EVENTS, INCIDENTS & OPERATIONS Dutch Ship Owner Pays Pirates U.S.

$1,250,000 Ransom Pirates who hijacked a Dutch ship and its crew near Bargal district have released the ship after the company that owns the ship paid US$ 1, 250,000 ransom. Eyl district commissioner Said Aw Yusuf told Radio Garowe that pirates had received the ransom payment in the ocean not far from Ely beach. "After releasing the ship and its crew the pirates left for Dhanaane and Ilig coastal areas near Eyl. Another German owned is still in the hands of pirates along Eyl coast, " said Eyl district commissioner. The Puntland Minister of State of Security Jama Hersi Farah deplored the decision to pay pirates ransom to secure the release of the ship. Puntland administration will not give ransom to pirates, he said. The German owned ship was hijacked one month ago. The payment of ransom is believed to encourage pirates to be more daring in their piracy business that affect security along Somalia's long coast despite assurances from the international community that pirates will be dealt with harshly. Sulpicio sues The owner of the Princess of the Stars ferry that capsized killing 800 people nine days ago is blaming the weatherman for the tragedy. Philippines TV reported that under-fire Sulpicio Lines is planning to sue the country’s weather agency Pagasa for failing to update the ship’s crew about the movement of Typhoon Fengshen. Sulpicio Lines’ lawyer Arthur Lim said the shipping company will charge Pagasa with gross incompetence and negligence, saying that the ferry could have averted the tragedy had Pagasa issued an additional warning on the typhoon’s movement. Lim said the ship’s route from Manila to Cebu was not completely reflected in the Pagasa bulletin they received before sailing. “The point is... at the time they made the wrong forecast, Pagasa knew the actual movement of the typhoon westward, but still announced it and broadcast it as northwest, thereby deceiving the captain who plotted his own course going down south to Cebu," Lim said. "Pagasa caused the vessel to sail into the jaws of death," he added. The company is seeking moral damages of PHP 2.5m ($5.56m), while the Go family, which owns the shipping company, is asking for PHP 500,000 moral damages. At the Board of Marine Inquiry investigation last Friday, Nestor Ponteres, Sulpicio’s port captain in Cebu, claimed that the company was informed six hours late by Pagasa regarding typhoon Fengshen’s changing course. Ponteres also claimed he was in constant communication with the ferry’s captain, Florencio Marimon Sr, before the ship sank. Marimon is still missing. Ponteres added that there were alternate routes that the ship could have taken had the warning been relayed earlier.

But Pagasa director Prisco Nilo said that they always make sure to release weather updates to the public even though predicting the behavior of a typhoon cannot always be precise. Sulpicio Lines had earlier blamed the Philippine coast guard for the tragedy, saying Wednesday that it was the coast guard’s task to plot routes for vessels during inclement weather. The Board of Marine Inquiry, however, said the 1998 memorandum circular on which Sulpicio Lines based its arguments had been replaced with an updated June 2007 memorandum circular that places responsibility on the ship’s owner and captain. Meanwhile, the owner of the toxic cargo of endosulfan found on the ship has absolved itself of blame for the subsequent hold-up in recovering the bodies of the dead. Del Monte Philippines Inc (DMPI) said it was unaware that its toxic pesticide shipment was loaded in the ferry, claiming the cargo had been consigned to another ship. It added that the cargo was still “outside its control at the time of the accident." “Sulpicio Lines was fully apprised of the nature of the cargo as all documents were furnished to them including the material safety data sheet (MSDS) from the supplier," said DMPI. The company said the cargo originated from a supplier in Israel and that “it was packed and shipped in accordance with strict international shipping standards." Source : Tradewinds

