3. GEOLOGICAL REPORT No progress by way of excavation in Tube-1 & in Tube-2 in Banihal area (south) and in Tube-1 & Tube-2 in Quazigund area (north) was achieved during the month of may-2014 by the Concessionaire.

However, I remained busy with the inspection of Tunnels in south (Banihal) and in north (Quazigund) and got minor protective works carried out by the workers. Secondly, I conducted certain geological traverses along the two tubes in order to decipher and ascertain the surface geology confirmed which stands projected by the Geo-Consults on the L-section prepared by them appended with the geological report.

Similarly, lithology encountered in Tunnel-1 (South) Banihal and lithology encountered in Tunnel1 (north) Quazigund upto TM 2102.00M & 2245.40M respectively was projected in the modified section by the undersigned and the L-section (Modified) was submitted to your office for record & reference.

No Heading has been carried out during the month and stands at TM 2102.00. No Benching has been carried out during the month and stands at TM 2002.00 Tube No.2

1. 3-D monitoring is not being observed in accordance to Contract Sub clause 362.5.1.5 particularly recording / observing of convergence measurements for all the targets monthly until lining.

Important Note:-

2. Attention from the NEC is again invited towards the Installation of Load cells /

extensometer before it is too late to mend.

3. There is no response to two number NCR’s bearing No 35 & 36 which as such are still open to get addressed by the NEC for its compliance although a communication on this issue has already been issued vide Office No 5061142 / 642 dated 23.05.14

6. TUNNEL LINING REPORT There was no work of Lining gantry concreting during the month. Fixing of Geo-textile and water proofing membrane was carried out in the left over portion of jet fan niches for the month.

As per Specification for Tunneling (BTS) and Institution of Civil Engineers:

Clause No. 312.5 Construction Joints – Sheet Waterproof Membrane

The length of material roll shall be procured to enable a complete extrados to be installed as a continuous length. Longitudinal joints shall be avoided. Star or cross joints shall be avoided.

As per Concessioner Agreement: Sub-Clause 210.5: Waterproof Membranes

The waterproof membrane shall be stopped at the bottom on a stainless steel strip 4 mm thick and 50 mm wide, that shall be culminated on one face with PVC. This sheet will be sealed to the concrete by epoxy resin and then nailed to the concrete.

The contractor should keep in mind all above specifications and drawings (Drawing No. C-II-DET-2650-B), during installation of waterproofing membrane. We advised the installer and the contractor during installation of waterproof that the longitudinal joints should be below the formation level.

8. HYDROLOGICAL/DRAINAGE REPORT (A) South Portal :

The seepages during the month under report remained by and large under control. However, damp to wet conditions were observed in tube 1 with no flowing discharge.

The seepages in tube 2 were observed from wet to flowing condition with minor flowing @ 1 L/s.

The temporary drains though were cleaned to keep the tunnel surface in dry condition but extra care is to be taken to keep the water in drains to flow smoothly without any hindrance in between or damaging the side of drain by moving vehicles inside the tunnel tube.

However, The Concessionaire is suggested to take extra care for keeping the temporary drains in good working conditions.

. (B) North Portal:

The precipitation in the form of rain during the month under report was observed from time to time but the effect of seepage inside the tunnel tubes was almost negligible. However major seepage which was active for the entire month at face of NT2 is still active and seepages from crown and side walls from 2000TM to 2241.4TM in NT1 and from 2000TM to 2119.5TM in NT2 is seen at places. However drainage holes carried out by executing agency at spots trained the water and is been drained out through temporary side drains. Further it is observed that the seepage through crown of NT1 and NT2 has spread over the surface and also created ditches at places. The In-charge of executing authority at north portal has been directed to fill these ditches for smooth functioning of men & machineries. The photographs taken during the inspection at site in NT1 & NT2 will visualize the complete observation mentioned above. It will not be out of place to mention here that work remains almost suspended during the month under report due to shortage of material and diesel and also due to strike by the labors at site of the work. The following observation were made time to time and brought to the notice of higher authority as well as In-charge executing agency NECL at north portal but no action has been initiated so far. 1. Installation of V-notch for measuring discharge in both the tunnels. 2. Conducting of water testing to PVC perforated pipe to ascertain workability of the PVC side

drain before achieving more progress in lining in NT1 to avoid any sort of problem after completion of work.

3. Construction of new sedimentation tank after proper consultation with regards to site of the construction and as per the design parameters laid in DWG number 3951 and also taking into consideration the maximum discharge coming out of NT1 & NT2 determined after V- notch is installed at the beginning of the tunnel.

