Excelsior Correspondent JAMMU/ SRINAGAR, Oct 2: The members of All J&K PHE ITI Trained, CP Workers and Land Donors Association as a part of their ongoing agitation held strong protest near Press Club Jammu today while their counter parts in Srinagar warned to suspend water supply in Kashmir of their issue was not solved with in a week. The PHE daily wagers who are on strike for the last more than 25 days, assembled near Press Club Jammu and held massive protest demonstration. The protest was led by Tanveer Hussain, president of the Association. It was attended by hundreds of workers besides divisional/district presidents and general secretaries and Central Committee members. Addressing the workers rally Tanveer Hussain said they have given so many ultimatums to the Government but nothing has been done for them regarding their pending wages of last 48 months. He said that workers are being denied their wages and their families are starving but department is not serious towards their issues. He said that now when we are left with no option other than "Kaam Chod Hartal" our department and gov- ernment will be responsible for any inconvenience to the public. Tanveer alleged that Government failed to keep its promise of releasing salary on recent festivals. He said that Government should immediate- ly release all the pending wages of the daily wagers without any delay. He said during announce- ment of SRO it was assured that proper wages head will be formed and daily wagers will get regular salaries without any delay but it was just an eye wash. He said that Chief Engineer PHE Jammu today on behalf of Chief Secretary has assured to resolve their issue before October 10 and if they failed in doing so, the protesting PHE, ITI trained /CP workers would march to Srinagar in buses on Oct 15 along with their families to conduct` Gherao of Secretariat. Prominent among others who accompanied included Deepak Gupta, Subhash Rakwal, Bhanu Partap, Sanjeev Thakur, Jeevan Singh, Balbir Jasmeria, Govind Kumar, Parveen Ahmed, Pawan Kumar, Dhani Ram, Sohan Choudhary, Manjeet Singh and others. Meanwhile, PHE daily wagers today threatened to shut water supply to the Kashmir val- ley if authorities fail to release their pending wages. The protesting employee said the daily wagers have not been provided salaries for the last 21 months and that has affected their families. "The daily wagers are without salaries for last twen- ty-one months and it has affected our families as it's our only source of income available," a protester said, adding they have been demanding the release of their salaries and regularization of their services for last several years but no body listens. Under the banner of Kashmir Joint Employees Association scores of employees along with their families gathered at Partap Park here. The protestors raised slogans and were carrying plac- ards seeking the release of their pending salaries. They said the delay in salaries has affected the education of their children. "We are unable to pay the tuition fee of our children. We fear for their future. If the authorities contin- ue to delay our salaries we will be forced to take them out of schools," a protestor, said. Meanwhile, the protestors demanded effective implemen- tation of SRO 520 that would ensure the timely release of their salaries and regularization of service. Excelsior Correspondent SRINAGAR, Oct 2: Commissioner Secretary Forest Ecology and Environment, Manoj Kumar Dwivedi, today inaugurated one-day State level Workshop cum Stakeholder Consultation on ”Vulnerability of J&K Forests to Climate Change” here today. The workshop was organised by G B Pant National Institute of Himalayan Environment & Sustainable Development (GBPI- HED) in collaboration with Jammu & Kashmir State Climate Change Centre (J&K SCCC) under National Mission for Sustaining the Himalayan Ecosystem (NMSHE). The main aim of the workshop was to share findings (assessment of impacts of climate change, vul- nerability mapping and adaptation framework for forests) of the draft report among stakeholders and ini- tiate discussions to identify incre- mental and transformational adap- tation strategies for the State of Jammu and Kashmir. Speaking on the occasion, Dwivedi said that this consultation will create a comprehensive under- standing of the forest vulnerability to climate change the State is con- fronting. He said that that there is a need for development, but that should be accomplished without damage to the environment. He stressed on the fact, that all the stakeholders need to come forward and work collaboratively on action- able points in a time-bound manner so that the results are visible on ground and benefits are harnessed by the common people. He added that the there