1.0 INTRODUCTION

1.1 Tier Consult have been commissioned by Quartz Project Services, on behalf of Freston Property

Bard Ltd, to produce this Demolition Method Statement (DMS) regarding the demolition

(superstructure only) aspects and impact of the proposed works at 141-163 Freston Road.

1.2 The proposed works are for the demolition of an existing 4 storey commercial building

(superstructure only) down to ground floor slab level. Existing building ground floor slab, below ground

foundations, services, external yard and boundary walls to be retained. Open chambers or service

pits will be suitably backfilled with site won crush material, and the boundary left safe a secure with

full perimeter hoarding and/or heras fence where the building has been removed.

1.3 The following investigations have been carried out (refer to 1.7):

• A preliminary desk study to establish the general ground conditions and history of the site,

undertaken by Tier Environmental.

• A limited visual inspection of neighbouring buildings to appraise any signs of historic or ongoing

movement.

• Site investigations to confirm ground conditions and ground water levels, conducted by Tier

Environmental, the results of which are available in the supporting report, and consider the

geotechnical, hydrological and hydrogeological aspects.

1.4 The main purpose of the DMS is to ensure that the inevitable impact of the demolition work on

local residents, businesses and other sensitive users in the vicinity is kept to a minimum by ensuring

that all relevant issues relating to the works are taken into consideration at the outset allowing

appropriate mitigation measure to be identified and implemented where necessary.

1.6 Policy Context

1.6.1 The DMS and supporting documentation / reports as listed below have been prepared with

particular reference to the following planning policies:

2.0 BRIEF DESCRIPTION OF THE SITE / PROPERTY

2.1 Location

2.1.1 The site is known as 141-163 Freston Road, Kensington, London W10.

2.1.2 The site is located at the junction of Freston Road and Bard Road, in the Royal London

Borough of Kensington and Chelsea (RBKC), 260m from Latimer Road Underground Station via

Bramley Road.

2.1.3 The site is bordered by the Hammersmith & City and Circle Underground Rail lines between

Latimer Road and Wood Lane to the north, and public highways of Bard Road to the west and south,

and Freston Road to the east.

2.1.4 Beyond Bard Road to the west of the site lies the A3220 (West Cross Route), which begins in

the north at the A40 (Westway), and connects to Shepherd’s Bush and Earl’s Court to the south of the

site, which eventually transverses Battersea Bridge, providing a connection to South London.

2.1.5 The site has a close relationship with neighbouring residential and commercial properties to the

west, east and south sides, and to London Underground line to the north.

2.2 Topography

2.2.1 The overall Site is approximately rectangular in shape, measuring approx 55m x 52m, with an

overall site area of circa 2,800m².

2.2.2 The topography across the Site is generally level, ranging from 7.5m AoD to the NE corner, up

to 7.8m AoD to the SW corner.

2.3 Historic Occupancy

2.3.1 The earliest map dates back to 1863 and shows the Site to be occupied by a number of small

residential dwellings, with the northern area of the Site occupied by a railway viaduct which joined the

existing viaduct. In the 1950’s the viaduct was dismantled and removed.

2.3.2 No potentially significant contaminative land uses were identified on the available historic maps

for the site.

2.4 Existing Building

2.4.1 The existing property in discussion is of mixed use, with retail space to the ground floor, and

commercial office / workshop space to the upper floors. Records indicate the building was constructed

circa 1985.

2.4.2 The building is of steel frame construction with reinforced suspended concrete upper and

ground bearing concrete floors. Externally the property is clad with tiles to the roof and a mix of

masonry, glazing and timber cladding to external walls.

2.4.3 There is a stairwell / lift core to the centre of the main 4 storey block.

2.4.4 No formal basements or below ground structures (apart from foundations) have been identified.

2.4.5 Existing drainage comprises of separate foul and surface water gravity systems which

discharge to the adjacent Thames Water sewer system located in Bard Road

2.4.6 The site location in relation to the local highway network and adjacent premises is contained

within Appendix A and B.

