Our MessagerAfter a few days we will say goodbye to this year (2012), and we are approaching its end, we can recognize

that it was different from the previous years, because of the difficulties and challenges faced the BHSS, especially the financial situation as shown by the previous annual financial report ,which required to take prompt and effective measures to remedy this situation represented in the budget deficit.

The first step was an initiative from Mr. Yasser Abdel Rahim –BHSS Board of Directors Member to address the issue to Mr. Abdul RahmanJawahery - Chairman Gulf Petrochemical Industries “GPIC” in the possibility of providing immediate financial support to the BHSS .The GPIC actually decide to provide the amount of five thousand dinars to support the society budget on the basis of the company’s goals in supporting the civil society institutions which will be beneficial to the people in order to achieve social responsibility partnership.

The second step was meeting with His Excellency the Minister of Labour, Mr. Jameel bin Mohammed Ali Humaidan to discuss the training programs carried out by the society, which was suspension due to theorder issued by the ministry’s institutes administration, where society made its view on this situation. H.Eagreed to resume working in these programs, stressing support the ministry fully accomplish its mission to the fullest, and where that income from the fees to participate in training programs that will contribute to support the society revenue.

The third step was the initiative to initiate a Bapcoproject “First Aider in every home” and that was under the Memorandum of Understanding between the society and Bapco, as well as memoranda of understanding and agreements of mutual cooperation between the society and a numbers of training institutes in the implementation of training courses for housewives from various regions of the Kingdom of Bahrainin the areas of first aid, safety in the home, and emergency preparation, where the chargespaid to the society for the implementation of these courses, and that contribute to bridge the budget deficit.

In another complementary part of the efforts of the BHSS board of director, was the decision of organizing a special seminar for the World Day for Safety and Health at Work, held on April 28, 2012, which provided a good financial support to bridge the budget deficit. . It was a right decision, since a seminar organized on “Promoting Safety and Health in a Green Economy” ..Itwas successful by all standards, which achieved a return financially contributed to the revitalization of society budget, alsothe praise here to the financial and moral support by the seminar’scorporate sponsors from Gulf Petrochemical Industries Company (gold sponsor) and the Bahrain National Gas Company (Silver Sponsor).

These were some of the challenges and the measure that been taken and others didn’tmentioned .. In this regard we want to record a word of thanks and gratitude and appreciation for the efforts made by the BHSS board of director members and all who helped us in these efforts.

Annual Banguet

Under the patronage of H.E.Eng Bassim Bin Yagoob Al-Hamar - Minister of Housing, and through the sponsorship of the Bahrain Petroleum Company “Bapco”, the Society held its annual “ Ramadan Ghabqh” on the evening of Tuesday, July 31st, 2012, at Gulf Hote The event was attended by Adel Khalil Al-Moayyed- Chairman of the Board of Directors of the Bahrain Petroleum “Bapco” and members of the executive management, the company Board members, large number of guests and the society. The event program consisted of the following activities:

Speech of the Society Chairman:

At the beginning of the ceremony, Dr. Mostafa Al-Sayed - Society Chairman gave a speech in which he welcomed H.E. Basim Bin Yaqoob Al-Hamaar - Minister of Housing and the honorable attendees, in his speech he hailed the support given by his Excellency and for supporting the Society by patronizing the annual ceremony. He praised the role of the Ministry of Housing for provide adequate housing for families in Bahraini which contributes to the to the social and economic stability of the country. .In his speech he thanked the Bahrain Petroleum Company “Bapco” for their usual generous support for funding the annual event. He also congratulated them for their safety achievement for being the leaders in safety which is evident through the winning of numerous international safety awards, He reiterated the important role the Company plays in promoting environmental issues and for actively pursuing excellence in all aspects of its operation.

Speech of His Excellency the Minister of Housing:

In his Speech His Excellency Eng. Mr. Basim Bin Yaqoob Al-Hamaar- Housing Minister thanked the Society President for his endeavor and for the leading the Society to its current status, he also thanked the guests and members of the Society for attending this important annual event. He praised the significant role the Society plays in promoting and advocating health and safety amongst the workers, the young and the Society at large. The awareness campaigns it holds on regular bases contributes directly to the reduction of incidents and injuries in turn enhancing the country safety culture. His stated that we insist in applying the best safety standards when undertaking any of the Ministry of Housing projects and that safety is imbedded in the specifications.