should be practical applicability of aca- demic exercises to policy decisions and projects thereof and the stake- holder departments should consider the environmental and climatic concerns while executing any developmental projects. He stressed for making efforts more central to achieve sustainable development goals. Principal Chief Conservator Forests Suresh Chugh while addressing the gathering informed the audience about the efforts that have gone into making the State Action Plan on Climate Change. He stressed that lack of preparation of Project Concept Notes / DPRS by line departments has been impediment in exploring the fund- ing opportunities at National and International Level. He added that the pace of the departmental activi- ties doesn’t match with required actions to attract funding for the agencies. Chief Wildlife Warden and head of Forest Force, Ravi Kesar said that the importance of Himalayan States with respect to the climate change has already been recognized at national and interna- tional levels. He informed that uncontrolled and unmanaged graz- ing is an issue and is taking a heavy toll of alpine grasslands. He stressed upon focussed research on species that are more climate resilient and can withstand drought conditions. Director Ecology, Environm- ent and Remote Sensing Om Prakash Sharma stressed upon the measures and steps that need to be taken per se from adaptation and mitigation point of view. The Director SFRI N. P. Singh, Director of Social Forestry, S K Gupta, Coordinator CAMPA, Sarvesh Rai, CCF (Kashmir) Farooq Gillani were also present on the occasion. Besides DFOs (Demarcation, Planning & Publicity, ICT, and Statistics) and Project Coordinator, WUCMA were also present during delibera- tions. Earlier, Majid Farooq, State Coordinator Climate Change Centre presented a detailed overview of Climate Change and Vulnerability assessment of Jammu and Kashmir showing significant increase in mean minimum, maxi- mum and diurnal temperatures, vanishing wetlands, melting gla- ciers, reducing discharge of rivers of state and also the erratic behav- iour of precipitation as indicators of climate variability. The district wise vulnerability ranking was also shared. Later, Dr Subrat Sharma, GBPIHED presented the findings (assessment of impacts of climate change, vulnerability mapping and adaptation framework for forest of J&K) among stakeholders and detailed deliberations and discus- sions were held to make the out- comes more distilled and meaning- ful for recommendations at nation- al level and later for India’s Third National Communication to UNFCC. Ex-PCCF, G H Kangoo and wildlife expert M Shafi Bacha were also part of the workshop and shared their vast experience and wisdom with the forum. Excelsior Correspondent SRINAGAR, Oct 2: Governor Satya Pal Malik participated in the state level grand finale/felicitation ceremony of "Swachhata Hi Seva" campaign organized jointly by the Housing and Urban Development Department and School Education Department at the SKICC here today. "Swachhata Hi Seva" cam- paign was launched from 15th September-2nd October 2018, as a precursor to the launch of the year long 150th birth anniversary cele- brations of Mahatma Gandhi and in the run up to the 4th anniversary celebrations of "Swachh Bharat Mission". The campaign witnessed large scale participation by the citizenry in the form of voluntary service for cleanliness, clean and green drives, Swachhta pledges, rallies, Swachhta competitions in educa- tional institutions, wall paintings, plogging drives (picking garbage while jogging) etc. The winners of various compe- titions organized during this cam- paign were felicitated by Governor on the occasion. Meanwhile, as a part of the nation-wide campaign 'Swachhata Hi Seva' under Swachh Bharat Mission ( Urban) on the occasion of Gandhi Jayanti, the Department of Housing & Urban Development in collaboration with various stake- holders organized a grand sanita- tion drive (Plogging-Jogging with litter picking) here today. Excelsior Correspondent JAMMU, Oct 2: Enforcement team of Motor Vehicles Department (MVD) today con- ducted extensive enforcement and checking drive in various vul- nerable routes of Jammu district. The team checked more than 130 vehicles out of which 49 were challaned /compounded under various Sections of the Motor Vehicles Act (MVA). Challans were issued for offences like overloading in goods/public service vehicles, plying without valid permit and road tax certificate, driving with- out license, seat belt and helmet etc. During the day long drive, a fine amounting to Rs 1.43 lakh was realised on spot from the vio- lators. Meanwhile the inspection team also made the people aware about their duties towards observ- ing traffic norms and road