2.5 Adjacent Structures

2.5.1 The existing Site is bounded by public highway to the west, south and east perimeters.

2.5.2 To the north the Site is bounded by the existing railway viaduct serving the Hammersmith &

City, and Circle Underground Rail lines between Latimer Road and Wood Lane.

2.5.3 Pre-commencement foundation trial pits, condition surveys, and periodic monitoring of the

viaduct construction will be undertaken in conjunction and full cooperation with TFL / LU Asset

Protection Team under a separate LU Approval In Principal (AIP) process.

2.5.4 In respect to existing services in the adjacent highway / footway, localised hand dug slit

trenching may be employed in order to confirm exact position / depth where necessary ahead of any

adjacent works.

2.6 Existing Ground Conditions

2.6.1 Site investigations were undertaken by Tier Environmental in November 2017, and comprised

of:-

• 10 No Hand dug pits

• 6 No window sample boreholes

• 3 no Cable Percussive boreholes

2.6.2 Combined gas and groundwater monitoring wells were installed at 8 No of the exploratory hole

locations.

Refer to Tier Environmental Ground Investigation Report for full details.

2.6.3 A summary of the findings are as follows:-

• Made ground was encountered at all exploratory hole locations to depths of between 1.00m

and 3.05m bgl.

• The Langley Silt Member was encountered beneath Made Ground at all exploratory hols to

depths of between 4.60m bgl and 5.60m bgl, and was recovered as a firm rarely soft and stiff

consistency, slightly sadly, slightly gravelly clay.

• The Kempton Park Gravel Member was encountered beneath the Langley Silt Member at all

exploratory holes except one, to depths of between 9.70m and 10.60m bgl. The Kempton

Park Gravel Member was recovered as generally slightly clayey, gravelly to very gravelly fine

to coarse sand interbedded with very sandy to coarse gravel, with occasional cobbles of

chert.

• London Clay was encountered beneath the Kempton Park Gravel Member from depths of

between 9.70m and 10.60m bgl to a maximum proven depth of 25.45m bgl (base not

encountered). The composition of the bedrock geology across the Site was consistently

observed to comprise stiff to very stiff consistency, fissured, locally sandy, clay.

2.6.4 At the time of writing a programme of groundwater monitoring was ongoing. To date shallow

groundwater has been reported at depths of between 0.50m bgl and 1.24m bgl, whilst other

monitoring points did not encounter ground water until 4.50m bgl to 5.30m bgl.

2.6.4 There are no known subterranean structures / tunnels within the site.

2.7 Impact on neighbouring structures

2.7.1 The existing structure is located (at is closest point) 13.3m from the neighbouring TFL/LU

infrastructure (viaduct), albeit a section of redundant / former viaduct structure which was dismantled /

removed in 1950.

2.7.2 Demolition shall be undertaken in cooperation with the Asset Protection Team at TFL / LU

under the referral procedure and shall follow their AIP / approval process. At the time of writing it is

noted that discussions have already commenced to ensure full compliance and approval with the

Asset Protection Team at LU. This process / cooperation shall continue through to completion

including any demolition phase monitoring and post completion surveys.

2.7.3 In addition to the TFL / LU Asset Protection approvals process it is also noted that the viaduct

structure (inc businesses located within the arches beneath) may fall within the scope of the Party

Wall Act 1996. As such the act will be dealt with in full by the Employer’s Party Wall Surveyor. The

Party Wall Surveyor will prepare and serve necessary notices under the provisions of the Act and

Agreed Party Wall awards. The Design Team and Contractor will be required to provide the Party

Wall Surveyor with appropriate drawings, method statements and other relevant information covering

the works that are notable under the Act. The resolution of matters under the Act and provisions of the

Party Wall Awards will protect the interests of the owners.

2.7.4 In regards to the existing assets / services (gas, elec, water, sewer etc) within the highway,

together with the highway structure itself, full consultation shall take place with the respective asset

protection teams to ensure the demolition activities meets with their approval.

