Title of Training 1: Transfer Concept Development Workshop for the BinKiSu and ManLuNa
Clusters of Misamis Oriental
Venue: Hotel Conchita, Cagayan de Oro, Misamis Oriental

Brief description of training aim and content (half-page): In the workshop, the participants were
expected to craft the transfer concepts and action plans for the replication of the Phuket BP model
in their respective clusters for immediate implementation in the next six months, taking into
consideration their vision, mission, objectives, past accomplishments vis-à-vis the current realities.
The specific objectives of the workshop included: (1) a review of the past accomplishments, tasks
that need to be completed and the new challenges of the LGUs to guide the two clusters in planning
for the replication of the BP Model; (2) a review of the LGUs vision, mission and environment to be
able to craft each Cluster’s rallying battle cry and vision, well-defined and accepted mission, targeted
objectives, and doable strategies; and (3) prepare their respective action plans for the next 6
months to operationalize the BP replication strategies.
Outcomes (half-page): The two-day activity enabled the two Clusters to gain knowledge needed to
develop the BP transfer concept and replication notwithstanding the limited time for preparatory
activities. The Clusters were able to formulate their developmental vision and mission drawn from
the suggestions and comments from the Cluster-members, and revisit their past experiences for the
past years, as well as look at how the future would be through the common SWOT exercise and
craft their major objectives, strategies and plan of action.
In general, the resulting interactive discussion at the end of each topic signified a strong
participation of the audience which is one benefit derived from the workshop. The workshop also
served as a venue for the participants to brainstorm on issues and propose acceptable and
attainable actions.
The MANLUNA and BINKISU Clusters are faced with challenges that include developing and
strengthening their organizations to be able to preserve the gains from their current efforts and to
meet the challenges of the years ahead, address their needs to generate resources for sustainability,
and more importantly to build and strengthen strategic alliance with major stakeholders to further
sustain their efforts.
This action planning for the Phuket City BP Model transfer to and replication by the two Clusters is
just the beginning of their long journey to pursue a focused and cluster approach in tourism
development. Hopefully, this first step they have taken will lead to bolder steps in achieving the
goal to make Region 10 the Center of Tourism, Trade and Investments in Mindanao.

Title of Training 2: Transfer Concept Development Workshop for the City of Bacolod
Date: 17-18 February 2011
Venue: Masskara Hall, New Government Center, Bacolod City

Brief description of training aim and content (half-page): Since the Bacolod Team has pre-drafted a
concept for the replication of the Cambodia BP in their locality, the event doubled as a workshop-
writeshop session. The aim is to secure the input of as much stakeholders in the draft Transfer
Concept Plan. The first workshop day is dedicated to gather inputs from the attendees which will be
incorporated in the pre-drafted plan. The second day is the actual writing session where the inputs
from the first day will be further evaluated and sifted for consideration in the draft. Aside from
serving as a venue to review and analyze the content and implementation of Cambodia BP, the
session is meant to improve transfer concept plan by gathering as much inputs from various
stakeholders.
Outcomes (half-page): During the first workshop day, Gilda Lluisma opened the session with the
leveling of expectations after which the objectives of the workshop was presented to determine
whether expectations of participants maybe addressed with the activities of the workshop. Aside
from giving project updates, Ms. Lluisma presented to the group the Cambodia BP Model upon
which a comparative assessment to the features of the pilot area was given. Further briefed about
the BP, group discussion followed which resulted to conduct a SWOT analysis (Attachment No. 1).
On the same day, a working paper on the proposed project prepared by Ms. Lluisma and edited by
members of the project team was given to each members for further evaluation. The rest of the
discussion is dedicated to determining how it will fit in the concept of people participation and
identifying the possible risks and challenges in the implementation. With the national coordinator
reiterating the elements needed or required in the development of transfer concept, a tentative
outline for the transfer concept module was presented. Before the completion of the action plan,
Bacolod Mayor Evelio Leonardia was able to join the group and strongly suggested that a
consultation meeting with all the private sector, NGOs, civic clubs, individuals, organizations be
scheduled the soonest possible time. The Mayor also suggested that a consortium of all private
organizations be organized. Schedule of the proposed consultation meeting was then set and
agreed by the team with the City Mayor.
Title of Training 3: Transfer Concept Development Workshop for the One Pangasinan Alliance of
LGUs

