To: Department of Employment (A joint responsibility with
Department of Communications for equality)
Complaint regarding failure of Government Department of
Communications to stand by DBCDE promise
of satellite Internet, and to the Department of Employment for
forcing the possibility of non-compliance
through the absence of communications and basic service
disadvantage this failed promise has caused.
Further the failure of Employment Services Provider LETS to pay
for services promised in Employment
Pathway Plans leading to disadvantage during Certificate2 and
again with Certificate4 in Web Design,
weeks in attendance of class were missed whilst the JSP
promised, removed, then restored funds.
All without the promised working satellite internet from the
Government Communications Department.
Since these events I have requested the agreements made in my
EPP now IPP be fulfilled as promised.
I have had Disadvantage in access to basic online services used
in everyday life along with an incident
regarding the demand of home communications by Human Services/
Centrelink and removal of my
healthcare card whilst ill from infection. This made me feel
like an extradited non citizen for being ill
without communications with DEEWR/Human Services Laughing at me
whilst hearing my experience.It is extremely unpleasant to think of
what type of person would do this and why!

This is from the Individual Participation Plan, which I consider
unacceptable to sign after reading in
entirety. Murdi Paaki in a phone interview 22/10/2013 suggested
I could attend Cert4 in Broken Hill and
use the Transportable TAFE Building in the Menindee School
grounds for internet access outside these
hours. I had discussion with TAFE head of IT Alison Burt and
Murray Jewkes of Bathurst about this offer?
Does the Minister of Communications and Minister for Employment
believe I should use a portable
TAFE building on the grounds of a public School for Internet
access rather than satellite home internet
promised by the DBCDE Portfolio now Department of
Communications?
My opinion is generally supported by TAFE in that disciplines
covered in Cert4 IT Websites are best
delivered through Broken Hill TAFE, with millions of dollars in
Hardware Infrastructure to demonstrate
or practice competence, along with many teachers with knowledge
to help.
If someone was doing a simple course such as Introduction to
computing, had home internet or public
access you might meet training expectations via teleconferencing
but there are many other factors.
I have kept promises with fellow Australians at great cost, but
with pride in word. WTF Government?
The Department of Employment might reflect on previous
funding/delivery failures and client impact of
having to quite study before Certificate, after being withheld
for weeks from class whilst funds were
temporarily removed and threatened, the broken up funding and
training failure had a sociological cost
only to reinforce experience that multiple Government
Departments cannot be trusted to deliver on
promises made to me.
