DAILY EXCELSIOR, JAMMU THURSDAY, FEBRUARY 14, 2019 (PAGE 9) Aziz seeks restoration of damaged infra in Bani Excelsior Correspondent BANI, Feb 13: National Conference leader and former MLA Prem Sagar Aziz urged the Governor's Administration to take immediate measures for restoration of snow hit damaged infrastructure and ensure basic minimum neces- sities like essentials, power and drinking water supply in Bani constituency. In a statement, Aziz expressed concern over the lack of basic minimum neces- sities to the people and said the residents of Block Bani, Lohai-Lohar, Dugain and other areas were hugely suffer- ing due to massive damages to infrastructure related to utility service resulting in erratic power and water supply. He referred to the dilapi- dated road condition and said normal activity has come to grinding halt due to communi- cation breakdown and the sup- ply of essentials stands adversely hit. He also called for replenishing ration stocks at various depots, particularly in the areas hugely hit by snowfall. Aziz urged the local admin- istration for deputing teams of officers of various departments in the snow hit areas and ensure restoration of damaged infra- structure on immediate basis. He also sought preliminary sur- vey of damages caused to the property and release of early relief to the sufferers. On the occasion, a lecture regarding awareness of services provided by Oral and Maxillofacial unit was delivered by Prof Parveen Lone. On the occasion, dental examination and treatment of female students of 'Drishti Chatrawas' Pounichak were done in the Department. A poster making competition was held for dental graduates and a seminar on OMFS Day was organized. Excelsior Correspondent REASI, Feb 13: Continuing its drive against the illicit liquor and narcotics, Reasi Police today apprehended two drug peddlers from different areas while an ille- gal liquor kiln was also smashed besides arresting two women of a family, who were operating the same. Acting on a tip off regarding the manufacturing of illicit liquor taking place in village Jambri, under the jurisdiction of Reasi Police Station, a police team including women officials, led by I/C PP Talwara SI Tribhawan Khajuria raided the area. A woman and her daughter in law were caught red handed while manufacturing illicit liquor. Police team smashed the kiln and destroyed approximately 200 liters lahan, which was kept in 15 tins and buried alongside river Chenab. Apparatus, pipes etc of kiln were seized. However, son of one of the accused women and husband of the other, managed to flee before the Police team reached the spot. The accused were identified as Sansar Kour, her daughter-in- law Gurjeet Kour and son Rajeev Singh. In this regard, a case FIR number 32/19 U/S 48(b)(d)(e) Excise Act has been registered at Police Station Reasi. The operation was carried out under the direct supervision of Dr Nikhil Gogna, DySP Hqrs Reasi. Meanwhile, Katra Police arrested a drug peddler and seized 100 Tramadol Hydrochloride Capsules and 100 Alprazolam Tablets from his pos- session. The accused, identified as Mangat Ram son of Krishan Lal of Dansa, Jammu, was appre- hended near Auto Stand Ban Ganga by patrolling Police team of PP Banganga when he was coming from Chintamani Katra towards Ban Ganga. On his per- sonal search, banned drugs, including 100 tablets of Alprazolam and 100 capsules of Tramadol Hydrochloride were recovered. In this connection, case FIR number 39/2019 U/S 8/21/22 NDPS Act was registered at Police Station Katra. In another success, another drug peddler was arrested today during patrolling at Bus Stand Ransoo. The accused, identified as Rattan Lal son of Surmu of Pora Jagir, Tehsil Pouni, was coming from Bus Stand Ransoo and carrying a bag in his hand when Police apprehended him. During the search of his bag, 800 gm of poppy straw was recovered and seized. In this regard, a case FIR number 3/2019 U/S 8/15/ NDPS Act has been registered at Police Station Ransoo. 45 encroachers evicted from State land Excelsior Correspondent POUNI, Feb 13: On the directions of Deputy Commissioner Reasi Dr Sagar D Diofode , Tehsildar Pouni evicted 45 illegal encroachers from 475 Kanals and 5 Marlas of State land in various villages of Tehsil Pouni in district Reasi. Deputy Commissioner Reasi has categorically directed all Sub-Divisional Magistrates and Tehsildars during revenue offi- cers meeting to make lists of all such illegal encroachers who have encroached upon State, Kahcharai and common land and evict them after following due procedures and laws. Taking cognizance of the directions, Rajesh Baru, Tehsildar Pouni directed Naib Tehsildar Pouni and Ransoo to prepare lists of all such encroach- ers who have either encroached upon State Kahcharai and com- mon land or managed illegal entries in the Revenue records in respect of Tehsil Pouni. Naib Tehsildar Pouni Mohd Sadik after perusal of respective spots and relevant revenue records has recommended 38 Assamiwise cases for eviction of illegal encroachers from State land in various villages of Tehsil Pouni. Tehsildar Rajesh Baru, under Section 133 of Land Revenue Act, Svt 1996, based on the rec- ommendations of field staff and after providing due opportunity of being heard to all illegal occu- pants within the provisions of the Land Revenue Act, issued orders for eviction of all 45 encroachers from State land in various villages of Tehsil Pouni. Man sentenced to 4 years rigorous imprisonment in rape case Excelsior Correspondent UDHAMPUR, Feb 13: A local court today sentenced a man to four years rigorous imprisonment in rape case of unsound mind girl. Principal District and Sessions Judge Sanjay Parihar awarded the sentence to 60 years old Mani Ram, son of Sarvan, resident of Sunetar, Ramnagar after con- victing him under Section 451/376 /511 RPC . On February 18, 2017, the victim's mother Krishni Devi