2.7.5 The following are considered to be adjacent land and building occupants / users which are

likely to be affected by the demolition works:

• Residents

• Commercial / Office Units

• Retail Units

• General Public

• Nearby School’s

• Transport Infrastructure (TFL / LU / Highway)

2.8 Trees / Vegetation

2.8.1 There are no existing trees and / or vegetation identified in, or in the immediate vicinity of the

proposed Works that require retention / protection, or have existing Tree Protection Orders (TPO),

and Root Protection Zones (RPZ) in place.

3.0 SEQUENCE OF DEMOLITION STAGES

3.1 The exact date for the demolition work to commence is yet to be confirmed however it is envisage

that this shall commence during Q4 2019, and take approximately 30 weeks to complete.

3.2 The principal stages of demolition are as follows:

3.2.1 Stage 1 – Mobilisation Works

At the mobilisation stage incoming live services (gas, elec, water, telecoms) shall be isolated outside

of the building footprint through the Statutory Authorities (approved contractors), and isolation

Certificates obtained. All electrical cables and switches will be tested with a volt meter to confirm that

they are ‘DEAD’ and safe to work on after which the cables will be removed from their terminations.

Gas to be terminated from source and pipework purged, as will Water. A ‘Decommissioning Status

Report’ will need to be issued after the decommissioning has been completed. The installation of

temporary electrics and water will need to be carried out.

Subsequent to services isolations a full Refurbishment and Demolition Asbestos Survey will be

commissioned. Should the report reveal any asbestos in the current building then a fully licensed /

qualified subcontractor will be appointed to remove the asbestos under controlled conditions prior to

any other works proceeding. Asbestos (if found) will be removed as per the Control of Asbestos

Regulations 2006 and then transferred to a registered landfill site.

Prior to any asbestos work commencing a 14 day notification will be issued to the HSE complete with

mandatory ASB5 and Work Plan. This will show positions of De-Contamination Units, Transits Routes

for the Asbestos Operatives that will segregate them from the other demolition operatives. It will also

show layouts of any enclosures that are to be erected for the notifiable asbestos. All notifications and

work plans will be copied in to the client.

Following asbestos removal, site set up will be completed which will include the establishment of

office and welfare facilities, temporary services, the drain down of existing services (hot and cold

water, heating and air conditioning systems) and installation and protection to any existing adjacent

third party structures that are to be retained.

3.2.2 Stage 2 – Demolition Enabling Works

Site welfare, materials, skip and plant storage areas to be established within the site compound.

Where necessary perimeter hoarding and/or heras fencing with debris netting is to be erected to fully

enclose the site boundary to provide protection to the general public. The design shall incorporate

managed site access point to the east.

Full scaffolding incorporating full debris protection where required (e.g. fans and netting) shall be

erected to the facade of the buildings to be demolished. On completion of an agreeable scaffold

design, the construction of this, including loading gantry, temporary roof and hoist (where required)

will be progressed.

Before any soft strip is carried out a means of removing it from the work face is to be established. The

soft strip comprises the removal of all non-structural elements after the asbestos has been removed,

and prior to full structural demolition works. Note there may be pre asbestos soft strip carried out to

access the asbestos materials, this will be carried out in order to access the asbestos detailed in the

Pre Demolition Asbestos Survey.

Soft Strip will include the removal of:

• Non-structural partitioning

• Joinery: doors, frames, skirting, dado rails, fixed furniture etc.

• Fixtures and fittings

• Mechanical and electrical and sanitary fixtures and services

• Roof and internal plant

• Floor finishes including carpets, linoleum and tiling

• Suspended ceilings

Windows will be opened to provide sufficient air movement in order to maintain a safe working

environment, and a fine water mist will be used to suppress dust emissions.

The soft strip will be carried out using hand tools, larger soft strip items will be broken down once

removed to facilitate removal and reduce the weight. Full soft strip out will be completed as far as

practical allowing for any initial investigations to be carried out as required by the Demolition and

Design Team. All materials to be transferred to ground level for processing / sorting via either use of

the existing lift shaft, or by use of a proprietary waste chute located to the north or west elevations.