Sunken ferry 'can be refloated' The owners of a sunken Philippine ferry are unwilling to see its vessel refloated because it would be unable to claim full damages from insurers, a maritime official said on Saturday. The senior official said that the submerged Princess of the Stars, which contains hundreds of dead bodies inside, could easily be refloated but the shipping line and authorities were stalling. The ferry, which sank off the central island of Sibuyan with 850 people aboard in a typhoon a week ago, has an intact hull with air pockets that could be used to float it once more and put it right side up, the official said. However, declining to be named, he said the owners, Sulpicio Lines, and the coast guard "are not pursuing that tack because they are waiting apparently for the insurers to conduct their own investigation." "If they re-float the vessel, Sulpicio will not be able to claim damages for a total wreck," the senior official said. The 24 000-ton ferry is sitting upside down on a reef off Sibuyan, part of its hull jutting from the waters. Only 57 survivors have been found and it is believed that most of the bodies of the dead are trapped inside the hull. Coast guard and navy divers, assisted by US navy frogmen, were trying to retrieve the dead from the ship but the already slow-moving operation was suspended on Friday after it was discovered the vessel was carrying a shipment of a toxic pesticide that might leak into the water. The maritime official said the pesticide complicated the operation but remarked that the coast guard should have had blueprints of the ship and other documents from Sulpicio Lines identifying its cargo before the retrieval operations began. The site of the sinking, earlier a hive of activity with rescue divers and their boats criss-crossing the waters, was quiet on Saturday with only a boat from the Bureau of Fisheries seen taking water samples for testing. Nanette Tansingco, mayor of the coastal town of San Fernando, closest to the ill-fated ship, said she had barred fishermen from the area due to the pesticide threat. "We will be doing a lot of studies in the area to make sure no one gets ill from eating fish," she said.

Officials earlier said that they found no trace of the pesticide in the waters but are not taking chances and have subjected the divers to medical tests. Navy spokesperson Lieutenant Colonel Edgardo Arevalo said that so far, there have been no reports of divers poisoned by the pesticide although some are suffering from infections and fever from the numerous dives they had to make. Arevalo said he had not heard of any suggestions of re-floating the vessel. The coast guard meanwhile said it had recovered 16 additional dead bodies from the ferry, floating in the waters or on the shores of the island of Masbate, some 60km from Sibuyan. This adds to the 146 bodies from the ferry that were earlier recovered from the ferry. Local authorities said another 20 bodies were waiting to be picked up in Pasacao town, east of Sibuyan. Baron van Lynden nieuwe reddingboot voor Ouddorp

Met de doop op 5 juli 2008 door drs. E.M.A.

Mr Gusinsky, who was on board the luxury, powered, vessel, had left the Marshalls’ capital, Majuro, for uninhabited Rongelap Atoll to dive and fish. During a brief stop at Aur Atoll they picked up a distress call from the 12 metre yacht, Elsewhere, and went to its rescue. Source : rnzi.com

HMS Superb back in Devonport after crash The nuclear submarine HMS Superb has returned to Devonport after hitting a rock in the Red Sea, damaging its sonar. The boat collided with a pinnacle after passing through the Suez Canal last month and had to put in for repairs at the NATO facility in Souda Bay, Crete, before returning to Devonport naval base. The Swiftsure-class submarine will now be assessed while an investigation is conducted. A Royal Navy spokesman said they would not comment on the circumstances of the grounding, in which there were no casualties, because the incident is now the subject of a Board of Inquiry. He said: “An initial inspection carried out in Aqaba, Jordan, identified damage to her main sonar system and some damage to her ballast tanks. “After transiting the Suez Canal, the submarine conducted a further assessment and some necessary repairs at the Nato facility in Souda Bay, Crete, before commencing the passage home.” Source : thisisplymouth

Navy ship from Bremerton to be sunk A US Navy destroyer that had been mothballed at Bremerton for six years has been towed away. The David R. Ray will be used for target practice and sunk next week near Hawaii in the Rim of the Pacific war exercise. The exercise will involve ships, submarines and aircraft from 10 nations. The 31-year-old Ray had been based at Everett before it was decommissioned in 2002. State Rep. Larry Seaquist of Gig Harbor was the destroyer's commanding officer from 1981-1983 when it operated several months in the Persian Gulf and traveled to the South China Sea. He says the crew nicknamed the ship the "Malacca Marauder" for the straits it passed through. Source : Kitsap Sun

