technical specifications enclosed in Annexure-1.

The terms and conditions are given below:
1. Qualifying Criteria for Bidders:
The bidder should be a BARC licensee of membrane-based water purification technologies with
past experience of fabrication, installation and operation of community-scale water treatment
plants.
2. The quotation envelope shall be superscripted with “Arsenic water purification plant” and the
Tender Enquiry Ref. No. mentioned above along with Due Date.
3. Printed Letter Head: Quotation should be printed on the letter head; computer generated &
scanned quotation is not valid.
4. Validity of the Offer: Validity of the offer shall be 90 days from date of opening of quotation.

5. Offer of Firm: Offer of those bidders, who do not submit their quotation as per the details given
in the technical specification with price as in the price quote format, and incomplete quotations in
any respect shall not be considered.
6. GST/PAN Number: Quotation must contain the GST and PAN number of the firm.
7. Guarantee/Warrantee: Bidder shall have to give guarantee/warrantee of the quality and
workmanship of work done for the period of 12 months from the date of completion of the work.
8. If any of the employee, consultant or partner of the bidder’s company is an Ex-BARC employee,
the same must be stated in the quotation clearly.
9. The complete quotation shall reach the following address on or before 16/12/2021, by only Indian
Postal Service.

10. Head Desalination & Membrane Technology Division, BARC reserves the right to accept any
quotation or reject any or all quotations without assigning any reason.
11. The department reserves right to extend the date of opening the quotations.
12. Criteria for Evaluation of Tender: Work order will be awarded to technically suitable lowest
bidder.
13. Free Issue Material: No free issue material is involved in this job
14. Inspection Clause: The work will be subjected to inspection by our engineers during fabrication
at vendor’s work place before final acceptance for supply.
i. Piping & tanks, pre filter, of the plant will be subjected to leak-proof / hydrotesting before
acceptance.
ii. Performance Test certificate and material test certificate of Various pump & instruments
are to be provided during inspection
15. Transportation, Unloading, Erection and Commissioning
The water treatment plant duly inspected and cleared by departmental representative is to be
supplied at Gram Panchayat Icchapur II, Gaighata, North 24 Parganas, West Bengal in safe
condition, followed by erection & commissioning. Packing and forwarding is part of the contract.
16. Place of Delivery: Safe transportation and unloading of material are included in the scope of work.
Place of delivery is Village Gutri, PO: Thakunagar, Gram Panchayat Icchapur II, Gaighata, North
24 Parganas, West Bengal
17. Safety Rule: The contractor shall follow all the safety procedures as per the normal industrial
practice during the execution of the job at site. Any mishap occurring during the work due to unsafe
workmanship shall be the contractor’s liability.
18. Job Completion period (Delivery Schedule): The Plant duly inspected and tested is to supplied
installed & commissioned within 4 months from the date of firm purchase order.
19. The execution of the work is to be carried out to the satisfaction of our Engineers.
20. Payment Terms: Accounts Division, BARC, Mumbai-400085 shall make full and final payment
only after submission of the satisfactory work completion certificate & site clearance certificate
issued by the undersigned, bill, advanced stamped receipt, delivery challan and guarantee
certificate. No advance is admissible.
21. GSTN Invoice: GST shall be paid only in case of registered supplier clearly indicating their GSTN
on the invoice. Invoice raised by registered supplier of taxable goods/services should specifically
indicates, along with other details
a. GSTN
b. PAN
c. Location of supply
d. Tax component to be separately indicated in the invoice
e. An undertaking shall be submitted by the registered supplier that the GST has been
promptly deposited with the authorities (as per the format given in Annexure 2)
22. Income Tax Recovery Clause: GST TDS @ 1.5 % or as applicable will be deducted from the bill
and the entire amount will be deposited in GST account of the supplier.
23. Penalty: Any delay, which is attributable to the contractor, is liable for penalty @ 0.5% per week
(max. 5%) and shall be imposed on contractor.
24. Housekeeping at the work place during the course of the work is the sole responsibility of the
contractor.
25. Mode of payment: Payment will be released through ECS, the party has to fill the ECS/RTG form
and submit with the delivery challan and Bill/Tax Invoice.
26. Confidential Clauses:
i. Confidentiality: No party shall disclose any information to any third party concerning matters
under this contract generally, In particular, any information identified as “Proprietary” in nature
by the disclosing party shall be kept strictly confidential by the receiving party shall not be
disclosed to any third party without the prior written consent of the original disclosing party. This
clause shall apply to the sub-contractors, consultants, advisors, or the employees engaged by a
party with equal force.
ii. “Restricted information” categories under Section 18 of the Atomic Energy Act, 1962 and
“Official secrets” under section 5 of the of the Official Secret Act, 1923: Any contravention of the
above mentioned provisions by any contractor, sub- contractor, consultant, advisor or the
employee of a contractor will invite Penal consequences under the aforesaid legislation.
iii. Prohibition against use of BARC’s name without permission for any publicity purpose: The
contractor or sub-contractor, consultant, advisor or the employees engaged by the contractor shall
not use BARC’s name for any publicity purpose through any media like press, TV or internet,
without the prior written approval of BARC.
27. Security Rules:
a) Police verification certificates are required for supervisors and labourers deployed at the site.
b) Security rules and transport rules at BARC, Trombay premises shall be strictly followed.
c) Labourers below 18 years of age shall be not allowed to work at site.
28. Bid Security Declaration: Bid Security Declaration on bidders letter head is to be submitted along
with the bid. Tenders not accompanied with Bid Security Declaration are liable for rejection. If the
bidder withdraws or modify their bid during the period of validity, the bidder will be suspended
from bidding in any BARC NIT, for a period of 1 year from the date of with-drawl / modification.