3.2.3 Stage 3 – Superstructure Demolition

Upon completion of asbestos removal and soft strip exercise full structural demolition shall commence

on a top down deconstruction basis – i.e. removal of roof cladding (roof tiles, underlay, insulation etc),

and external cladding (glazing, fascia panels, masonry, insulation etc), internal partitions and larger

mechanical & electrical installations (i.e. ductwork, plant, lift installation etc).

Existing walls and upper floors will be taken down carefully using hand tools to minimise noise,

disturbance and the impact on the adjacent properties through noise and vibration. Any load bearing

walls will need to be identified prior to demolition commencing to ensure that they are maintained until

redundant. Electric saws and cutting tools will be used to remove more difficult sections of the existing

internal structure. Dust emissions will need to be controlled at the working face and loading away area

by a fine spray, with the quantity of water emitted by the sprays regulated and controlled to prevent

any flooding at ground level.

Following the above soft strip and removal of secondary structure, primary superstructure to be

dismantled on a top down approach, subject to satisfactory receipt and review of the appropriate

Demolition Contractors Risk Assessments and Method Statement, together with a Chartered

Structural Engineers assessment. Beams and columns will be lifted in situ by a mobile crane (if

required) and processed by larger machines at ground level, minimising noise and speeding up

demolition. Fire extinguishers will need to be provided and maintained at all areas of hot works.

Careful consideration will need to be given to the stability of the building at all times.

Existing ground floor slab, below ground structures (walls below dpc and foundations) external yard,

below ground drainage and boundary walls to be retained, to provide secure, level, stable and safe

site. All open chambers / pits to be suitably backfilled with site won crush to provide level safe site.

Existing drainage and service ducts to be capped off at ground level.

All debris shall be sorted on site for transfer to appropriate recycling / receivers. Rubble, waste,

recycling etc shall be removed via tipper lorries or sealed containers, which shall be loaded within the

site. The site waste shall be removed and recycled in accordance with the ICE Demolition Protocol

2008

Suitable arisings (brick, concrete, stone etc) shall be sorted and stockpiled on site for subsequent

crushing on site for formation of the piling mat ahead of the new build works.

3.3 General

3.3.1 The site compound will be located to the northwest of the structure and will provide a secure

area for storage of materials, waste, the site office, and welfare facilities, together with utilisation of

existing vehicle site access point to the east boundary.

3.3.2 Wheel cleaning facilities are to be deployed at the site entrance/exit in the form of a jet washer,

with a road sweeper to be used when necessary to keep the surrounding streets clean.

3.3.3 Risks:

• Working adjacent to residential properties, offices and a school.

• Fire. Fire Point is to be set up.

• Gas bottles to be chained to a proprietary trolley and placed in a cage after use. Location of

gas storage cage to be marked on the site plan and the plan located where the fire brigade

can see it in the event of a site fire.

• Interface with the public: access and egress to be controlled by a nominated traffic marshal.

• All work to be controlled by competent demolition managers/supervisors.

• All operatives to use appropriate personal protective equipment.

3.3.4 Controls:

• Exclusion zones with appropriate signage will be erected where necessary.

• Leading edge protection with toe boards and appropriate signage will be established,

maintained and relocated as necessary to suit the phasing and progress works.

• Dust to be suppressed by fine water spray as necessary and/or screens.

• Pedestrian routing to be established and maintained in accordance with a Site Establishment

Plan. An exclusion zone will be demarcated around these works.

• Dedicated Gatemen to control vehicular access/egress to and from site.

• Security who will take charge of a sign in/out book. All people entering and leaving the site will

have to sign the book regardless of credentials.

• Dedicated appointed banks men to control all plant movement within site confines

• All new equipment must have a manufacturers/suppliers safety certificate. All equipment to be

checked prior to each use and any frayed or damaged straps and fittings to be replaced for

new.

• Proprietary debris chute or existing lift shaft to be utilised for the safe transfer of demolition

arising to ground floor level.

3.3.5 Noise:

Section 60 Notice and Section 61 Agreements are to be obtained to combat noise pollution issues

arising from construction on the site:

• Section 60 and 61’s come from the Control of Pollution Act (COPA) 1974 which gives powers

to the Local Authority to control noise and vibration from construction sites. The basis of the

Control of Pollution Act legislation is that Best Practical means (BPM) should be used to

control noise and vibration pollution on site.