4. Conducting of water testing to the water coming from NT1 & NT2 at north portal as per the demands of the locals of the area using this water for farming and fish life. It is requested to direct the executing agency for initiating action against above mentioned observations for the smooth functioning of the work.

C) Sedimentation and De-oiling tank: (a) South Portal:

The inflow to the sedimentation tank is slightly less than what was observed last month and because of slightly lower seepage from the tunnel tubes, the discharge of water entering to the tank is under control. As the tank is not being properly regulated for settlement of fine particles,

the out flow from tank is not as per normal standards. This untreated water is discharged in nearby stream though it passes through one more sump tank near the stream. However, the executing agency is suggested to regulate the inflow and out flow in a systematic manner so that sedimentation tank work efficiently in absence of regulatory gates. (b) North Portal:

The segmentation tank and De-oiling tank is full of muddy layers due to absence of proper cleaning of the tank. The water coming out from NT1 and NT2 either for directly in the nearby nallah or if at all entered in the segmentation tank remains un-treated due to non-functional of the tank. It is once again impressed upon the in charge officer of concessionaire Navyuga Qazigund express way Pvt. Ltd. at site to construct new segmentation tank after proper consultation with regard to site of the construction and as per the design parameters laid in drawing No.3951 and also as per the max. Discharge coming out from NT1 and NT2 determined if V-Notch be install at the beginning of the tunnel. Further it is impressing upon the executing agency to conduct water testing to water coming from NT1 and NT2 as per the demands of the locals of the area using this water before situation turns towards the ugly end.

D) Construction of structural works near stream:

The rainfall during the month under report was slightly more with the result, the work activities were hampered due to rise of water in the stream particularly near bridge no. 2, where the approach road was submerged. The heavy rainfall which was observed on 5th, 6th and 18th of April eroded many other approach roads connecting to south portal, batching plant and crusher plant.

However, the executing agency was many times suggested to install gauge at one or two places in the river Bichlari in order to measure discharge of water so that flood protection measure can be taken well in advance and the road stretch which are near the river can be safely guarded.

9. BRIDGES/STRUCTURES REPORT (A) Construction of Bridge No.1(189.435km): There is no work activity carried out during the month under report.

(B) Construction of Bridge No.2 RCC Box (189.847km):

The work activities on this structure during the month under report and the progress achieved is as follows:

• Reinforcement and shuttering work of final lift of walls towards Qazigund as well as Banihal

sides (Downstream side) of RCC box of the structure was completed on 25.05.14 and concreting for the same was done on 26.05.14 after complete checking of reinforcement, shuttering, dimension etc and compliance of the observation.

• Reinforcement and shuttering work of top slab of RHS (Downstream side) of the RCC box was completed on 28.05.14 and concreting of the same was allowed on 29.05.14 after compliance of the observations completed.

The observations which were noticed during execution of Bridge No.2 are as follows:

• Safety during construction is must but at site safety arrangements are very poor. • No safe access to the concreting location, especially at height, provided by the contractor. • Cover between reinforcement and shuttering towards sides of slab was not uniform, in some

places it was more and in some places it was less. • During concreting inconsistency in slum of concrete has been observed. • Weep holes neither provided as per drawing. • Shuttering plates impression has been seen on the surface of the wall due to poor

housekeeping and maintenance of shuttering plates. Now it required to be replacing the old shuttering plates with new ones.

• Size and quality of compression fibre board used is not adequate.

• Excavation and PCC work of return wall of RHS Banihal side and LHS Qazigund side portion of Box culvert is completed on 21.05.2014.

• Reinforcement and shuttering work for footing as well as stem of return wall of RHS portion of Box culvert towards Banihal side completed on 25.05.2014 and during inspection all reinforcement and shuttering work including dimensions are found satisfactory. Concreting of the same was allowed on 26.05.2014.

• Reinforcement and shuttering work for footing as well as stem of return wall of LHS portion of Box culvert towards Qazigund side completed on 25.05.2014 and during inspection all reinforcement and shuttering work including dimensions are found satisfactory. Concreting of the same was allowed on 26.05.2014.

• Reinforcement and shuttering work for 1st lift of return wall of LHS portion of Box culvert towards Qazigund and 1st lift of return wall of RHS portion of Box culvert towards Banihal completed on 30.05.2014 and during inspection all reinforcement and shuttering work including dimensions are found satisfactory. Concreting of the same was allowed on 31.05.2014.

The observations which were noticed during execution of Retaining wall near RUB are as follows:

• Improper shuttering causes bulging of shuttering plates while concreting. • Improper shuttering causes gaps, which are not repaired immediately.

