RECENT rains have fallen on some wildfire areas in Colorado, slowing down fires and helping firefighters to expand the number of 100 percent contained fires.

Meanwhile, flash flooding concerns persist, especially in southern Colorado in the areas of the Spring Creek and 416 fires. Slow-moving thunderstorms on Monday increased the risk of flash floods. In burned-out fire areas, stripped of trees and other vegetation, as little as .03 inches of rain in a short period of time can trigger a “very dangerous situation,” according to the National Weather Service.

Flash flooding typically occurs in waterways, along creek and river beds, but it can

also occur along roadways, in ravines and in most any down slope area - places that don’t usually carry or channel water

People in areas under flash flood watches and warnings should be prepared to take action and move to higher, safe ground at a moment’s notice.

Durango is under a flash flood watch through midnight Monday, with another watch posted Tuesday afternoon through Tuesday evening.

The burn scar area in northwest La Plata County could see heavy rainfall and residents in the area, especially along the U.S.

550 corridor near Hermosa, “should prepare for potential flooding impacts,” the weather service said. “Elsewhere, be prepared for flash flooding and debris flows on many area highways and roads.”

The fire, which started June 1, has burned more than 54,000 acres and was 50 percent contained Monday afternoon, fire officials said.

SPRING CREEK FIREModerate, cooler weather

and ongoing rains, including thunderstorms along the eastern edge of the fire area, has increased chances of flash flooding, fire officials said. Lightning in recent days has also been a concern.

“Fire weakened trees continue to pose a hazard and flash floods are occurring in areas that receive rainfall,” fire officials said Monday.

Isolated to scattered thunderstorms are possible Tuesday afternoon and evening, the weather service reports.

Caledonia Jellystone expansion is moving forward

CALEDONIA, WISC. - While some children and families may have already

done some hiking or sat by a campfire at a summer camp, one local campground is

getting a bit bigger to be more accommodating in the future.

Yogi Bear’s Jellystone Park Camp-Resort in Caledonia is in the process of expanding and improving its amenities.

Construction on the campground is underway, although there has not been a formal announcement of the timeline.

Bridget Bender, who co-owns the park along with her parents, Theresa and Randy Isaacson, said they are waiting to announce the timeline when the construction process is further along and they have a “better idea on firm dates.”

“Currently our crews are building berms and stormwater management ponds,” Bender said. “They will then work on the large swimming pond, grading roads, campsites and installation of utilities, and a couple buildings on site.”

In February, the Caledonia Village Board approved a pre-development agreement between the village and Bear Country Inc., the company that owns and operates the camp off of Highway 38 near 7½ Mile Road.

Yogi Bear’s Jellystone Park, 8425 Highway 38, installed new cabins on its campsites in preparation for the 2012 camping season. Now the camp owners plan to expand the park to 222 acres from the current 43 acres during the next several years.

BISMARCK - In the aftermath of a deadly tornado that struck in the heart of North Dakota's oil patch, state and local officials are calling for increased safety standards for RV parks that often house oilfield workers and families.

An EF 2 tornado ripped through the Prairie View RV Park early Tuesday, July 10, killing a newborn baby and injuring more than two dozen people.

The tornado displaced 200 people and destroyed at least 120 structures, including recreational vehicles that served as temporary housing.

McKenzie County leaders are aiming to meet with state

officials as early as next week to discuss what can be done to limit the number of people who live in RVs and how to make the trailer parks safer, said Planning and Zoning Director Jim Talbert.

"It takes a tragedy like this to open our eyes," Talbert said.

Many RV parks and worker housing camps in Watford City and McKenzie County were constructed before the county had zoning ordinances. Often, they were built in a hurry to house workers during the housing shortage prompted by the oil boom.

"Everything happened so fast and furious in those years, things were overlooked,"

said Karolin Jappe, McKenzie County's emergency manager. "I'm not pointing my finger at anybody. It just happened too fast."

McKenzie County, in the core of the Bakken where oil production is highest, tightened the standards for temporary housing parks in 2016, but the rules only apply to new developments.

County leaders have struggled with how to require upgrades for RV parks that were considered to be "grandfathered in," said County Commissioner Vawnita Best.

"We need to do better for people who come here to work," Best said. "They

deserve better."Now, the North Dakota

Department of Health is looking at how it can strengthen state regulations to improve health and safety standards for mobile home parks and campgrounds.

Dave Glatt, chief enforcement officer for the Environmental Health Section, said he'd like to work with local officials to develop uniform standards for RV parks across the state.

