CORPORATE POLICY CIRCULAR NO. 07/2010
CHANGES IN LTC RULES
Since COOT is following Central Government LTC rules, the various provisions of
entitlement for LTC for various categories of employees are regulated and
modified by the Government, vide DOPT Office Memorandum
F.No.31011/4/2008-Estt.(A) dt. 23/09/2008, subsequent to the implementation of 6th
PayCommission recommendations. The details are as follows:
1. Definition of the term Family : It now includes both Step Parents (Step
Mother and Step father)
2. Residency Condition for the purpose of family: It has now been decided
that parents and / or step parents, wholly dependent upon the employee,
irrespective of whether residing with the employee or not, will also becovered.
3. Monetary ceiling for dependency: With effect from 01.09.2008, a person
is said to be wholly dependent if his income from all sources does not exceed
Rs. 3500/- per month (Earlier this ceiling was Rs. 1500/- per month).
4. LTC Entitlement for Fresh Recruits:
Fresh recruits may be allowed to travel to their home town along with their
"families" on three occasions in a block of four years and to any place in
India on the fourth occasion.
This facility shall be available only for the first two blocks of four years after
joining the Government for the first time. The blocks of four years shall apply
with reference to the initial date of joining service.
The existing blocks will remain the same but the entitlements of the new
recruit will be different in the first eight years of service.
The current Block of four years is 2010-13

Charges incurred for booking of rail tickets through Internet/e-ticketing through the
website of Indian Railways are reimbursable. Service tax, education cess and othersimilar levies charged on travel by Air/Road/RaiIjSteamer are also reimbursable.
Upto 90% of the fare can be taken as Advance.
As C-DOT follows Government LTC rules, all other terms and conditions will
continue to be as per the LTC rules prescribed by Central Govt, and the changes
made from time to time in the CCS(LTC) Rules 1988 will apply for C-DOT staff.