On this occasion, Mr. Adel Khalil Al-Moayyd- Chairman of the Board for the Bahrain Petroleum Company welcomed the Minister of Housing, Mr. President of the BHSS and the event attendees. He congratulated all on the occasion of the holy month of Ramadhan and wished them all a blessed fasting. He praised the Society efforts and assured its President of the Society the Company continuous and participation in all of its activities. The Society has a very important mission in Bahrain and we strongly believe that through its various programmes can contribute to creating a safe and healthy environment in the whole of Bahrain. It is important that all companies in Bahrain collaborate with society to enable it to achieve its goal.

for books specialized in that area, as the Institute provided a shield other Department Occupational Safety and Health, Ministry of Labor and Gulf Petrochemical Industries Company (GPIC), valuing for their role in supporting the occupational health policies and safety at all the level of the Kingdom of Bahrain.

We at the BHSS pleased on this occasion to congratulate the RRC Middle East Institute on this effort that had been made in the preparation of this book, hoping to contribute to the teaching of this qualification in Arabic substantial in the rehabilitation of the technical staff in the field of occupational health and safety, and bridge the shortage skills in this field.

The establishment of this ceremony to mark the launch of the book, which the Institute translated into Arabic to help students studying for this qualification from experience Institute in teaching this qualification in English, and you touch the need for such a qualification that is taught in English, and a contribution to raising the culture of working in things affecting occupational health and safety at work.

H.E. the Minister in his speech praised on the effort made by the institute in the launch of the Arabic version of this book, which is a guide for job seekers and workers in this area and help them pass the tests for the occupational health and safetyqualification, as it is considered a reference to illustrate the basic knowledge and skills of the Occupational Safety and Health.

For his part, Mr. Hassan Al-Aradi - the Institute Director , point out that the translation of the “NEBOSH” book contribute to the promotion and raise safety culture among employees, valuing the role played by the Ministry of Labour in the promotion of a culture of safety and occupational health.

At the conclusion of the ceremony, Mr. Al- Aradi provide a trophy to the Minister of Labour for sponsoring the concert and in recognition of his efforts in promoting a culture of safety and occupational health, including support

Under the patronages of His Excellency Jamil Bin Mohammed Ali Humaidan - Minister of Labour , Chairman of Supreme Committee for Occupational Safety and Health and Supreme Council for Vocational Training, the RRC Middle East organize a special ceremony to launch the “NEBOSH qualification in occupational health and safety” at 11 am on Wednesday, 3 October 2012 in Movenbic Hotel in presence of Mr. Yasser Abdul Rahim - Director of Technical Services - Gulf Petrochemical Industries Company deputy for Mr. Abdul Rahman Jawahery - company’s president and the British Council of Occupational Health and Safety ambassador and Shura Council member, as well as Mr. Gary Fallaize –Managing Director RRC (UK), and in the presence of a large number of guests from presidents and directors of companies and institutions, as well as a number of officials at the Ministry of Labour and NEBOSH graduates and others.

Labour Accommodation Health Requirements

Labour Accommodation can be expressed as building, which is used for the establishment of workers’ collective company or institution that is chosen and equipped by the employer before bringing in the labor required suitable period. The workshop’s program was as the follows:

• Speech by H.E. Mr. Jameel bin Mohammed Ali Humaidan - Minister of Labour.

• Lecture entitled “The New Labor Law explanation”

• Lecture entitled “The New Labor Law & the Occupational Health & Safety promotion.”

General discussion

H.E. Minister of Labour called all companies on his opining speech to study the new labor law and gain knowledge of the legal materials contained in it and modify internal all procedures to be in line with new amendments. He pointed out that the new labor law came to address the new developments in social and legislative arena taking place in Bahrain especially in the local labor market, it is designed to achieve further improvements in the area of Health and Safety by all relevant companies including the production and manufacturing sector. The new law took into consideration the right of all parties involved and it explained their right and duties which will directly enhance

the development of Bahrain’s labor market. He stated that the Ministry of Labour has prepared an integrated program to raise awareness of the new law practices .

Mr. Ali Salman - Ministry’s Labor Relations Department followed HE speech by conducting lecture entitled “The New Bahrain Labor Law(2012) Explaining.”

