Champaign’s parks have been a mainpart of the city’s fabric nearly as longas the city has been in existence, withland for Champaign’s rst park madeavailable in 1854. This property wasoriginally laid out as a public squareand possibly as the site for the countycourt house. However in 1859 the 12.7acre property became the rst parkin Champaign County and was namedWhite Park in honor of the man whomade the land available. Known asthe “Commons”, the two square blockspace was put to work by se lers asa cow pasture in 1861 when the citycouncil adopted a mo on “to permitcalves to be turned into the City Parkat $.35 per month.”

In the late 1800’s an Illinois CentralRailroad execu ve named BenjaminF. Johnson donated $10,000 to thecity for construc on of a fountain andbandstand in White Park. The foun-tain was constructed with a bronzestatue on top which was created byrenowned sculptor Edward Kemeys.The Prayer for Rain statue and theJohnson Fountain were dedicated in1899. The bandstand was also addedto the park in the late 1800’s and itwas from there where concerts andother events were held. One of themost notable events was a speechgiven in 1912 by Presiden al candidateTheodore Roosevelt. The fountain,sculpture and bandstand were thebeginning of a now much celebratedsculpture and monument programwithin the Champaign Park District.

The Champaign Park District actuallyrst organized as a Township Park

District in 1911. It had limited taxingpower and depended on dona ons of land to establish the park system. Themajority of Champaign’s current parkswere acquired through dona ons andin the mid 1920’s parks that wereowned by the City of Champaign weretransferred to the Park District. Sincethen all public parks have been heldby the District. The rst tax levy wasmade in 1912 and collected in 1913.Of note, the Wabash and Big Four

Railroads interposed tax objec ons atthe June term in 1913.

In 1951 a new community centerwas opened and would serve as thelaunching pad for Champaign’s rststructured recrea onal programs.Located on North Market Street, thebuilding was the former site for theChurch of the Brethren. Ac vi esin those rst years included adultsquare dancing, social clubs, drama

club for grade school aged childrenand neighborhood night programs.The building was purchased through apublic subscrip on drive and much of the rehabilita on was completed byvolunteers.

By the middle 1950’s it becameevident that due to the explodinggrowth of the community and thelimited taxing powers of the TownshipPark District, the current structure was

inadequate to meet the needs of resi-dents in the community. Therefore in1957 The District was reorganized as aGeneral Park District by a referendumof voters. The Champaign Park Districthas since been a local unit of govern-ment with its own legal and nancialresponsibili es and is governed by 5local residents who are elected intoo ce for 6-year terms.

One of the rst projects for the newboard was the acquisi on of nearly 80acres of land that would later becomeCentennial Park. This park was plannedcoopera vely with the ChampaignSchool District which owned 40 acresof property adjacent to the land. Theresult would become a unique integra-

on of facili es on both proper es.

In 1985 the Champaign and UrbanaPark District joined forces to createwhat is now known as the Champaign-Urbana Special Recrea on Program.The resolu on that passed providedthe district the authority to “levy andcollect a tax of not to exceed .02% of the value, as equalized or assessedby the Department of Revenue of alltaxable property in said Park Dis-trict for the purpose of funding the

District’s share of the expenses of jointly providing, with the Urbana ParkDistrict, recrea onal programs for thehandicapped under Sec on 8-10b of the Park District Code of the State of Illinois.” The program currently servesnearly 400 special needs residentsevery year, providing them with qual-ity recrea onal opportuni es with theassistance of specially trained sta .

The Champaign Park District alsomaintains pieces of history in some

of the facili es it owns. The SpringerCultural Center, located in the heart of downtown Champaign, was originallyconstructed as a post o ce in 1904and was later listed on the Na onalRegister of Historic Places in 1975.The architectural design representsthe Renaissance Revival style with itsaesthe cs emphasizing simplicity andorder. Springer is currently the mainloca on for cultural arts programs

within the District and houses cultural,recrea onal, and educa onal programsfor all ages as well as workshops,lectures, exhibits, and performances.

Another historical facility located indowntown Champaign and ownedby the Champaign Park District is theVirginia Theatre which has been part

of this community’s history and qualityof life since 1921. Built in the tradi onof great vaudeville-movie palaces of the1920’s and early 30’s and now on theNa onal Register of Historic Places, theVirginia is a beau ful theatre with a richlink to our past.