Technical Specifications for 1000 LPH Arsenic Removal Plant with Smart Card Dispenser
Water ATM system & IOT enabled at Village Gutri, Ichaapur II GP, Dist. North 24
Parganas, West Bengal
1.1 Scope of work
Setting up of a community scale, 1000 liters per hour (LPH) Arsenic removal plant, Reagent
dosing units, static mixer, pre filter, media Filters, Ultrafiltration membrane module, Tanks,
pumps, Smart card dispenser water ATM system & IOT enabled at Village Ichaapur, Gram
panchayat to provide safe drinking water to the Village population. It includes supply, pre
dispatch inspection, installation and commissioning of the Arsenic water treatment plant at
site with one year of consumable chemicals.

1.5 Treatment process
The feed water will be provided from bore-well source near the plant in which two reagents
chemicals will be dosed while passing through a static mixer which will then be feed to the
water settling. Feed from the settling tank through a feed pump will deliver the feed water
at a pressure of 2 kg/cm2 to the filtration unit having bag filter, PSF, ACF/ Media filter for
removal of particulate solids from the raw feed water. The filtered water will then be passed
through a ultrafiltration membrane unit. The product water will be taken to the storage tank
for distribution from where people will fill water through water ATM dispenser for their
usage. The UF will be intermittently fast flushed and the reject of the fast-flush will be
taken to the raw water storage tank. The raw water storage tank will be cleaned
intermittently and the drain of the tank will be sent to filtration tank for filtration of arsenic
particulates. All the drains, reject stream will also be collected in filtration tank. Item wise
specification are mentioned under the scope of supply table

4 Power Supply
During erection &commissioning at site, power supply will be provided at one point.
Electrical cabling, electrical connection up to individual motor/s, Panels, panel indicators
and instruments will be in contractor’s scope.
5 Feed Water Supply
Feed water to water treatment plant will be sourced form a borewell near the plant (not in
the scope of contractor). However, piping@ max 20 meters 1.5” size, & MOC: PVC/CPVC
from the borewell pump to feed holdup tank through static mixer and associated supports
are in contractor’s scope of the present tender.