Eng Hani Mahfouz - from Occupational Health &Safety section at the Ministry made a presentation lecture entitled “The New Bahrain Labor Law and Its Impact on The Promotion of Occupational Safety.”

These two lectures included a presentation of the concepts of public and legal provisions related to the new labor law, the advantages of it. They reiterated that updated law is in line with of International Labor Standards taken into account the developments in the labor market so as to enhance safety.

A general discussion session conducted at the end about what was presented and discussed during the lectures, as well as about what the Minister referred to in his opening speech.

Workshop on the New Bahrain Labor Law (2012)

The Ministry of Labour organized a workshop on “the new Bahrain Labor Law (2012) and its impact on the promotion of the Occupational Health &Safety” at 10:00 am on Tuesday, 18/9/2012 at the main Ministry Conference Hall.

The BHSS organized four training courses within the Bapco project about “Frist Aider in Every Home” for 53 mothers who joined the Royal Charity Organization to promote the concepts of health and safety and awareness of preventive risk and safety procedures, during the period of 8/9/2012, 11/9/2012, 18/9/2012 and 6/10/2012 respectively at the training institute at Seef area. These courses were implemented by number of accredited training institutes on behalf of the society under the memoranda of understanding and cooperation agreements between the BHSS and the institutes. The lectures were given by a number of lecturers specialized in the areas of first ,

Fire safety and preparedness for emergencies. This was overseen by Ms. Dana Ahmed Al Khaja - Specialist First Aid activities in the Royal Charity Organization in coordination with Mr. Hassan Al-Oud–BHSS Admissive Manager &Miss Masooma- BHSS Secretary.

On this occasion, The BHSS would like to thanks the Royal Charity organization for its cooperation with the society in the implementation of these courses and wishes for the continuation of joint cooperation between the two parties.

Under the patronage of Sheikh Ahmed bin Mohammed Al Khalifa, Minister of Finance Minister Supervisor

of Oil and Gas Affairs, Chairman of the National Oil and Gas, Bapco EHS family day was held at BIC on

10th November, 2012. The event was attended by more than 25 thousand visitors consisting of Bapco and

contractor employees and their families.

The Minister toured several sections set up by Bapco, which

included a number of events, activities and competitions that

provided useful and vital information about the principles

and values of the environment, health and safety in the

community. These sections also included a children’s corner

which contained many interactive competitions and games.

The BHSS pa r ticipated in the “Family Day” activities

through a special section of BHSS, Membership Affairs Public

Relations Committee organized this event in coordination

with Bapco o rganizing committee. The whole EHS family

day was very successful because of the many focus areas

and the kind of activities conducted.

On this occasion, The BHSS would like to thanked the

Bahrain Petr o leum Company “Bapco,” which provided

the required booth and the required equipment. We are

happy to have been able to participate at such unique event

which is designed to promote off the Job Health and safety.

Eng. Hussein Al-Shami, in your capacity as Head of Executive Steering committee of the Labour Law article number (36/2012), the Labour Law for the private sector occupational health and safety and the work environment, how do you evaluate the impact of the new law in promoting the occupational health and safety principles and culture in the Kingdom of Bahrain?

The Labour Law for the private sector (2012) is an advanced modern law model, containing sound concept and ideas developed in all aspects to regulate the employee relations, including the occupational health and safety To promote the culture of an occupational health and safety in the workplace specifically and community in general, it required amodern legislation that easy to apply, and clear in defining the duties and responsibilities. This principles has been taken into account in the preparing the new labor law (2012), and the purpose of that, is to improve the conditions of occupational health and safety and at workplace and reduce the level of accidents.

Since the Law number (36/2012)has override the labor law of the private sector number (23/1976), do you still Ministerial decisions based on the law (1976) still effect? What is you think of the new decisions and changes in relations Bahrain’s labor market?

Article (2) of the Act number ( 36/2012)state the “ Ministerial orders implementing the Labour Law for the Private Sector, promulgated by Legislative Decree No. 23 of 1976, as amended, shall continue to be in force in as much as they do not conflict with the provisions of the law annexed hereto, until the minister concerned with Labour Affairs in the private

sector issues the executive orders therefor within a period of six (6) months from the date of it coming into force.”, which means that it will continue to work with all the ministerial orders currently in force until new ministerial orders issued. This is an opportunity for the Ministry to consider in depth for all Ministerial orders current and developed to reflect scientific advances and practical, as well as the agreements and treaties Arab and international signed and authenticated by the Kingdom of Bahrain lately.