In addi on to hos ng great perfor-mances, and live music, the VirginiaTheatre s ll o ers movies on a regularbasis, providing community membersan opportunity to watch new releasesor classic favorites on the big screen inthis historic facility. The theatre is alsohome to many performing arts groups

including the Champaign Park District’sDance Arts program, Champaign ParkDistrict Youth Theatre and of course,Eber est, the annual fes val hosted bylocal favorite, Roger Ebert, recognizinghis picks for lms he thinks are excellentand worth viewing. This event bringsthousands of people to the communityfrom all over the world.

Obstacle Mobstacle DashAll AgesJoin us for the Champaign Park District’s newest and most exciting tnessevent – the Obstacle Mobstacle Dash! Families, students, co-workers andfriends register as mobs and then help each other through a two-mile tnesschallenge course that includes exciting obstacles and activities. Be prepared to jump, balance, weave, and show your muscle on your way around this fun andinnovative course! We’ll have prizes for top nishers. Mobs will also compete forfun awards including “best dressed/uniforms”, “best mob name”, “most generationscompeting” and more!

We’re also hosting a free Kids K (1/2 mile un-timed race) before the start of theObstacle Mobstacle Dash. The Kids K is open to children ages 3-12 years; youngerchildren are encouraged to run with a chaperone. All Kids K nishers will receivea ribbon.

Champaign Parks Foundation is a501(c)(3) charitable nonpro t

providing philanthropic support for the Champaign Park District.

Hidden on a platform inside the orchestra pit at the Virginia Theatre is one of the Champaign Park District’s most prized possessions. As the lights sink low,the platform raises and glorious sounds begin to ll the auditorium. Thosesounds emanate from a piece of history all its own; the Wurlitzer opus 490

which was installed in the Virginia Theatre shortly before opening on December 28, 1921. Originally a Style 185 2/7, the organ was upgraded in June 1924 to aStyle 185 Special with the addition of the 8’ Tibia Clausa extension. A 16’ relay addition was made in 1928. During the 1990’s, various minor additions weremade, including the addition of effects such as duck call, surf, and jazz/tapcymbal.

David Junchen worked on this organ beginning in October 1963 while anElectrical Engineering student at the University of Illinois, bringing it to lifeafter 18 years. The organ again fell silent after Junchen’s graduation but wasreawakened 20 years later by Warren York and a varying crew of volunteers. A special variety show on May 5, 1991 sold out the theatre and featured the organprominently. The audience enjoyed The Chorale singing the music of StephenFoster, a sing-along using historic glass slides from the theatre’s extensivecollection, and a demonstration of the Wurlitzer. On December 31, 1991, a near-capacity audience attended the rst annual News Year’s Eve variety show, whichfollowed closely the format of the May 5 program. With the exception of 1995,

Warren York played pre-show, intermission, and sing-along accompaniment music for each subsequent annual New Year’s Eve program until December 31,2008, when a plaque was presented to honor him and future house organists.

For nearly 20 years, until 2009, the organ was regularly played prior to andduring intermissions for events, but for now the organ is silent. John-PaulBuzard Pipe Organ Builders is currently working on bringing this beautiful pieceof history back to its original glory, but the cost is nearly $150,000 so we need

SportsDodds United Soccer TeamsAges 10-11Looking for talented soccer players! This program o ers a bridge opportunity for those playerslooking for a greater challenge than the Park District Youth Soccer Leagues and those playersnot ready for the commitment of club soccer.

Each select team will train with a licensed LISC coach once a week for 6 to 8 weeks. At theend of the season the two teams will go out of town to the Kohls Fall Rec Tournament tocompete against other teams from across the Midwest.

Prere uisite: All players must be enrolled in the Champaign Park District Youth Soccer LeaguFall season. This program is intended to supplement, not replace, the Youth Soccer Leagues.

All interested players must attend the tryout. There is no fee to tryout. From those players, wewill choose 14 boys and 14 girls. After the tryout, on a di erent date, we will have an informa-tion meeting that will further explain practice times, tournament details, etc. Enrollment intothe program will take place at this meeting. those players looking for a greater challenge than the Park District Youth Hoops Leagues andthose players looking to participate in summer travel basketball programs.

Douglass Heat will train with experienced coaches twice a week for several weeks leading upto league play. During the season, the team will compete in a local competitive league andmay also include a holiday tournament.

National Tennis Rating Program1.0 This player is just starting tennis.

