Thailand is facing what could be a looming 2nd
wave of the Covid-19 after the number of
new Covid-10 cases has now been confirmed.
As of yesterday, as many as 689 cases were discovered in Samut Sakorn alone,
and this was a follow up to the 548 cases discovered on Saturday.
Samut Sakhon, Thailand’s 7th
largest province, has become the epicentre of the
outbreak.

The cases discovered showed that more than 40 per cent of those tested were
positive and about 90 per cent of these positive tested were asymptomatic.
The Ministry of Public Health said it aimed to conduct 10,300 tests in risky areas
linked to migrant workers and customers of the seafood market in Samut Sakhon.
The outbreak areas have been identified in Mahachai subdistrict, Tha Chin,
Nawadee, and Bangtorad.
Myanmar migrants lined up to be tested for Covid-19 in Muang district of Samut
Sakhon.
Samut Sakhon Governor Weerasak Wijitsaengsri announced an immediate lockdown of
the province for 14-days and the province Covid-19 alert level would be elevated until
January 3.

Samut Prakarn province is now on the high alert, provincial governor ordered the
province to be under a 14-day lockdown to search for infections.
Meanwhile the latest report said a female Myanmar employee in a supermarket in Mae
Sod district, Tak province was tested positive for the virus. She is now being treated in
Mae Sod hospital. It is said that this supermarket could be a Covid-19 hotspot as the
infected employee has contracts with many customers, most of whom are Myanmar
migrant workers.
Another woman in Ayutthaya has tested positive for Covid-19 yesterday after
returning from Chiang Mai, according to Dr Peera Areerat, Ayutthaya provincial
public health officer.
The woman had returned from work at a beauty salon in Chiang Mai province on
December 16. The patient travelled in a double-decker bus, sitting on the lower
deck.
Authorities are now tracking all those who travelled with her on the bus.
Meanwhile Bangkok Metropolitan Administration (BMA) has gone on high alert

14 schools in 3 districts of (Bang Khuntien-Bang Bon-Nong Khaem)
bordering with Samut Sakhon to be closed from December 21, 2020-
January 3, 2021.
Cancelled all new year’s celebrations and countdown plans for all
Gatherings at religious institutions must respect social distancing and mass
gatherings at parks are now banned for the next 14 days.
It is also asking businesses and public organizations to allow workers to
work from home for the next 14 days.
Despite a biggest daily spike in Covid-19 cases, the Centre for Covid-19 Situation
Administration (CCSA) tried to placate the public as it came out to say that Thailand is
yet to experience a 2nd
wave of the pandemic, calling on the public not to panic as it is
confident it can still keep the pandemic in check.
The province is due to stay under lockdown and night-time curfew on Sunday
until January 3. The CCSA is expected to bring the situation under control in 2-4
weeks.
The outbreak of the virus in Thailand has put Minister of Public Health Anutin
Charnvirakul in the spotlight again and calls for his resignation spiked yesterday with
Twitter having his resignation as the top trending hashtag.
Netizens took to social media yesterday to demand the resignation or removal of
the Anutin in the wake of a massive outbreak in Samut Sakhon Province.
Despite months without local infections, social media users pegged the blame for
the latest outbreak on Anutin with many calling for his removal.
The hashtag #ถอดถอนอนุทิน (Remove Anutin) trended yesterday.
Anuthin was also at the center of another fiasco as he visited Samut Sakorn area
yesterday.
In preparation for Anuthin’s visit doctors were asked to come greet him and some