"There are regulations on the books. I think they are substandard at this point in time," Glatt said.

Current state ordinances require a mobile home park with 10 or more homes to establish a procedure for responding to emergencies and inform tenants of the plan.

But the ordinance isn't very prescriptive, and the state doesn't have a good way of monitoring whether RV parks are complying, according to Glatt.

"Our enforcement piece is really lacking," he said.

Glatt said he'd like to study what types of policies states, such as Oklahoma and others in Tornado Alley, have to protect residents of mobile home parks.

"They have to have some really good practices there because they go through this a lot," Glatt said. "Unfortunately, we've recently gone through this too much."

ago south of Watford City, injuring nine people including a teenager who was critically injured.

In the recent tornado and the 2014 storm, neither RV park had a designated storm shelter.

Dan Ruby, manager of the Prairie View RV Park, said residents are encouraged to seek shelter at the nearby Eagles Club or the Watford City Civic Center downtown in the event of severe weather.

Ruby, who lives on site and hunkered down with his family while the tornado went around his trailer, said he'd be open to discussing adding a shelter or secure building.

A storm shelter may not have made a difference on

Tuesday, however, because the tornado truck at 12:45 a.m. and many were asleep or not aware the National Weather Service had issued a severe thunderstorm warning that indicated a tornado was possible.

In 2016, McKenzie County leaders discussed requiring storm shelters for new mobile home parks but, ultimately, didn't require them. Now Talbert would like to reconsider that decision.

"I think we need to go back and revisit this and see what we can do as a county and/or a city to try to prevent this kind of tragedy," he said.

GO RVing’s experiential marketing plan continues to select events where the RV industry and lifestyle can reach new audiences. RVIA Today Expressreported that this year’s calendar includes music and food festivals, outdoor competitions, state fairs, and a mix of collegiate football games and Mexican National Team soccer games among many others.

SAN ANTONIO, TX - Letting go years of stuff, that’s how families are describing the seemingly more and more popular lifestyle of moving into an RV.

KSAT 12 toured one family’s new home and talked about the big change.

Why the move from a house?

“I got to thinking since we are downsizing, why not just get RVs?” asked Kevin Blakley.

Blakley is now a retired member of the Air Force and has been living in an RV for about a year now.

Blakley says one of the main reasons for being an RV full-

timer is the opportunity.“You’re mobile, so you’re

not tied to one place and we see that as a big advantage we have some ideas of where we’d like to settle down, but this way we can actually visit and live there a while before making that decision,” Blakley said.

Also, he said letting go of all his “stuff” was nice.

“We have simplified, it is amazing how much stuff you accumulate over the years that you don’t really need and without a lot of that stuff life is just a little easier,” Blakley said.

How has it been so far?“We have everything need,

we don’t really feel cramped, so we are happy with it,” Blakley said.

He admitted sometimes when his full family visits and with a golden retriever it can

be a lot, but for just him and

his wife, he said it’s almost

perfect.

FLOODS and mudslides that emergency workers feared since rains started to hit the 416 Fire burn scar arrived Tuesday afternoon, with significant debris flows across U.S. Highway 550, railroad tracks and East Animas Road (County Road 250), north of Durango.

As of 8 a.m. Wednesday, the Colorado Department of Transportation reported Highway 550 was confined to one-lane, alternating traffic between milemarkers 80 and 92 because of rockslides.

The flooding was first reported around 5:15 p.m. as a strong rainstorm pelted the area. Though rain tapered off around 6 p.m., debris flows caused issues late into Tuesday evening.

U.S. Highway 550 was closed near the East Animas Road intersection, which included the bridge at the base of Shalona Hill, where the Durango & Silverton Narrow Gauge Railroad passes underneath. The highway partially reopened to pilot-

guided traffic about 8:45 p.m.“Because of the heavy

rains this afternoon, we’ve had several mud and debris slides run across the highway along this half-mile stretch of highway near the burn area,” said John Palmer, maintenance deputy superintendent with the Colorado Department of Transportation. “Lots of mud and some large boulders have reached the roadway. Our patrol personnel ... are trying to get the highway open as quickly as possible to at least one-lane alternating traffic.”

A D&SNG train carrying about 400 passengers was blocked on the tracks near the Shalona Hill bridge, said Scot Davis, spokesman for Durango

Fire Protection District. At about 7:20 p.m., three buses were en route from Durango to pick up the passengers, though more trips were likely needed.