1.5 This player has limited playing experience and is still working primar-ily on getting the ball over the net, has some knowledge of scoringbut is not familiar with basic positions and procedures for singlesand doubles play.

2.0 This player may have had some lessons but needs on-court experi-ence, has obvious stroke weaknesses, but is beginning to feelcomfortable with singles and doubles play.

2.5 This player has more dependable strokes and is learning to judgewhere the ball is going, has weak court coverage or is often caughtout of position, but is starting to keep the ball in play with otherplayers of the same ability.

Community Parks

Southeast Corner of Windsor and Rising RoadsOpen daily from dawn to dusk

This park provides your dog a place to run o -leash and interact with other dogs and humans.Located on seven acres near the southeast corner of Windsor and Rising Roads, this park featuresa 4 foot fence, double-gated entry area, separate areas for large and small dogs, parking lot, andtrash cans/dog waste stations.

Bark District Membership Bark District membership carries with it responsibilities to all Bark District users and the publicat large. Not all dogs are good candidates for Bark District play and interaction with a wide crosssection of dogs. If your dog is shy about meeting new people, children, or dogs, he might not bea good candidate for the Bark District. In addition, Bark District users must be able to maintaincontrol over their dogs even when o leash. All dogs at the Bark District should be responsive totheir owners’ calls.

Purchase a one-year membership for your dog at the Bresnan Meeting Center, Springer CulturalCenter, or Tennis Center. Users found without proper membership tags will be asked to leaveand may forfeit future park privileges. Bark District memberships are reciprocal with Urbana Park District’s dog park, so your membership is valid at both dog parks.

Re uirements for embership:Dog owners must complete a Champaign Bark District membership form signed by your vetindicating the following vaccines and tests are current: rabies, distemper, kennel cough/bordatella,para-in uenza and parvovirus, as well as proof of a fecal test for internal parasites. Forms may beobtained where tags are sold or downloaded at champaignparkdistrict.com.

Bark Distric Rules

u The dog owner agrees to assumethe full risk of any injuries,damages or loss connected withthe use of the dog park. Ownersare responsible for the actionsof their dogs and are subject tostate laws and local ordinancesconcerning dangerous or viciousdogs.

u ember dogs must wear boththe Dog Park membership tagand county registration tagwhen in the park .

u Dogs must be leashed whileentering and exiting the park.Members must have a leash onhand at all times.

Kaufman Lake is the place for outdoor fun with picnic tables and a variety of scheduledactivities. During the wintermonths, activities include ice skating and cross country skiing on and around the24.2 acre park and lake.

The Dance Arts program provides awide variety of children and adultdance classes. Instruction is fun,educational, safe, and a ordable.Our dance studio is located in theSpringer Cultural Center, downtownChampaign.

Ballet, Royal Academy of DanceChildren’s Syllabus: Safe and correctclassical ballet training for theyoung student.

Supplemental Ballet: Studentsof all ages who are the once-a-week dancer, or for students whowant extra classes to perfect theirtechnique.

Irish Dance: Learn about Irishculture through dance.

Dance WearDance wear varies depending on which class a student is enrolled in. Speci c dance wearinformation may be picked up at the Springer Cultural Center.

Dance Fee PaymentFees may be paid in full at the time of registration, or see page 49 for a schedule of paymentoptions.

The fee for a single 1 hour technique class is $10/$15. The fee for a single 1¼ hour techniqueclass is $13/$19.50. The fee for a single 1½ hour technique class is $15/$22.50.

Performance The Dance Arts program performs annually in February at the Virginia Theatre. Due to rehearsaschedules, only students enrolled in Fall classes will be cast in the performance, with artisticdirector’s approval.

A one time only performance fee of $10 is due from all dancers participating in theperformance at the Virginia Theatre. This will assist in covering the Virginia Theatre expenses.A costume fee of $30 is due from all dancers who will be wearing in-house constructedcostumes. There is an additional $15 for each costume needed after the rst one. These feesare non-refundable.

New StudentsAdults and children with prior training should contact the Director of Dance for a placementaudition at the Springer Cultural Center (398-2376).

Note: There will be an informational meeting and dance wear garage sale on Thursday, August18 at 5:30pm at the Springer Cultural Center. All parents of Pre-Primary, Primary, Grade I,and Children’s Beginning and Advanced Beginning Irish, as well as any new students, shouldattend. Any items you wish to sell should be dropped o by 3pm.