safety while travelling. The violators were informed that similar check- ing drives would continue in the coming days and asked them to strictly adhere to traffic norms to avoid any further strict action by the department. The drive was conducted under the supervision of RTO Jammu and was led by ARTO Jammu Jugal Kishore Sharma, assisted by Motor Vehicle Inspectors Gurmeet Singh Bali and Anupam Gandotra. These include Class 12th stu- dent of BHSS Beerwah Iqrar Rashid from Kashmir, Palak Sehgal from GHSS Mubarak Mandi for Jammu and Kaneez Fatima, Lecturer English at DIET Leh for Ladakh Region. Department has also award- ed the schools for their exempla- ry cleanliness and thus awarding them as Cleanest Schools in each region. For Kashmir this award was bagged by GHSS Kulgam, for Jammu the award was bagged by BHSS Kathua and GHSS Leh bagged the award for Ladakh. DAILY EXCELSIOR, JAMMU WEDNESDAY, OCTOBER 3, 2018 (PAGE 5) Major bovines smuggling bids foiled; 140 cattle rescued, 4 arrested Excelsior Correspondent RAMBAN, Oct 2: Batote, Chanderkote and Ramban police foiled bovines smuggling bids by rescuing 140 cattle and arresting four persons. As per police sources, on spe- cific information, a team from Batote Police Station laid a naka near Shan Palace and intercepted two trucks. During checking, police res- cued 53 bovine animals from the vehicles and seized them. Similarly, 44 bovine animals were rescued from two Srinagar bound trucks by Chanderkote Police and 43 cattle were rescued from two trucks at Shan Palace by Ramban Police. Four persons involved in the cattle smuggling have been arrest- ed. The arrested persons have been identified as Riyaz Ahmed, son of Mubarak Itoo of Darsipora, Banihal, Anwar Ali, son of Fateh Hussain of Palpar Ragoora, Jammu, Munshi Khan, son of Jamal Din of Sidhra, Jammu and Mohammad Asdullah, son of Ghulam Hassan of Woogra Tehsil Dooru, District Anantnag. Cases under relevant Sections have been registered at Batote, Chanderkote and Ramban Police Stations and investigation started. Police teams led by SHO Batote Inspector Nazir Ahmed, SHO Chanderkote Inspector Abid Bukhari and SHO Ramban Inspector Vijay Kotwal foiled the bovines smuggling bids under the supervision of DySP Headquarters Ramban Asgar Malik, Additional SP Ramban Sanjay Parihar and SSP Ramban Anita Sharma. Suhail Bhat SRINAGAR, Oct 2: The ren- ovation and widening of Shopian-Bijbehara road being built in South Kashmir's Shopian district is unlikely to get com- pleted by the end of this financial year due to poor coordination between different departments. Chief Engineer, Roads and Building Department , Sami Arif, said the delay was because of the shifting of water pipes and electric poles. "The work on the road is underway and the delay was due to shifting of utility. We have already written to the departments concerned and once the utility is shifted the work will gain momentum", he said. Chief Engineer said out of the total 25 kilometers nine kilo- meters would be completed by the end of this year and the remaining 16 kilometers would be taken up next year. He, however, claimed that the department also planned to develop it as a 25-foot two-lane highway instead of 12 feet. "In 2017 we completed three kilo- meters. Five more kilometers were completed this year and construction work of one kilo- meter is underway. Remaining 16 kilometers will be taken next year," he said. In the year 2016-17 the Union Ministry of Road Transport and Highways sanc- tioned an amount of Rs 48.93 crore for the road. Apart from connecting historical Mughal road with Srinagar-Jammu high- way at Bijbehara town, the road is also the vital link to around two dozen villages that connects them to South Kashmir's Anantnag district. It also con- nects the villages with the Railway Station at Bejbehara. The commuters lamented that the road has been dug at sev- eral places, giving tough time to them. "The contractor has dug deep ditches at several places. The construction material like sand and gravel are also lying on the road at several places thereby hampering the vehicular move- ment," Asif Ahmad, a local from Chitragam area said, adding the damaged water pipes have made the roads slippery leading to problems in commuting. Deputy Commissioner Shopian, Owaise Ahmad, told Excelsior that the issues have been raised with the department concerned and assured their redressal. "We have already raised the issue with the con- cerned departments and they will be resolved in some days," he said. Asked about the compensa- tion of the affected landowners, he said: "Their issues have also been taken up and will be redressed soon". Dr Jitendra Singh appreciated the promptness with which the Governor's regime had, in the recent weeks, pushed forward