Passage 2 There has been a significant trend worldwide towardsregionalism in government, resulting in a widespreadtransfer of powers downwards towards regions andcommunities since 1990s. This process, which involvesthe creation of new political entities and bodies at asub-national level and an increase in their content andpowers, is known as devolution. Devolution has beencharacterised as being made up of threefactors—political legitimacy, decentralisation ofauthority and decentralisation of resources. Politicallegitimacy here means a mass demand from below forthe decentralisation process, which is able to create apolitical force for it to take place. In many cases,decentralisation is initiated by the upper tier ofgovernment without sufficient political mobilisation forit at the grassroots level, and in such cases thedecentralisation process often does not fulfil itsobjectives.

There are still gaps in understanding how climatechange will work as the root cause of migration. Even ifthere is recognition of climate refugees, who is going toprovide protection? More emphasis has been given tointernational migration due to climate change. But there isa need to recognise the migration of such people within the countries also so that their problems can be addressedproperly.

Passage 1An Air Quality Index (AQI) is a way to combinemeasurements of multiple air pollutants into asingle number or rating. This index is ideally keptconstantly updated and available in different places. The AQI is most useful when lots of pollutiondata are being gathered and when pollution levelsare normally, but not always, low. In such cases, ifpollution levels spike for a few days, the public can quickly take preventive action (like staying indoors) in response to an air quality warning.Unfortunately, that is not urban India. Pollutionlevels in many large Indian cities are so high thatthey remain well above any health or regulatorystandard for large part of the year. If our indexstays in the Red/Dangerous’ region day after day,there is not much any one can do, other thangetting used to ignoring it.

In order to push the share of manufacturingin overall GDP to the projected 25 per cent, Indianmanufacturing needs to capture the global market insectors showing a rising trend in demand.
