DAILY EXCELSIOR, JAMMU THURSDAY, JANUARY 28, 2016 (PAGE 3) PoJK DPs hold rally for financial package Excelsior Correspondent JAMMU, Jan 27: The Displaced Persons (DPs) from Pak occupied Jammu and Kashmir (PoJK) on the occa- sion of Republic Day held a rally here demanding that Rs 2000 package announced by Modi Govt as first installment of package be released without any delay and pending demands should also be included in the package. A large number of displaced persons including women activists under the banner of Jammu and Kashmir PoJK DPs' Front-1947, 65 & 71 assembled at Exhibition Ground and held rally. They extended gratitude to the Prime Minister Narendra Modi, for announcing Rs 2000 crore financial package for the PoJK refugee families. The speakers during the rally expressed their gratitude to the PM and said that it is big ever achievement for the DPs. Capt ( Retd) Yudhvir Singh, president of the Front, while addressing the gathering extend- ed gratitude to the Prime Minister and Union Home Minister Rajnath Singh for their efforts in providing justice to the PoJK DPs. He said that the DPs are now hopeful that the Prime Minister would issue necessary directions to Union Home Minister, Rajnath Singh, to include the other recommenda- tions as also forwarded by JPC for making this package a com- plete. The refugee leader said that the rehabilitation package is incomplete till other demands of 10 % reservation for the wards of DPs in professional institu- tions and jobs, reservation of 8 Assembly and 2 Council seats for DPs are fulfilled. He said that creation of Development Board for the PoJK DPs and Chhamb/ West Pakistan refugees is also strong demand of the displaced persons. He demanded that all the recom- mendations of the Joint Parliamentary Committee should be implemented. On this occasion Capt Singh unfurled the national flag at the venue and sung the National Anthem. Much awaited snowfall brings smile to farmers Excelsior Correspondent LEH, Jan 27: The entire Ladakh region engulfed in a white blanket of snowfall this morning as the region experi- enced light snowfall since yes- terday which brings smile on the face of farmers. It is the first snowfall of this season in region affecting the normal life, air connectively and road transport in the region. The city of Leh and its out- skirt has been experiencing light snowfall since yesterday thus forcing the people to stay indoors. Even the flight connec- tivity the only mode to travel during winter to stay in connect- ed with the rest of the world were badly affected due to snowfall. KBR Leh Airport Authority sources informed that Srinagar-Le bound flight got cancelled however two Indian Airlines and Go Air flight able to land with much delay. Due to the snowfall tempera- ture is expected to drop down to return the cold weather condi- tions again. Similarly Drass Sub Division in Kargil district which is the world second coldest place reportedly received two and half inches of snow when last report received this morn- ing. After long spell of dry weather, Ladakh has finally received the first fresh snowfall of this season today. The snow- fall that would help to rebuild the shrinking glacier is the only source of water in this cold desert of Himalayan for cultivat- ing the farming activity in the region thus such snowfall has brought smile on the people par- ticularly to the farmers. People faced trouble in the morning due to slippery road and many were forced to walk bumping their vehicles in the middle due to slippery road and number of vehicle collisions took place but no major incident was reported. Meanwhile, as per Police Control Room information the world highest Motorable road Khardong la Pass (5603 Meters) which serves as the lifeline for Nobra region reportedly received nearly 6 inches of snow and the road remained closed till late afternoon. Chief Secretary J&K, B R Sharma also participated in the video conference. Prime Minister reviewed sta- tus of the scheme for the devel- opment of Solar Parks in various States including J&K. Prime Minister also reviewed progress with respect to Aadhaar and its seeding with bank accounts, urging all States to complete linkage of Aadhar with Jan Dhan Bank Accounts for its use to subscribe to various Government run schemes including old age pension and widow pension scheme, enabling easy authentication of the beneficiary to receive direct benefit transfer. Dr Jitendra appeals for use of ‘one-page’ form Excelsior Correspondent NEW DELHI, Jan 27: Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh today appealed to various Ministries in the Central Government as well as the State Governments to cooperate in carrying forward the DoPT's (Department of Personnel & Training) innovative reform to switch over to the use of "one- page" form or format to apply for jobs, issue of birth & death certificates and availing of vari- ous government schemes. Briefing the media here, Dr Jitendra Singh said, time has come when the service delivery mechanism needs to be not only citizen - centric, but essentially youth - centric because it is the youth who comprise more than 65% of India's population today. It is, therefore, the need of the hour, he said, to revisit and re- look the existing practice where- in an individual applying for a job, a loan or a central scheme has to go through the process of filling up lengthy, often compli- cated and even repetitive infor- mation. Dr Jitendra Singh disclosed that DoPT has already introduced one-page form for Central Pensioners and said similarly, the death and birth certificates could also be simplified immediately. The "National Centre for Good Governance" will be holding workshops under its initiative "Saral Avedan, Sugam Prakriya, Swachh Prashasan" with differ- ent government departments to discuss how best to carry forward this initiative, he said. Dr Jitendra Singh pointed out that there are a number of forms which run into several pages and the information asked for is repetitive which can be easily avoided. For example, he said, some of the forms ask for the parentage or marital status more than once, even though this may not be essentially required for the purpose for which the application is being filled. Citing an instance, he said, when a form is filled for pension,the most relevant infor- mation required is age, date of superannuation, last pay scale and bank account number. Dr Jitendra Singh said that the purpose of the entire exer- cise is that any given form should be made as simple as possible, preferably a single A4 size page, the contents of the form should be easy to under- stand and brief to fill-in. Similarly, the documents to be attached with the form should also be easy and absolutely essential, he added. He also informed that the State Governments will be persuaded to initiate this exercise at the earliest. Geelani urges Pak PM to desist from Gilgit Baltistan merger Excelsior Correspondent SRINAGAR, Jan 27: Hardline Hurriyat faction chair- man, Syed Ali Shah Geelani today urged the Pakistan Prime Minister Nawaz Sharief to desist from merging Gilgit Baltistan into the Pakistan. In a letter addressed to Nawaz, Geelani said the merger of Gilgit-Baltistan in Pakistan will prove a disaster for the dis- puted nature of Jammu and Kashmir and this act will impact the disputed status of this region. "Ending the international constitutional status of the State will end the Kashmir issue and it will create doubts in the minds of common people of the State," he wrote in the letter. The sepa- ratist politician said Pakistan should concentrate over the citi- zen rights, development and prosperity of the people of Gilgit-Baltistan and should address their issues. Geelani termed the Gilgit- Baltistan as integral part of the Jammu and Kashmir and said the reports of Pakistan's plan to merge it with the country made him uneasy. "My health is not keeping well since last few days and the doctors have advised me for complete rest but I am writ- ing these few lines despite being in bed because the reports about the Gilgit-Baltistan have made me uneasy and this forced me to pick up the pen," the 87-year old separatist said in his letter.
