Q – Provide evidence as of how Tamil Nadu seeks to promote
‘Linguistic Sub Nationalism’?
INTRO = Spelling and pronunciation are not “first cousins” in English.
This holds good for other languages, including Tamil, a surviving
ancient language.
Over a thousand cities, towns and localities in Tamil Nadu will now
bear a changed name or spelling following the completion of a
project that began two years ago. The government has explained it
as a step to re-include the local, native contexts of names, that were
ignored by the colonial administration, and for place names to
resonate with their Tamil pronunciation. It is now for the Revenue
and Disaster Management Department, which handles land records
in the State, and the respective rural and urban local bodies to take
the notification forward.
Chronology of tracing Linguistic Sub Nationalism
This bout of renaming is not the outcome of an emotional pitch or
mobilisation against any perceived threat to regional identity or
assertion of linguistic pride.
Earlier exercises of a similar kind were deemed to be acts of sub
nationalist assertion, with anti-caste undertones; the ideologues
often framed Sanskrit, Hindi, the non-Tamil or the Brahmin as the
Other to emphasise an egalitarian impulse in asserting the Tamil
self over other identities.
The anti-Hindi agitations in the 1930s and 1960s were a major
factor in facilitating the growth of the Dravidian Movement in the
Madras state.
Unsurprisingly, its political face, the DMK, renamed Madras state as
Tamil Nadu, the land of Tamils, when it won office in 1967.
The first World Tamil Conference was held soon after to
emphasise the glory of the Tamil language and to celebrate
the civilisational ethos of the Tamil-speaking region.
Linguistic sub regionalism has since become a part of the political
consensus in Tamil Nadu.
Other issues with the renaming –
As a matter of principle, the renaming is welcome, but it is also
advisable to discover the root of the name.
Ex - Srirangam and Srivilliputtur, centres of religious importance,
have been changed into “Thiruvarangam” and “Thiruvillipuththur”.
Tamil purists may argue that “Thiru” is the equivalent term for “Sri”
but what should not be overlooked is that it is because of religious
sensibilities that neighbouring Andhra Pradesh has seldom attempted
to give Telugu flavour to “Tirupati”, which is a Tamil name.
Apart from the initial confusion over the new spellings, people in the
areas concerned have started becoming anxious about getting crucial
documents of identification changed once the gazette notification is
implemented.
Also, without making it look like change being made for the sake of
change, the exercise should be based on logic and convention
Ex - After all, the term, Tamil Nadu itself is an anglicised name.
Finally, Changes to the name or spelling of places should not disrupt
public equilibrium during a difficult time.

Geo-heritage monument
Formed after a meteorite hit the Earth some 50,000 years ago, Lonar
lake has saline water and is a notified national geo-heritage
monument. Located around 500 km from Mumbai, it is a popular
tourist hub and also attracts scientists from all over the world.
As Lonar lake is located within a sanctuary, the Forest Department is
responsible for its maintenance. The change in colour of the lake,
having a mean diameter of 1.2 km, has not only surprised the locals,
but also nature enthusiasts and scientists.
Current Developments –
A day after the colour of water in Lonar lake in Buldhana district
turned pink, the State Forest Department has sent samples to
National Environmental Engineering Research Institute in Nagpur and
Agarkar Research Institute in Pune.
Some experts have attributed the change to the mixing of dunaliella
algae with halo bacteria, forming a beta carotine pigment and turning
the water pink.
There have been such instances in other parts of the world. In a
lake in Iran, the water turns reddish due to increase in salinity.
We are still studying the phenomenon, but it is certain that no
artificial occurrence resulted in the change in colour.”

Economic Development
Q –Discuss the status of State’s GST collection and the centre’s role
to compensate?
BACKGROUND = GST collections in the past two months have only
reached 45% of the target amount by the states, given the current
Covid Crisis.
The GST council approved a slew of measures to ease tax compliance
–
1) Including reduction in late fees for past returns,
2) And COVID-19 related relief for small tax payers for the period
between February and July 2020 provided returns are filed by
September.
3) Businesses who have not filed their GSTR-3B returns from July 2017 to
January 2020 can avail of a reduced late fee of 500 if they have tax
liabilities and a late fee waiver for those with nil liabilities, so long as
returns are filed between July 1 and September 30.
4) Small taxpayers with an aggregate turnover of 5 crore or less will not
be charged any interest for late filing of returns for the tax period of
February, March and April 2020 until July 6. For returns filed after that
but before the end of September, the rate of interest has been
reduced from 18% to 9%.
5) The GST Council also agreed that there is a need to correct the
inversion of duties
6) The Centre paid pending compensation dues for the December 2019
to February 2020 period. However, with revenues crashing since the
lockdown, alternative options may be explored.
Under GST law, the Centre must pay States full compensation for any
shortfall in revenue collections until 2022. Thus, given the shortfall in
revenue, the council will meet again in July to discuss the issue of
compensation cess and dues to States, and the possibility of
borrowing money from the market to meet these dues.

Agricultural Soil Scientist Rattan Lal wins World Food Prize, 2020
The announcement was made by World Food Prize Foundation
president Barbara Stinson in an online ceremony from Washington
on June 11.
PAU (Punjab Agricultural University) may be the only institution in
the world to have two alumni as World Food Laureates. The honour
was earlier won by PAU alumnus Dr Gurdev Singh Khush, a plant
breeder and pioneer in rice genetics.
Dr Lal did his graduation (B.Sc in agriculture) from Punjab
Agricultural University (PAU) in 1963, M.Sc (soils) in 1965 from the
Indian Agricultural Research Institute (IARI) and PhD (soils) in 1968
from Ohio State University. A professor of Soil Science at Ohio State
University, he is also the founding director of the university’s Carbon
Management and Sequestration Center.
Dr Lal as “trailblazer in soil science with a prodigious passion for
research that improves soil health, enhances agricultural production,
improves the nutritional quality of food, restores the environment
and mitigates climate change”.

Beijing think-tank raises the Article 370
A Chinese think-tank (China Institutes of Contemporary International
Relations (CICIR). CICIR is a Beijing-based think-tank that is affiliated
to the Ministry of State Security, China’s top intelligence body)has
linked the current tensions along the Line of Actual Control (LAC) to
India’s move last year to abrogate Article 370 and change the status
of Jammu and Kashmir, a decision that China had voiced opposition
to.
Status of Ladakh - On the Chinese side, India opened up new territory
on the map, incorporated part of the areas under the local
jurisdiction of Xinjiang and Tibet into its Ladakh union territory,” it
said. “This forced China into the Kashmir dispute, stimulated China
and Pakistan to take counter-actions on the Kashmir issue, and
dramatically increased the difficulty in resolving the border issue
between China and India.

Forex reserves cross $500 billion for the 1st time
The latest data from the RBI showed that India’s forex reserves surged
by $8.2 billion, as the Reserve Bank of India builds up a war chest even
as the rupee has been the worst performer among emerging market
currencies since the COVID-19 outbreak was declared a pandemic in
March.
The increase in reserves was mainly due to a rise in foreign currency
assets
Currency dealers said the sharp increase was due to gains from both
currency revaluation (as the dollar depreciated against major
currencies) and dollar mop-up through intervention by the central
bank.
