MEMORANDUM FOR: Chief, SR/2
SUBJECT : Contact Report - AMII0/2
1. On 31 January 1961 at approximately 2000 hours, Case Officer= telephoned AMIL0/2
to arrange a meeting for 1200 hours 3 February 1961. The purpose ofthe meeting was to discuss Latvian matters of interest to the desk andto give AEDEL0/2 a list of questions on Baltic matters (Att. A) submittedby Case Officer as well as a guide toObservation and Reporting to assist him in connection with his work todebrief Latvian immigrants.
2. The Case Officer met AMIL0/2 as scheduled in the lobby of thePark Sheraton Hotel, 55th Street and Seventh Avenue, New York at 1200hours. Following an operational discussion during lunch both partiesresumed their conversation at the Hotel Victoria, 51st Street andSeventh Avenue in Room 1423. The Case Officer asked AMIL0/2 to furnishan assessment of =the Latvian Ministerin Washington, D.C. The purpose in raisingthis matter for discussionwas to ascertain AEKIL0/2's opiniou as to the feasibility for recruiting
-=3 in a cover role for a EUBARK operation designed to obtaininformation from recent Soviet Latvian immigrants. The Case Officeroutlined a plan whereby r would invite newly arrived immigrantsat our behest to come to Washington, D.C. with all expenses ostensibly paidout of Latvian Legation funds to discuss with legation personnel thecurrent situation in Soviet Latvia. After greeting the arrivals andfollowing a friendly exchange of words,c_ would then turn thesepeople over to one of his subordinates, in this case a PA of the LatvianDesk who would undertake a comprehensive debriefing. At the terminationof the debriefing, would then thank the individual and expressappreciation for his or her help in trying to aid the Latvian cause. Inthe case of those immigrants residing at a great distance from WashingtonC— would request their cooperation with one of his representativestraveling in their area. AMIEL0/2 was quite pleased with the tentative

plan and felt it would be worth pursuing. In his opinion a directapproach to E: =would be the best course of action. He agreed tofurnish a written assessment at our next meeting.
3. AEXIL0/2 submitted the following materials:
a. Members of the Board of the European Latvian YouthAssociation (Attachment B). The individuals indicatedin red are known to the agent. The names of the boardmembers will be disseminated to respective Fieldstations as potential REDSKIN leads. Vilma TENESE

5. ABSIL0/2 was visited by Ralph Miller of the FBI on the morningof 16 January 1961. The purpose of the visit was to inquire about thework of Latvian organizations.
6. The meeting adjourned at 1345 hours. No surveillance wasobserved at any time in the vicinity of or to and from the meeting sites.
