaced car parking does not result in a safety issue elsewhere on the highway network.

2.1.13 There may be an opportunity to explore a possible car parking area as part of the wider masterplanning

proposals that would benefit existing and future users.

Option 3 – Extending Moorland Gate

2.1.14 It is evident from the existing highway alignment towards the northern extent of Moorland Gate that

there was an historical intention to continue the highway beyond the access to the Moorland Gate

Business Park into the proposed site. The figure below confirms that the adopted highway boundary

extends up to the boundary of the site in this location.

2.1.15 An access in this location would provide a logical point of access for the employment uses and ensure

that the flow of traffic is consistent with the existing neighbouring uses. It will also assist in segregating

employment from new residential traffic.

Secondary/Emergency Access

2.1.16 Additional emergency access points to the site may be required which will be discussed with Highways

Officers at Lancashire County Council during future consultation.

2.1.17 Access options 2 and 3 both represent potential emergency access locations. An emergency access

does not need to be a fully design compliant vehicle access junction. the function of an emergency

access is to ensure that emergency vehicles can achieve access to a site should the primary access

route become obstructed for any reason (vehicle breakdown, road works etc).

2.1.18 On this basis, an emergency access can take the form of a shared pedestrian/cycle access no less than

3m in width that has the ability to accommodate emergency service vehicles. Such an access could be

controlled by removal bollards to restrict vehicular access at all other times.

3.0 Accessibility by Sustainable Modes of Travel

3.1 Introduction

3.1.1 A key element of national, regional and local policy is to ensure that new developments are located in

areas where alternative modes of travel are available. It is important to ensure that developments are

not isolated but are located close to complementary land uses.

3.1.2 This supports the aims of integrating planning and transport, providing more sustainable transport

choices, and reducing overall travel and car use.

3.2 Pedestrian Accessibility

3.2.1 The site is situated in close proximity to Chorley, and within reach of many local amenities. Within

1,500m walk of the site, there are retail facilities located within Chorley town centre such as various

supermarkets, gyms, pharmacy, public houses and food/drink establishments

3.2.2 Within 1,000m walking distance of the site, various employment opportunities are available at the

adjacent Moorland Gate Business Park and various commercial/industrial sites located at Cowling

Business Park. In addition, there are various schools such as Sacred Heart Primary School, Chorley St

James C of E Primary and Highfield School are all located within the maximum distance from the

Proposed Development.

3.2.3 The footways in vicinity of the site are of good quality and provide crossing points with suitable

infrastructure. The introduction of a new site access junction, will appropriate crossing facilities, will

encourage movement by foot to the surrounding amenities and facilities that residents will likely utilise.

3.2.4 The proposed development is therefore considered accessible on foot.

3.3 Accessibility by Cycle

3.3.1 Various roads surrounding the site are conducive to a cycling environment, with wide carriageways and

on road cycle routes seen along sections of Cowling Road and Cowling Brow.

3.3.2 To the west of the site, National Route 55 is accessible via the canal towpath and will connect Ironbridge

to Preston, Stockport and Wigan when complete. This route locally connects the site to Adlington,

Standish and north Chorley.

3.3.3 It is considered that the proposed development is well situated to encourage residents to cycle as a

sustainable mode for commuting and/or for leisure pursuits.

3.4 Accessibility by Public Transport

Bus Accessibility

3.4.1 Guidance from the Chartered Institution of Highways and Transportation (CIHT) document ‘Guidelines

for Planning for Public Transport in Development’ indicates that ideally, a bus stop should be located

within 400m from a new development.

3.4.2 The nearest bus stop to the site is located to the The Spinners Public House on Cowling Road. Table

3.1 details the service that calls at this stop, and the associated frequencies:

3.4.3 This bus service connects the site to variety of local amenities, railway stations and town centres

including opportunities for multi-modal travel via Chorley.

3.4.4 It is considered that as part of the Proposed Development, the Local Highway Authority will require

some consideration to be given to increasing the bus provision, in terms of frequency and number of

services stopping on Cowling Road.

Rail

3.4.5 The closest Railway Station located to the site is Chorley rail station situated approximately 1.75km to

the north-west of the site.

3.4.6 Table 3.2 shows the frequencies of regular trains that run from Chorley Station:

3.5 Summary

3.5.1 It is considered that the Site is located in an accessible position when considering the pedestrian, cycle

and public transport opportunities.