Brief description of training aim and content (half-page): The OPAL (One Pangasinan Alliance), in the
city of Alaminos, conducted their Workshop on the Development of Transfer Concepts on April 6-7,

the Construction of a Wetland as an Environmental Public Service Protocol, the BP model was
selected by the OPAL for the City of Alaminos.
To help facilitate the Workshop on the Udonthani BP Transfer Concept in Alaminos, the DELGOSEA
tapped Dr. Arlene Ancheta of the UST-SRC and Mr. Patricio De Quiros from ULAP to oversee the
workshop and act as speakers.
In the workshop, the participants were expected to design the transfer concepts and action plans
for the replication of the Udonthani BP model in their area for immediate implementation, taking
into consideration their vision, mission, objectives vis-à-vis the current realities, such as; political,
and socio-economic issues. The specific objectives of the workshop included: (1) a review of the
geo-socio-political area in the City of Alaminos, specifically in Brgy. Lucap, where the coastal
wetland is expected to rise; (2) to craft the OPAL’s rallying battle cry and vision, well-defined and
accepted mission, targeted objectives, and doable strategies; and (3) prepare their respective action
plans for the coming months to operationalize the BP replication strategies. The workshop also
served as a means to reiterate and highlight the nature of a transfer concept, which is a paper
documentation where all the ideas that were discussed will be elaborated in a more structured way.
A pilot area’s own set of objectives, design, activity plan and working timeline were expected as an
output.
Outcomes (half-page): The first workshop day was dedicated for the national coaches to reiterate
and highlight on the essence of the BP to be replicated. Dr. Arlen Ancheta provided a backgrounder
about the Udonthani Constructed Wetland focusing on the ecological aspects and how it impacts of
the economic activities of the locality. Dr. Ancheta further highlighted the main elements of the
project and why it has been a best practice. The three important things to remember of a
constructed wetland are it is low-cost, local, and low-tech. Participation among the local people is
important in monitoring and sustainability of the project. Dr. Ancheta ended by reiterating that the
project entails co-management, cooperation and linkage. In such way, the coach was able
underscore before the audience all the necessary elements which they should incorporate in the
action plan in order to successfully implement the wetland construction as how it is done in the
country origin of the selected BP. In order to assess how much the participants/stakeholder
absorbed or learned from the BP, Mr. Patricio De Quiros facilitated a session where the participants
look at the project in different perspectives. For this, he prepared five guide questions to be
answered which focused on the conceptualization and implementation of the project. After the
presentation and analysis of the Udonthani BP Model, the participants proceeded in a SWOT
Analysis activity. According to Dr. Ancheta, The SWOT is more focused on the social perspective of
the concept because of the importance we attribute to the people.
In the second workshop day, the vision, mission and slogan of the project has been identified. In a
nutshell, the objectives are: to have a clean, water waste free community, to promote constructed
wetland as environmental recreational facility, to treat wastewater in a natural way or process, to
instill public awareness and institutionalize stakeholders’ active participation in environmental
management, all these to advance eco-tourism. Before the workshop ended, DELGOSEA Project
Manager Ms. Susanne Stephan shared some thoughts on the project communication structure and
the importance of establishing a technical working group in the pilot area.

Title of Training 4: Capacity Building Training for LGA and Pilot Area Coaches on Inclusive
Governance
Date: 19-22 July 2011