• A Section 60 is an abatement notice that is served by the Local Authority to the person

responsible for the noise requiring specific controls to be put into place to minimise noise and

vibration.

• A Section 61 is a formal agreement between the contractor and the Local Authority. This

agreement has to be applied for before work commences and allows the contractor and Local

Authority to agree, for example noise levels and hours of work and protects the contractor

from Local Authority Action under Section 60.

3.3.6 The intended site set up shall endeavour to ensure local residents, business and sensitive

users will not come into contact with dirt or mess associated with the demolition works. Any

hoarding/fencing installed will be constructed in a manner to mitigate this as far as possible.

3.3.7 Full perimeter scaffolding will be fully designed and subject to agreement with the local

authority and will be enclosed with the hoarding/fencing, ensuring that a minimum of 1.3m of clear

footpath remains open to the public, or that a public right of way passes through where existing width

restrictions occur.

3.3.8 To minimise the impact of the demolition to local residents, particularly in terms of waste

removal, vehicle management is considered throughout this plan. A separate Traffic Management

Plan will be prepared by the appointed demolition contractor, to provide full details of traffic type,

routes and volumes etc.

3.3.9 The extent and protrusion of the site compound / scaffolding will be regularly reviewed on site

with the purpose of determining whether and when this can be reduced in size during the demolition

period – i.e. scaffolding being removed as soon as works progress below each lift.

3.3.10 The proposed site compound location will be within the existing walled compound to the

northwest of the building.

4.0 MEASURES TO CONTROL EMISSION OF DUST AND DIRT

4.1 Demolition Contractor to make due consideration under the London Plan Best Practice Guide

“The Control of Dust and Emissions From Construction and Demolition”.

4.2 Mud and debris on the road is one of the main environmental nuisance and safety problems

arising from sites. The Demolition Contractor will make full provisions to minimise this problem.

4.3 Throughout the demolition phases of works the area will be swept and washed down at regular

intervals to ensure the area is kept clean and tidy.

4.4 The Demolition Contractor shall ensure that all muck away lorries will be fully sheeted to minimise

the risk of any mud/dust/debris over spilling onto the highway. In addition to this, throughout the

project, consideration will be made and implemented in respect to spraying a fine spray to suppress

dust on the structure during demolition, crushing of suitable arisings and during loading and unloading

of dust generating materials.

4.5 At regular intervals during the day the site team will patrol the external perimeter of the site to

ensure that any debris is kept clear of the pavements. Should there be any complaints arising from

the works, local residents will be able to call personally to the site office and any comments or

complaints from the public or neighbours will be resolved swiftly and a record will be kept.

5.0 MEASURES TO LIMIT NOISE AND VIBRATION DISTURBANCE DURING DEMOLITION

5.1 The level of noise and vibration through to adjacent structures will be monitored throughout the

demolition process. This will involve the use of appropriate monitoring equipment at locations and

intervals agreed within any party wall agreements, Statutory Undertakers, LPA and TFL / LU

consultations.

5.2 Results from the monitoring will be compared at agreed periodic intervals against the parameters

set and agreed at inception, and where these differ a review will be undertaken on site with immediate

effect to determine whether any potential change to the method of demolition needs to be taken.

5.3 The selection and use of equipment will, as far as reasonably practicable, seek to control and

limit noise and vibration levels so that adjacent properties and other sensitive receptors are protected

from excessive noise and vibration levels associated with demolition activities.