How would you describe the most important additions section 15 competent occupational safety and health and the working environment of Law Number (36/2012) passed a law to work in the private sector?

The new Labour Law had added special section for the occupational health andsafety and the working environment, which is a section (15), in an important gesture of the legislature about the importance of these texts. This new addition in the Law did not exist in the old Labour law. For example:

1. Law requires in Article (166) on the employer to develop guidance and safety directives and methods of prevention of conspicuous place in the workplace, and this is something which enhances the protective effect of instructions and guidance Occupational Safety and Health, also promotes a culture of safety among established workers.

2. The new law requires industrial establishments that could cause its dangers and major industrial disasters, prepare a contingency plan and training of workers. This is consistent with international agreements on the need to prepare national

Occupational Health and Safety principles in the private sector organizations considered as strategic essential to enhance free accidents work base environment. This principle is a sign of civilization. The new Bahraini Labour Law (2012) emphasized the importance of the occupational health and safety legislations in the private sector organizations and hold them responsible to modernize their occupational health and safety principles and measures.

The new legislation will have definitely positive impact in improving the occupational and health and safety standards, to shed light on these expected changes, we have the pleasures of interviewing Eng. Hassan Al Shami head of Health and Safety division at Ministry of Labour – Bahrain.

plans and at the enterprise level to prepare for the major industrial disasters.

3. The new law requires employers of the need for primary medical examination for the employee before joining to make sure his efficiency to the nature of the work assigned to him. As law requires employers need periodic medical examinations for workers exposed to occupational diseases, and to explain all this results in a medical file saves the file with the worker.

4. The new law requires employers to provide basic health care for workers, according to refund is subject to further discussion by the Minister of Health in coordination with the Minister of Labour.

5. The new law requires the Minister of Labour the establishment of a specialized body of the Occupational Safety and Health in the Ministry undertake an important verification of installations commitment to national legislation in the field of occupational health and safety, and provide him with the capabilities and the necessary equipment and training.

Only a few lifestyle choices have as large an impact on your health as physical activity. People who are physically active for about 7 hours a week have a 40 percent lower risk of dying early than those who are active for less than 30 minutes a week.

1- Control your weight: When it comes to weight management, people vary greatly in how much physical activity they need. The environmental pollution in the introduction to the problems associated with industrial activity has been affected by the most industrialized world in environmental as well or in the form of diseases previously unknown, and began appearing in these communities both on the workers in the factories or even ordinary people who have nothing to do industrial activity as a result of the pollution of the environment, either by air or water pollution or soil, not to mention what the author of this pollution of environmental changes including climatic phenomenon known changes in the gaseous layers surrounding land, such as the erosion of the ozone layer and the diseases associated with these climate changes.

Air pollution is one of the most important problems associated with industrial activity. And the failure factories fumes and gases contain high levels of chemical pollutants invading affect human health directly through inhaled with the air breathing.

Water pollution is another form of environmental pollution associated with industrial activity, which failure factories of chemical and industrial pollutants dumped into rivers and seas, and infected water, making it a major threat to human health, either directly or indirectly.

The third form of environmental pollution is pollution of the soil, which is the result of buried industrial waste, chemical and hospital waste and other, which may cause the corruption of the soil for several years, and the possibility of leakage of these pollutants of groundwater in some areas, in addition to the use of chemical fertilizers and pesticides widely leading to increase the accumulation of these toxins in the human body, there is no doubt that environmental pollution in various forms leads to a series of diseases which are not limited to industry professionals only, but may extend to residents of the surrounding areas.

The 3rd Workshop on Chemicals Management

The workshop has opened by a speech of Mr. Mirza Salman Khalaf - Director of Environmental Control of the General Authority for the Protection of Marine Resources, Environment and Wildlife, where he thanked the audience representative’s parties participating in the workshop and the team who prepared a international management of chemicals project and wished the workshop all the best and success.

During the workshop several papers and presentations were presented on chemical safety and mechanisms of the Strategic Approach to International Chemicals Management by a number of experts from inside and outside the Kingdom of Bahrain as well as experts from relevant international organizations.