6 Drawings
Drawings annexed are for tender purpose, prepared with a view to give an idea of extent of
work in contractor’s scope. Detailed fabrication drawing shall be made after placement of
work order.
7 Inspection & Testing
Individual equipment/sub-system like pumps, tanks and instruments will be inspected by
the purchaser’s representative/s at vendor’s works or any other place arranged by the
vendor. Necessary tools, gauges and other inspection kits should be arranged by the vendor
at the time of inspection & testing. Vendor should submit material test certificates of the
pumps, motor/s and instruments, from the respective manufacturer at the time of pre
despatch inspection. Only after the clearances obtained from the purchaser, the water
treatment plant should be transported to site for erection & commissioning. Adequate
advance intimation of not less than 7 days (for Mumbai) and 15 days (for outside Mumbai)
should be given in writing to the purchaser to enable him to arrange for inspection.
Inspection will be done online, Virtual/Offline, in presence, depending upon the situation
decided by BARC.
8 Documents
Maintenance and operation manual for bought out items are to be submitted along with the
supply.
9 Packing
The Equipment are to be drained completely after satisfactory pre dispatch inspection
performance test and all openings should be properly closed or sealed before dispatch to
site.
10 Domain of the System
Starting point Pipe connection from borewell pump discharge (Borwell pump
supply out of scope).
Termination
point
(i) Automatic dispensation of purified water into Jars/cans to smart
card holders from product water tank.
(ii) Collection of arsenic sludge from the plant & storage.
(iii) Termination of drains form the plant to nearest main drain line.
11 Guarantee Period
The individual equipment/sub-system and the whole system should be guaranteed by the
contractor for trouble-free & satisfactory operation for a minimum period 12 months from
the date of handing over of the plant. Any cause of non-performance of any equipment/sub-
system/system during the guarantee period should be identified and rectified including free
replacement of parts, if any; by the vendor to the satisfaction of the purchaser and in case
of unreasonable delay (more than 15 days), delay period will be added to the remaining
period of the guarantee.

12 Desired Completion Period
Fabrication, installation, supply and commissioning of the water treatment plant must be
completed within 4 months from the date of firm work Order.
13 Notes
1. All requirements inclusive of manpower with respect to unloading of equipment/materials/
Unit, erection and installation at site will have to be arranged by the contractor.
2. Commissioning of the plant is the sole responsibility of the contractor.
3. Electrical connection of the electrical panel from the electrical source provided at site is the
responsibility of the contractor.
4. Any cost regarding boarding and lodging of contractor personnel’s are to be borne by the
contractor.
5. One year of consumable chemicals/reagents to be provided along with supply.
6. Site expenses related to Bhoomi Pujan & plant inauguration ceremony are to be considered
in the quote.
Detail description of components
1. Intake water system:
Raw water storage tank with level switch
Purpose : To be used for the storage of raw intake water for purification through plant
Capacity : 2000 Liters tank with removable lid.

Bore well Pump will be installed at outside of the plant and piping is to be done pump
to plant area. Approximate 1500 lit feed water should be supplied to the (Lamella
clarifier) plant through Rotameter and excess water should be returned back to the
bore well by proper by pass piping system. One sampling point should be provide at
the pump out let.
2. Reagent dosing system:
Tank mounted chemical Reagent 1 & 2 dosing system for two different chemical dosing
into the feed water line. A single skid (base frame,Size:1.5mtrx 0.6mtr) is to be made to
fix the both reagent system. Mountings are to be provided with base skid for fixing the
Pumps and agitators.

12inch)with opening on top for dosing pump suction tube inlet provision should be made
for mounting the dosing pump with the separate MS support structure.
Tank should have a side mounted Level gauge/indicator. Low level Switch with interlock
with dosing pump and feed pump. A ½” outlet at side bottom for drain should be provided.

Static mixture:
Purpose: It is a static cylindrical pipe with corrugated plates/baffles which provides mixing
of reagent chemicals with feed water by assistance of turbulence. Each one static mixture
will be fixed after one dosing point. It will be fixed as per the reference drawing
3. Flash Mixture and Lamella clarifier
Purpose: To provide residence time for the feed stream to react with reagents& settling of
formed precipitated at the bottom of holdup tank, with clear overflow to the pump suction
chamber.

The Tank is having two compartments. Feed stream will overflow from one compartment
to other. First compartment will be flash mixture tank with agitator and second tank is
lamella clarifier.
Flash mixture and Lamella clarifiers should be designed on the Basis of following
parameter

6. Multi media filter system:
Multi-media filter is a pressure filter vessel with three or more different media above
the gravel bed. The three media are ordered in decreasing porosity.
Purpose: For removal of coarse particles for the feed stream.