5.3.1 This will be done by observing the following:

• Each item of equipment used for the Works will comply with the noise limits quoted in the

relevant European Commission Directive 2000/14/EC/United Kingdom Statutory Instrument

(SI) 2001/1701. The Noise Emission in the Environment by Equipment for Use Outdoors

Regulations (as amended)

• Adopting the recommendations for the control of noise, as set out in BS 5228-1:2009 section

8, and for the control of vibration, as set out in BS 5228-2:2009 section 8. Where alternative

authoritative guidance and procedures are thought to be more reasonable and have been

agreed in advance with the relevant local authority, these may be adopted instead of

• Plant and equipment liable to create noise and/or vibration whilst in operation will, as far as

reasonably practicable, be located away from sensitive receptors. The use of barriers to

absorb and/or deflect noise away from noise sensitive areas will be employed where required

and reasonably practicable

• All plant, equipment and noise control measures applied shall be maintained in good and

efficient working order and operated such that noise emissions are minimised as far as

reasonably practicable. Any plant, equipment or items fitted with noise control equipment

found to be defective will not be operated until repaired or replaced.

• Where reasonably practicable equipment shall be electrically powered in preference to being

diesel or petrol driven.

• Vehicles and mechanical equipment utilised on site for any activity associated with the

demolition works will be fitted with effective exhaust silencers and be maintained in good

working order with sustained efficient performance and operated in a manner such that noise

emissions are controlled and limited as far as reasonably practicable

• Machines in intermittent use will be shut down or throttled down to a minimum during periods

when not in use. Static noise-emitting equipment operating continuously will be housed within

suitable acoustic enclosure, where appropriate.

6.0 METHOD OF REMOVING RUBBLE AND SOIL FROM SITE

6.1 At the time of writing it is understood that the demolition works shall extend to the demolition and

removal of the structure (superstructure) elements only, and shall not include any excavation below

ground level – i.e. ground floor slabs, foundations or removal of soils from site.

6.2 However, where necessary, reference should be made to the separate Ground Investigation

Report and Site Waste Management Plan document.

6.3 Site investigations identified asbestos and measured concentrations of lead in the Made Ground

Soils that are considered to pose a potentially risk to human health. Tier Environmental conclude that

these soils can be deposited as hazardous waste within a hazardous waste landfill, or within a stable

non-reactive hazardous waste cell at a non-hazardous landfill subject to additional testing.

6.4 Additional testing of soils is recommended during the course of the works to adequately

determine the waste classification of Made Ground soils.

6.5 Generally the Contractor is to approach the treatment of demolition waste through the

employment of an internal or external specialist waste management contractor in order to collect and

segregate the waste at the transfer station.

6.6 The Contractor shall ensure the following:

• The site kept clean and safe

• Waste is collected on a regular basis from a central point

• Waste will be segregated on site whenever possible, if not it will segregated at the transfer

station

• Where required and comprehensive Site Waste Management Plan will be produced

7.0 STORAGE OF PLANT AND MATERIALS DURING DEMOLITION

7.1 The existing building arrangement with rear and side hard standings will enable site set up

(welfare and office) together with plant, materials and waste collections / skips to all be contained

within the site footprint – i.e. within the existing boundary perimeter walls.

7.2 Furthermore existing gated access to the east boundary will provide secure and controlled

access to and from the site.

7.3 All hazardous materials will be stored within the site compound using the appropriate lockable

containers and skips.

7.4 All materials arising from the demolition (soft strip through to superstructure) shall be removed

from the building footprint to the west / north elevations, and subsequently sorted and stored within

the compound area before being processed for either removal or reuse from site.

8.0 ERECTION AND MAINTAINING OF HOARDING

8.1 During the stages of demolition (asbestos eradication, services isolations and soft strip, through

to superstructure demolition down to ground floor slab level), existing boundary perimeter walls and

gates shall be retained to the west, south and east to provide security to the working site.

8.2 As demolition progresses (ground floor walls removed), exposed sections of the boundary to the

east and south shall be secured with hoarding or heras type fencing with debris netting extending

from the extremities of the boundary walls to fully enclose the site.

8.3 Subsequent to demolition of the building, with the external yard slab, ground floor slab and

boundary walls being retained, the Contractor shall erect hoarding or heras fencing with monarflex

debris netting to maintain perimeter security along the ex-building line. Where necessary fencing /

hoarding shall include provision for secured / controlled pedestrian and vehicle access.

