Until 1999, Bipin ChandraDebbarma was a poor nomad.Now the 75-year-old tribal vil-lager at Bishramganj in western Tripuralives in a concrete house, drives a carand has all the costly household gadg-ets. This incredible transformation in hisand his family members lifestyle in aspan of 13 years has been possiblebecause of the natural rubber cultiva-tion he has been engaged at hisBishramganj village under Sipahijaladistrict and just 40 km west of Tripura'scapital Agartala.Mr Debbarma, a former Jhumia (shift-ing cultivator) is now the President ofthe Bhagaban Para Rubber ProducersSociety (BPRPS), that owns a 54.4hectare rubber garden at BhagabanPara village in the district. The septua-genarian rubber cultivator said : I am ahappy father now. Inever dreamt of such alife. Rubber cultivationhas changed the condi-tion of my family. Notonly of my family buthundreds of otherJhumia families haveseen a dramatic devel-opment in a short periodbecause of cultivatingnatural rubber. MrDebbarmas elder son isstudying medicine inDibrugarh medical col-lege in Assam andanother son is in Armyas rifleman while onlydaughter is a teacherunder Tripura schooleducation department.

In Indias NorthEastern states, espe-cially Tripura, rubbercultivation is yielding a better life forpoor tribals, who were practising Jhumor the slash-and-burn method of cultiva-tion and dramatically altering the econ-omy of the region. This shifting form offarming usually involves cutting down ofentire forests in the hills, allowing theslashed vegetation to dry on mountain-ous slopes prior to burning and show-ing. In this unscientific farming, rice isintercropped with vegetables, maize,cotton, mustard and so on. However,the farming damages both the soil andthe environment and also unable to pro-vide food for the entire year for the con-cerned poor Jhumia families.

The BPRPS started its plantation in1999 with the help of the Rubber Boardand Tripura governments TribalWelfare Department and production ofrubber latex began in 2007. The latexwas processed to make rubber sheetsthat were sold to Manimalayar RubbersPrivate Limited, a company jointly float-ed by the Rubber Board and the rubberproducers' society. According to Ranjit

Debbarma, over 80 tribal youths,including women, got permanent jobs atthe BPRPS. They are engaged in nurs-ing the rubber garden, latex collection,making and processing rubber sheetsand various other works. During mon-soon, their society earns about Rs.8lakh in a month through selling rubbersheets while in the remaining months,income ranges from Rs.17 lakh to 18lakh per month.The Rubber Boardsadditional production commissioner,said: natural rubber is stable livelihoodfor around 52,000 farmers' families andan almost equal number of workers'families in Tripura. Tripura has the sec-ond largest rubber cultivation area afterKerala where natural rubber is cultivat-ed, with around 60,000 hectares pro-ducing about 26,000 tonnes of naturalrubber in 2010-11. Tripuras tribal wel-

fare department and the Rubber Boardhave been providing financial and tech-nical support besides training the rub-ber cultivators. According to the tribalwelfare department, about 51,265 fami-lies were totally dependent on Jhumcultivation until 1999. A survey by theforest department in 2007 showed aclear decline in the number to around27,278 families. According to Tripuraforest department officials the numberof Jhumia familes has now comedown to less than 20,000. Not just theJhumias or the unorganised workers,even the terrorists who have surren-dered to the government and othershave taken to rubber cultivation.

Parsurambari Rubber ProducersSociety (PRPS), which owns over 120hectares rubber gardens, has helpedover 150 rubber growers to becomeaffluent persons from poor cultivators.The 12 years old PRPS is situated inonce insurgency ravaged Khowai dis-trict. PRPS president NagendraDebbarma, a former agricultural labour-

er, said : for many generations my fam-ily had to struggle to manage twomeals. Now we have almost all costlyitems including cars in our family. Notonly me all rubber growers families arenow an affluent family. Our children nowstudy in english medium and variousother good schools.

After the rubber park in KeralasIrapuram, Indias second industrial rub-ber park has been set up inBodhungnagar in western Tripura at acost of Rs.23 crore to boost the coun-try's elastic polymer industry and toutilise the resources available in thestate. At least 20 rubber-based industri-al projects would be set up in the park inthe next few years. India is now rankedfirst in rubber productivity (1,760 kg perhectare), second in consumption(948,000 tonnes per year), fourth in pro-

duction (862,400 tonnes)and sixth in terms of area(0.74 million hectares) ofrubber cultivation in theworld. According to theRubber Board, the totalcultivation area wouldrise to 986,000 hectaresand production and con-sumption would go up to1,583,000 tonnes and1,731,000 tonnes respec-tively by 2024-25. InIndia, rubber is tradition-ally grown mostly inKerala and Kanyakumaridistrict of Tamil Nadu.

The non-traditionallands fall mostly in thestates of Karnataka, Goaand Maharashtra alongthe foothills of theWestern Ghats and to asmaller extent along theEastern Ghats in Andhra

Pradesh and Odisha. According to anearlier assessment of Rubber Board,about 450, 000 hectares may be avail-able in the North Eastern states ofAssam, Tripura, Meghalaya, Manipur,Mizoram and Nagaland. v) Non-Practicing Allowance will not be admissible.

vi) The appointee will not be granted any claim or right for regular appoint-ment to any post under Central Health Services.

vii) Only consolidated remuneration will be admissible. No. DearnessAllowance and other allowances as are admissible to the CentralGovernment Servants shall be admissible.

viii) The appointee shall be on the whole time appointment of CRI, Kasauliand shall not accept any other appointment, paid or otherwise and shallnot engage himself/herself in private practice of any kind during the peri-od of contract.

ix) The appointee shall be posted in CRI Kasauli and they shall be function-ing under the control of the Director, CRI, Kasauli

x) On appointment, the appointee will be required to take an oath of alle-giance to the constitution of India or make a solemn affirmation to thataffect in the prescribed proforma.

xi) The appointee is not entitled to any TA for joining the appointment.xii) Other conditions of service will be governed by relevant rules and orders

issued from time to time. If any declaration given or information furnishedby him/her proves to be false or if he/she is found to have wilfully sup-pressed any material information, he/she will be liable for removal fromservice and also such other action as the Government may deem neces-sary.
