BackgroundThe COVID-19 pandemic not only impacted the health aspect of society, but also economically. Many
communities affected by COVID-19 are forced to lose their livelihoods and incomes due to the
pandemic. While people who were already poor before the pandemic are increasingly depressed
and getting even poorer. Therefore, the Government must take appropriate policies to resolve the
two impacts in order to not to cause deeper social problems. Otherwise, if the government takes the
wrong steps to anticipate, by designing the fallacious policy, the condition of the affected
community will get worse considering that at this time there are a lot of people being dependent or
hoping for help and assistance from the government.
The preemployment card program that recently launched by the Government is claimed to be one of
the countermeasures for COVID-19. However, a number of problems have arisen since the program
was launched in mid-March 2020. Starting from the design of programs, policies, procurement
processes and selection of partners, to the implementation of programs that cause a lot of
controversy. Although considered a pandemic anticipation program, it is important to be reminded
that this preemployment card program was actually a promise of President Jokowi's campaign in
2019.
This report analyzes various problems that arise in the preemployment card program, especially
when the program is implemented as a form of COVID-19 countermeasure assistance given that the
budget to implement this program is seriously huge, reaching IDR 20 trillion. This analysis is part of
the role of community oversight participation carried out by Indonesia Corruption Watch (ICW).
IssuesThe legal basis of the preemployment card program is the Presidential Regulation No. 36 of 2020
concerning Competency Development through the Preemployment Card Program (Perpres
36/2020), and the Coordinating Ministerial Regulation Number 3 of 2020 concerning the Regulations
for Implementing Presidential Regulation Number 36 of 2020.
However, when we look closer, there is almost no nuance that this program is intended as an effort
to overcome COVID-19 crisis from the aspect of economy.
While the design of the preemployment card program also problematic, especially the way the
government uses online training to help layoff victims through collaboration with digital platforms
and online training providers. Coordinating Ministerial Regulation (Permenko 3/2020) regulates the
separation between partners’ platform or digital platforms and online training providers.
As we know that the government has appointed eight digital platforms with such responsibilities to
curate and supervise the online training, they are Skill Academy, Pijar Mahir, Pintaria, Tokopedia,
Sekolah.mu, Bukalapak, MauBelajarApa dan Ministry of Manpower. Although they were already
regulated to work as separate entities, in practice, some of the digital platforms also act as online
training providers.
The double duty of partners’ platform as well as online training providers adds another potential
conflict of interest in the implementation of preemployment programs. In addition, people also
began to question the credibility of online training providers and the type of training that they
offered, whether it was met with their needs or not.
In connection with a number of issues mentioned above, ICW further investigates the existence of
partners’ platform (digital platforms) and training providers – which already inside the
preemployment card program – and provides a qualitative assessment of their role in conducting
online training, which has been running for the past several months.

Data collection is done independently with the limitation of researchers who cannot access
all training data on preemployment sites without a registered account
Conceptual Definition
Based on the Presidential Regulation No. 36 of 2020 concerning Competency Development through
the Preemployment Card Program (Perpres 36/2020):
Preemployment Card Program is a work competency development program aimed at job
seekers, workers/labors affected by the termination of employment, and/or workers/labors
who need competency improvement.
Training is the overall activity to obtain, improve, and develop Work Competence,
productivity, discipline, attitude and work ethic at a certain level of skills and expertise.
Incentives are additional benefits for recipients of the Preemployment Card in certain forms
of money.
Digital Platform is the official government partner in the implementation of the
Preemployment Card Program which is carried out through applications, internet sites, and/
or other internet-based content services.
Executive Management is the unit that implements the Work Card Program.
Based on the Coordinating Ministerial Regulation Number 3 of 2020 concerning the Regulations for
Implementing Presidential Regulation Number 36 of 2020 Regarding the Competency Development
through the Preemployment Card Program:
Curation is the process of gathering information and relevant assessment toward certain
institutions.
Result of Analysis
1. Digital Platforms and Training Providers
Based on the analysis, there are 8501 types of training conducted by 147 training providers 2 of
which 111 are in the form of institutions and 36 in the form of individuals that spread over in the
eight digital platforms: Tokopedia, Bukalapak, Pijar Mahir, Sekolah.mu, Pintaria, Skill Academy,
MauBelajarApa and Ministry of Manpower.
For 36 individual training providers, all of them were registered on the Skill Academy digital
platform. Where 10 of them are individuals who are still related to the Ruang Guru and Skill
Academy, they are: Iman Usman as the Founder and Director of Products and Cooperation of Ruang
Guru, Arman Wiratmoko as Vice President of Corporate Strategy and Finance of Ruang Guru, and
Adilla Inda Diningsih as SVP Sales & Marketing of Ruang Guru.
Based on the Coordinating Ministerial Regulation Number 3 of 2020 concerning the Regulations for
Implementing Presidential Regulation Number 36 of 2020 Regarding the Competency Development
through the Preemployment Card Program, in article 25 paragraph (1), it is stated that the training is
conducted by private-owned training providers, state-owned enterprise, regionally-owned
enterprise, or the government institution – it has never been explained about the individual training
providers.
Even in the article 26, it also mentions a set of criteria that must be fulfilled by training providers,
from having cooperation with digital platforms to having a business license or business registration
number (NIB) issued by the online single submission system (OSS).
These criteria will certainly be difficult to fulfill if the training provider that conducts the training is
an individual.