8.4 Throughout the course of the works the perimeter wall, gates, hoarding and temporary fencing to

display appropriate Site Safety Notice Boards to identify the warning, prohibition, mandatory, and

advisory site rules, including minimum PPE for site visitors, together with contact details for the site

manager / safety supervisor, include out of hours telephone number.

9.0 WHEEL WASH FACILITIES

9.1 Wheel cleaning facilities are to be deployed at the site entrance / exit in the form of a jet washer,

with a road sweeper to be used when necessary to keep the surrounding streets clean. There will be

labour and hosepipes available at all times, within the site compound, to enable any wheel washing

requirements with stiff brushes and water.

9.2 In addition, the road and pavements will be maintained with regular washing and cleaning from

the site operatives, including (where deemed necessary) a mechanical road sweeper employed.

10.0 PROPOSALS FOR RECYCLING / DISPOSING OF WASTE RESULTING FROM DEMOLITION

10.1 As previously advised, all debris shall be processed and sorted on site for transfer to

appropriate recycling / receivers. Rubble, waste, recycling etc shall be removed via tipper lorries or

sealed containers, which shall be loaded within the site compound. The site waste shall be removed

and recycled in accordance with the ICE Demolition Protocol 2008, with all Waste Transfer Notes

retained for Clients records.

10.2 Suitable arisings (brick, concrete, stone etc) shall be sorted and stockpiled on site for

subsequent crushing on site to 6F2.

10.3 When dismantling elements such as the roof, steel sheet cladding, pipework, cables, steel

structural members, timber etc, the Demolition Contractor shall arrange for these to be segregated on

site, and subsequently salvage for recycling.

11.0 WORKING HOURS

11.1 We are aware that the demolition work is controlled by the Council under Section 60 and 61 of

the Control Of Pollution Act 1974., and Section 80 / 81 of The Building Act 1984 through the

Demolition Notice process.

11.2 The working hours will take place as outlined in the Decision Notice.

11.3 Provisional working hours for all demolition works proposed to be:

• 8am – 6pm Monday – Friday

• No working on Saturdays, Sundays or Public Holidays

• Deliveries to/from site will be within off peak times

11.4 All demolition removal from the site shall take place during off-peak hours within the agreed

working hours.

11.5 Any work undertaken outside the agreed working hours shall not be undertaken without prior

agreement from the Local Authority.

12.0 ACCESS (VEHICLE & TRAFFIC MANAGEMENT)

12.1 The purpose of this section is to establish the procedures to be adopted in the management of

vehicular and pedestrian access and egress to site. The safe access and egress to the site for labour,

plant and vehicles is paramount on this project due to the location and traffic routes in the area. A

logistics regime will need to be implemented to cope with the constraints of the site, ensuring that the

effects on neighbouring parties and the general public is minimal and that their safety remains

paramount.

12.2 The key aspects to be covered include:

• Primary Routes

• Designated vehicular access routes.

• Designated pedestrian access routes.

• Site hoarding demarcation boundary

• Site security post

• Vehicular / pedestrian demarcation barriers

• Turning circle area for site traffic

• Key signage placements

• Off-loading areas

Vehicle Types

12.4 Numerous types of delivery vehicles will be used to bring materials to and from site. These

include:

• Skip lorries – approx. size 9.1m long x 2.6m wide

• Flat bed vehicles – approx. size 10.0m long by 2.6m wide

• Low Loader (Crane / demolition rig delivery) – approx. size 15.6m long by 2.6m wide

Vehicle Access

12.5 Material deliveries to, and removal from, the site will be made via the A road network of the

A3220 West Cross Route and A402 Holland Park Avenue, together with the proposed vehicle routing

for ingress / egress into the site via the existing gated access point to the east boundary.

12.6 Generally materials will be loaded within the site boundary from the designated waste materials

storage area or building as promptly as possible. For larger items, these will be hoisted directly from

the demolition area onto the vehicle, i.e. large sections of steelwork, glazing.

12.7 In order to minimise disruption on local traffic deliveries and collections will be restricted to

outside of peak traffic hours, as set out under Section 11.0.

12.8 With the A road network being a main thoroughfare through the area, inc a major bus route, a

strict delivery / waste collection procedure will be implemented to ensure main routes and surrounding

roads are not over run with site and waste collection vehicles.

