What Are Stormwater Fee Credits?

A stormwater user fee credit is a reduction in stormwater fees charged to a qualifying property in return for implementing qualifying on-site stormwater management controls and/or activities

A stormwater user fee credit is an acknowledgement that on-site stormwater management may:

reduce the city’s operational costs reduce the city’s compliance costs reduce the city’s capital costs

How do credits work?

Direct reduction of user fees

Applied after user fees are calculated

On-going

Maximum credit of 50%

Not available to single family residential and duplex properties

How do incentives work?

One time disbursement - $300 maximum per parcel

Partially compensate property owner for partnering with City to achieve a stormwater management objective

First come first served basis until budgeted funds exhausted – will have to apply for incentive next fiscal year.

Available to all properties. Cannot receive incentive if also receiving a credit

Must be applied for; Qualifying criteria set by the city Installation to be verified by City

Credit Application Process

Download current credit application forms from City website (http://urbanaillinois.us/Stormwater_Utility_Fee) or obtain the forms directly from the City of Urbana Public Works Department

Prepare general credit application form. Prepare credit-specific application form(s). Prepare or locate required site drainage plan showing

topography, drainage patterns, and contributing area to each stormwater management structure

Prepare technical calculations required to determine applicability of credit(s)

Obtain appropriate signatures on forms

Credit Application Process (Continued)

Submit forms and required attachments to the Public Works Department.

City will check to insure submittal is complete and notify the applicant

City will review application within 30 to 45 calendar days and notify the applicant of credit determination, including identification of deficiencies if the application is not approved

If credit is denied applicant may address identified deficiencies and resubmit the revised application

If credit is denied applicant may appeal the determination following guidelines in Section 24-204 of the Urbana City Code

Appeals1. Owner files an appeal accompanied by information

substantiating claim.2. First appeal is reviewed by Public Works staff. A

recommendation is made to the Director. Response is in 30 days or less.

3. Second appeal is made to Director of Public Works. Response is in 15 days or less.

4. Third appeal is to Mayor. Response is in 15 days or less.