From 850 types of training, Tokopedia offers the most training, which is 196 trainings. For Pijar
Mahir and Bukalapak, each of them offers 136 trainings, MauBelajarApa is 99 trainings, Ministry of
Manpower as much as 90 trainings, Pintaria as much as 74 trainings, Sekolah.mu as many as 69
trainings and the least is Skill Academy with only 50 trainings.

From 850 types of training offered, a total of 137 trainings are conducted by training providers which
are also digital platforms or collaborators in the preemployment card program.
Skill Academy, in addition to being a digital platform, at the same time they were also became a
training provider in 42 types of training, where the training was registered through Tokopedia.
The similar thing also happened with the digital platforms Sekolah.mu and Pijar Mahir. At the same
time, those two digital platforms also act as training providers. For Schools.mu, from 69 types of
training offered on this digital platform, 12 of them are registered at their own institutions. Likewise,
with Pijar Mahir, from 136 trainings offered through this digital platform, 10 trainings were
registered at their own institutions.
While the Pintaria digital platform also registers itself as a training provider on the Tokopedia digital
platform for 14 types of training.
Furthermore, HarukaEdu is an institution that provides technology for universities,
companies/institutions and individuals in designing online learning. Whereas Pintaria is HarukaEDU's
lifelong learning portal that offers online and blended learning lecture products and various courses
for individuals.3 In the preemployment card program, HarukaEdu offers 24 types of training through
the Pintaria digital platform. Again, this shows that at the same time the digital platform also plays a
role as a training institution.
The dual role played by Skill Academy, Sekolah.mu, Pijar Mahir, and Pintaria, which is to become a
digital platform and training provider at the same time, certainly has the potential to create conflicts
of interest in managing preemployment card programs. How is that possible for a digital platform
that has the task of curation and supervision, doing so on its own institution at the same time?
As stipulated in Presidential Regulation no 36/2020 and detailed in Coodinating Ministerial
Regulation no 3/2020, it is explained in article number 50, that digital platforms have duties to
curate training providers, conducting supervision and evaluation of the training implementation.
How is that possible for a digital platform that has the task of curation and supervision, doing so on
its own institution at the same time?
The situation can get worse because there are no clear rules governing the separation of roles and
tasks between digital platforms and training providers. Thus, the possibility of a digital platform to
become a training provider at the same time will be even greater in the future.
Furthermore, for the G2 Academy and Hacktiv8 training providers offer 19 trainings and 16 trainings
each. These two institutions were collaborators in the initial development of the preemployment
card program. As stated on the website that the preemployment program is the result of
collaboration between the government and the private sector. In the early stages of developing the
website of the preemployment card program, it was assisted a lot by Tokopedia, Skill Academy,
OVO, Hacktiv8, MauBelajarApa, Link Aja, and G2 Academy.

The roles and tasks carried out by these institutions as collaborators are unclear, even in the
regulations related to the preemployment card program there is no clause about any other role
other than digital platforms and training providers. On the preemployment website there is no
further information on to what extent and in what form of assistance provided by the institution as
collaborators.
In addition to the several things mentioned above, there are also training providers that are included
in digital platforms formed by other fellow of training providers that are also joined with different
digital platforms. Such as the Pintar.id School, which joins the digital platform of Ministry of
Manpower, was formed by the Babastudio training provider which is also included in the Tokopedia
digital platform. Those precedents are absolutely questioning.
2. The Absence of Standardized Prices/Tariffs
Of 850 training provided by training providers through digital platforms, the prices are in the range
from IDR 0 (free) to IDR 1,000,000. Some of these trainings have similar types of training but
different prices. For example, the training related to Curriculum Vitae (CV) Writing.

