1 General Introduction

All DMS messages that are part of this Message Implementation Guide (MIG) are based on the structure as defined in WCO Data Model version 3.0. More information about this WCO initiative can be found in the MIG, section 1 (General Introduction). Within the WCO data model a common declaration message structure is used for all types of declarations for Import, Export and Storage. In addition the DMS additional messages also use the same message structure to enable traders to provide additional information. This MIG is limited to Storage and Import declarations and the related additional messages. The applicable Customs procedures are: Code Description H Release for free circulation

I Placing under a customs procedure with economic impact other than the outward processing and customs warehousing procedures (inward processing (suspension system), temporary importation, processing under customs control)

J Placing in type A, B, C, E and F customs warehouses For futher explanation on these Customs procedures please refer to annex 37 (Single Administrative Document Explanatory Notes). The mentioned procedure codes are used in the status columns of the Declaration message in this document.

2 Declaration

2.1 Message Introduction

Sending organisation: Declarant or Submitter Receiving organisation: Dutch Customs Message name: DMSDEC (DMS Declaration) With this message the declarant or the submitter sends a declaration to the Office of Dutch Customs. By sending the Declaration the declarant or submitter asks permission to place goods under the applicable Customs procedure. The Declaration is validated and, based on this, accepted or rejected. • If the message is invalid the Customs Authorities will reject the message and the declarant or the submitter is

notified that the message is invalid. • If the message is valid it will be registered by the Customs Authorities and the declarant or the submitter is notified

that the message is accepted.

2.2 Cross Reference from the DMS Declaration to the EDIFACT GOVCBR message

1.1.1 Introduction This cross reference table gives an overview of the information needed to send a declaration from trader to Customs. For a complete overview of the information to be send in the EDIFACT message please refer to chapter “Mapping to EDIFACT”. Over there you will also find the required qualifiers and codes. The WCO format is mentioned for information (and can be used for example in the database structure of an application, this to avoid unnecessary changes in case of DMS changes with no effect on WCO representation). The format to be exchanged between the trader and the DMS system is mentioned in the DMS column. There are status columns for each procedure applicable for this version of the MIG. 2.1.1 Cross Reference