At the conclusion of the workshop, a speech delivered by Dr. Adel Khalifa Al Zayani – the Director General, praised the participation of different sectors involved in this workshop and the Panel on updating the national profile of the chemical safety, and the efforts of each of:• Professor Dr. Kirov Hanzde of the United Nations

It is worth mentioning that the Kingdom of Bahrain project of the implementation of the Strategic Approach to chemicals management is a framework for policies relating to the taking of international measures on chemical hazards, also supports the main objective agreed upon at the World Summit on Sustainable Development held in Johannesburg in 2002 and of ensuring the use of chemicals in ways that lead to the minimization of significant adverse effects on human health and the environment by 2020.

It should also be noted in this regard that the BHSS had participated in the meetings of a working group of the Kingdom of Bahrain on updating National Chemical Safety project, where the preparation and submission of information and data regarding some chapters contained in the Strategic Approach to International Chemicals within civil society organizations and non-governmental organizations interested in the social benefit, also participated in the second workshop held in the period 18-19 January 2012.

At the invitation of the Supreme Council of Environment Eng. Hassan Al-Aoud, BHSS Admin Manger participated representing the BHSS in the third workshop of the Bahrain project to implement the Strategic Approach to International Chemicals Management (SAICM), organized by the Council on 9-10 December 2012 at the Regency Hotel.

At the invitation of program management and community affairs province DC participated Engineer Hassan Ali Al-Aoud, BHSS admin manager and Miss Massouma Kathem –BHSS Secretary in the seminar “Parenting Skills” organized by the Capital Governorate in cooperation with the Batelco Center under the patronages of Governor of the Capital Shaikh Hisham bin Abdul Rahman Al Khalifa on Thursday, 6th December, 201. An exclusive interview conducted within the Safety Means Safe Product seminar at the InterContinental Regency, Mr. Richard Ferry talks to BHSS, about the opportunities and challenges facing safe product culture, and why he believes this is the most important time to think about the Safe Products.

Mr. Richard Ferry, in your role ofTrading Standards officer and Consumer Products Expert for NI-CO in the UK, what is the EU view of point of the safe product?

A single market in safe goods is one of the key aims of the EU with consumers having confidence that the products they buy are being sold by responsible businesses using good quality and safety systems. The philosophy of the ‘precautionary principal’ has developed, where businesses and regulators work towards products presenting only minimal or no risk to their users, particularly if they are children or vulnerable adults.

Reference to your presented paper during the seminar, can you brief us on the EU experience in the safe productpractices?

There has been a steady increase in the safety of products sold in the EU; a lot of this has come as the result of pressure from consumer groups, highlighting dangers in the products they buy. Standards have improved in the 30 years I have worked in product safety, market surveillance is now well organised and coordinated across the EU and businesses take their responsibilities seriously. Businesses know that supplying dangerous goods will damage their reputation and harm their profitability.

From your experiences as a senior consultant;give us examples of the DMF of the EU action in the UK?

In spite of many years experience of making products safer in the EU problems do still occur, in new products or because of the use of new means of Production. Dimethyl Fumerate was used as a mold inhibitor in a range of products

shipped from China to the EU, particularly leather furniture, clothing and foot ware. It can cause serious skin problems on contact and have long term health consequences. Coordinated monitoring of consumer complaints across the EU showed that this was not an isolated problem and national governments took swift action banning the product to protect their consumers, this was followed by EU wide action and action by consumers in the courts successfully demanding compensation. The key lesson from this incident is that good market surveillance structures, links to consumer groups and the use of an effective EU wide complaints recording system enabled quick decisive action to be taken.

Reference to your comments during the dissection session about the importance of the NGOs’ role in promoting the safety culture, can you describe the UK’s NGOs experience in promoting the safe product culture?

NGO’s have worked closely with regulators over many years and there are strong EU wide networks, some groups such as the Consumers Association in the UK publish their own magazines and product test results, often rating the quality of products as well as their overall safety. The NGO’s frequently assist in publicizing major product recalls and highlighting specific risks, as well as calling for improved product safety, including for example making instructions or warnings clearer and easier to use.

As you point out on your paper that there is high level of children toys accident, is there any specific legislation in place to regulate the children toys?

Toy safety legislation has a long history in the UK and EU and parents are very cautious when buying toys to ensure that they are safe. The European Standard – EN71 has been updated many times to include new toys or specific risks. In general the toys themselves are much safer, accidents do however still happen, everything from simple tripping hazards to unfortunately young children using toys intended for older

users. New products can cause problems, the introduction of high strength magnets in toys resulted in a change in the standard following several serious accidents when young children swallowed them, leading to hospital admissions and the requirement for medical intervention.