USS Cole to visit Sweden after exercise Guided missile destroyer USS Cole (DDG 67) is scheduled to pull in to Stockholm, Sweden June 27 after recently completing the fast paced, multinational operation BALTOPS 2008 from June 9-19. "BALTOPS was a unique chance to collaborate with a host of foreign navies and Sailors," said Navy Cdr. Cary J. Krause, Cole's commanding officer. "The crew got the once in a lifetime opportunity to visit a part of the world they may never have the opportunity to visit again."

One of the main goals of BALTOPS is to foster interoperability and cooperation amongst all participating nations. Year after year, the exercise provides multiple navies, who don't normally operate with one another, a chance to work toward common objectives. This year's BALTOPS theme of operation was "Uniting the Spirits". True to its motto, more than 13 countries' including Sweden, and 30 ships and submarines joined forces to participate in the 36th annual maritime and land exercise. Over the 10 day operation, forces from around the Baltic Sea conducted replenishment-at-sea evolutions, flight operations and sailor exchanges. The navies also covered a variety of other training such as air defense, mine countermeasure, undersea warfare, surface warfare and maritime interdiction operations. "These last few weeks have been a lot of fun," said Navy Cryptologic Technician 2nd Class Erika Burrell. "My shipmates and I have learned so much from the experience of working with foreign navies." The battle group originally joined up in Gdynia, Poland for pre-sail events including a reception, sporting events and planning conferences. As the exercise neared completion, all ships came back together and pulled into Kiel, Germany for the post exercise conference. BALTOPS 2008 wrapped up Cole's operational engagements during her six month deployment which began Jan. 17. Cole, operating in the Fifth, Sixth and Seventh Fleet Areas of Responsibilities, participated in exercise ORION 2008 where Cole made the first deployment of a single U.S. ship with a foreign nation's battle group. Stockholm will be Cole's last port visit before returning to their homeport of Norfolk, Va. 500e explosiefruiming op Noordzee De mijnenjager Hr.Ms.

The signing ceremony was held at the Mina Al Salam hotel in Dubai on June 29, attended by UASC chairman Sheikh Ali Al Thani and SHI president and ceo Jing Wan Kim. Sheikh Al Thani said UASC was very happy to have chosen SHI "from a long list of highly reputed and skilled shipbuilders" and that their reputation 'for high quality and on-time delivery' preceded them. The new A13 vessels will measure approx. 366 metres loa by 48.3 metres wide by 29.8 metres draft (moulded). The accommodation block will be located in the forward section of the hull, the engine room aft. Deliveries are scheduled to take place between late 2010 to end of 2011. UASC, which is owned by UAE, Saudi Arabia, Kuwait, Qatar, Bahrain and Iraq, currently operates a fleet of 41 fully cellular container vessels with three more being delivered this year and 10 more in 2009. By the time the nine A13 ships join the fleet, its strength will go up to 60 units of 270,000teu combined capacity. The vessels will be deployed on the Far East-Middle East-Europe route. Ken Bloch Sorensen, UASC president and chief executive, said the fleet growth is in line with the industry's growth. "With the new orders we will be more than able to meet the growing needs of the industry," he said. Sevmorneftegaz thinks Sevmash yard in Severodvinsk is too slow in constructing the Prirazlomnaya platform.

- Sevmash needs to speed up, says Alexander Mandel, Director General of Sevmorneftegaz. Mandel also said that the construction is seriously lagging behind the schedule, only 300 mln RUB out of 2.4 bln RUB were spent over the first three months of 2008. Director of the Sevmash yard, Nikolai Kalistratov, acknowledged the fact that the shipyard is facing certain problems. - One of the main problems is workforce, he stressed. - The weather permits to conduct works on the upper deck of the platform, but we are really short-staffed. The workers at the construction of the Prirazlomnaya platform get one of the highest salaries of all employees at the shipyard – over 30 000 RUB per month.

