Where Do I Start?


Universal Screening Defined

Universal screening is the process of providing a brief assessment to all students to identify those who may experience lower than expected academic outcomes. It is a component of response to intervention, which involves a strategic approach to providing tiered, evidenced-based strategies for students who are at risk for falling below grade-level expectations. Universal screening is the first step in identifying those students who may be at risk in both academic and behavioral categories.

Why Universal Screening?

• To find students whose problems are not immediately obvious and identify problems with a high degree of accuracy

• Early identification leads to early intervention• To be more effective and efficient in selecting

interventions based on data

Universal Screening: Instrument Selection Criteria

Glover & Albers (2007) co-authored an article regarding application of The Standards for Educational and Psychological Testing in selecting a universal screening instrument for use in schools

• Key criteria:• Appropriateness for intended use• Technical validity• Usability/practicality


Universal Screening: Appropriateness

• Matches developmental and contextual elements/needs of the population and school

• Compatible with delivery model• Frequency of screening• Outcomes are consistent with goals

• Research validates instrument for intended screening purpose


Universal Screening: Technical Validity

o Adequate norms➢ Relevant, current

o Comparable to target population

o Satisfactory sizeFor example, the sample should contain at least 100 persons in the norm group for each age group measured


Universal Screening: Validity continued

•Social validity (e.g., instrument/screening process is seen as both acceptable and important)

•For example, if an instrument is perceived as time-consuming, or the process of universal screening is not deemed as relevant to stakeholders, then results may not be valid and there will be a lack of staff buy-in


Universal Screening: Usability/Practicality

•Cost-effective•Does not require intensive training to administer or evaluate results

•Does not interfere with instructional time or other required tasks

•Efficient•For example, identifies students who are withdrawn (internalizers) as well as those who act out (externalizers)

•Can be completed quickly

•Informs interventions•Results can be used to identify appropriate interventions•Aids in improving student outcomes

Communication Considerations

•Should be included as part of standard communication with families about district-wide screening•Designed as a tool for schools to use proactively in support of all students•Best Practice: parental consent always required•Always best to be proactive with concerns about students’ rights:-Communicate early, clearly, and positively-Consult with legal professionals for the utmost clarity