From yourunderstanding are there any special instructions you would recommend it to the parentsin how to check the children toys before buying it?

Bahrain and the GCC countries have adopted robust toy safety legislation based on the EU model to improve toy safety, the safety of toys in the market place should be improving, and consumers can support this legislation by only buying toys with the GCC mark in place and reporting any toys that are not correctly labelled. The GCC mark is not a safety mark but it is a good indication that a supplier is aware of their responsibilities. Simple tips is that parents should look at the age warning on a toy and make sure that the toy appropriate for the particular child and kept away from younger children.

From your experience as Consumer Products Expert can you give us some examples of the children toy accidents and what was the route cause?

In recent years the biggest single toy safety problem related to high the use of strength magnets mentioned earlier, several large manufacturers supplied these potentially dangerous toys causing serious problems, the failure was largely due to a lack of a good pre supply risk assessment and consideration that very young users could gain access to toys intended for older children. Problems still sadly occur

with counterfeit versions of toys and their accessories, a child in the UK died recently he bought a faulty and fake charger for his electronic toy. This shows how important market surveillance can be not only to identify dangerous products but also badly made illegal copies.

Since this is your second visit to the Kingdom, how can you evaluate the safe product practices in the Kingdom of Bahrain?

The staff at the Ministry of Industry and Commerce are committed to their work and have developed a good approach to product safety, based on EU and world best practise. The introduction of specific toy safety standards has made an immediate impact, particularly in highlighting business responsibility; the new general product safety framework will move this forward and sets out a clear frameworkfor businesses, regulators and consumers to follow.

What is your recommendation to BHSS in promoting the safe product awareness in the Kingdom of Bahrain?

Consumers need more information on the product safety and product liability framework including access to product safety news, this could be via the NGOs or supportive press outlets using this information they then should insist that their suppliers supply safe goods and know about the products they sell, safety and quality considerations need to become as important as price when buying goods. . Support is also needed in taking action if they are injured by faulty goods to further build awareness of supplier responsibilities.

Listening to a loud stereo while driving increases the risk for traffic accidents, a recent Canadian study found. A loud stereo is just another distraction that can diminish a driver’s ability to drive safely. Reaction times decrease at high noise levels. Slowed reaction time behind the wheel can lead to an accident.

- Instantaneous or Real Time Sampling:

- Personal Sampling

o Involves direct connection of the integrated sampling device to a worker, which collects a sample or a record the intensity of an agent in the specific areas and during specific task s conducted by the workers. Depends on route of entry of the agent the suitable sampling technique is chosen; such as if the inhalation is the mode of entry of an agent sampling devise will be placed to the workers breathing zones.

- Area Sampling

o The focus of area sampling is to evaluate the levels of areas in a specific location, instead of evaluating levels encountered by a specific worker. Area motoring device are usually poisoned in a stationary location

World Health Organization is the United Nations specialized

agency for health, was established on the seventh of April /

April 1948, and its objective, as set out in its Constitution is

to reach all peoples of the highest possible level of health,

WHO is the role of the coordinated and directed in all respect

to international health, and contribute to the promotion of

technical cooperation and provide support in this area, and in

a state of emergency to provide assistance at the request of

governments and approval.

The organization urges Member States to take measures

of prevention and control of diseases of epidemic, endemic,

in cooperation with appropriate international agencies of

the other is strengthening efforts to improve the quality of

nutrition, housing, sanitation and drinking water supplies, and

working conditions, production, protection and promotion of

workers’ health and the environment.

WHO is playing an important role in the consolidation

of international cooperation, regional and national levels

in the field of occupational health and safety, and seeks

to provide technical support to the efforts of the national

efforts to create, develop and improve systems for reporting

health professional , and the development of methods and

methodologies for estimating the economic impact of injuries

and diseases, analysis, and to do research, and drafting

strategies and recommendations for the prevention, control

and risk control, and support the capacity building of human

resources with particular emphasis on developing countries as

well as developing an international network of collaborating

centers in the field of occupational health and safety.