had approached the police, saying that when she had gone to Ration depot of village Suneter in tehsil Ramnagar and on reaching back home she came to know from her family mem- bers that accused Mani Ram Chowkidar had entered into her house and forcibly committed rape with her unsound mind 30 years old girl . The woman said he threatened her of dire conse- quences if she narrated the episode to anybody. The vic- tim's mother statement was recorded and an FIR was reg- istered against the accused under Section 452/376 RPC at Ramnagar Police Station. Awarding judgment, Judge said that rape or attempt of rape are crimes against the body of a woman which is her own temple . "Such offence suffo- cates the breath of life and sullies her reputation. Accused convict herein hap- pened to be the Chowkidar by profession .Thus was guardian of the people who fell in his Chowkidari vil- lage. Prosecutix being one of them and a helpless sub- ject beside was a person of unsound mind who has fallen prey to his lust. Accused does not deserve to be extended any sympathy or leniency in awarding of sen- tence. As such accused has been held guilty of commis- sion of offence under section 376/511 RPC is therefore convicted and sentenced to undergo rigorous imprison- ment of four years and fine of rupees one lakh and for offence under Section 451 RPC simple imprisonment of one year and fine of Rupees 5000 ," he declared. However, both the sen- tence will run concurrently. Out of fined amount, Rupees 90,000 shall be paid as com- pensation to the victim and balance amount of fine shall be remitted in favour of State . Public Prosecutor Navneet Gupta appeared for the State while Advocate Anil Vijay appeared for the accused. SC grants 4 more weeks to UP Govt to submit vision document on Taj Mahal NEW DELHI, Feb 13: The Supreme Court on Wednesday directed the Uttar Pradesh Government to submit a vision document for protection and preservation of the Taj Mahal in Agra within four weeks, saying it was difficult to proceed in the matter without it. A bench comprising justices S A Bobde and S K Kaul also asked the Centre to place before it in eight weeks time a report on declaring Agra a heritage city. The vision document is being prepared by the Delhi School of Planning and Architecture for the UP Government. On September 25, 2018, the Apex Court had extended till November 15 the time for the Uttar Pradesh Government to come out with the vision docu- ment on protecting the 17th cen- tury monument and had asked it to consider declaring a portion of the area surrounding it as 'her- itage'. But as the State Government did not file the vision document, the Apex Court on Wednesday said it was difficult to proceed in the matter and granted it four weeks to complete it. The Apex Court had earlier asked authorities to take a larger perspective on issues of pollu- tion and green cover while preparing the vision document, saying there will be no second chance to preserve the Taj Mahal. While observing that the Taj Mahal would "of course be the centre piece" of the matters to be considered, the Apex Court had said other issues like vehicular traffic, pollution from the industries operating in the Taj Trapezium Zone (TTZ) and the water level of the Yamuna river should also be looked into while preparing the document. The TTZ is an area of about 10,400 sq km spread over the districts of Agra, Firozabad, Mathura, Hathras and Etah in Uttar Pradesh and the Bharatpur district of Rajasthan. Environmentalist M C Mehta, the petitioner in the case relating to the protection of Taj Mahal, had told the court that green cover in the area has reduced and there were encroachments inside and out- side the Yamuna flood plains. The BJP leader also lam- basted the NC and PDP leaders for not muster- ing courage in calling Afzal Guru and Burhan Wani as terror- ists and stone pelters as anti nationals. He accused Congress, NC and PDP for enacting Roshni act to change demogra- phy of Jammu. He said these parties denied the rights to West Pak refugees during last 70 years while brought Rohingyas to Jammu and settled them over here. These parties even did not spoke a word when over four lakh Kashmiri Hindus were forced to leave Valley. The tour was flagged off today by the General Officer Commanding, Ace of Spades Division from Rajouri District. The flagging off ceremony was attended by officials of civil administration and by local popu- lace of Rajouri District including family members of the partici- pants. Army officials addressed all the participants of the tour and wished them Bon Voyage. During the course of the tour, the participants will visit the model villages of Hiware Bazaar & Ralegaon Sidhi, where they will witness imple- mentation of Self- Governance concept through Panchayati Raj System. A close interaction with Anna Hazare is also being planned. The next leg of the jaunt will take the participants to Chennai where the Unmukt workshop will be held. Students from Government PG College for Women Gandhi Nagar Jammu participated in large number. Shahzaad Chowdhary, Wildlife Warden, Jammu briefed the students regarding facilities for the res- cued animals and veterinary treatment available at Manda. Working of the Wildlife Protection Department giving detail of challenges and meas- ures being taken was explained to the students by Wildlife Warden, Amit Sharma. The exposure trip was fol- lowed by a symposium at Nature Interpretation Centre (NIC) of Wildlife Protection Department in which a number of students presented their views regarding biodiversity and wildlife conser- vation. Deputy Commissioner Reasihas categorically directed allSub-Divisional Magistrates andTehsildars during revenue offi-cers meeting to make lists of allsuch illegal encroachers whohave encroached upon State,Kahcharai and common landand evict them after followingdue procedures and laws.

