Date: 07/09/2013 SECTION 1.0 INTRODUCTION The purpose of this report is to present the results of supplemental subsurface investigations performed by the Virginia Department of Transportation (VDOT) for the proposed replacement of Virginia Structure Number 1901 (the Route 340 bridge spanning the South Fork of the Shenandoah River). Limitations on use of this report and the geotechnical data provided herein are discussed in Section 4. This report should be attached as an addendum to the Final Bridge Report, dated November 17, 2010, located in IPM under UPC 76469. SECTION 2.0 PROJECT DESCRIPTION The project scope at the time of the initial and supplemental geotechnical investigations included the reconstruction of the bridge carrying Route 340 over the South Fork of the Shenandoah River, reconstruction of the bridge approaches, reconstruction of the Route 340/Route 55 intersection, reconstruction of Route 55 west of the Route 340/Route 55 intersection, construction of a quadrant road intersection, and drainage improvements. Only the aspects of the project related to supplementary investigations at proposed Pier 1 and proposed Pier 4 are addressed in this report; for other aspects please refer to the Final Soil Survey Report, the Final Minor Structures Report, or the Final Bridge Report, in the iPM “Documents” tab under UPC 76469.

SECTION 3.0 SUBSURFACE INVESTIGATION Subsection 3.1 – Supplementary Subsurface Investigation Two supplementary investigatory phases were completed for the project. Between July 24th and July 30th, 2012, eight (8) exploratory boreholes were drilled by the Winchester, Virginia regional office of ECS Engineering, Inc., (ECS). A CME-55 truck-mounted drill rig, owned and operated by Connelly & Associates, Inc., advanced 3.25-inch I.D. hollow-stem augers and NW-size casing advancers through overburden to refusal or target depth at proposed Pier 1 and Pier 4 locations. Standard penetration tests (SPT) were performed in the overburden according to ASTM D 1586-99 (ASTM, 1999) at various intervals using a 24-inch split-barrel sampler driven with an automatic hammer. Rock core was recovered from bedrock in all boreholes according to ASTM D 6032-02 (ASTM, 2002). Personnel from ECS oversaw drilling operations and characterized recovered soil and rock samples. Between January 23rd and January 27th, 2013, five (5) exploratory boreholes were drilled by the Winchester, Virginia regional office of ECS Engineering, Inc., (ECS). A CME-55 truck-mounted drill rig, owned and operated by Richard Simmons Drilling, Inc., advanced 3.25-inch I.D. hollow-stem augers and NW-size casing advancers through overburden to refusal or target depth at proposed Pier 1 locations. Standard NW-sized rock core was recovered from bedrock in two (2) boreholes according to ASTM D 6032-02 (ASTM, 2002). Additionally, NW-sized oriented bedrock core was recovered in three (3) boreholes using the Reflex ACT II coring method. This allows the in-situ orientation of the core to be recorded, preserving orientation of bedding and discontinuities. Personnel from ECS oversaw drilling operations and characterized recovered rock samples. Subsequent to the January, 2013 mobilization, data from four electrical resistivity (ER) lines was collected by ECS. The locations of the supplementary borings and the ER lines, as well as elevation of top-of-bedrock, are illustrated in Figures 1 and 2. Soil boring logs for the supplementary investigation are included in Appendix AA. Figures 3 through 5 illustrate bedrock profiles drawn through several soil boring locations at proposed Piers 1 and 4. The plans are best-fit and locations of the plan sheets with respect to the aerial photograph are approximate. Figures 6 through 9 illustrate ER profiles at ER Lines 1 through 4 at proposed Pier 1. Ranges of resistivity in carbonates vary greatly; however, bedrock can generally be estimated to correlate to values of 250 to 300 Ohm-m in this environment. Figure 10 is a stereonet illustrating the kinematic relationships of the bedrock strata and discontinuities as observed in the oriented core. Orientation data is included in the embedded table of Figure 10.

In the region between proposed Pier 1 and proposed Pier 2, traditional and oriented core and ER interpretations generally agree well (with the exception of ER Line 1, which does not appear to register the bedrock recovered in nearby boreholes; it is possible that a water-filled joint running at high angle to the surface could lower resistivity values along ER Line 1). Elevation of bedrock ranges from a high of 501.74 at a bedrock shelf near the right-hand side of proposed Pier 1 to a low of 458.8 between proposed Pier 1 and proposed Pier 2, appearing to plateau out at approximately 460 feet in the area of proposed Pier 2. Bedrock appears to dip moderately, at strata dip angles measured between 30 and 45 degrees, striking northeast and dipping northwest. This compares well with geological maps of the area, which include a plunging syncline-anticline pair crossing beneath the river sub-parallel to the bridge alignment with a northeast strike. Differential weathering has produced heavily weathered zones and voids within competent layers, and several brecciated zones (likely the result of bedding-plane faulting) were encountered. A substantial void was encountered above bedrock in 12BH-004. Core recovery ranged from 0 to 100%, and RQD ranged from 0 to 93%. Several joint sets can be identified from the oriented cores and are illustrated on the stereonet. One well-developed conjugate joint set strikes northeast with moderate to high dips to the northwest and southeast. Other, less well-expressed joint sets have ranges of orientations as indicated in the stereonet above. The joints were all open, with moderately rough joint surfaces. Although bedrock in the area is generally flat-lying with moderate dip, resistivity values in the region of proposed Pier 1, right-hand side, indicate a steep bedrock shelf. In this area, bedrock drops 30 feet or more in elevation over a very short distance of ten to twenty feet (resistivity values cannot give a precise profile, but reveal general trends of bedrock geometry). This agrees well with core data. Level bedrock may not be present in this area. This is illustrated in Figure 3, which is a soil profile drawn through the region of proposed Pier 1. Bedrock in the region of opposed Pier 4 ranged in elevation from 460.20 to 459.28 feet. Core recovery ranged from 0 to 100%, and RQD ranged from 0 to 98%. As in the region of proposed Pier 1, several joint sets were present, with moderate to high dips, with open apertures and moderately rough joint surfaces. No kinematic data was collected from the region of proposed Pier 4. At all shallow foundations, rock mass strength will be controlled by the shear strength parallel to the planes of the discontinuities; Materials personnel can be on-site during excavation for footings at proposed Pier 1 to assist with inspection of bedrock suitability, if requested. SECTION 4 LIMITATIONS The boring logs included in this report depict the subsurface soil, ground water, rock and existing pavement conditions at the specific locations where the borings were performed. These conditions may vary at other locations beyond, or between, these specific locations. Accordingly, the Department does not warrant or guarantee that the information provided on the logs, or in this report, can be projected as indicative of conditions beyond the limits of the borings, and any such projection is purely interpretive. In addition, the ground water levels recorded on the boring logs indicate the ground water conditions that existed at the time of the investigation. Ground water levels may vary considerably, with time, according to prevailing climate, rainfall, surface run-off, evaporation, construction and other factors.

The boring logs are made available to bidders in order that they may have access to subsurface data identical to that which is possessed by the Department, and are not intended as a substitute for personal investigation, interpretation and judgment by others. OTHER FEATURES Any descriptive terminology that will give the reader a more complete image of the rock core or note the presence of significant (geological, environmental, structural, etc.) issues encountered in the coring process or in the rock core specimen. Examples include: voids, slickensides, significant changes in the rate of coring, loss of circulation during coring, presence of contamination (petroleum or otherwise), presence of clay seams, etc.