Brief description of training aim and content (half-page): The Capacity Building Training for LGA and
Pilot Area Coaches on Inclusive Governance is designed to train relevant LGU staff on how to design
social marketing programs and specifically, communications and promotional campaigns, that are
directed at gaining adoption and use of specific ideas, practices or social products and programs.
This is because most of the local government units have become more aware of the need to
mobilize communities, their leaders and the people and strategically “market” new modes of
behavior and ideas to galvanize change and progress. Rather than talk down to and simply inform
constituents, LGUs are seeing the benefits of targeted campaigns that are based on the needs of
market segments. With this strategic view, the design of distribution strategies and communication
and promotional campaigns are implemented with better results.
The objectives of the four-day workshop were to: (1) Provide coaches from the LGAs, academic and
NGO partners a venue to learn the use and relevance of social marketing in mobilizing stakeholders
to participate in LGU projects, particularly in the replication of best practices (BPs) from other
Southeast Asian countries; (2) Capacitate coaches from the LGAs, academic and NGO partners in the
conduct of social marketing workshops focused on sensitizing the importance of the Best Practices
to be replicated in pilot LGUs, e.g. Alaminos City, Bacolod City and two clusters of municipalities in
Misamis Oriental; and (3) Prepare action plans on the conduct of social marketing workshop in the
pilot areas.
Outcomes (half-page): The participants were trained following the 10 modules prepared by the
Facilitator compressed in a four-day training event. The first module – Welcome and Introduction,
created the context for the workshop and established an environment for learning. The second
module – Adult Training Basics & Facilitation Skills (Technology of Participation) focused on how
adults gain new knowledge and skills, seen as a core process in the transfer of best practices and in
running social marketing training courses in their LGUs. The third module – Defining Social
Marketing introduced the participants to the basics of campaigns that were market-focused and
were primarily used to gain behavioral change in ideas, attitudes and practices of the market. The

to 7th
modules discussed market segmentation and the four elements of social marketing:
product, price, place and promotions. A special session was done to clinic powerpoint
presentations of the participants. Module 8 was on Techniques of Making a Sale with an exercise
where each participant delivered an elevator pitch in 3 minutes to a particular market segment.
After each speech, the participant was critiqued and provided with suggestions on how to improve
their delivery. A special session was held to discuss DELGOSEA, what it was perceived to be, its
benefits to the LGUs and how it was seen to be different from other government programs.
Module 9 was on Advocacy where the uniqueness of advocating for change in local government
units was discussed. Module 10 was on how to plan a social marketing campaign. This last module
pulled together all the different exercises that had been done for a conceptual social marketing
plan. Action Plans were produced for one year or until the DELGOSEA project ended.

Participants evaluated the workshop highly with 10 of 12 participants rating it as 5 on a scale of 1 to
5. Two of the participants rated the workshop as 4 on a scale of 1 to 5, with 5 being the highest. On
the training evaluation note, the participants cited the need for other training courses on more
specific topics such as how to work with the media.
Title of Training 5: Capacity Building Training for MANLUNA and BINKISU to Draft Interlocal
Cooperation Guidelines

Brief description of training aim and content (half-page): Key officials from the member
municipalities of the ManLuNa and BinKiSu have attended the capacity-building session last May 16
in Marigold Hotel, Cagayan de Oro City to discuss the drafting of key operational guidelines for
interlocal cooperation. Department of Interior and Local Government (DILG) Misamis Oriental
Provincial Director Ponciano Caberte also participated in the conference.
The writeshop was the result of the National Workshop on Policy Recommendation held last March
29 at the Asian Institute of Management Conference Center. The workshop, spearheaded by
DELGOSEA Philippines, revolved around discussions of crucial points which need to be considered in
the crafting of policy recommendation. The said workshop sought to provide concrete solutions in
addressing legal and administrative impediments in the implementation of local governance
projects. As mentioned during the workshop proper, essential stakeholders and cluster
representatives saw the lack of implementing rules and regulation (IRR) / guidelines on how to
efficiently implement provisions for inter-local cooperation as stated by the Local Government
Code. This called for the need to draft guidelines which will aid in the clusters’ identification of
concrete and doable measures in resource and information sharing, tasking, and similar concerns of
cooperating LGUs.
Outcomes (half-pages): The support for this replication activity is from the League of Provinces of
the Philippines represented by its Director for Program Development, Roberto Limbago who was
actively involved in the drafting of German Technical Cooperation's (GTZ) cookbook on inter-local
cooperation. For the most part of the session, Limbago enlightened the participants by giving them
valuable suggestions and viewpoints on how to further inter-local cooperation and implement it
more concretely. Limbago further zeroed in the competence of each cluster's inputs in translating
the provisions on interlocal cooperation provided by the Code into concrete actions. It has been
further mentioned that there should be an initiative from the clusters to discuss and identify all
grassroots knowledge, success stories, and experiences in implementing projects at the local level
which would be material in the drafting of the guidelines.
The local initiatives of MANLUNA and BINKISU can be of vital use to the DILG which is the primary
national government agency tasked to prescribe the generic IRR for interlocal cooperation. At the
end of the session, the Sangguniang Bayan Secretaries of the 2 clusters took the initiative of
convening relevant members and stakeholders to draft the inter-local cooperation operations
manual which would subject to approval of the local chief executives.

