    CTFA New ZealandCOSMETIC FRAME FORMULATIONS FOR

    POISON CENTRES- PREAMBLE -

    Poisons sold or contained in products sold in New Zealand must be subject to approval under the

    Hazardous Substances and New Organisms Act 1996 (HSNO).

    These frame formulations set out to describe what the formulation of most cosmetic products will containto firstly identify the substance for the purposes of the HSNO Act and secondly to provide information tothe New Zealand Poisons Centre of all cosmetic products as a repository database.

    The frame formulations are based on the European Union agreed Cosmetic Frame Formulations asagreed by the EAPCCT and COLIPA.

    Copyright over the formulas is not claimed by the CTFA New Zealand only over the production of thisguide document as it has been prepared by the CTFA for use in New Zealand.

    1. MSDS Sheets containing Frame Formulation information

    PRODUCTS REQUIRING ADDITIONAL INFORMATIONThe following products are covered by Frame Formulations, but require additional information to beincluded in MSDS Sheets produced for compliance under the CTFA Code of Practice

    1. Products listing ethanol and/or isopropanol in their Frame Formulation

    The percentage weights of ethanol and/or isopropanol must be specified.This is required when the content of either ingredient or the sum of both ingredients changes bymore than:- 5 if the value declared previously is < 30%- 10 if the value declared previously is 30%If ethanol or isopropanol are mentioned in the frame formulation, but are not present in thecosmetic product, then 0% must be specified.Note : percentage weights may be rounded to the nearest whole number.Note : if the percentage weight is below 2%, it can be specified as 0%.

    2. Antidandruff products

    The INCI (International Nomenclature for Cosmetic Ingredients) name and concentrationof the antidandruff agent(s) must be specified.

    3. Products containing vitamin A and derivatives

    The exact content ( in I.U./g) of vitamin A or any of its derivatives must be specified if thelevel exceeds 7 000 I.U. per g of product or if the amount exceeds 300 000 I.U. for thewhole product.

    4. Products containing xanthine derivatives (e.g. caffeine, theophylline)

    Should a product contain more than 0.5% xanthine derivatives, then the INCI name andthe exact concentration of the derivative(s) must be specified.

    5. Products containing cationic surfactants

    The concentration of cationic surfactants must be specified if the level of suchsurfactants exceeds 5%.

    6. Hairspray products containing solvents

    The INCI name and the concentration of each solvent must be specified for

    Frame Formulations 2.12 and 2.13.

    7. Permanent and semi-permanent hair colourant products containing solvents

    The INCI name and the concentration of each solvent must be specified forFrame Formulations 2.25 and 2.26..

    8. Hair bleaches containing persulfates and solvents

    The INCI name and the concentration of each persulfate and of each solvent must be

    specif ied for Frame Formulation 2.29.

    9. Products containing hydrogen peroxide

    The concentration of hydrogen peroxide must be specified for Frame Formulations 2.17(Part 1), 2.19, 2.26 (Part 2), 2.29 (Solution A).

    10. Nail varnish products containing solvents

    The INCI name and the concentration of each solvent must be specified forFrame Formulation 11.3.

    11. Toothpastes and Mouthwashes containing Fluoride compounds

    The concentration o f fluo ride compounds, expressed as Fluorine, must be specified forFrame Formulations 8.1 and 8.2.If fluoride compounds are not present in the product, then 0% must be specified.

    12. Bath salts/cubes containing inorganic sodium salts

    The total concentration of sod ium salts must be specified for Frame Formulation 3.3.

    13. Products with a pH lower than 3 or higher than 10

    The pH of a product, or part of a product, must be specified if it is lower than 3 or higherthan 10.

    14. Products containing essential oils (including camphor)

    Except for perfume Frame Formulations, when a manufacturer introduces in aformulation an essential oil (or an essential oil derivative) with a level higher than 0.5%,

    the manufacturer must state the name and quantity of this essential oil/essential oilderivative.

    PRODUCTS REQUIRING APPLICATION UNDER HSNO

    If a product does not comply with a Frame Formulation or if there is no Frame Formulation for a givenproduct, then formulation details, qualitative and quantitative, need to be applied for as a similarsubstance or as a new substance under the HSNO Act to the Environmental Risk Management

    Authority.Also, the following types of cosmetic products should always be declared in detail to New ZealandNational Poison Centres: nail cuticle removers, nail strengtheners, nail varnish removers, permanentwave neutralisers in powder form.

    PLANT EXTRACTSPlant extracts cover aqueous, hydroglycolic solutions, infusions, decoctions, etc.Essential oils are covered under indent 14, above.

    Aqueous plant extracts would include lavender water, rose water, elderflower water and camomile watercommonly called aromatic waters. These are usually obtained by steam distillation of essential oils asopposed to infusion or decoction.

    ADDITIONAL INGREDIENTSMany Frame Formulations contain the item additional ingredients. This designation covers chemicals

    which do not contribute significantly to the product formulation andwhich do not exceed 10% of theformulation. Such chemicals must not contribute in a significant way to the toxicity profile of the cosmeticproduct.It is always the responsibility of the manufacturer to ensure that any cosmetic ingredient covered by theitem additional ingredients does not affect the overall toxicity of the marketed product.