The table above shows the types of trainings related with CV writing offered at the cheapest price of
IDR 135,000 to the most expensive which is IDR 300,000.
Among the 9 trainings related to CV Writing, there are types of training that are really the same type
of training, namely CV for Study Abroad, Scholarships and Job Applications offered by Skill Academy
and Imam Usman (Ruangguru Co-Founders) with different prices: IDR 135,000 and IDR 168,000.
Though this type of training is held by the same institution, since Imam Usman and Skill Academy are
both related with Ruangguru.
Also, the training titled “How to write a CV that attracts HRD”, was offered by Pintaria and
HarukaEDU at the same price, which is IDR 150,000. Pintaria and HarukaEDU are the same
institution. As explained earlier, Pintaria is part of HarukaEDU.
Another example, the English language training for online motorcycle taxis, is offered by two training
institutions namely Cakap at a price of IDR 250,000 while English Today at a price of IDR 500,000 for
one training. In addition, Cakap also has a three-month program of proficient English for motorcycle
taxis at a price of IDR 600,000, which is not much different from English Today’s price for a one-time
training.

Significant price differences are also seen above in the offered graphic design trainings. The price
offered varies from IDR 227,000 to IDR 1,000,000.
The absence of a standard price can also be seen from the discounts provided by the digital platform
in a training. This discount can change in a matter of days. Some trainings which were originally set
at a price of more than Rp1,000,000 are later can be below that or remain the same. This also seems
due to the preemployment card program with the budget allocation for training that only IDR
1,000,000.
The absence of transparency and standards in setting training prices by the executive management
in managing the preemployment card program makes the prices set for similar training differ and
only based on the providers standards although the funds used to the online trainings are sourced
from the state budget.
3. The Unclear Amount of Commission of the Digital Platforms
In a number of regulations issued by the government relating to preemployment program, there are
no definite provisions regarding the amount of commission that entitled to be received by a digital
platform. Referring to the Article 52 paragraph (1) Coordinating Ministerial Regulation no.3/2020
states that:
"Digital platforms are allowed to take a reasonable service commission from the Training Providers
that collaborate."
While the Article 52 paragraph (2) of the same Coordinating Ministerial Regulation, states that:
"The amount of the service commission referred to in paragraph (1) is regulated in the Cooperation
Agreement and based on the approval of the Executive Management".
From the two articles above, there is no explanation about the fair price that is entitled to be
received by a digital platform. If the service commission mechanism is regulated through a
Cooperation Agreement, the government must disclose that information to the public – this is in
accordance with the Article 11 paragraph (1) letter e of the Public Information Disclosure Law No. 14
of 2008 it is explained that:
"Public bodies must provide public information at any time which includes public agency agreements
with third parties"
Unfortunately, based on ICW monitoring, the Cooperation Agreement was not opened to the public.
This raises suspicion froma the public that there is a potential for fraud if the agreement is not
transparent.
In the other hand, the absence of reasonable limits regarding service commissions received by digital
platforms resulting that each platform having its own standards. In addition, the lack of transparency
in determining the size of the commission also causes potential for digital platforms to get
inappropriate commissions. This kind of situation has a great potential to disserve the participants
(beneficiaries) of the preemployment card program.
As happened on the maubelajarapa.com platform. The site explains that there is an administrative
and marketing fee of 20 percent of class tickets sold through maubelajarapa.com. Unfortunately, the
information about such costs on seven other digital platforms were not available.
4. Suspicion: Training Providers are Lack of Experience
ICW also conducted a random sampling to see the background of the training providers that
included in the preemployment card program. From this random check, there are at least 3 training
providers whose backgrounds are questioned in conducting training. Firstly, the Boleh Dicoba Digital,
according to their website:
“… offers services in digital marketing to reflect on growth in social media & online sales. Built for
today’s market, we value being practitioners on every digital platform we oversee and are focused on
driving real business results”
Services that are offered by Boleh Dicoba Digital are E-commerce Web Development, Digital
Marketing & Digital Campaign Optimizing, Digital Marketing & Digital Campaign Strategy, and Digital
Advertisement.4 Based on our observation to their website and instagram account
@bolehdicobadigital this institution has no experience in conducting training, both online or offline.