A KOA campground was evacuated near East Animas Road and U.S. Highway 550, one of the first places to report flooding. About 200 campers were bused to the La Plata Fairgrounds, where the Red Cross set up a shelter.

No injuries were reported as of 8:30 p.m., and it’s unclear how much property damage may have occurred.

Davis could not say how widespread the flood was or whether homes were damaged.

The Hermosa area is on pre-evacuation notice because heavy rains in the upper portion of the watershed can take a while to reach homes, said Butch Knowlton, director of La Plata County Emergency Management.

Firefighters were investigating two reported gas leaks: one at the KOA

campground and one on East Animas Road. Davis said the leak at the KOA campground had been controlled.

Knowlton said the campground sustained extensive damage.

Midge Wannamaker, who lives on East Animas Road, said a “torrential downpour” moved through the area that lasted 15 to 20 minutes.

“You just knew it was going to do some damage because it was that heavy,” she said.

After it passed, she looked outside to see water pouring across her neighbors’ yards. Mud and debris covered East Animas Road – so much so that she wasn’t able to distinguish the road from the surrounding landscape.

“You can’t tell where the road is,” she said.

John and Fran Reynolds said mud and debris washed across their property on the west side of Highway 550 near the intersection of East Animas Road.

THERE are only a few suppliers in the campground Industry who tele-market their goods or services to campground owners. This is because goods must be seen, and telephone conversations are not effective at all for selling by phone. Those suppliers usually advertise in trade journals, exhibit at industry shows, or rely on the Internet to actually display their products. Services, however, can be explained over the phone and an illustration of what they do is not necessary.

There are certain services that are, or may be, essential to all campgrounds. Services such as insurance, Wi-Fi, credit

cards, a source for funding, or securing an effective website. Then there are those that MAY be helpful, such as a source for selling or buying a campground or a unique service to supply information to campers and perhaps even a product that has been extremely successful.

The idea of telemarketing ALL of these businesses came to Art Lieberman, President of MCPS for Campgrounds, whose 18 years’ experience in credit card processing, as well as 12 years with ARVC and the campground industry, has made MCPS for Campgrounds one of the most effective tele-marketing businesses in that industry.

But Lieberman and his group of experienced telemarketers have still experienced the huge drawback to their efforts. Out of 50 calls a day, telemarketers actually only have 3-5 conversations with prospective customers, and maybe only one will really be a final success after a period of time. Lieberman says a successful year would be signing up little more than one a week, or 70 new customers every year. However, his telemarketer would have made 250 calls every week to achieve that result. This is a huge waste of time and money, but has achieved success for MCPS, since more than 650 campgrounds

these figures and his disappointment in the numeric results of telemarketing to several other suppliers at industry trade shows, they commiserated with him, yet remarked that they would love to actually tele-market their services. After four suppliers expressed their interest in telemarketing, Lieberman and his team began to formulate an idea. They approached nearly a dozen suppliers of essential services and got 6 of the top “players” in the campground industry to actually say “YES!” to a new idea.

satisfied. He wanted 2 other businesses that weren’t essential but were succeeding, because of their uniqueness, to “spice up the business”.

One more important factor should be noted in establishing this new endeavor. The telemarketers will NOT be doing profit sharing. No extra costs will

be added to the services supplied by each of the participants. Telemarketers will merely be furnishing important information about each supplier to campground owners, but it will be the suppliers themselves that will be conducting the actual sale. This will eliminate the possibility of any misinformation being

passed on about each business by the telemarketers.

Now Campground Advocate is ready to launch, with a launch date set for July 30th. The Advocate partners consist of “the crème de la crème” of the

campground industry. The partners consist of: The biggest Insurance business, a hugely successful website designer , perhaps the only bank that lends money to campgrounds nationally, a massive business dealing in Wi-Fi for campgrounds, a nationally known seller of campgrounds, the aforementioned MCPS for Campgrounds and two other

formidable suppliers, one of a service, the other of a product.

Next week, CAMPGROUND ADVOCATE will announce who the participants are and most campground owners who have ever attended an industry trade show, read an industry publication, receive industry statewide listings, or have investigated beyond the lines of demarcation of the property, will know almost all of these formidable and well known suppliers.

This venture could be a boon to the participating suppliers and a time-saver to campground owners, who could find all of their essential services under one “virtual” roof.

Maine campground readies for ‘Today Show’ visit

PATRICIA Kosalka was readying the campground she runs and operates with her husband, Eric Kosalka, Friday afternoon when she got a phone call that she said “blew” her away.