Purpose: Sludge dewatering after chemical precipitation of contaminated water. A
batch operation, fixed volume machine that separates liquids and solids using pressure

14. Pipe Fittings and Valves:
Pipes, pipe fittings & valves covered here are meant for piping of the plant as per Drg.No.
DMTD/AKS/Ar/02. The material of the pipes, pipe fittings and ball valves (socket type)
should be UPVC Schedule 80(DIN 8063/DIN 8062/EN ISO 15493/ASTM-D 1785) or
CPVC Schedule 80(ASTM D 1785/2466), suitable for solvent cement connections. The
scope includes pipe line and fittings and valves for the full domain of the system already
mentioned. All the line should be fabricated as per the Process lay out diagram .
Sample Points:
Sampling point should be provided following position to check/analysis the water quality
• After Lamella clarifier/hold up tank
• After multi media filter
• After UF unit or at Product tank
• After sludge treatment
Over flow and Drain Points:
Over flow & Drain point should be provided following system ,Flash mixture tank, lamella
clarifier, Hold up tank, Product tank, Sludge filtration System.
All the drain lines , over flow lines and by pass of reject & product of UF should be
connected with single header and which will be drained outside the plant area.

17. Civil base platform/ foundation with brick boundary wall: As per Architectural

The Plant base (typical) is to be raised 2 Ft above the surrounding level with required
ground clearing/improvement, PCC (4-5 inch thick, 1:2:4) followed by RCC floor of
required loading suiting to plant equipment weights, Area of floor will be (6mtr x4mtr.) All
around periphery brick wall boundary of 6 ft high (2’-6” in Rough cast plaster & 3’-6” in
plain surface for slogan and drawing) above the base platform is to be provided with MS
duly painted plant entry gate (7 ft x 7 ft, in two door forms for double door entry) and
steps/ramp to the plant base platform. Both sides of the boundary walls are to be painted
suitably with water related slogans, design/art work/ plant title tag and BARC logo, MS
access gate-1 no.

18. Plant Shelter house (Brick work & site civil work) As per attached architectural
drawing
The plant should be housed inside a Shelter Room as required having necessary lighting
facility, 2 nos. of windows with exhaust fan, ventilation area with entry door of appropriate
size and net flooring with waterproofing admixture. Roof of the structure should be of GI
corrugated sheet having a Pyramid structure roof.
Panting of walls should be with acrylic smooth exterior paint of required shade of approved
brand Asian paints/ Nerolac (Apex ultima weather proof or equivalent) with two or more
coats applied over and including base coat water proofing of cement paint applied complete.
Wall painting with plastic emulsion paint (two or more coats, Royale Luxury Emulsion or
equivalent) of required colour of approved brand Asian paint, Nerolac to give an even
shade.
The shelter room should have BARC logo and various water slogans written on it as per
BARC requirements. The external walls of building should be having with artistic
drawings to increase the aesthetic of the building. Total drawing surface area 2 sq. mt. for
Shelter room (inside wall) & 5 Sq. mt. on outside wall.

20. Electrical work
Electrical power supply is to be provide in the plant room. Following things should be

water tank will be placed outside (back side) of the enclosed room.
Other skids, tank and Control panel will be placed at inside the enclosed room.

21. Inspection
All works covered & systems specified in this document shall be subjected to quality surveillance
by BARC as per the stipulated codes and the bidder. Inspection and tests shall be carried out as per
following.
A. Factory Acceptance Tests (Integrated Skid)

1) Material test certificate for major part are to be provided for review at the time of
inspection
2) The pump will be witnessed for performance tests at duty point &Mechanical
performance with respect to vibration, noise level, and temperature.
Tanks
1) Dimensional check-up and nozzle orientation
2) Water fill test.
Pipes & fittings
1. Review of Material test certificate for pipes & fittings
2. Hydro test for pipes & fittings shall be carried out in assembled condition.
Instruments
1. Material test certificate for the MOC, Calibration test certificate.
2. Guarantee/ warranty certificate pertaining to the equipment.

Leak testing in operation & stability testing.
22. Site Acceptance Tests
Installation should follow standard safe engineering practices.
Performance demonstration of plant (leak tight system, Water quality (Arsenic) in purified
drinking water, functional test for all instruments, water dispensation through ATM, IOT
system performance. After successfully installation of the units feed & Product (two sets
of samples) should be tested in any NABL accredited laboratory and test report should be
submitted to BARC.