some of the important projects of national importance which had been pending for quite some time. He particularly noted that within the last one month itself, at least five projects of national impor- tance had been cleared, which included Shahpur-Kandi Dam, Ujh Multipurpose Project, Seed Processing Plant at Kathua, Devika river Cleaning Project under National River Rejuvenation Plan in Udhampur and National Institute of High Altitude Medicinal Plants in Bhaderwah. Dr Jitendra Singh urged upon the Advisor to Governor to expe- dite the process of disbursement of funds among the PoJK refugees so that the amount of Rs 2,000 crore allocated by the Centre could be disbursed at the earliest. He how- ever, expressed satisfaction that the State Administrative Council (SAC) in its meeting last Wednesday cleared the decks for disbursement of Rs 5.5 lakh to each of the families of West Pakistan Refugees. Dr Jitendra Singh also referred to the enthusiasm among the peo- ple for the ongoing local body elections. He observed, it is for the first time that the common aspi- rants and the common people have shown greater enthusiasm to be a part of the election process, com- pared to even some of the main political parties. Forest Secy inaugurates workshop on climate change *Vulnerability, action plan for forests discussed Adopt humanitarian approach towards victims of substance abuse: CS *Drug Policy to be announced soon Excelsior Correspondent SRINAGAR, Oct 2: Chief Secretary BVR Subrahmanyam today urged the civil and police administration of the State to adopt a more humanitarian approach while dealing with patients of substance abuse. "Victims of substance abuse should be treated as patients who need care and not as offenders or culprits. We have to reach out to them by adopting a humanitarian approach and counseling them in order to eradicate the menace of sub- stance abuse. The victims should be rehabilitated properly and returned to the society with- out scars of past," he said. The Chief Secretary was speaking at a function organised by SKIMS Medical College Bemina to commemorate the National Anti Drug-Addiction Day. The function was also attended by Principal Secretary, Health and Medical Education, Atal Dulloo and Advisor, Ministry of Social Justice and Empowerment, GoI, Ghazala Meenai among other officers. Subrahmanyam stressed the civil and police administration to create awareness among the masses about the harmful effects of substance abuse. He called for strict and coordinated action against the people involved in selling banned drugs to youngsters. "Drug industry fuels a whole criminal class which can destroy the foundations of a civilised society. We are wit- nessing lots of cases in J&K where consignments of banned drugs are seized," he said. The Chief Secretary said the State of Jammu and Kashmir is doing reasonably well in terms of economic condition of the society, "No one sleeps with empty stomach in Kashmir but people, especially youngsters, get trapped due to apparent lack of growth and avenues in this low-prosperity stage and that is when they can fall for drugs," he said. Complimenting the manage- ment and the staff of SKIMS Bemina, the Chief Secretary said he will back the decisions taken by the SKIMS's Governing Body and the Government will go out of way to support developmental works at the institute. Earlier, Principal Secretary, Health and Medical Education, Atal Dulloo, said the substance abuse is a multi-dimensional phenomenon with social, legal, economic and medical ramifica- tion, "It needs serious attention. The State will soon have a drug de-addiction policy which will focus on three things: preven- tion by awareness, integration and strengthening of facilities of drug de-addiction and commu- nity rehabilitation," he said. According to locals of tye area, the work on this Health Centre was started in 1989 but it is being being still run from a private rent- ed building. During 2009, founda- tion for the work was laid with the estimated cost of Rs 97.56 lakhs, under National Health Mission and District Plan. “ Since 2010, work on this Center is lying abandoned and time and again we visited the offices of the officers of Civil Administration but all in vain “ a local Khalid Hussain said. Under the banner of KashmirJoint Employees Associationscores of employees along withtheir families gathered at PartapPark here. The protestors raisedslogans and were carrying plac-ards seeking the release of theirpending salaries. They said thedelay in salaries has affected theeducation of their children. "Weare unable to pay the tuition feeof our children. We fear for theirfuture. If the authorities contin-ue to delay our salaries we willbe forced to take them out ofschools," a protestor, said.