All students enrolled in Pre-Primary and up must wear Capezio or Bloch full-soled ballet soft-shoes. Hair must be pulled o the face in a ballet bun.

Pre-Primary and Primary These classes are a preparation for formalballet. They are structured classes thatfocus on solid dance technique, musicalityand re ning motor skills. These classesbegin in September only.

Grade 1Formal classical ballet technique will beintroduced in this class speci cally focusingon weight distribution, proper use of thefeet, weight transfer, and beginning small jumps. Hip rotation or “turn-out” will belightly and safely initiated in Grade 1.Hungarian folk dances will be introduced.

Character shoes and skirts are required.Grade 2 Free movement (modern dance) will beintroduced in Grade 2. More Hungarianfolk dance steps will also be added to thestudents repertoire. Character shoes andskirts are required.

Grade 3Pirouette turns will be introduced this year,as well as more sophisticated allegro work.Students will be required to perform a clas-sical variation, a free movement (modern)solo, and a Russian Character Dance.Character shoes and skirts are required.

Children’s Beginning The Children’s Beginning class is for girls and boys (ages 6 to 8) who are new to Irish Dance.

Students will learn the Introductory Jig and Reel.Children’s Advanced Beginning 1 The Advanced Beginning class is for students who have completed 1 year of Beginningand have mastered the Jig and Reel steps taught at the beginning level. Students will learnmore advanced Jigs and Reels, as well as a new dance called the Slip-Jig. This class may alsoinclude older beginning level students (ages 8-12) with the permission of the instructor.

Children’s Advanced Beginning 2Students in this class must have completed 1 year of Advanced Beginning 1.

Children’s Intermediate 1A continuation of work started in Advanced Beginning 1 and 2. Students must havecompleted the 2 years of Advanced Beginning.

Growing Together The Growing Together Tree is a program for parents or soon-to-be parentsto adopt a tree that has been planted in a park during the year of yournew child’s birth. Together they grow: child and tree. You will receivean infant t-shirt and a map with your tree’s location.

Adopt-A-TreeWe invite tree lovers to “Adopt-A-Tree” in their neighborhood park.A tree can be adopted by individuals, families, scout troops, churchgroups, or service organizations. Adoption can involve wateringthe tree, spreading mulch, or keeping an eye open for vandalism ordisease. You will receive a map with your tree’s location.

Retirement TreePlant a living, growing retirement gift for the newly retired friend,relative, or co-worker to celebrate a successful career and a newphase of life. The retiree will receive a map with the tree’s locationand a certi cate. Call for current fee.

Memorial TreesA living memorial is planted in honor of a loved one. Call forcurrent fee.

Flower Islands The Flower Island program is a cooperative beauti cation e ortbetween local businesses and the Park District. This unique programallows businesses to have a personal ower bed near their site andto assist with the sponsorship of beds on public property (e.g. parks,schools, library, right-of-ways, etc.)

Each year the local business pays a fee to the Park District. Half thisamount contributes to the cost of their bed(s) and the remainder isused for the Flower Islands on public property. Hence, they enhancethe beauty of the community twice. Services included for the annualfee are design, bed preparation, planting, maintenance, and fallremoval.

The Adopt-A-Park program was developed by theChampaign Park District in 1982 after a class at

Robeson Elementary School inquired about adoptingthe park near their school.

The purpose of the program is to encourage people in

a park neighborhood to assume some responsibilitiesfor their adopted park. This helps maintain and programthe park above the level that the Champaign Park Dis-trict is able to achieve on its own. Adopted parks buildcommunity support and often become the focal pointof neighborhood activities. The park programs bene tboth the Park District and the adopting group.

Adopt-A-Park involvement means neighbors getting in-volved TOGETHER to care for their park. Adopting groups

RegulationsPark Park regulations help to create and maintain a safe and healthy environment in all parks

and facilities. Please abide by these regulations.• Pets are allowed in the park when on a leash. Please clean up after your pet.• Alcohol is not permitted in parks or facilities.• Park only in designated areas. Driving on the grass or through the parks is prohibited.• Fires are allowed in proper receptacles only. Avoid leaving hot coals on the ground or in grills.• Parks close according to posted signs.• Vandals will be prosecuted and must reimburse the Park District for any damages.