3.5.2 However, it is acknowledged that the Local Highway Authority may require contributions towards the

improvement of bus services in the area due to the low levels of opportunity of bus travel for future

residents and employees.

4.0 Traffic Forecasting and Highway Impact

4.1 Introduction

4.1.1 This section of the report details the methodology used to predict the traffic demand associated with

both the residential and commercial aspects of the Proposed Development with an initial analysis of

highway impact associated with the wider site.

4.2 Forecast Traffic Generation

4.2.1 To assess the likely vehicular impact of the Proposed Development, the TRICS database has been

used. TRICS is the industry recognised tool for calculating the anticipated future trip demand of a

proposed development. The database contains multi-modal surveys of varying land uses in multiple

destinations across the UK, including residential units and commercial/industrial uses.

4.2.2 The TRICS search was undertaken for all sites across England, Scotland and Wales (excluding Greater

London and Ireland). Survey days were from Monday – Friday, and various location and population

filters ensured the sites were representative of the Proposed Development location.

4.2.3 The vehicle trip rate and subsequent average vehicle trips associated with the proposed residential

aspect of the Proposed Development is provided in Table 4.1. All trip rates are per dwelling and the full

outputs from the TRICS assessment can be found within Appendix A.

4.2.4 This demonstrates that the residential aspect of the Proposed Development is anticipated to generate

in the region of 70 two-way trips in the AM peak and 63 trips in the PM Peak.

4.2.5 The vehicle trip rate and subsequent average vehicle trips associated with the proposed

commercial/employment aspect of the Proposed Development is provided in Table 4.2. For the

purposes of this assessment it has been assumed that the site could accommodate circa 10,000sqm

employment uses.

in the region of 154 two-way trips in the AM peak and 111 trips in the PM Peak.

4.3 Baseline Traffic Flows

4.3.1 During initial discussions with Highway Officers at Lancashire County Council, it was noted that key

junctions within the Chorley area should be considered as part of any future traffic impact appraisal of

the masterplan proposals. The junctions which were identified and subsequently surveyed include:

• B6229/Preston Street/A6;

• Union Street/Portland Street/A6;

• George Street/A6/Lyons Lane;

• Botany Brow/B6229/B6228;

• Brooke Street/B6228/Cowling Brow; and

• Moorland Gate/Cowling Brow.

4.3.2 Traffic counts were undertaken by the independent traffic survey company Nationwide Data Collection

on 15th March 2017 from the period 07:00 – 10:00 in the morning and 16:00 – 19:00 in the evening.

4.3.3 Analysis of the survey data identified the peak periods as follows:

• AM: 08:15 – 09:15; and

• PM: 16:45 – 17:45.

4.3.4 Traffic Figures 1 and 2 provided at the rear of this report presents the observed year AM and PM peak

hour flows.

4.3.5 The full baseline flows are shown within Appendix B to the rear of this report.

4.4 Traffic Growth

4.4.1 For the purposes of this technical review, the impact of the development upon the local road network

has been assessed for a potential application year of 2018 and future year of 2023.

4.4.2 TEMPRO NTEM 6.2 Dataset modified by NTM AF09 has been used to derive the local growth factors

for the future year of 2023 using the base year. Table 5.1 presents the derived growth factors:

4.4.3 The above growth factors have been applied to the 2018 observed peak hour flows to obtain the future

years’ background traffic; the 2023 AM and PM background traffic is illustrated in Traffic Figures 5 and

6.

4.5 Trip Distribution & Assignment

4.5.1 The data used for the proposed trip distribution has been calculated using information provided by the

Census 2011 Origin-Destination information for the place of work at an MSOA (Middle Super Output

Area) level.

4.5.2 The dataset used is the ‘Location of Usual Residence and Place of Work by Method of Travel to Work’

(MSOA Level). This is used and interrogated to find the origins of trips to destinations of work (centred

around the middle super output area where the site is located - Chorley) per the 2011 Census.

4.5.3 The distribution has been calculated by considering the most likely route to be selected by residents in

all areas of origin to reach the proposed development based on the existing traffic conditions, expected

route and suggested route by online route planners.

4.5.4 Traffic Figure 9 presents the proposed traffic distribution across the highway network.

4.5.5 Traffic Figures 10 to 15 present the development traffic figures distributed across the highway network

based on the trip generations presented in Table 4.3 and distribution in Traffic Figure 9.