doctors came out to blast this move as they said that their main duty was to care
for those who were infected and not show their face to visiting dignitaries as a
way to make these ministers or officials happy and look good in photo
opportunity.
Anuthin was reportedly responding to the messages via his Facebook Messenger,
and a screenshot of this chat has gone viral in which people were saying that the
Public Health Minister was chatting on social media at a time when he should be
focusing on caring for the people of the country.
The surge in Covid-19 cases overshadowed provincial administrative organisations
(PAO) election on Sunday in which the Election Commission (EC) said it received
merely 140 complaints about suspected electoral fraud in 8 provinces, much lesser than
the last PAO election 6 years ago.
The EC said it is currently looking into all the complaints in 8 provinces including
Pathum Thani, Phatthalung, Ratchaburi, Songkhla, Uttaradit, Bung Kan, Udon
Thani and Ubon Ratchathani.
Unofficial results showed that key candidates in some provinces who are expected
to win PAO elections.
Former metropolitan police chief Pol Lt Gen. Kamronwit Thoopkrachang is
expected to win the PAO race in Pathum Thani as his scores led Chan Puangpetch
who served as Pathum Thani PAO chairman 3 times.
Akkara Prompow, younger brother of Deputy Agriculture Minister Thamanat
Prompow, secured the chairmanship post of the Payao PAO with 65,421 votes,
beating Chaipraphan Singchai, a candidate of the Progressive Movement, who
received 29,661 votes.
Pheu Thai Party candidate Pichai Lertpongadisorn, aka “Senator Kong”, looks set
to be crowned the PAO chief in Chiang Mai after he scored more votes than
Boonlert Buranupakorn, an independent candidate representing the Chiang Mai
Khunnatham group based on the EC’s unofficial results after the poll closed
yesterday. Pichai’s candidacy was endorsed by Thaksin Shinawatra in what is
considered to be the 1st major endorsement by the former Prime Minister.
Polls in 76 provinces were held to choose chief executives of the PAOs and
members of PAO councils. As of press time, official results of the PAO in each
province had not been released, according to the EC.
The opposition prepared to file a censure motion against the government within the 3rd
week of January as it expects a no-confidence debate to be held in February next year.
Pheu Thai secretary-general Prasert Jantararuangtong said the opposition parties
will hold a meeting to discuss the content of the debate, censure issues and names
of MPs who will lined up for the debate.
Jirat Thongsuwan, Kao Klai (Move Forward) Party MP for Chachoengsao, said
he plans to grill Prime Minister and Defence Minister Gen Prayut Chan-o-cha
over the use of the lese majeste law under Section 112 of the Criminal Code as a
tool to drag the royal institution to get involved in politics. Jirat said the
international community is keeping a close watch in Thailand’s political situation
following the Office of the High Commissioner for Human Rights (OHCHR)’s
grave concern over the use of Section 112 against protesters in Thailand.
Ratsadon (People’s Movement) leaders Parit “Penguin” Chiwarak, Panusaya “Rung”
Sithijirawattanakul along with others dressed up in crop tops as they paraded at Siam
Paragon Shopping Centre in protest against the use of the lese majeste law under Section
112 against political activists.
The group staged a symbolic protest to demand the repeal of the law against those
who insult the royal establishment after a 16-year-old student was slapped with
the lese majeste charge for joining the group’s rallies.
A small group of royalists reportedly shouted at the protest leaders while other
shoppers were bemused by the scene.

