It is requested that Item 4140-001-3085 be increased by $215,000 in fiscal years 2018-19 and 2019-20 to provide support for administrative activities for the Mental Health Loan Assumption Program (MHLAP) to manage and close out all program grants awarded through 2017-18.

MHLAP was created to retain qualified mental health providers working within the public mental health system. Grantees can receive up to $10,000 to repay educational loans in exchange for a 12-month service obligation in hard-to-fill or difficult-to-retain positions within the public mental health system. The administrative workload to support the final disbursement of the awards in 2017-18 are expected to continue for two years after the grants are awarded.

It is requested that Item 4170-001-0001 be amended by increasing reimbursements by $200,000 and 3 positions, and Item 4170-101-0001 be amended by increasing reimbursements by $1,280,000, to reflect a planned increase in funding for the Supplemental Nutrition Assistance Program Education (SNAP-Ed) program. This additional funding, which consists of federal funds budgeted in the Department of Social Services, will be used to administer and evaluate the department's SNAP-Ed service delivery model and increase base funding to the local Area Agencies on Aging that participate in the program.

It is requested that Item 4185-490 be added as follows to reappropriate the unencumbered balance of General Fund appropriated in Item 4185-001-0001, Budget Act of 2017. The California Senior Legislature estimates that $300,000 of the $375,000 appropriated in fiscal year 2017-18 will not be expended by June 30, 2018. The requested reappropriation item extends the availability of this funding through June 30, 2019.

Amendment to Budget Bill Items 4260-001-0001 and 4260-001-0890, Support, Department of Health Care Services

Ombudsman Customer Relations Management System (Issue 303-A1)-lt is requested that Item 4260-001-0001 be increased by $250,000 and Item 4260-001-0890 be increased by $250,000 to procure a new cloud-based customer relations management system to support the call center within the Office of the Ombudsman for the Medi-Cal program. Chapter 52, Statutes of 2017 (SB 97) requires the Department to provide a quarterly report to the Legislature regarding specified data collected by the Ombudsman. The new cloud-based customer relations management system will allow the Department to comply with these requirements.

Medi-Cal Program Integrity Data Analytics (Issue 302-A1)-lt is further requested that Item 4260-001-0001 be increased by $2,250,000 and Item 4260-001-0890 be increased by $6,750,000 to allow the Department to secure a data analytics contractor to enhance Medi-Cal fraud and program integrity efforts. This effort will help the Department to focus and prioritize fraud prevention efforts. It is also requested that provisional language be added to Item 4260-001-0001 (see Attachment 1) and Item 4260-001-0890 (see Attachment 2) to allow the Departments of Finance and Health Care Services to track the level of fraud detected by the data analytics service before optional features of the service are funded in subsequent years.

Amendment to Various Budget Bill Items, Support and Local Assistance, Department of Public Health

BabyBIG®/lnfant Botulism Treatment and Prevention Program (Issue 306-A1)-lt is requested that provisional language be added to Item 4265-001-0272 to provide the Department the flexibility to meet manufacturing costs for the next production cycle of BabyBIG® (Human Botulism Immune Globulin), should the production timeline shift into fiscal year 2018-19. BabyBIG® is an orphan drug, and is the only treatment of infant botulism in the United States. The Department is the only producer of BabyBIG® in the world, with only one facility approved by the Food and Drug Administration for production of the drug, located in Los Angeles, California: Shire Biotechnology. The production of BabyBIG® is difficult to schedule. Currently, the Governor's Budget assumes a 2019-20 production timeline. The proposed language would allow the Department to adjust expenditure authority to meet the uncertain timing for manufacturing (see Attachment 1 ).

Emergency Response: Public Health Crisis Response Grant (Issue 303-A1)-lt is requested that provisional language be added to Items 4265-001-0890 and 4265-111-0890 to allow the Department to quickly accept public health emergency funding pursuant to a new Centers for Disease Control and Prevention (CDC) Public Health Crisis Response Grant. In February 2018, the Department received approval to be placed on an "Approved-But-Unfunded" list of grantees, which stipulates that its recipients have certified that they can submit to CDC an amended budget within 14 days of notice of CDC's intent to make an award, and complete hiring and execute contracts within 30 days of the notice. The proposed provisional language will allow the Department to meet these requirements in response to public health emergencies (see Attachments 2 and 3).

Health Care Licensing and Oversight (Issue 305-A1)-lt is requested that Item 4265-001-3098 be increased by $2,373,000 and 20 positions, and Item 4265-004-0942 be increased by $296,000 and 2 positions to support: the implementation of Chapter 52, Statutes of 2017 (SB 97) nursing home staffing standards; data quality improvement activities; certification of various healthcare professionals, including certified nurse assistants; and the evaluation of training programs for specified healthcare professionals. The resources will also help address: the increased workload related to reviewing criminal background checks for applicants, increased volume of telephone calls related to pending applications for certification, and various quality improvement activities.

Reappropriation, Patton State Hospital: New Main Kitchen-It is requested that Item 4440-490 be amended to reappropriate the construction phase of this project. The project consists of a new single-story central kitchen facility and upgrades to seven satellite kitchens. Amendment to Budget Bill Items 5160-001-0001, 5160-001-0600, and Reimbursements, Support, Department of Rehabilitation

It is requested that Item 5160-001-0001 be amended by increasing reimbursements by $2.4 million and 3 positions. Of this amount, $2 million will support the increased workload associated with a planned interagency agreement with the Public Utilities Commission to expand the Deaf and Disabled Telecommunications Program. The 3 positions and remaining $400,000 will support existing interagency agreements with the California State Lottery and the California Workforce Association. This increase will also allow the Department of Rehabilitation to provide technical assistance to state entities in converting their websites and documents into an accessible format.

It is also requested that Item 5160-001-0600 be increased by $1 million to support the Business Enterprises Program, which serves blind food vendors operating in government facilities. The increased expenditure authority will allow the Department to replace equipment and renovate facilities for blind food vendors.

Amendment to Budget Bill Item 5180-001-0001 and Reimbursements, Support, Department of Social Services

It is requested that Item 5180-001-0001 be increased by $288,000 and reimbursements be increased by $277,000 on a two-year limited-term basis, to address a temporary increase in workload for the Department of Social Services associated with recent statutory changes (Chapter 25, Statutes of 2017) to the In-Home Supportive Services (IHSS) program related to collective bargaining for IHSS provider wages and benefits and county maintenance-of-effort (MOE) provisions. The workload consists of technical assistance to counties and collective bargaining representatives, and review of county-negotiated collective bargaining proposals for compliance with state law. The requested resources will also support the increased administrative workload associated with the revised county IHSS MOE funding structure.