The conference served as a formal venue for fluid discussions and open forum tackling relevant
questions and helpful answers given by the key stakeholders themselves. Manticao Mayor Roberto
Lagrosas for ManLuNa and Kinoguitan Mayor Danilo Lagbas, Jr. for BinKiSu who are both Chairman
of the Conferences of Mayor also graced the event.
Title of Training 6: Capacity Building for Bacolod TWG on Mobilization Strategies for Local
Stakeholders
Date: 25-26 May 2012
Venue: Nature’s Village Resort, Silay City Negros Occidental

Brief description of training aim and content (half-page): The capacity-building workshop for the
Bacolod project team is done in order to revitalize the mobilization strategies for the Local
Stakeholders.
While the construction has been planned and the discussions on the operation and maintenance of
the Bacolod Youth Home has transpired, there is less participation from the sectors outside of the
government. Despite Bacolod’s ability to convene several stakeholders to introduce the concept
since the early stage of project and despite the issuance of regular press releases, there is very less
response and support both from the private and people. Similarly, although the Virlanie Foundation
has agreed to provide significant assistance to the City, this is not reflective of a dynamic and
vibrant people-public-private-partnership as Virlanie is only a single group and is only from one
sector. This is the concern that the Bacolod Project Team would like to address. With the project
concept almost in place, it is strategic that the City Government prepares action plan to re-
introduce the Project to the community and all stakeholders with the primary objective of garnering
their support.
The training also served as a venue for discussion on the progress of the Project to help Virlanie,
who also joined the training, in identifying which area they can be of assistance.
Outcomes (half-page): The project team, including partners from the Virlanie Foundation and the
Department of Social Welfare and Development, were able to present all the accomplishments and
milestones. The Engineering Department reported about the changes in the plan of action due to
alterations in the project site. Due to this development, a course of action has been identified
including the departments and offices that should be responsible in carrying out the action.
The milestones have been placed vis-à-vis the target activities and developments in the Logical
Framework to assess areas that needs priority and immediate attention. The Virlanie Foundation
also presented their core activities and the extent to which they could provide assistance to the
City.
As a DELGOSEA trained coach in inclusive governance and social marketing, Ms. Gilda Lluisma
shared with the project team the essential elements that should be considered in marketing the
project. She reiterated the marketing plan for Bacolod Youth Home which has been the output in
last year’s training of trainers on Inclusive Governance. The team consequently provided additional
inputs during the discussion to enhance the plan. With the help of Vice Mayor Jude Thaddeus

Sayson, who is a part of the management team and representing the Mayor during the meeting, the
technical working group was directed to finalize the plan reasoning that until the plan becomes
complete would be the only time they could present it to a larger community which would be
composed of all stakeholders, public and private alike. But as initial information to the public,
banners informing the community about the construction of youth home and possible partnership
with them should be displayed in conspicuous places immediately and weeks before the proposed
ground breaking some time in the last week of June 2012.
Mr. Ton Trong Ho, representative of the Virlanie Foundation also presented how they intended to
help Bacolod not only in terms of the construction of the youth home but also in its planning and
operation. Virlanie also presented the its plan to develop the whole of Vista Allegre, the Barangay
where the Bacolod Youth Home will be constructed. They also proposed that instead of public
display of streamers regarding the project, it would also be best to dialogue with all the
stakeholders personally or through focused group discussions. This way could better inform the
community and better prepare them in giving out support. Virlanie is also keen to facilitate and
assist the visit of Department of Social Services and Development (DSSD) and the project team to
other rehabilitation centers to capacitate them further in planning properly not only for the
functional design of the youth home but also the for the appropriate operation.
There has been a presentation also from the DSSD discussing more about the specific and special
needs of the juvenile delinquents in order for the design of the facility to be consisted with what
would be beneficial to them. The team has also been reminded that for proper planning, they
should also consider the Department of Social Welfare and Development’s (DSWD) standards for
the operation of childcaring and welfare agencies.
These presentations contributed much in the reworking of the plan all for the purpose of revitalizing
citizen participation and secure support from more groups. The team continued discussing and
reworking the plan until the second day. The expected output is the complete engineering, financial
and development plan and the manual of operations from the DSSD. After the fine-tuning of these
documents, the team is hopeful to present the first draft on 11 June 2011.