The senior management of Sevmash believes such high salaries will help. But there are others hindrances as well, like continuous adjustments to the technical design. Nikolay Kalistratov expressed a hope that the yards staff and Sevmorneftegaz will join forces and work together to solve all problems. Source : BarentsObserver

'N. Koreans Defected by Ship 6 Times This Month'

North Koreans defected to South Korea by ship six times this month, a government official said Thursday. The government is looking into the issue involving such defections, he added. ``On four occasions, North Koreans came down to the South by power vessels they stole. As a result, the North will likely reinforce patrols near border areas of the East Sea and West Sea," he said. Two days ago, a 60-year-old man and his son crossed the southern limit line by ship and expressed hope to settle down here, according to the National Intelligence Service. The government is expected to decide on how to deal with them and the ship as soon as government agencies finish questioning them. On Monday, a North Korean on a small fishing boat was found in the East Sea but he made it clear that he had no intention to defect from the North. He said he arrived here by mistake, according to the official. Source : koreatimes

In April 2008, BISSO MARINE completed the salvage of the 180’ (54m) x 40’ (12m) dive support vessel (DSV) JILLIAN MORRISON. The vessel sank in the US Gulf of Mexico following an explosion which occurred while conducting diving operations.

BISSO MARINE mobilized a salvage team and supporting assets to the location, approximately 18 miles offshore of the Louisiana coast. The DSV was found to be sitting on the seafloor in approximately 30’ (9m) of water in close proximity to several pipelines and a subsea assembly. As directed by the USCG, fuel and lube were removed from the DSV while it was on seafloor. Upon completion of the fuel and lube removal, the vessel was rigged with four sets of salvage bundles which were connected to the 700 ton capacity derrick barge D/B CAPPY BISSO and the 600 ton capacity derrick barge D/B LILI BISSO. The tandem derrick barges were used to lift the 1265 ton DSV from the seafloor. Once on the surface the DSV was transported by the derrick barges while on the hook to protected waters in the Atchafalaya River where it was placed on to the deck of an awaiting cargo barge. After being secured to the cargo barge, the DSV was transported via the Gulf Intracoastal Waterway to the New Orleans area. The D/B CAPPY BISSO and D/B LILI BISSO were subsequently mobilized to New Orleans to remove the DSV from the cargo barge and place it into the customer’s facility on the Harvey Canal.

The Coast Guard returned the threat level to normal on Thursday afternoon. Officials say a "concerning" radio message had been received Wednesday morning, but officials declined to provide more information. The Coast Guard requested heightened security in Southeast Alaska after the message was received. Petty Officer Levi Read said the investigation by Coast Guard and local law enforcement decided "the threat was nonexistent at the time." The Ketchikan Daily News reports a Coast Guard helicopter was in Ketchikan Thursday, seen flying along the starboard side of the cruise ship Golden Princess soon after the vessel departed.

The EUR 25m ($39.42m) loan will help towards the acquisition of the new 48,000-gt Baltic Princess, due from Aker Yards this year. It will be employed on its existing Tallinn-Helsinki route "contributing to the development of the European internal market and to the promotion of short sea shipping," the bank said. This is the first EIB loan granted under its Structured Finance Facility (SFF) in Estonia, and allows for risk-sharing as part of a syndicate of banks arranged by HSH Nordbank. Philippe Maystadt, president of the EIB, said: “The diversification of our lending in Estonia into new products and new sectors demonstrates EIB’s desire to increase its support for and value-added in key sectors of Estonia’s economy.” Tallink chairman Andres Hunt said: “It is highly appreciated that EIB has joined the bank syndicate in financing of our new Baltic Princess which is a great support for the sector. It also shows the trust in our company and helps us to implement our fleet renewal strategy.” Source : Tradewinds

