Winter Service
Why ?
4
What Does the Law Require?
Section 41 of the Highways Act 1980 sets out the Council’s obligations, as a highway authority, for a winter weather service. The relevant extract of Section 41 reads as follows: -(b) (1) “In particular a highway authority are under a duty to ensure, so far as is reasonably practicable, that safe passage along a highway is not endangered by snow or ice.”

How ?
What Type of Materials: Salt

8
How does salt work
Alternatives to salt - cost
Salt does not remove snow
Salt forms Brine
9
Why Pre-Wet ?
More salt adheres to the road surface De-icing effect is achieved more quickly than dry
salt Increased longevity on the road surface More accurate spreading is possible Reduction in amount of salt used Longer spreading routes Reduction in third party claims

Winter Maintenance Policy and Plan
HM21: Winter Maintenance operations will give priority to a 2,990 KM network of priority routes, comprising the 1,200 KM Lincolnshire Strategic Road network plus links to all the County’s main villages. All treatments to be carried out using appropriate action for the prevailing conditions in accordance with national guidance and best practice.
14
Winter Maintenance Policy and Plan
HM23: At times of severe weather treatment priorities will be as follows:1. Carriageways on the approved 2.990 km priority
route network.2. Secondary routes including carriageways leading
to essential industrial and military establishments, hospitals and health centres, schools and colleges, ambulance and fire stations, important bus and commuter routes.
3. Footways in accordance with HM24.
15
Winter Maintenance Policy and Plan
HM24: During periods of severe weather the treatment of footways will be considered when resources permit. Footways to be treated will reflect their importance in the County’s footway hierarchy. The footway priority network for winter maintenance operations consists of:
1. Hierarchy 1 and 2 footways.2. Hierarchy 3 footways with gradients greater than 1 in 10
longitudinally for longer than 50 metres.3. Transport Interchanges (including footways to main car parks).4. Other known footways trouble spots.

Snow removal will commence when resources come available from higher priority treatments. Endeavours will be made to commence clearance within 5 days of cessation of snowfall, subject to availability of resources. Treatment only during normal working hours.
Reactive treatment not normally undertaken other than in response to specific circumstances. Treatment only during normal working hours.

The Treatment System
Lincolnshire uses Brine saturators to produce a 23% brine solution
Bunce/Epoke pre-wet Pre-wet spread at a ratio of 70% dry salt / 30% brine
Spread rates of 10, 15 or 20 gms per m² High purity de-dusted 3mm or 6mm salt