TOT Workshop on Social Marketing Partnership for Democratic Local Governance in Southeast Asia
1.0 Rationale for a ToT on Social Marketing for Local Government Units (LGUs)
Local government units have become more aware of the need to mobilize
communities, their leaders and the people and strategically “market” new modes of
behavior and ideas to galvanize change and progress. Rather than talk down to and
simply inform constituents, LGUs are seeing the benefits of targeted campaigns that are based on the needs of market segments. With this strategic view, the design of
distribution strategies and communication and promotional campaigns are
implemented with better results.
1.1 Gaining a Common Understanding of Social Marketing and its Application to
LGUs
What is social marketing? Social marketing is the use of marketing principles and techniques to influence a target audience to voluntarily accept, reject,
modify, or abandon a behavior for the benefit of individuals, groups or society
as a whole.1
Social marketing “sells” or seeks the adoption of intangible products such as
behavior change, concepts and knowledge, or it sells tangible products, that
are physical and material. It applies a customer orientation to understand
what target audiences currently know, believe and do. It measures success by gaining behavioral and observable change in the attitude and actions of a
target market. Often this change will not happen with mass media but needs
one-on-one “selling” events and strategies.
Communications or promotions are a key part of the social marketing campaign. It treads through all its other strategies: (1) product positioning,
(2) pricing or what is entailed to adopt or “buy” the social product, (3)
distribution or location of the offering, and (4) promotions or communications.
The use of a particular media – such as infomercials as part of the communications strategy, will be dependent upon what is needed to reach the
market and achieve campaign objectives.
The social marketing process begins with market research to understand market segments and each segments, potential needs, wants, beliefs and
concerns. It will be important to rely on market observation and to
understand the processes that exist in hospitals and will be changed. Then
marketers select target markets that they believe they can best affect and
satisfy with the campaign. Once clear marketing targets are established, the

major marketing tools of the 4Ps are used to create the marketing mix:
product, price, place and promotion. The result is social marketing strategies.
This include careful bundling of product benefits, features, prices to include
non-monetary price of time and effort of adoption, distribution channels, key messages and use of media to create a close alignment of the product with the
needs/wants of the target market segment. Once a plan is developed and
implemented, results are monitored and evaluated and strategies are changed
as needed.
2.0 Objectives
The Social Marketing Workshop is designed to train relevant LGU staff on how to
design social marketing programs and specifically, communications and promotional
campaigns, that are directed at gaining adoption and use of specific ideas, practices
or social products and programs.
3.0 Training Objectives
The overall objectives of the ToT Training Course on Social Marketing is
1. To provide coaches from the LGAs, academic and NGO partners a venue to learn
the use and relevance of social marketing in mobilizing stakeholders to participate in LGU projects, particularly in the replication of best practices (BPs)
from other Southeast Asian countries;
2. To capacitate coaches from the LGAs, academic and NGO partners in the conduct
of social marketing workshops focused on sensitizing the importance of the Best Practices to be replicated in pilot LGUs, e.g. Alaminos City, Bacolod City and two
clusters of municipalities in Misamis Oriental; and
3. To prepare action plans on the conduct of social marketing workshop in the pilot
areas.
Specifically, at the end of the TOT training course, the participants will have

3.1.2 Analyze relationships among learning styles, experiential learning and
adult learning