Canoes

Personal canoes and kayaks may be used on Park District lakes as long as they are registeredwith the Illinois Department of Conservation.

RentalsPavilionsCentennial and Hessel Park pavilions areavailable for private parties or reunions frommid-April through mid-October. Reserva-tion requires a signed agreement, damagedeposit, and rental fee which must bereceived by the Park District a minimum ofweeks prior to the scheduled date of usageor rental automatically cancels and resultsin the pavilion reverting to a rst come,

Weather CancellationsPrograms may be cancelled due to inclem-ent weather or unusable facilities. A decisionregarding cancellation will be made twohours prior to the scheduled starting timefor high school/adult programs and onehour prior to the start of youth programs.If deteriorating conditions force on-sitecancellations, information will be put on theLeisure Line (398-2589) as soon as possible.A Champaign Park District representativewill remain on-site until the next scheduled

event to inform participants of the cancel-lation.

Proof of ResidencyIf you have not already done so, we encourage residents to get a newphoto i.d. card, since proof of residency must accompany all registra-tion. Please present one of the following:

• Home address imprinted on check • Driver’s license• Voter registration card• Other legal proof of residency

DeadlinesProgram registration deadlines are established to give participantsa date by which they should be registered. If enrollment is almosthigh enough to conduct a class, the registration deadline may beextended. If you missed the deadline, call 398-2550 to get informa-tion on possible deadline extensions.

1. Use one registration form per family.

2. Refunds will be given only through the secondmeeting of a program.

3. There will be no switching from one program toanother after the rst day of the original program.

4. Please mark envelope: REGISTRATION

5. The reverse side of the registration form containsa Waiver and Release. This form must be signedbefore your registration can be processed.

Fees: Non-Resident OptionProgram participants living outside the boundaries of the Cham-paign and Urbana Park Districts have an option of paying 50% morethan the resident rates for each program registration or paying ayearly fee and the resident fee for each program.

The yearly fee is computed on the assessed valuation of the non-resident’s home. The yearly fee is this valuation multiplied by thecurrent tax rate of the Champaign Park District. The term of thepayment coverage is from May 1 to April 30 of the following year.A person wishing to pay the yearly fee should bring a copy of themost recent tax bill to the Bresnan Meeting Center for computationof the fee. To receive the same privilege, non-resident renters maypay a at fee of $50.

The non-resident annual fee option is not available to personsresiding adjacent to the Park District boundaries. They, however,have the option of annexing their property into the ChampaignPark District.

Registration DatesRegister in person at any Champaign Park District facility, by mail,or online at www.champaignparkdistrict.com. Champaign & UrbanaPark District residents may begin registering immediately.Non-resident registration begins Monday, July 18, 2011.

Fees: Resident/Non-Resident (R/NR)Residents living within the boundaries of the park district regularlysupport park facilities and programs through property taxes. Program ScholarshipsBecause some residents are unable to participate in recreation pro-grams due to economic hardship, the Champaign Park District o ersscholarships to reduce certain fees and charges.

Scholarship applicants are not guaranteed fund availablity, programregistration, or choice of program location. Early applications are give

priority. Applications are available at the Bresnan Meeting Center andcan be mailed upon request. Need is the primary criterion upon whichscholarship applicants are considered.

Child Care Resource Service (CCRS)CCRS helps income-eligible parents who are working and/or goingto school to pay for their child care. Based on parents’ family size andincome, working families whose incomes are at or below 50% of thestate median income level may be eligible to apply. Processing cantake up to 10 business days. Program Cancellations/RefundsDay Camps: A chance to cancel from an all-day camp without payinmore than the required deposit will only be given through ve (5) busness days before the start of the session. After that, the full fee will becharged to the participant and the spot in the class will be opened tothose on the waiting list.

Preschool Programs with onthly Billing: Two weeks notice in wing is required, or guardians are responsible for payment for the fol-lowing month. More information is given in the Preschool Handbook.

All Other Programs: Refunds will be given only through the secondmeeting of any program, unless otherwise noted above. There will bea $5 service charge due to participant cancellation (per participant/peroccurrence) unless otherwise noted.

E ceptions: If the District cancels a program due to minimum registrtion not being met, full refunds will be given. Pro-rated amounts willbe refunded to participants if a class is cancelled by the District afterit has begun. If a participant experiences a medical problem whichprohibits program participation, the refund will be a prorated amountbased on the number of sessions remaining in the program.
