Dear readers,
this is the last issue of our newsletter prepared and publicized with the financial support
from “European Partnership for Local Green Agendas” and we would like to take the op-
portunity to express our gratitude to all of you who have been following our project
through the lines of this newsletter and who have been so gentle to send us useful comments
to improve each issue.
During these two years there have been different communities, institutions, organizations
and individuals involved in the project both as participants, targets and beneficiaries whom
we would like to thank for their seriousness and time invested in the success of this initia-
tive.
Under this effort, an important thank you goes to the project management team who has
been committed in working in the frame of local activism, of democracy and transparency
and have reached project goals demonstrating so that these principles are possible.
Within this issue we would like to present you three important outputs of these nearly three
years experience which will ensure the sustainability and expansion of the action and its
principles.
Also within this issue we would like to invite all of you interested in applying GA method-
ology in your commune, municipality or region to contact us without hesitation for any kind
of support you may need.
Thank you again,

Inside this issue:
The Green Agenda Methodology now accessible to everyone through the
GA webpage The Green Agenda methodology is a unique
methodology which brings community, local government and other local stakeholders in
working together for developing and implementing local sustainable development strategies and plans. The method is special in
at least 3 main aspects:
it starts out by identifying local values
rather than problems;
participation in the process is not limited to
experts or certain stakeholder groups but is
wide and open to all; and
as a result, the process and its outcomes
are genuinely owned by the local people.
This methodology has been developed by
Milieukontak International and over the years has been successfully implemented in several countries like Romania, Croatia, Moldova,
Russia, Macedonia, Montenegro, Albania,
Bosnia and Herzegovina, Serbia and Kosovo. It consists of 17 steps which are divided over 5 phases.
With the enthusiasm to share with the wide public all over the world those valuable
experiences from all countries we created the Green Agenda website within “European Partnership for local Green Agendas” project.
The website contains detailed information on the GA methodology, the manual and the GA
implementation steps; latest news from “European Partnership for Local Green Agendas”; the development of the iGA
Network; information on partners and other interesting documents and materials. The webpage is available in English language but
also in Albanian, Macedonian and Montenegrin. The visitors have the possibility to post comments and feedbacks and can contact us
for further information.
We invite you to visit www.greenagenda.mk and we will be glad to receive your e-mails in
the contact addresses per country you may find in the webpage!
If you are a local activist, a LGU leader or staff
or simply an NGO activist and would like to start a green agenda initiative in your commu-nity our team of Balkan GA trainers would be
very willing to facilitate your work.

the project management team. It uses experiences of our targeted
municipalities and aims in assisting the new initiatives for
development of Green Agendas and new municipalities and CSOs
that would like to use these tools in order to bring the municipal
activities closer to citizens.
The manual is prepared on four languages – English, Macedonian,
Montenegrin and Albanian, since it is aiming the municipalities and
CSOs in the targeted countries and also is a result of the joint
efforts of the four partner organization and our partner
municipalities.
You may find it online in the Green Agenda webpage, in each
partner organization webpage in local language and you can
contact national coordinators at [email protected],
Albania, [email protected] Montenegro, [email protected]
Macedonia, to provide you with hard copies of the manual based
upon interest shown.
A guide through principles of Good Governance with the “Good
Governance” Manual The “Good Governance” Manual is part of
the Good Governance Toolkit which includes
three main parts: 1) Green Agenda online tool,
2 ) Manual for municipalities and CSOs, and 3)
Best Practices - factsheets of the implemented
pilot projects in each of the targeted municipali-
ties within this project.
The manual is a practical tool which includes
supporting topics necessary for efficient practic-
ing of the good governance by the municipalities
and the public participation in the decision
making process. It is developed by our Interna-
tional team of trainers with the strong support of

GA Network – concrete actions during the Regional Conference in Podgorica
This project is funded by
European Union
An important part of the Conference was the for-
malization of the iGA Network. For the moment
the network is represented by 11 CSOs from the
Balkans who have signed a Memorandum of Un-
derstanding as proof of commitment to the net-
work. During the conference participants visual-
ized iGA Network next steps and clearly defining
its action plan.
For more information please visit
http://greenagenda.mk.
During the Conference participants discussed the
progresses of the project; positive results of its
implementation in the selected municipalities;
development of the iGA network and future
steps. Participants had the opportunity to share
their experiences, knowledge and best practices
related with all the aspects of good governance
and sustainable development at local level. It
was very valuable the presence of representa-
tives from Municipality of Radovish, Macedonia.
They have implemented the GA methodology
based on their own request and Municipality
budget and are the first example of the exten-
sion of the process.
GA Network – concrete actions during the Regional Conference in Podgorica On 17-18 December 2011, in Podgorica
was held the regional conference “Sustainable
Development and Good Governance on Local
Level in the Western Balkans”. The conference
represents the closing event of the “European
Partnership for Local Green Agendas” project.
24 participants from three countries Albania,
Macedonia, Montenegro representing the civil
society organizations and local governance, very
much involved in the last two years in imple-
menting the European Partnership for Local
Green Agendas, were present in the activity.
