TRINITY releases the vendor lock in to Falcon and frees up more of the network layer

MORPHEUS releases the vendor lock in to BCIP across the architectural layers

MORPHEUS defines the future operating model to deliver new capability with the open architecture

NSoIT(D) and BLOS need to free up the reminder of the deployed architecture

LE TacCIS Programme

During the EvO timeframe the current Falcon capability will be replaced with a Wide Area Network (WAN) with:

• Greater reach• Greater resilience• Increased bandwidth

Supporting the EvO principles of:• Vendor independent, open architecture • Dynamic procurement through shared business functions

(some provided by MORPHEUS, others by wider ISS or Army)

The scope of the TRINITY project will be defined for IGBC later this year

?

TRINITY

TRINITY

FALCON(Principal Limitations)

TRINITYSubject to Assessment

Multi Bearer (managed) (Additional bearers require substantial re-engineering of the management system)

Any location, any bearer, using industry standard APIs

85 Points of Presence- Palletised- Wheeled (soft-skin)(No armour, so not suited to Direct Fire zone)

155 Points of Presence (JF2025)- Palletised (including very small format)- Wheeled (soft-skin)- Protected Mobility

Industry Standard Management SystemsBespoke Falcon Management System (Automates key tasks, but requires regular training, and is difficult to change)

Terrestrial - up to 100Mbps - SATCOM at the halt / on the move- Reduced reliance on standalone relay points (WASPs)

Terrestrial line of sight - up to 34 Mbps.(Non-IP radios which are heavy, bulky and require substantial power)

Encrypted LAS function for RAF DOBs and HQ ARRC (LAS is complex to manage, and frequently duplicated by other systems)

LAN services transferred to: - New Style of IT (D) (single-domain, non-hardened)

- MORPHEUS (hardened, tactical)

- Legacy LAS support project (hardened, bespoke)

Sophisticated telephony solution providing cross-domain dialling in an environmentally hardened NATO-compliant format. (Over-specified for most users, and does not conform to DaaP(D) architecture.)

Telephony transferred to:- New Style of IT (D) (App-based in-domain voice conferencing, non-hardened IP

phones)

- Legacy telephony support project (hardened, standalone, bespoke)

Single Domain, (black core in due course), protects for integrity and availability. End user systems protect for confidentiality.

4 principal domains, created by the FALCON system, protects up to Secret (Lacks flexibility; requires complex crypto solution; does not support DaaP(D) architecture)

System Solution

(Physical)

Up until now we have been talking at the solution architecture level defined by the current boundaries of BCIP and Falcon

Work is underway in ISS and Army to define the functions and services at each level. However this will take some time

Current Situation Future Aspiration

• The Enterprise Architecture maps the full set of required Military services to ICT provided services

• Using architectural layers to clearly define responsibilities, dependencies and to maximise re-use of services

• Overlap of services provided by different projects

• Individual agreements between Programmes without full context

• LE TacCIS is currently working with BLOS, NSoIT, DaaP, ECySim, IdAM, Enterprise Crypto, JCKP and others to develop together whilst the full architectural context is matured

• Flow of information replaces traditional URDs and SRDs and aligns with 2OAs and 3OAs

• Requirement flow is not constrained from top down, which allows innovation in each layer

Enterprise Architecture Approach

Architectural Coherence

Need to ensure the MORPHEUS EvO and TRINITY architectural work aligns with the overall ISS Enterprise Architecture

MORPHEUS modular Architecture

• Bowman doesn’t easily do patching

• Tightly managed execution control

• MORPHEUS will have a new security architecture to allow better integration

• MORPHEUS EvO will not change the underlying security mechanisms

Cyber, Security & Crypto

Current Situation Future Aspiration

• Enterprise Security & Service Management (ESy&SM) are generating the Cyber principles for freedom of manoeuvre of UK forces in a contested, congested and connected environment

• MORPHEUS will be more enterprise integrated than Bowman so dynamic patching will be possible

• Enterprise Crypto – Joint Crypt Key Prog is looking at the fundamental mechanisms for security accreditation

• Future spirals intend to enable better blue connections to NSoIT in the future

Interoperability

Current Situation Future Aspiration

• ‘Interoperable by Design’

• Aiming for standardisation by international bodies. This could take many years.

• Network and application layer interoperability

• Working with 5 EYES partners on waveforms and crypto standards

• Interoperability in Bowman via UOR radios 117, 152.

• MORPHEUS presents a future opportunity for interoperability by opening the architecture and allowing integration of any radios from other countries

• Needs to be aligned with Doctrine development

LE TacCIS and Platform Teams all working towards:

• Single Information Environment (SIE) at all levels

• Sensor to Shooter Optimisation• Minimising obsolescence /

backward engineering• Open Systems / Commonality• Best Value-for-money

KEY MESSAGES:

• Need for ISS and DE&S to work together in their approach to unlock difficult issues

• Need for mission systems to be considered as a whole and control to be with Platform DTs to manage with BATCIS and other mission system DTs in support

xDLoD Capability Delivery

In order to deliver enhanced LE TacCIS capability to the user the Programme will require:• Training organisations to evolve with the ability to manage multiple baselines

in the synthetic and real environment

• Trials teams to support regular trials

• Fd Army to support Fielding activities and help develop the ECD Deployment model (see later slides)

• Concepts & Doctrine teams to determine future capability requirements

• DIO support for some infrastructure elements

Info TDU

A modern version of the C2DC?:

• Command development (C2 & Command Support)

• Low-level trials and development

• High-level trials and warfighting experimentation

The Future delivery of LE TacCIScapability

LE TacCIS Programme - Future

LE TacCIS Programme seeks to deliver capability enhancements through ECD, where the system baseline is continuously developed to deliver new or enhanced services, as opposed to being replaced by a new system.

Why?

• Deliver new or enhanced services to the user more frequently

• Be responsive to changes in user need and feedback from use

• Exploit emergent technology

• Support continuous management of obsolescence

Aligned with ‘Timeliness of upgrades’ Benefit

Evolutionary Capability Delivery (ECD)

How?

ECD will adopt an agile methodology to close the gap between expression of need and delivery of fit for purpose solutions.

• Fixing cost and time – flexibility of requirements and solutions until the last responsible moment

• Continued user feedback – ensuring users get the features that they want, and that features are useable

• Iterative release of solutions – ‘fail small, fail fast, fix early’

Delivery

DemandDeployment

DELIVERY supports intimate user engagement and enables dynamic requirements trading

DEMAND develops priorities for future capability change based on: • capability need • operational feedback • technology & obsolescence drivers against a clearly defined roadmap

Ensures that change is delivered at a rate that can be absorbed by the Army

ECD Operating Model

GOVERNANCE to direct and synchronise multiple and changes across the delaminated layers

APPROVALS that ease the burden of approvals submissions and supports varying lifecycle approaches.

FUTURE Change

Future Change will be defined based on 3 things:

• Technology Roadmap – the best available technology to meet the Programme benefits

• Obsolescence Events

• Capability need – based on C2 and Info Manoeuvre doctrine and prioritised funding