Respiratory System and the role of Physical Therapy

The Membership Affairs and Public Relations Committee at Bahrain Health & Safety Society Organized a seminar on the “Respiratory System and the role of Physical Therapy” on Wednesday 12.12.2012 at 6:30 pm in BHSS training center , the seminar presented by the physiotherapist / Azhar Alhalal - physiotherapy treatment supervisor.

The lecture dealt with the following topics:

• Respiratory installation• How is the process of breathing• Benefit breathing• Some problems and diseases of the respiratory system• Influenza• Asthma• the harm caused by smoking• Role of physiotherapy• Breathing exercises to properly

Opening Speech:

Mr. Hassan Al-Oud, the Executive Manager of the Society gave a speech on this occasion in which he welcomed the participating coordinators and the lecturers for their cooperation and by responding to the Society invitation and attending this annual awareness program. The Society objective is to help in whatever manner it can and in area to enhance Health and Safety awareness amongst citizens especially those that will perform Haji. It is vital for them to understand the importance of some of the issues that relates to fire Prevention, Health and Hygiene Protection and the Safety precautions that they must take while performing this holy activity. This success of the programme depended on the active participations of all relevant establishments such as the Civil Defence, Ministry of Health, Traffic Directorate and other organizations.

Lectures on traffic safety (safety of vehicles, pedestrians and traffic accidents):

The General Directorate of Traffic and Licensing sessions was presented by:

Lectures on Food Safety (Food poisoning and staleness of foods):

The Food Control Section in the Department of Public Health, in the Ministry of Health session was presented by:

Lectures on Safety during the Haj ( fire, safety, first aid):

Training School in the Directorate of Civil Defense, at the Ministry of the Interior presented by:

At the end of the program, Mr. Hassan Al-Oud gave a concluding remark in which he lauded the role played by Bahraini haj contractors who contributed to the success of the functions of this program and he was appreciative of the role played by the participants who presented the lectures. He encouraged Haj contractors to relay the same messages to all individuals who will be performing Haj during this season.

The Society Organizes Awareness and Guidance Program

The Society organized awareness and on health and safety for Haj coordinators of Bahrain Haj contractors for the upcoming pilgrimage season of 1433H on Monday 1/9/2012 at the Society’s training center. The program was attended by (40) coordinators and health and safety officials from (33) Haj contractors.

Do we really need to wear Personal Protective Equipment(PPE)?

I have heard this question many times from both employees and employers. They argue that they are verycareful and competent in their role, howit only protects the individual wearing it and not anyone else in the workplace and sometimes that the management maybe would like to cut unnecessary costs.

According to Health & Safety at Work Magazine (2012), a survey conducted by the Trades Union Congressin the United Kingdom(regarding the PPE) has found that more than one in 10 respondents said that though their work required them to wear safety equipment, their employers failed to provide or pay for this. A further 9% had to pay for any replacement equipment if their original PPE was damaged, also the employers were less likely to provide women with necessary safety equipment free of charge; more than 15% of women had to pay for all or some of their own PPE (usually foot protection or overalls) compared with 10.5% of men.Even where employers

provide PPE, the survey showed that workers usually have to clean the equipment themselves or pay for it to be cleaned.60% claimed their employer had made no arrangements for providing it, or paying the cost for it or it’s cleaning. Another survey on the same subject showed that 63% refused to use the PPE due to it not beingcomfortable or agronomice.g. the safety helmetswere oflow quality or the wrong size.

Although the labor legislationspointed out the Kingdom of Bahrain’soccupational safety legislations which had providedthe enforcement of PPE, there are more important reasons and benefits for its usage e.g. it gives immediate protection to allow a job to continuewhile engineering controls are put in place, in an emergency it can be the only practicable wayof effecting rescue or shutting down a plant in hazardousatmospheres, and it can also be used to carry out work in confined spaceswhere alternatives are impracticable.

Personal Protective Equipment (PPE)is needed to ensure that the laborers are protected from work place injuries or diseaseand to enhance the stability of the organization business growth. To conclude, employers need to providesuitable free PPE to their employees and conduct the required training aboutits usage as well plan a maintenanceschedule to assure its affectivity.