Analysts have come out to sound alarm on the outbreak saying that the 7th
largest
province in Thailand could push the already fragile economy to weaken further.
Samut Sakorn, analyst from Maybank Kim Eng said, has about 6,000 factories
predominantly fishery and agri-based.
Samut Sakhon’s GDP is about 2.5 per cent of Thailand’s total - it is the 6th
largest
economy in Thailand behind Bangkok, Rayong, Chonburi, Samut Prakan and
Ayuthaya in that order based on the 2018 GPP. (Thailand has 77 provinces).

The latest surge of the outbreak has caused concern among members of the private sector
concern in fear that the surge that already sent Samut Sakhon province go into lockdown

Federation of Thai Industries (FTI) chairman Suphant Mongkholsuthee
announced an urgent meeting to be held from 13:00 hrs today at the office of the
FTI on Nang Linchi Road.

Anusorn Tamajai, former dean at Rangsit University’s Faculty of Economics,
came out to say that many businesses and workers may go bankrupt if a new wave
of virus infection cannot be contained quickly,
Anusorn warned that new wave of infections poses challenges for both businesses
and the government as they have limited financial resources to deal with it.
Anusorn said the 2nd wave of Covid-19 outbreak has so far been limited to some
areas but it is quickly spreading. He suggested that the government compensate
businesses and workers affected by lockdown restrictions put in place in Samut
Sakhon.
Anusorn said the government should undertake aggressive testing in key
provinces which share a border with Myanmar, or have large numbers of foreign
workers, such as Samut Sakhon, Samut Songkram, Samut Prakan, Nakhon
Pathom, Ratchaburi, Ranong, Tak, Chiang Mai and Chian Rai. The government
also has to ensure adequate medical supplies.
He also predicted that the Stock Exchange of Thailand Index would plunge
sharply next week to below 1,438. The surge of virus cases will also limit the
appreciation of the baht which had jumped to a 7-year high on Friday against the
US dollar. The US move to place Thailand on a monitoring list of currency
manipulators had strengthened the baht.
The Samut Sakhon Chamber of Commerce expects the lockdown of Samut Sakhon to
cause about 1 billion baht economic loss per day.
Chairwoman Amphai Harnkraiwilai said Samut Sakhon’s seafood industry
generated sales of around 400 to 500 million baht a day as well as other related
businesses have now been forced to stop as a result of the lockdown.
However, she is positive that major damage will be limited only to businesses that
employ migrant workers while there will be little impact on businesses that do not
hire them.
TMB Analytics feared a new wave of the outbreak in Samut Sakhon will span in a wider
scope, devastating the overall economy, domestic consumption and tourism during the
New Year season, causing 400-500 billion baht in economic loss nationwide.
Naris Sathapholdeja, head of TMB Analytics, said it is the best if the government
can avoid renewed lockdowns in wider areas in a bid to curb the spread of the
Covid-19. He said businesses are continuing to suffer losses as much as 400-500
billion baht if businesses are forced to come to a standstill after suffering the 1st
round of lockdown.
The centre assessed that a lockdown in Bangkok will affect the country’s GDP by
280 billion baht on a quarterly basis.
Chaiyaporn Nompitakcharoen, executive vice-president of Bualuang Securities Plc
(BLS), predicted that the Stock Exchange of Thailand (SET) is heading for a nosedive in
the wake of a new wave of the outbreak.
The new round of the outbreak in the country will likely to push down the SET
index today (December 21) but should not be more than 50 points. Chaiyaporn
sees fluctuations in the Thai bourse to continue for the next 3-5 days.
Stocks expected to face heavy selling are stocks in domestic plays in the
consumption, retail and tourism sectors while stocks that are likely to rally are
rubber gloves like Sri Trang Gloves Thailand Plc (STGT), IT and e-commerce
stocks. Oil and petrochemical stocks such as PTT, PTTEP, PTTGC and IVL are
likely to see their prices rise but not much. These groups may prop up the index.

The Foundation for Consumers decried the acquisition of Tesco by CP Group,
threatening to take to the case to court.
Saree Aongsomwang, secretary general of the Foundation for Consumers, said
the foundation’s members voted unanimously against the Office of Trade
Competition Commission (OTCC)’s vote in favour of Tesco’s Asia business
takeover by CP Group which helped CP Group gain a market share in the
hypermarket sector of more than 83.97 per cent, exceeding legal restrictions.
The Foundation plans to file a lawsuit against CP Group and invited retail
operators and all affected parties to join its petition.
Narisorn Janyanithus, chairman of a retailers’ protection group in Khon Kaen,
came out to back the Consumers Foundation’s call and said his group is currently
gathering evidence and writing a petition against the deal. It expects to take
around 1 month before it can submit a petition with the court in January 2021.
The Federation of Thai Capital Market Organizations (Fetco) plans to propose a capital
market development plan to the Finance Ministry encompassing a long-term equity fund
for youth to promote savings, a capital fund for small and medium-sized enterprises
(SMEs) and a revision of tax incentives for the Super Saving Fund (SSF).
The Fetco is proposing this plan to broaden the country’s investor base, says
Fetco chairman Paiboon Nalinthrangkurn. It plans to propose to the Finance
Ministry the revision of investment conditions and tax incentives for the SSF,
which was established to replace the long-term equity fund (LTF).
The organisation plans to begin by promoting small investments through the
dollar cost averaging (DCA) model as the public still lacks investment experience.
It will focus on regular investments that could grant investors a good cost
averaging and the opportunity to obtain high returns in the long term. It wants to
encourage young people, including students, to invest in equity mutual funds that
are structured like a DCA investment, which would grant their parents tax
deductions on the investment.
Fetco will also ask the Ministry to set up an SME support fund to help small
businesses access a working capital fund.
President of the association, Charoen Laothamatas, said it would be the first time that
Thai exports would be lower than that of Vietnam, which is expected to export a total of
6 million tonnes.
Thai rice export has faced many obstacles, including higher price when compared
to competitors. The situation has been aggravated by the strengthening baht, he
added. Honorary president Chookiat Ophaswongse added that the value of the
estimated 5.7 million tonnes of rice export this year would be 115 billion baht,
down 12 per cent year on year. Another reason for the low export is the shortage
of containers for transporting rice, he added.

Thailand reported 689 new coronavirus cases yesterday the highest daily tally in the
country since the pandemic began.
The 689 new cases, most of them, are linked to a wholesale seafood market in
Samut Sakhon. As a result, the country has seen a total of 4,907 cases and 60
deaths. The new cases include 19 locally transmitted cases in Bangkok and in
Samut Sakhon province, where the 516 infections were also found. All of them
were linked to a shrimp market in Samut Sakhon. The province was ordered
closed until January 3 and put under a 10.00 hrs to 17.00 hrs curfew.
There were also 41 imported cases.