4.6 Assessment Traffic and Highway Impact

4.6.1 Traffic Figures 16 and 17 present the 2023 future year assessment scenario which include the traffic

generated by the Cowling Farm development for the AM and PM peak hours respectively.

4.6.2 These flows have been compared against the 2023 base traffic flows presented in Traffic Figures 5 and

6 in order to determine the impact that the masterplan scheme would have on the wider highway

network.

4.6.3 Table 4.5 presents the percentage increase in traffic flows at each junction within the study area

resulting from the proposed development.

4.6.4 It is evident from Table 4.5 that the traffic impact is greatest in the immediate vicinity of the Cowling

Farm site. This is unsurprising as the proposed development traffic becomes more diluted across the

surrounding highway network beyond the closest junctions to the site.

4.6.5 Once beyond the Lyons Lane/B6228 junction the traffic impact reduces to less than 5% which is

considered to be a level consistent with daily variations in traffic flows and therefore imperceptible to

existing users.

4.6.6 A more detailed traffic impact assessment has been undertaken at the Moorland Gate/Cowling Road

junction to determine the future level of capacity. The operation of this junction is also considered to

reflect the potential operation of the potential site access junction (Access Option 1) suggested on

Cowling Road.

4.6.7 Table 4.6 presents a summary of the PICADY assessment undertaken for the priority controlled

junction. PICADY results refer to the Ratio of Flow to Capacity (RFC) and the queue length predicted

on each arm of the junction.

4.6.8 An RFC of 1.00 indicates that the arm in question is operating at its theoretical capacity, whilst an RFC

of 0.85 or less indicates that the arm is operating within its practical capacity.

4.6.9 It is evident from the information presented in Table 4.6 that the Moorland Gate/Cowling Road junction

would operate with significant spare capacity in the future following the additional traffic generated by

the proposed scheme.

4.6.10 It is considered that a new junction on Cowling Road would accommodate similar levels of traffic and

operate at similar capacity levels to the Moorland Gate/Cowling Road junction.

5.0 Summary and Conclusions

5.1 Summary

5.1.1 Curtins has been appointed on behalf of Homes England to provide traffic and transportation advice in

relation to a proposed mixed-use development, inclusive of c.150 dwellings and 10,000sqm

employment uses, on land to the east of Cowling Road.

5.1.2 The site location has been considered in terms of its sustainability and accessibility by modes of

transport other than the private car.

5.1.3 It has been noted that whilst the existing pedestrian and cycle infrastructure is good, it is likely that the

public transport infrastructure will require some enhancements in order to improve accessibility for

future residents and employees at the Cowling Farm site.

5.1.4 Three potential site access opportunities have been identified on Cowling Road and Moorland Gate that

could serve the residential and employment elements of the scheme.

5.1.5 A traffic impact assessment has been undertaken to determine the highway impact that a development

at Cowling Farm would have on the local highway network.

5.1.6 It has also been determined that a suitable site access arrangement can be delivered that will operate

with adequate spare capacity in the future.

5.2 Conclusions

5.2.1 From a traffic and transportation perspective it is considered that the development of Cowling Farm can

adequately accommodate residential and employment/commercial uses with no adverse impact on the

surrounding highway network.

5.2.2 Subject to further dialogue with Lancashire County Council, there may be a requirement to deliver or

contribute towards local public transport enhancements as part of any future planning application.

Road Safety Audit – Stage 1 3 Cowling Farm, Chorley Proposed Residential Development Access Arrangement

1.0 INTRODUCTION

1.1 This report results from a Stage 1 Road Safety Audit (RSA) carried out on the proposed priority junction to serve approximately 150 new dwellings.

1.2 The proposed site for development is Cowling Farm in Chorley, located to the rear of the Spinners at Cowling pub. The proposal includes utilisation of the existing car park access point.

1.3 This Stage 1 RSA was carried out at the request of Curtins.

1.4 The Audit was carried out between 5th and 9th October 2018 by consultants working on behalf of The Safety Forum Limited. The Audit Team, which is established from The Safety Forum Ltd and independent of the project design team, has had no involvement with the project.

The Auditors were: A Jan – Team Leader (MSc (Eng), BSc (Hons), MCIHT, CoC)

A Norman – Team Member (BSc, CMILT, CoC)

1.5 The site visit took place on Friday 5th October between the hours of 1645 and 1745. At the time of the site visit, the weather was overcast and the road surface was dry. Traffic conditions were light during the site visit.