Secondly, Al-Aitaam Boarding School Community Training Center who offered a training for Junior
Graphic Designer. This institution has a questionable track records according their experiences in
conducting online training for junior graphic designer. From our search via www.google.com, Al-
Aitaam Education Foundation5 is an educational institution that organizes education from
kindergarten to polytechnic (vocational school). However, this institution has no experience in
conducting online training.

Thirdly, training provider called Vokraf who offered 5 trainings that registered in Ministry of
Manpower. Based on our monitoring, the website of Vokraf (vokraf.com) has just established on
August 28th 2019 while the grand launching of Vokraf as an online education platform was on
February 21, 2020 or seven days before the issuance of Presidential Regulation no.36/2020. This
certainly raises question, does this institution really have experience in conducting training so that it
passes the curation selection by the executive management or is this institution had just founded in
order to participate in the preemployment card program?
Referring to the Presidential Regulation No. 36 of 2020 concerning Competency Development
through the Preemployment Card Program, in article 3 stated that the objectives of the
preemployment program are to develop work competence of the working classes, and to improve
the productivity as well as competency of the workers.
How can the government achieve this goal if the training institution that conducts the training is
having questionable track records about their experience and ability to provide trainings?
Potential of Political Affiliation among Training ProvidersFrom a number of randomly sampled training providers, there were at least three of them who are
politically affiliated, they are Skill Academy, Vokraf, and Amithya Institute.
1. Skill Academy
Skill Academy is a learning portal initiated by Ruangguru. Ruangguru is a technology company that
oversees the Skill Academy. Ruangguru is listed in the AHU Director General of the Ministry of Law
and Human Rights as PT Ruang Raya Indonesia.
One of the founders of Ruangguru is Adamas Belva Syah Devara. Belva founded Ruangguru with
Muhammad Iman Usman. He was the former Special Staff of the Indonesian President Joko Widodo.
He held the position for 5 months. Belva resigned from his position when the polemic of
preemployment program arose. He was suspected of having a conflict of interest in the
preemployment card program because he was holding the position as President Director of PT
Ruang Raya Indonesia by the time he was appointed as a Special Staff of the Indonesian President
Joko Widodo.
In the deed of PT Ruang Raya Indonesia, there is a name of Wilson Cuaca that appears in the second
deed amendment dated 19 January 2015. Willson Cuaca is co-founder and managing partner of East
Ventures, a venture capital firm. East Ventures is known to fund a number of startups such as
Tokopedia, Traveloka, and BerryBenka. Tokopedia also became a digital platform of the
preemployment card program.
The majority shares of PT Ruang Raya Indonesia are controlled by Ruangguru Pte. Ltd, a company
that registered in Singapore. The owner of Ruangguru Pte. Ltd namely:

Belva's position when he was still serving as Special Staff to the President of the Republic of
Indonesia allegedly caused a conflict of interest in selection process of SkillAcademy as a partner of
the preemployment card program Political relations of other parties listed as management or
shareholders of PT Ruang Raya Indonesia or Ruangguru Pte. Ltd is worth to be further explored.
2. Vokraf
The founder of Vokraf is affiliated with the Joko Widodo - K.H Ma'ruf Amin campaign team. Vokraf or
PT. Kolaborasi Edukasi Nusantara is an online education platform that focuses on improving the
ability of young talents in accordance with the expertise needed by the creative industries.6

Vokraf founder, Fina Silmi Febriyani was part of the Joko Widodo's campaign content directorate
team from January 2018 to 2019. Based on monitoring results, the new vokraf.com site was formed
on August 28, 2019 or about eight months ago. Meanwhile, the grand launch of Vokraf as an online
education platform was on February 21, 2020 or exactly seven days before the issuance of the
Presidential Regulation no. 36/2020. One of the invited guests to the Vocraft grand launching event
was the Minister of Manpower, Ida Fauziyah. This raises suspicion that the grand launching made by
Vokraf seems to legitimize that Vocraf is an online education platform that eligible enough to join
with the preemployment program. Besides Vokraf, another training provider that is suspected of
having political affiliation was Amithya Institute.
3. Amithya Institute
Amithya Institute, part of Amithya Hotels and Resorts, is a training provider that provides skills and
education in the hotelier and food and beverage services. Amithya Institute is located in Surabaya
City, East Java, which was inaugurated on March 9, 2020, attended by the Governor of East Java,
Khofifah Indar Prawansa.7

We suspect that the election of the Amithya Institute as one of the training providers in the
preemployment program was related to the position of its CEO Rucita Permatasari, who was once a
Candidate for East Java Regional Parliement and was the Treasurer of the East Java Golkar Party.