Indian port workers threaten strike from July 16

Five federations of port and dock workers have decided to serve a notice on Tuesday for a nationwide strike at all major ports on July 16, as the Government has not given formal approval to pending employee-related issues. According to a statement from the All India Port and Dock Workers Federation, an agreement had been reached on some of the issues between the Indian Ports Association representing port managements and recognised federations. The agreements include grant of 13.5 per cent interim relief with effect from January 1, 2007; amendment to settlement on liberalising the definition of pay and eligibility limit for PLR (productivity-linked reward) effective from FY07 as decided by the Cabinet; filling existing vacancies in various categories of port and dock workers; and merger of 50 per cent D.A. (dearness allowance) with basic pay with effect from January 1, 2005. However, the federations have requested Minister for Shipping Mr T.R. Baalu to intervene and implement the agreements to avert the strike, the statement said. The federations include All India Port and Dock Workers Federation; All India Port and Dock Workers Federation (Workers); Water Transport Federation of India; Port, Dock and Waterfront Workers’ of India; and Indian National Port and Dock Workers’ Federation. Greece's Thessaloniki port to detail tenders by end-July

Greece's Thessaloniki Port Authority (OLTH) will detail tenders calling for investors to run its facilities by the end of July, once bidders' objections have been looked into, it said on Friday. Greece, with two of the largest ports in the Mediterranean, launched a tender to sell and modernise outdated port facilities at the northern city of Thessaloniki and at Piraeus Port near Athens, aiming to turn them into regional hubs. "The company is now examining the objections raised. We estimate this phase will be complete by July 20, if there are no appeals. After that, the company will detail the offers made," OLTH's board of directors said in statement. China's Cosco Pacific , Hutchison Port Holdings joined by pharmaceutical group Alapis and Dubai Port World DBW.DI together with Piraeus Bank have submitted bids to run OLTH's cargo facilities. Earlier in June Piraeus Port named Cosco Pacific the top bidder in a tender to run and upgrade facilities at Greece's largest port. Source: reuters.com

€40m plan to develop Irish island port gets under way

The biggest infrastructure project ever undertaken on an Irish island got under way earlier this week. At a cost of €40m, the redevelopment of the port on Inis Mor - the largest of the three Aran Islands - is also the biggest single project ever funded by the Department of Community, Rural and Gaeltacht Affairs. It is the equivalent of €50,000 per head of population on the island. The Irish Independent newspaper said Inis Mor is the largest of the country's populated offshore islands, with 824 people living there. At the height of the tourist season, the population is multiplied several times over.

Maersk cuts back Higher bunker costs have led to AP Moller - Maersk taking 4,000-teu a week of capacity out of its Asia Europe services. It is suspending Maersk Line’s AE5 service linking China and Taiwan via Port Said with Eastern Mediterranean ports. The service will be suspended from early July with a new rotation of the China – North European AE8 service brought in to try to fill the gap. Maerk is also slowing sailing speeds on its AE7 China – North European service while introducing port calls in Morocco and Malaysia. Further changes will also take place to the AE2 China – North Europe service, which will have the effect of speeding the transit time between Kwangyang in South Korea with Northern Europe. Maersk said that as fuel costs were increasing significant it was necessary to take measures to ensure the sustainability of services. Removing the equivalent of 2,000 forty foot containers a week of capacity would improve cost efficiency while keeping all corridors served by the network opem. AP Moller also announced that it was buying out a 40% stake held by Merit its long standing local partner in the Maersk Denizcilik, Turkey agency in Turkey. Subject to the approval of the Turkish competition authorities Maersk Denizcilik which acts as agent for Maersk Line and Safmarine in Turkey will become a wholly owned subsidiary of AP Moller. HAVENBEDRIJF EN BBned SLUITEN EERSTE BEDRIJVEN OP GLASVEZEL