As part of the implementation of the Memorandum of Understanding between the BHSS and the Bahrain Petroleum Company (Bapco), which was signed between the parties on 2/7/2011, has been working to initiate the implementation of this project in the 18/02/2012 where the official opening for it, the Society implementation (25) training courses in this context for a numbers of housewives and women from different regions of the Kingdom of Bahrain

In cooperation and coordination with a number of charitable funds, charities and social clubs, where they were implementing some of these courses in the Bapco Club, and a number of others in some training institutes that cooperate with the society in the implementation of this project .The total number who attended these courses was (320) participants, and will soon be an arrangement of a special official ceremony to distribute the certificates of attendance on the coordination

and cooperation between the Bahrain Petroleum Company (Bapco) and the BHSS.

On this occasion, we would like to extend the thanks and appreciation to the Bahrain Petroleum Company (Bapco) executive management for their initiative to give this opportunity to society in implementation of this vital project, we also thanks and appreciate the charitable funds and charities for their cooperation in the nomination participants to attend these courses.

Seat belts are necessary for pregnant women.

Some pregnant women choose not to wear a

seat belt while riding in a car complaining of

discomfort or worrying that a seat belt can

injure the fetus. The U.S. journal of obstetrics

and gynecology reports that proper use of a seat

belt is very important for pregnant women and

their unborn child. After a car crash, unbelted

women are nearly three times more likely to lose

their fetus and twice as likely to have excessive

maternal bleeding as expectant mothers wearing

seat belts. Lap belts should be placed snugly

under the abdomen, and shoulder belts should

be positioned diagonally across the chest.

The BHSS has organized a two days training course (Tuesday 13/11/2012- Thursday, 14/11/2012) in the field of fire fighting for (25) women from different areas of Bahrain in collaboration with Civil Defense training school at Ministry of the Interior.

The training sessions included theatrical and practical training on how to behave during fire situations and in particular:• How to use fire extinguishers.• How to use fire hoses• Safety in buildings.• Building evacuation exercise.

This comes in the context of the BHSS objectives to provide the citizens with the concepts, ideas and information that will help them to achieve a good level of health and safety. Cooperation with such organizations will contribute to the enhancement of awareness amongst the members of the community especially housewives. Local authorities’ participations show the care and attention they give to such issues.

Definition of the Occupational Hygiene:

Is the science that do the identification, evaluation and control of the various working conditions, which may lead to weakness in the health and well-being or significant discomfort and inefficiency among workers or injuries to employees, and to put their health at risk (World Health Organization professional - WHO), there are many risks that are different in terms of shape and size and quantity on the workers’health, and in each case is different way in which we recognize it or assessment and control. For example, natural hazards such as heat and humidity is different from engineering hazards such as mechanical hazards resulting from the operation of machinery, and in each case you need a guide or reference to identify the most accurate results such as BOHS, ACGIH or IOHA.

The Occupational Health specialist have to identify, assist and control physical, chemical, and biological hazards,and the possibility of radiation harmor community work that can be affected by injury or disease,that may include physical hazards such as noise at severe degrees, extreme heat and poor lighting in the work environment, areas may include other relevant including the quality of indoor air (IAQ) and biological hazards that may stem from the potential exposure to bacterial pathogens.

Recognition:

Is to determine the potential health hazards that may occur in the workplace through an inventory of all the risks preliminarily and inventory of all chemicals or physical or biological in the field of work and conduct survey and periodic visits to the work site there may be any kind of hazards.

Evaluation:

Is to measure the health hazards degree in the workplace by regular periodic plan, samples shall be taken and analyzed, and compared to specifications and measurements of local or global, as well as evaluating the existing means of control according to the factors affecting the changing workplace.

Control:

Is the development and implementation of control procedures to control, reduce or eliminate health hazards by Appling the pyramid control system in descending order and to control and manage these hazards.

The BHSS has conducted numbers of awareness lectures in the field of occupational health ,safety and the working environment for a numbers of factories (Manama Packaging Factory, Manama Food factory & Gulf aluminum kitchen utensil Factory), where Eng . Hassan Al-Oud–BHSS Admin Manager gave lectures on occupational hazards and methods of prevention and control and the role of the three partners in the work to achieve the good level of occupational health and safety.

The implementation of these lectures was based on factories request which is part of their awareness and training program organized. These lectures were attended by (11) Bahraini workforce and (28) foreign workers from those factories.

The challenges we face are great and many, and the most important one facing us is team work. The institutions of the Society (Board of Directors, working committees, etc.) must be capable of creating the power needed to create a spirit of prevention in every member of our nation, and the first condition for achieving this is to instill true motives to the issue ofsafety, its importance and challenges.
