Now the 75-year-old tribal vil- lager at Bishramganj in western Tripura lives in a concrete house, drives a car and has all the costly household gadg- ets. This incredible transformation in his and his family members’ lifestyle in a span of 13 years has been possible because of the natural rubber cultiva- tion he has been engaged at his Bishramganj village under Sipahijala district and just 40 km west of Tripura's capital Agartala. Mr Debbarma, a former ‘Jhumia’ (shift- ing cultivator) is now the President of the Bhagaban Para Rubber Producers Society (BPRPS), that owns a 54.4 hectare rubber garden at Bhagaban Para village in the district. The septua- genarian rubber cultivator said : “I am a happy father now. I never dreamt of such a life. Rubber cultivation has changed the condi- tion of my family. Not only of my family but hundreds of other Jhumia families have seen a dramatic devel- opment in a short period because of cultivating natural rubber.” Mr Debbarma’s elder son is studying medicine in Dibrugarh medical col- lege in Assam and another son is in Army as rifleman while only daughter is a teacher under Tripura school education department. In India’s North Eastern states, espe- cially Tripura, rubber cultivation is yielding a better life for poor tribals, who were practising ‘Jhum’ or the slash-and-burn method of cultiva- tion and dramatically altering the econ- omy of the region. This shifting form of farming usually involves cutting down of entire forests in the hills, allowing the slashed vegetation to dry on mountain- ous slopes prior to burning and show- ing. In this unscientific farming, rice is intercropped with vegetables, maize, cotton, mustard and so on. However, the farming damages both the soil and the environment and also unable to pro- vide food for the entire year for the con- cerned poor “Jhumia” families. The BPRPS started its plantation in 1999 with the help of the Rubber Board and Tripura government’s Tribal Welfare Department and production of rubber latex began in 2007. The latex was processed to make rubber sheets that were sold to Manimalayar Rubbers Private Limited, a company jointly float- ed by the Rubber Board and the rubber producers' society. According to Ranjit Debbarma, over 80 tribal youths, including women, got permanent jobs at the BPRPS. They are engaged in nurs- ing the rubber garden, latex collection, making and processing rubber sheets and various other works. During mon- soon, their society earns about Rs.8 lakh in a month through selling rubber sheets while in the remaining months, income ranges from Rs.17 lakh to 18 lakh per month.The Rubber Board’s additional production commissioner, said: “natural rubber is stable livelihood for around 52,000 farmers' families and an almost equal number of workers' families in Tripura.” Tripura has the sec- ond largest rubber cultivation area after Kerala where natural rubber is cultivat- ed, with around 60,000 hectares pro- ducing about 26,000 tonnes of natural rubber in 2010-11. Tripura’s tribal wel- fare department and the Rubber Board have been providing financial and tech- nical support besides training the rub- ber cultivators. According to the tribal welfare department, about 51,265 fami- lies were totally dependent on “Jhum” cultivation until 1999. A survey by the forest department in 2007 showed a clear decline in the number to around 27,278 families. According to Tripura forest department officials the number of “Jhumia” familes has now come down to less than 20,000. Not just the Jhumias or the unorganised workers, even the terrorists who have surren- dered to the government and others have taken to rubber cultivation. Parsurambari Rubber Producers Society (PRPS), which owns over 120 hectares rubber gardens, has helped over 150 rubber growers to become affluent persons from poor cultivators. The 12 years old PRPS is situated in once insurgency ravaged Khowai dis- trict. PRPS president Nagendra Debbarma, a former agricultural labour- er, said : “for many generations my fam- ily had to struggle to manage two meals. Now we have almost all costly items including cars in our family. Not only me all rubber growers’ families are now an affluent family. Our children now study in english medium and various other good schools.” After the rubber park in Kerala’s Irapuram, India’s second industrial rub- ber park has been set up in Bodhungnagar in western Tripura at a cost of Rs.23 crore to boost the coun- try's elastic polymer industry and to utilise the resources available in the state. At least 20 rubber-based industri- al projects would be set up in the park in the next few years. India is now ranked first in rubber productivity (1,760 kg per hectare), second in consumption (948,000 tonnes per year), fourth in pro- duction (862,400 tonnes) and sixth in terms of area (0.74 million hectares) of rubber cultivation in the world. According to the Rubber Board, the total cultivation area would rise to 986,000 hectares and production and con- sumption would go up to 1,583,000 tonnes and 1,731,000 tonnes respec- tively by 2024-25. In India, rubber is tradition- ally grown mostly in Kerala and Kanyakumari district of Tamil Nadu. The non-traditional lands fall mostly in the states of Karnataka, Goa and Maharashtra along the foothills of the Western Ghats and to a smaller extent along the Eastern Ghats in Andhra Pradesh and Odisha. According to an earlier assessment of Rubber Board, about 450, 000 hectares may be avail- able in the North Eastern states of Assam, Tripura, Meghalaya, Manipur, Mizoram and Nagaland. North-Eastern India has extensive areas that are agro- climatically suitable for natural rubber cultivation, but their exact locations are not identified yet.
