Bantry Inner Harbour Development: Phase 1 Detailed Method Statement

Introduction

This method statement incorporates Bam approach and methodology to the construction of the new temporary causeway at the area of the proposed new quayside. The temporary causeway will be utilised to enable construction of the new quayside.

Scope of Works

The works will consist of the following:

Provide, maintain and dismantle safe access to the new Quayside;

Provide a new temporary access to the works area for the new Quayside, this will involve the removal of a section of the existing wall along the N71;

The laying out of geotextile to provide a separation layer between the new causeway material and the existing bed material;

The importation of rock fill to create a new temporary causeway which will act as a hardstanding for the construction plant that will be required to construct the new quayside.

Location of the Works

The works area is located adjacent to the existing Bantry Town Pier as shown in the below drawings and photos.

Access to the Works

The primary means of access to the works will be via the existing N71. Traffic management will be employed to allow a new temporary entrance to be constructed adjacent to the existing Maxol station. This will be used as the construction entrance for the duration of the project. The wall will be reinstated upon completion of the Quayside works.

Site Set Up

Bam will set up a site compound adjacent to the existing Old Railway Pier, the site offices, canteen and welfare facilities will consist of steel containers which will be delivered to site and assembled on site. The site offices will also be connected to the mains ESB and existing water and sewerage services. All site visitors will have to report to the site office prior to entering the site.

Demolition of the Existing Masonry Wall

In order to gain access to the new quayside works area a section of the existing masonry wall shown in the photo below will need to be demolished. Temporary traffic management will be set up along the existing N71 which will reduce the existing road down to single lane using traffic lights. This will enable an excavator to carry out the demolition of the existing wall. The stone which will be removed from the wall will be stored and reused when the wall is being reinstated.

Construction of the Temporary Causeway

The temporary causeway will be constructed with imported core material using the newly constructed site access. The material will be transported to site using road trucks and tractors and dump trailers. The material will be compacted using a roller. A geotextile will be placed at low tide along the alignment of the causeway and the imported core material placed on top of the geotextile. This geotextile will act as a separation layer between the rock fill and the existing bed material.

Subsequent layers of geotextile will then be placed to protect the causeway on the seaward side from erosion or scour. A 30 ton tracked excavator will be utilised to place and shape the causeway material. The top of causeway level will be at +2.0mAOD, and a minimum of 6m wide working platform on top. Please see below the typical cross section of the new temporary causeway.

Site housekeeping

Bam operate a clean as you go policy which means that the site will be kept to a clean and safe standard at all times. Daily checks are carried out and recorded on a continuous basis to ensure that the housekeeping on site is kept to the highest possible standard. Please see below the foreman weekly check list which clearly prioritises housekeeping. Bam see housekeeping as a way of improving productivity and efficiency, a site that is clean and well maintained is far easier to work on. Bam will operate this policy on the Bantry Inner Harbour Development project.

Working in a marine environment with constraints

Bam have extensive experience of working in marine environments and have successfully completed some of the largest marine project in Ireland. This experience will be utilised during the Bantry Inner Harbour Development project to ensure it is planned and programmed in a manner which takes into account all the constraints outlined in the Works Requirements.

Safety • Risk assessments have been carried out and are included in the Health and Safety Plan. The Health and Safety Plan is included in section 3 of the submission. • All work will be carried out in accordance with the Health and Safety Plan for the site. • The site operates an induction procedure for personnel prior to commencing work on site. • P.P.E. will be worn by everyone involved on this project at all times to include a minimum of high visibility vest, hard hat, safety glasses and safety boots. • All plant will be in good working order and equipped with yellow flashing beacons.

Quality and Environmental management The project Quality Plan will be implemented after being approved by the ER and the inspection and test plan will be adhered to rigidly. A copy of the Quality Management Plan will be kept on site. Seamus O’Sullivan will be the person with responsibility for quality control. Site audits will be carried out to ensure compliance with the Quality Plan. Periodic company audits will be carried out to ensure QA standards are being maintained on the project. All works will be undertaken in accordance with the Site Specific Environmental Management Plan and the Waste Management Plan. These plans have been included in section 5 of the submission. The main environmental impacts and considerations associated with the works are as follows: • Waste Management: Waste management will be as specified in the site WMP

• Water Pollution: No contaminated water to be discharged into the harbour.

• Noise: All plant and machinery used on site will be serviced regularly to avoid excessive noise. Noise levels on site are not expected to exceed the legal but where necessary, mandatory warnings signs shall be erected informing all when ear protection is required to be worn.

• Protection of Watercourse: The water course shall be protected from pollution, by ensuring that generators, pumps etc are placed in drip trays. Spill kits shall be located adjacent to the watercourse and clearly identified. Spill kits shall also be placed in all machines. Details of procedure for dealing with oil spillages and procedure for protecting water courses are contained in BAM Environmental Management Plan

• Hazardous Substances: All hazardous substance will be stored in the hazardous store and all generators will be placed on a drip tray at all times.

Liaison with relevant authorities

Bam have extensive experience of liaising with the various authorities. Indeed Bam have previously carried out pier works on the Bantry Town Pier where an excellent relationship with the Harbour Authority and Harbour Master was built up. Bam will meet with Damien Murphy of Cork County Council and Sergeant Thrish O’Sullivan of the Bantry Gardai prior to works on the new temporary causeway commencing. Bam will again adopt a partnership approach to the project and ensure that all parties are kept fully informed of the upcoming works. Initial consultation meetings with all the relevant authorities will be set up and carried out prior to commencing the traffic management and temporary causeway works. These meetings will continue as and when they are needed during the project. The ER will be kept fully informed of the time and locations of these meeting and will be invited to attend if they please.

Staff involved & Certification required

All works will be undertaken in accordance with the Quality Management System for the project. All personnel will receive a site specific safety induction prior to commencement of work. Safe systems of works will be determined through a Safe Work Plan that will be completed prior to the commencement of the works. All operatives on site will have completed Safe Pass training. All drivers of machinery will have the relevant CSCS training. Banksmen to hold relevant CSCS training All workers to have been included in a tool box talk. Worker using the CAT scanning equipment to be trained with a CSCS card. All staff involved will be briefed on the Method Statement prior to starting work, which is used to highlight and reinforce any specific requirements or necessary changes to maintain a high level of safe working practices.
