Jennifer Savage, Northcoast Environmental Center's Coastal Programs Director, and I were heading out on LightHawk flight to conduct a survey of fishing activity in the Del Norte/ Humboldt area and the weather couldn't be more perfect. After all the pre-flight checks were complete, we taxied down the runway and took off, banking north. Our flight plan included heading north to fly over all the Marine Protected Areas (MPAs) up to the Oregon border, and then we would head south to capture any activity in the South Cape Mendocino MPA, before returning to Arcata. All along our path we would keep an eye out for vessels, get lower for a better view of offshore rocks or boats and keep track of what we observe. Despite the beautiful, sunny, wind-free conditions along our entire flight path, there were only 8 vessels that we encountered, none of which were within any MPA, but noted on the datasheets just the same. On a clear Wednesday morning at the Arcata airport, we boarded a red and white Beechcraft 35-A33 Debonair and proceeded to receive flight instructions from our pilot, Mike Venturino. Jennifer Savage, Northcoast Environmental Center's Coastal Programs Director, and I were heading out on LightHawk flight to conduct a survey of fishing activity in the Del Norte/

Humboldt area and the weather couldn't be more perfect. After all the pre-flight checks were complete, we taxied down the runway and took off, banking north. Our flight plan included heading north to fly over all the Marine Protected Areas (MPAs) up to the Oregon border, and then we would head south to capture any activity in the South Cape Mendocino MPA, before returning to Arcata. All along our path we would keep an eye out for vessels, get lower for a better view of offshore rocks or boats and keep track of what we observe. Tribal Down Payment Assistance Program

The purpose of the Smith River Rancheria’s (SRR), Down Payment Assistance Program (DPAP)

is to provide the members of SRR with affordable homeownership financing opportunities to

help improve the quality of life in the Tribal communities.

Eligibility: The DPAP is available to Tribal members who live within the SRR service area)

and who are purchasing a primary residence. The service areas are in Oregon: Coos County,

Josephine County, & Curry County and in California: Del Norte County & Humboldt County.

DPAP borrowers must meet the credit requirements of the first mortgage lender.

The SRR has established and implemented the DPAP to assist creditworthy households in purchasing a home and is

designed to make home mortgage payments more affordable. The DPAP is for members who do not qualify for other

Tribal housing assistance programs. This assistance is on a sliding scale, based on income level. There has been a

recent change to the sliding scale providing members with a more favorable result.

Have you applied for the Down Payment Assistance Program yet? Or perhaps you are already on the list. Don’t wait until you get our pre-approval letter to start working on your credit. If you don’t know your credit score, maybe today is the day to inquire. Errors on your credit report can be an unpleasant surprise when negotiating major financial commitments. Don’t wait until you are buying a house to find out whether your credit report is accurate and up-to-date. Checking your credit regularly is an awesome tool in protecting yourself from identity theft.

...Continued From Front Cover in the US, Canada, Central America and Mexico, and bolsters environmental protection efforts by making their services freely available to conservation groups. Some are aware of Tr'uu-luu-k'wvt (Pyramid Point) MPA, which is accessible to

the public, and possibly those off of Point St. George, however to actually see the

MPAs, especially the offshore and more remote ones of South Cape Mendocino

was truly spectacular. Viewing the coastline and offshore rocks, that were once

only a colored square on a map to me, from an aerial perspective of 1000 feet

has given me a completely beautiful picture of what the coast and MPA network

encompasses. This was an amazing experience and I feel very fortunate to have

been a part of it. Our Tribal Resources Technician, Jaytuk Steinruck, will also be

participating in an aerial survey with Jennifer in early December.

Tribal Member Assistance Needed Notice from the Native American Graves Protection and Repatriation Act (NAGPRA) Office:

The Oregon State Hospital has notified the Smith River Rancheria that they are in possession of the cremated remains of Ida Davis

VanPelt. To return the remains to Smith River Rancheria for proper burial, the NAGPRA office needs your help. The hospital has provid-

ed the following information: Ida Davis was born December 5, 1893 and died April 24, 1920. Ida is on the 1910 Indian Census, Chetco

Precinct (Rogue River/Chetco Tribe), Paternal Grandmother is Ameila VanPelt (Rogue River/Chetco Tirbe), Father is Robert VanPelt

(Rogue River/Chetco Tribe) and Mother is Rosa VanPelt.

NAPRA is asking Tribal members for assistance with any additional family history about Ida Davis VanPelt If you have any information

please contact Don Steinruck, NAGPRA Specialist, at 707-487-9255, ext. 1175 or email: [email protected].

Elk Meat Donated to Elder Nutrition Program

During 2014, more than 139 pounds of elk meat was approved by Tribal Council for donation to the United Indian Health Service (UIHS)

Elder Nutrition Program. The elk meat was processed at the Gilbert Creek facility and delivered to the Elder Nutrition site, at Howonquet

Hall Community Center, by members of the Housing and Maintenance staff. The Elder Nutrition staff incorporates the elk meat into the

menu to provide more traditional foods. The program serves lunch Monday through Friday at 12:00pm, and also

delivers meals to those who are not able to come to the Elder Nutrition Site.

Open Tribal Council Meetings

The second and fourth Tuesday of every month, the Tribal Council hosts a meeting, open to Tribal Members to attend. The meeting

begins at 6:00 pm at Howonquet Hall Community Center, 101 N Indian Court, Smith River, CA 95567. Dinner is provided. Those meeting

agendas include a standing Tribal Member comment period.

The Annual General Membership Meeting - held each March - also includes a standing Tribal Member comment period.

The only issues that Tribal Members are asked not to discuss are confidential and personnel concerns. Those are invited to be submitted

in writing.

We usually gather on the Winter Solstice to honor and remember our ancestors and our Holocaust. This year we will not be gathering in December, but will gather on the Spring Equinox, March 20th, at Taa-'at-dvn (by Battery Point Lighthouse) in recognition of the Taa-'at-dvn Massacre in the Spring of 1853. As always family and friends are welcome. We look forward to seeing you there.

On October 10, Commissioner Catherine Sandoval of the California Public

Utilities Commission (CPUC) met with representatives from Smith River

Rancheria. The Commissioner met with several tribes during her trip to

discuss issues including Communication, Broadband and Renewable

Energy. Darryl Yarak, IT Director, made the following comment about

the Commissioner’s visit: “I was impressed with her knowledge of not

only the issues, but her grasp of the technology and impediments to

deploying such was considerable”.

Low Income Home Energy Assistance Program (LIHEAP):

Community & Family Services (CFS), with the help of Northern California Indian Development

Council (NCIDC), provides a grant that helps low income tribal families with financial energy needs.

This service is limited to Del Norte and Humboldt Counties; however, referrals may be made to

similar services in other Counties.