1.6 The report has been prepared in accordance with the Design Manual for Roads and Bridges (DMRB) Highways Directive (HD) 19/15.

1.7 Issues relating to the health & safety of operatives constructing, operating or maintaining the highway are not covered by Road Safety Audit. Only issues relating to the design and construction of facilities for highway maintenance that may potentially contribute to a Road Safety matter are considered by the Road Safety Audit process.

Road Safety Audit is not a technical check that the design conforms to Standards and/or best practice guidance. Design Organisations are responsible for ensuring that their designs have been subjected to the appropriate design reviews (including, where applicable, Non-Motorised User (NMU) assessment or review) prior to Road Safety Audit.

Road Safety Audit is not a check that the scheme will be constructed in accordance with the design.

Whilst reference is made to certain design standards, where safety may be compromised by a reduction in standard, this report is not intended to provide a design check. The Auditors have only reported on matters that might have an adverse effect on road safety in the context of the chosen design. No attempt has been made to comment on the justification of the scheme or the appropriateness of the design. Consequently, the Auditors accept no responsibility for the design or construction of the scheme.

1.8 The recommendations in this report are aimed at addressing the road safety problems; however there may be other alternative acceptable ways to overcome a specific problem, when other practical issues are considered. The recommendations contained herein do not absolve the Designer of his/her responsibilities.

1.9 The Auditors would be pleased to discuss the acceptability of alternative solutions to problems identified during the Audit, and would encourage the Designer to consult them on this matter.

1.10 The LHA response to the RSA should be formally recorded and reported to the Designer and the RSA Team so that a record of the Audit process is contained in the As Built design pack to be provided and retained by the LHA on final completion.

4.0 MATTERS ARISING FROM THIS STAGE 1 AUDIT. 4.1 PROBLEM

LOCATION: At the proposed access link with its junction with Cowling Road. SUMMARY: Proposed tactile paving is of inappropriate depth which may lead to a hazard for visually impaired pedestrians.

The proposed drawing shows that tactile paving is to be provided on both sides of the access link at the priority junction. However, the depth of the proposed tactile paving at the narrowest point appears to be inappropriate. This may result in visually impaired pedestrians missing the designated crossing and may either result in them crossing at an undesignated location or inadvertently step into the carriageway resulting in collisions involving vehicular traffic and non-motorised users. RECOMMENDATION

It is recommended that the tactile paving, on both sides of the carriageway, should be no less than 1200mm deep at its narrowest point.

4.2 PROBLEM

LOCATION: At the proposed access with its junction with Cowling Road. SUMMARY: Overshoot type collisions between traffic exiting the proposed development and traffic on Cowling Road due to steep slope of the access link.

The details provided to the Audit Team do not show how the proposed access link will be tied to the existing topography; will the access link be profiled to tie into the existing topography or will the existing topography be cut to lower it to the existing levels. The Audit Team are concerned that the significant level difference, between the existing topography and Cowling Road, may result in a steep longitudinal gradient of the access link. This has the potential for vehicles to approach the junction at speed from the access road, potentially resulting in traffic overshooting the junction leading to collisions with passing traffic on Cowling Road. The risk of overshoot could be further exacerbated in wet/icy conditions. RECOMMENDATION

Provide details showing the longitudinal cross section of the access link showing how it ties into the existing topography.

4.3 PROBLEM

LOCATION: At the Access Link / Cowling Road Junction. SUMMARY: Inadequate inter-visibility between traffic exiting the proposed development and passing traffic on Cowling Road resulting in side impact collisions.

The details provided to the Audit Team show that a 43 meter visibility splay will be achieved. However, the Audit Team noted street furniture that will impact on inter-visibilities between traffic on Cowling Road and the proposed access link. Furthermore, there are no on-street parking restrictions resulting in customers of the adjacent public house and adjacent residential properties to park on street. This results in reduced inter-visibility between passing and exiting traffic. Furthermore, there may be displacement of the existing parking within the public house car park, due to construction of the proposed link access. This may result in further on-street parking leading to further restricted visibility. In addition to the above, the on-street parking and street furniture impact on inter-visibility between vehicles exiting from the proposed access link and the adjacent Moorland Gate, leading to the potential risk of collisions between vehicles exiting these two accesses. RECOMMENDATION

Ensure the existing and proposed street furniture and any on-street parking is included in the visibility splay assessment.