Advance staff for NBC’s “The Today Show” called to inform the Kosalkas that Al Roker would like to shoot part of the July 24 morning program from their Sagadahoc

Bay Campground in Georgetown, Patricia Kosalka said Monday.

“I’m still blown away,” she said by phone. “I guess someone suggested Minnesota, and another state but another person said, ‘I know this campground and the views are great.’ We’re just so excited they’re coming.”

Since the phone call Friday, the Kosalkas have raced to

prepare. Roker and other staff are apparently arriving in an RV, she said, so the couple has created a special

campsite for them, “right on the ocean” with a fire pit and electricity.

Other NBC staff will stay at Gray Havens Inn, also on Georgetown.

“Who says no to ‘The Today Show?’” Kosalka said Monday.

The Sagadahoc Bay Campground includes about 70 campsites and cottages,

and is run by the Kosalkas, who are in their early 70s. The land has been in her husband’s family since the late 1700s, Patricia Kosalka said.

This year, they hired two people to help run the campground, but Patricia Kosalka said she’s been working around the clock to set up a lobster bake or perhaps arrange for everyone to eat at Five Islands Lobster Co., and to get entertainment lined up - either local singer Alison Lee Freeman or maybe singer Lauren Crosby.

She’s my next call,” Kosalka said of Crosby.

CARL Carmoney was camping recently at the Limekiln State Campground in Inlet early this month when he had a close encounter with a black bear.

"I was sitting at our clean campsite starting a fire. It was going fine. My son was cooking dinner in the RV when an estimated 450-pound bear came lumbering up from behind me. He was about 20 feet from me. I got up, (quickly) put our car between him and me and entered the RV," he said of the Adirondack encounter.

Carmoney said the bear "spent the better part of 3 or 4 hours wandering (his

and nearby) campsites.

"My 'spidey senses' were on overdrive and, that's an understatement. The bear approached our campsite four other times. We saw him (within 50 feet of us) one more time."

From the Adirondacks down to the Catskills, human-bear

interactions and nuisance complaints involving bears are up compared to last year. The reason?

It's been a dry summer so far, with blueberries, raspberries, black berries and other things consumed by bears in the wild in shorter supply so far. As a result, bears are more likely to seek

food from human sources and are appearing more frequently at campsites, or around homes raiding bird feeders, garbage cans, pet food dishes left outside, etc.

"We're on track for one of our higher complaint years (involving bears)," said Jeremy Hurst, the DEC's big game biologist.

According to the DEC, there are an estimated 6,000 to 8,000 black bears in New York State, a number that has grown over the past decade.

DEC staff classify nuisance human-bear complaints in two categories: Class I (bears that break into homes and

vehicles) and Class II (bears that hanging around areas where humans are and are less responsive to being scared away).

To date, DEC staff have had to kill "several" bears for Class I situations in both the Adirondacks and Catskills.

"We don't have a firm tally on the number or location of bears dispatched by DEC this year, but

appears the total this year is at least 9 bears, some in the Adirondacks and some in the Catskills. For perspective, 13 bears were dispatched in 2017," DEC said.

by first eliminating the food sources that attracts them. The next step is to teach the animal that it's not an appropriate place to be.

"We can do that by trapping and releasing the bear, shooting it with rubber buckshot, loud noises, pyrotechnics," Hurst said. "The resolution comes, though, when people change their behavior."

If all that fails, relocation or in some cases, putting the animal down, is the last option.

Hurst said to date this year, the state is within 75 percent of the 5-year average for Type I and II complaints with several months to go before bears retreat to dens and hibernate for the winter.

He said all DEC campgrounds with bear problems do their best to inform campers of the presence of bears and what to do to minimize chances of negative encounters such as not leaving any food or garbage out and storing food

in bear-resistant containers. Bears are highly sensitive to smells and can misinterpret scents from things such as deodorants or toothpaste left in a backpack as potential food.

Bear resistant containers in the Adirondacks required of all over-night stayers in the Eastern High Peaks of the Adirondacks, in place for about the past 10 years.

"It's had a remarkable effect (on reducing bear complaints)," Hurst said. "Some bears have shown a propensity to outwit the canisters, but that's a rarity."

What should one do if a camper finds a bear ravaging their campsite, vehicle or backpack to get at some food or garbage?

"Make a lot of noise. That's the main thing. Never approach, surround or corner a bear or throw anything like food at it. If the bear gets aggressive, leave it alone and call for help," he said.
