Briefing the media here, DrJitendra Singh said, time hascome when the service deliverymechanism needs to be not onlycitizen - centric, but essentiallyyouth - centric because it is theyouth who comprise more than65% of India's population today. It is, therefore, the need of thehour, he said, to revisit and re-look the existing practice where-in an individual applying for ajob, a loan or a central schemehas to go through the process offilling up lengthy, often compli-cated and even repetitive infor-mation.

Dr Jitendra Singh disclosedthat DoPT has already introducedone-page form for CentralPensioners and said similarly, thedeath and birth certificates couldalso be simplified immediately. The "National Centre for GoodGovernance" will be holdingworkshops under its initiative"Saral Avedan, Sugam Prakriya,Swachh Prashasan" with differ-ent government departments todiscuss how best to carry forwardthis initiative, he said.

Dr Jitendra Singh pointedout that there are a number offorms which run into severalpages and the information asked

for is repetitive which can beeasily avoided. For example, hesaid, some of the forms ask forthe parentage or marital statusmore than once, even thoughthis may not be essentiallyrequired for the purpose forwhich the application is beingfilled. Citing an instance, hesaid, when a form is filled forpension, the most relevant infor-mation required is age, date ofsuperannuation, last pay scaleand bank account number.

Dr Jitendra Singh said thatthe purpose of the entire exer-cise is that any given formshould be made as simple aspossible, preferably a single A4size page, the contents of theform should be easy to under-stand and brief to fill-in.Similarly, the documents to beattached with the form shouldalso be easy and absolutelyessential, he added.