(N) Box Culvert at chainage204.811km:

• Reinforcement and shuttering work for footing of LHS portion of Box culvert (Half Portion)

completed on 08.05.2014 and during inspection all reinforcement and shuttering work including dimensions are found satisfactory. Concreting of the same was allowed on 09.05.2014.

Note: The Bridge no.1 and 4 are in need of steel plate girders, bearings and expansion joints, because at Bridge No.1, cap of abutment A1L, A1R, A2R and A2L, pier cap P1R, P1L, P2L and P2R are completed. At Bridge No. 4 both abutments are ready to receive POT-CUM-PTFE bearings and fabricated steel plate girders. Now it is necessary to expedite fabrication of steel plate girders.

10. SURVEY REPORT

North Portal/ South Portal 3D monitoring and excavation profile checking / marking has been done in the following chainage: (a) North Portal-Tube.1>>.3-D Monitoring, Excavation profile checking/Marking has been done

from CH=2060.0 to 2247.40 mtr. (b) North Portal- Tube.2>> from CH=1966.0 to CH=2120.0 mtr (c)South Portal-Tube.1>>from CH=1952.0 to 2102.0 mtr (d)South Portal-Tube.2>>from CH=1719.0 to 1869.0 mtr

1. The Data regarding over break & under cut is not jointly verified as the Work in North portal is stopped from (16.04.14) onward’s due to labour’s strike. No progress of work is recorded during this period.

2. The Lining work has been started at north/south portal & the contractor m/s Navayuga has been instructed to work according to the check list & survey level sheet provided to them & to make one B.M at the beginning of T-1 which will be used as a reference point for lining work.

3. The contractor is instructed to take the New Profile after concreting & when Gantry is removed. The instruction is partially followed.

4. The contractor is instructed to maintain the proper DPR in South Portal on daily basis as is already maintained in North Portal. To increase the survey staff at north/south portal in order to provide the smooth progress of work. The work in South Portal is stopped from (23.04.14) onward’s due to material shortage.

5. The contractor was time and again instructed to engage their survey staff in GPS survey which include’s TBM, Traversing, Centre line marking& control pillars near Bridge/Culvert sites from north portal to south portal. The instruction is followed by the contractor & survey team has started Traversing from South Portal on (20.04.14) from start point (SP02 & SPO3) and Touched the end point at North Portal(NP3 & NP4).Now Reverse traversing started from(06.05.14) and is completed. Also, the control pillar’s are located & jointly verified, the information & data is already submitted to the Banihal office in the form of letter under the Subject of (Jointly verification of control pillar’s Highway section) on (13.04.14).

6. The contractor was instructed to submit the 3.D Monitoring survey data to concerned I.E on monthly basis and the instruction is followed by them.

7. The contractor is once again instructed to do the calibration of survey equipment’s on every alternate month & inform the concerned I.E for error’s if any.

8. The contractor is instructed to maintain the good ventilation so that the survey work will not get affected due to bad visibility & fumes. The instruction is somewhat followed & effort’s are being made to rectify the problem.

9. The contractor is instructed to speed up the overall progress of work in order to meet the targets without any further delays. As the month under report witnessed almost no

progress of work in both the portals from (16.04.14) onward’s in NP & from (23.04.14) onward’s in SP.

10. The contractor is strictly instructed to follow the clause 120.2 of the concession agreement.

11. The contractor is instructed to maintain proper lighting facility in both tube’s of each portals especially during 3D Monitoring & profile checking/marking in order to reduce the errors if any to maximum.

12. The Weather witnessed Rainfall on 11th,12th,13th,14th,18th,19th,20th and 22nd of the month under report. The overall weather was good for the construction works.

13. No NCR has been issued to the contractor both at North/South Portal during this month under report.

14. The site visit was conducted by the NHAI Official’s at both North/South portal’s on (24.05.14)of the month under report which included CGM,PD & other officer’s from NHAI, Independent Engineer’s & Navayuga Team.

11. ROAD AND HIGHWAY

The maintenance of the existing alignment from km 189+350 to km 220+700 for the month of May 2014 was carried out by the Concessionaire partiality with different Bituminous works such as Bituminous macadam, Bituminous concrete and filling of potholes with spot mix Bituminous overlay and some portions of the road stretch was filled with cement concrete grade M25 with were mesh (steel). The maintenance work of the existing alignment is still under progress and Concessionaire, has been instructed by NHAI and Independent Engineer to finish the work before the target date.