Taking cognizance of thedirections, Rajesh Baru,Tehsildar Pouni directed NaibTehsildar Pouni and Ransoo toprepare lists of all such encroach-ers who have either encroachedupon State Kahcharai and com-mon land or managed illegalentries in the Revenue records inrespect of Tehsil Pouni.

Naib Tehsildar Pouni MohdSadik after perusal of respectivespots and relevant revenue recordshas recommended 38 Assamiwisecases for eviction of illegalencroachers from State land invarious villages of Tehsil Pouni.

UDHAMPUR, Feb 13: Alocal court today sentenced aman to four years rigorousimprisonment in rape case ofunsound mind girl.

Principal District andSessions Judge SanjayParihar awarded the sentenceto 60 years old Mani Ram,son of Sarvan, resident ofSunetar, Ramnagar after con-victing him under Section451/376 /511 RPC .

On February 18, 2017,the victim's mother KrishniDevi had approached thepolice, saying that when shehad gone to Ration depotof village Suneter in tehsilRamnagar and on reachingback home she came toknow from her family mem-bers that accused Mani RamChowkidar had entered intoher house and forciblycommitted rape with herunsound mind 30 years oldgirl . The woman said hethreatened her of dire conse-quences if she narrated theepisode to anybody. The vic-tim's mother statement wasrecorded and an FIR was reg-istered against the accusedunder Section 452/376 RPCat Ramnagar Police Station.

Awarding judgment,Judge said that rape orattempt of rape are crimes

against the body of awoman which is her owntemple . "Such offence suffo-cates the breath of life andsullies her reputation.Accused convict herein hap-pened to be the Chowkidarby profession .Thus wasguardian of the people whofell in his Chowkidari vil-lage. Prosecutix being oneof them and a helpless sub-ject beside was a person ofunsound mind who has fallenprey to his lust. Accuseddoes not deserve to beextended any sympathy orleniency in awarding of sen-tence. As such accused hasbeen held guilty of commis-sion of offence under section376/511 RPC is thereforeconvicted and sentenced toundergo rigorous imprison-ment of four years and fineof rupees one lakh and foroffence under Section 451RPC simple imprisonment ofone year and fine of Rupees5000 ," he declared.

However, both the sen-tence will run concurrently.Out of fined amount, Rupees90,000 shall be paid as com-pensation to the victim andbalance amount of fine shallbe remitted in favour of State. Public Prosecutor NavneetGupta appeared for the Statewhile Advocate Anil Vijayappeared for the accused.

SC grants 4 more weeks to UP Govt to submit vision document on Taj Mahal

NEW DELHI, Feb 13:

The Supreme Court onWednesday directed the UttarPradesh Government to submit avision document for protectionand preservation of the TajMahal in Agra within fourweeks, saying it was difficult toproceed in the matter without it.

A bench comprising justicesS A Bobde and S K Kaul alsoasked the Centre to place beforeit in eight weeks time a report ondeclaring Agra a heritage city.

The vision document isbeing prepared by the DelhiSchool of Planning andArchitecture for the UPGovernment.

On September 25, 2018, theApex Court had extended tillNovember 15 the time for theUttar Pradesh Government tocome out with the vision docu-ment on protecting the 17th cen-tury monument and had asked itto consider declaring a portionof the area surrounding it as 'her-itage'.

But as the State Governmentdid not file the vision document,the Apex Court on Wednesdaysaid it was difficult to proceed inthe matter and granted it fourweeks to complete it.

The Apex Court had earlierasked authorities to take a largerperspective on issues of pollu-tion and green cover whilepreparing the vision document,

saying there will be no secondchance to preserve the TajMahal.

While observing that theTaj Mahal would "of course bethe centre piece" of the mattersto be considered, the ApexCourt had said other issues likevehicular traffic, pollutionfrom the industries operatingin the Taj Trapezium Zone(TTZ) and the water level ofthe Yamuna river should alsobe looked into while preparingthe document.

The TTZ is an area of about10,400 sq km spread over thedistricts of Agra, Firozabad,Mathura, Hathras and Etah inUttar Pradesh and the Bharatpurdistrict of Rajasthan.

Environmentalist M CMehta, the petitioner in the caserelating to the protection of TajMahal, had told the court thatgreen cover in the area hasreduced and there wereencroachments inside and out-side the Yamuna flood plains.(PTI)