Meanwhile, the protestorsdemanded effective implemen-tation of SRO 520 that wouldensure the timely release of theirsalaries and regularization ofservice.

SRINAGAR, Oct 2:Commissioner Secretary ForestEcology and Environment, ManojKumar Dwivedi, today inauguratedone-day State level Workshop cumStakeholder Consultation on”Vulnerability of J&K Forests toClimate Change” here today.

The workshop was organisedby G B Pant National Institute ofHimalayan Environment &Sustainable Development (GBPI-HED) in collaboration with Jammu& Kashmir State Climate ChangeCentre (J&K SCCC) underNational Mission for Sustaining theHimalayan Ecosystem (NMSHE).

The main aim of the workshopwas to share findings (assessmentof impacts of climate change, vul-nerability mapping and adaptationframework for forests) of the draftreport among stakeholders and ini-tiate discussions to identify incre-mental and transformational adap-tation strategies for the State ofJammu and Kashmir.

Speaking on the occasion,Dwivedi said that this consultationwill create a comprehensive under-standing of the forest vulnerabilityto climate change the State is con-fronting. He said that that there is aneed for development, but thatshould be accomplished withoutdamage to the environment. Hestressed on the fact, that all thestakeholders need to come forwardand work collaboratively on action-able points in a time-bound mannerso that the results are visible onground and benefits are harnessedby the common people.

He added that the there shouldbe practical applicability of aca-demic exercises to policy decisionsand projects thereof and the stake-holder departments should considerthe environmental and climaticconcerns while executing any

JAMMU, Oct 2: Enforcementteam of Motor VehiclesDepartment (MVD) today con-ducted extensive enforcementand checking drive in various vul-nerable routes of Jammu district.

The team checked more than130 vehicles out of which 49were challaned /compoundedunder various Sections of theMotor Vehicles Act (MVA).

Challans were issued foroffences like overloading ingoods/public service vehicles,plying without valid permit androad tax certificate, driving with-out license, seat belt and helmetetc.

During the day long drive, afine amounting to Rs 1.43 lakhwas realised on spot from the vio-lators.

Meanwhile the inspectionteam also made the people awareabout their duties towards observ-ing traffic norms and road safetywhile travelling. The violatorswere informed that similar check-ing drives would continue in thecoming days and asked them tostrictly adhere to traffic norms toavoid any further strict action bythe department.

Major bovines smuggling bids foiled;140 cattle rescued, 4 arrested

RAMBAN, Oct 2: Batote,Chanderkote and Ramban policefoiled bovines smuggling bids byrescuing 140 cattle and arrestingfour persons.

As per police sources, on spe-cific information, a team fromBatote Police Station laid a nakanear Shan Palace and interceptedtwo trucks.

During checking, police res-cued 53 bovine animals from thevehicles and seized them.

Similarly, 44 bovine animalswere rescued from two Srinagarbound trucks by ChanderkotePolice and 43 cattle were rescuedfrom two trucks at Shan Palace byRamban Police.

Four persons involved in thecattle smuggling have been arrest-ed. The arrested persons have been

identified as Riyaz Ahmed, son ofMubarak Itoo of Darsipora,Banihal, Anwar Ali, son of FatehHussain of Palpar Ragoora,Jammu, Munshi Khan, son ofJamal Din of Sidhra, Jammu andMohammad Asdullah, son ofGhulam Hassan of Woogra TehsilDooru, District Anantnag.

ovation and widening ofShopian-Bijbehara road beingbuilt in South Kashmir's Shopiandistrict is unlikely to get com-pleted by the end of this financialyear due to poor coordinationbetween different departments.

Arif, said the delay was becauseof the shifting of water pipes andelectric poles. "The work on theroad is underway and the delaywas due to shifting of utility. Wehave already written to thedepartments concerned and oncethe utility is shifted the work willgain momentum", he said.

Chief Engineer said out ofthe total 25 kilometers nine kilo-meters would be completed bythe end of this year and theremaining 16 kilometers wouldbe taken up next year.

He, however, claimed thatthe department also planned todevelop it as a 25-foot two-lanehighway instead of 12 feet. "In2017 we completed three kilo-meters. Five more kilometerswere completed this year andconstruction work of one kilo-meter is underway. Remaining16 kilometers will be taken nextyear," he said.

Transport and Highways sanc-tioned an amount of Rs 48.93crore for the road. Apart fromconnecting historical Mughalroad with Srinagar-Jammu high-way at Bijbehara town, the roadis also the vital link to aroundtwo dozen villages that connectsthem to South Kashmir'sAnantnag district. It also con-nects the villages with theRailway Station at Bejbehara.

The commuters lamentedthat the road has been dug at sev-eral places, giving tough time tothem. "The contractor has dugdeep ditches at several places.The construction material likesand and gravel are also lying onthe road at several places therebyhampering the vehicular move-ment," Asif Ahmad, a local fromChitragam area said, adding thedamaged water pipes have madethe roads slippery leading toproblems in commuting.

Deputy CommissionerShopian, Owaise Ahmad, toldExcelsior that the issues havebeen raised with the departmentconcerned and assured theirredressal. "We have alreadyraised the issue with the con-cerned departments and they willbe resolved in some days," hesaid. Asked about the compensa-tion of the affected landowners,he said: "Their issues have alsobeen taken up and will beredressed soon".
