LEGAL EXPERIENCE Federal Communications Commission November 1996 to Present Inspector General - significant achievements and responsibilities: Administrative • OIG – Directed VRS investigation leading to 27 criminal indictments and a cost savings

to the government of well over half a billion dollars (and increasing). • OIG – Directed fraud case with multiple agencies, closing a business that had operated

for 6 years and issued fraudulent checks in excess of $400,000,000 in 4 months. • OIG – Administered the growth of the OIG Investigations division from a single

individual to 20+ employees in 2 years, with an amount in controversy of over $250,000.

• OIG – Manage all budget issues for OIG, often working with OMB. • OIG – Represent the Office of Inspector General before the Senate and House. • OIG – Litigate criminal and civil cases involving fraud upon the US Government. • OIG – Coordinate on IT security issues with the Managing Director. • OIG – Retrieved hundreds of thousands of e-mails sent to the Chairman’s and

Commissioner’s Offices thought to be destroyed by locating the rogue hard drive containing the information and then breaking the password designed to prevent access.

• OIG – Assisted the Federal Trade Commission in investigating and obtaining a restraining order against an entity involved in thousands of fraudulent bank transactions directed against the Federal government.

• EB - Conducted investigations and negotiated consent decree settlements. • EB - Managed formal complaints, from initial filing and mediation to final order. • EB - Conducted investigation of TRS abuse, resulting in criminal conviction and

potential restitution of stolen monies in excess of 10 million dollars. • CCB - Prepared orders and drafted rules on digital subscriber lines for broadband

internet access. • CCB - Prepared orders on access charge reform and rate integration. Drennan & Associates March 1994 to November 1996 Attorney with firm specializing in administrative and antitrust litigation. Handled broad range of responsibilities in the oil and electric utility areas. Significant achievements include: Administrative • Cross-examined expert witnesses on multitude of issues including economics,

accounting, competition, rate design, and partnership taxation. • Managed all components of oil complaint proceeding, including the preparation of

testimony, drafting of briefs and motions, and organizing and coordinating discovery. • Prepared expert witnesses for cross-examination during trial on variety of issues,

including antitrust concerns and environmental site contamination. • Reviewed and advised oil pipeline clients on proposed tariffs. • Advised clients on planning for future deregulation of the electric utility industry. • Prepared report outlining the potential impact of electric utility deregulation. • Reviewed and drafted natural gas sales and transportation contracts for clients. • Developed detailed business strategies for clients to take advantage of changes in the

natural gas field, including the development of co-generation facilities.

Conducted and supported trials and arbitrations in both Federal and State court. Litigation • Served as counsel in trials and arbitrations directing all aspects of case from complaint

stage through final conclusion. • Initiated discovery plan in multi-million dollar lawsuit which uncovered evidence of

possible fraud resulting in the other party's withdrawal of its lawsuit. Environment • Advised client regarding potential toxic tort and environmental cleanup liability at the

Stringfellow Superfund site in Riverside County, California.