12.9 All subcontractors and suppliers will be required to give a minimum of 48 hours’ notice of

deliveries and all sizable vehicles to site must be booked in and scheduled with the site management

team.

12.10 The movement of materials and site access will be controlled by a Traffic Marshall / Banksman

under the Site Managers control. Access and egress routes will also require progressive clearance

using brooms, shovels, wheel barrows and wheel wash facilities.

12.11 The Demolition Contractor shall encourage all sub-contractors to use public transport to travel

to site. All site operatives will be informed that parking is very restricted in the local area and that

resident parking bay are not to be used.

Duration of vehicle attendance & delivery hours

12.12 With the exception of the main demolition rig, crane and crusher delivery, the expected general

dwell time for delivery/ pick-ups will be between 20 – 40 minutes.

12.13 Deliveries to site will be made outside of the AM and PM peak travel hours – i.e. collections /

deliveries being made between 9:30am and 3:00pm.

12.14 As there is no parking available on site; operatives who need to drop off tools which require

long periods to unload will have to do so via the same delivery booking procedure.

Maintaining Pedestrian and Cyclist Safety

12.15 When material goods are entering or leaving the site these will be supervised by a Traffic

Marshall / Banksman at all times. Their main objective will be to maintain safe and secure access to

pedestrians using the pathways that surround the site, with the public having the right of way at all

times.

12.16 When larger good are to be lifted from the upper floors via a crane or hoist, an exclusion zone

will be formed and the subsequent hoisting to the work area will be supervised by a qualified person.

12.17 Where materials cannot be lifted from the upper floors via a bucket or hiab, materials will be

secured by a Slinger.

12.18 A lifting plan will be developed and implemented before works commence.

12.19 Larger waste collections will be split into multiple / manageable deliveries were possible. When

materials are too large to be easily removed, other means will be employed i.e. crane lift. When

required the Principal Contractor will organise a road closure and liaise with all relevant bodies.

12.20 It is noted that at certain points of the day there is the small possibility of a number of school

children walking past the site. As discussed above, pedestrian footpaths will not be blocked at any

time and banksman will be responsible for ensure the safety of these children when deliveries are

being made. A representative of the Demolition Contractor will make contact with the local primary

school prior to the commencement on site.

13.0 CONSIDERATE CONTRACTOR SCHEME (CCS)

13.1 The Contractor shall sign up to the Considerate Contractor Scheme.

This scheme is recognized throughout the construction industry and allows independent monitoring of

construction site to ensure a good standard of site management is maintained.

Consultation with local business and Neighbours

13.2 As well as CCS, the site team will have direct responsibility for developing good community

relations with all neighbouring residents, occupants and businesses. From the commencement of the

project the site project manager will be specifically responsible for community relations.

13.3 The contractor will initiate early and direct communications in order to establish a good rapport

with the community which will help to reduce problems that may arise during the demolition activities.

13.4 Part of this process will include sending out of regular newsletters, keeping neighbours up to

date with site issues, progress and forthcoming events.

13.5 The contractor shall ensure that any particularly sensitive works or issues are dealt with in a

professional and accommodating manner, with the public and local community kept informed at all

times.

13.6 A newsletter shall include any out of hours working, deliveries of large items and cranage.

13.7 Information boards will be displayed on the site hoarding which will highlight the key personnel

on site including their contact details.

14.0 CONCLUSION

14.1 The demolition of this predominantly steel framed, masonry clad building can be carried out

safely and by proven demolition methods and sequencing similar to many building project in the

borough, through top-down deconstruction techniques.

14.2 No sections of the existing structure are to be retained, and therefore no requirements for any

temporary support structures.

14.3 The perimeter of the site can be adequately secured and maintained throughout the course of

the works through the use of both existing boundary walls and Contractor erected fencing / hoarding.

14.4 All material that cannot be re used in the future project will be recycled where possible.

14.5 Dust, debris, noise and traffic movements will be kept to acceptable levels to ensure good

neighbourly relations are maintained during the demolition works.
