Improving the urban environment requires the resources, energy and commitment of all departments in development co-operation organisations. Integrating processes... provide the framework of sustainable development within which effective urban environmental practice can operate, with an emphasis on partnership and participation, management and governance, cross- sectoral and institutionally-based approaches. Sectoral practices... are those activities, project and programmes that relate directly or indirectly to the urban environment which take place within the existing and established sectoral frameworks, where the quality of policies and practice that relate to the urban environment can be improved. Economic development: supporting effective environmental charges, taxes or subsidies and measures to provide more adequate, stable and safer livelihoods for low income groups. Social Development: targeting the specific environmental needs of women and children are understood and acted on in all urban interventions. Urban Infrastructure: targeting improved water, sanitation and drainage provision in unserved or inadequately served urban areas; using demand management to reduce the need for expensive services. Solid Waste Management: supporting measures aimed at reducing environmental hazards for those involved in the ‘waste’ economy and also to strengthen their livelihoods. Pollution Control: supporting measures aimed at minimising environmental hazards and the transfer of environmental costs. Natural Resources: protecting soils, forests and biodiversity, promoting good practice in freshwater use and management, and ensuring development patterns which minimise greenhouse gas emissions. Urban Planning: reducing urban sprawl and regional environmental impacts and improving accessibility, especially of the urban poor to their livelihoods. Transport: reducing traffic impacts and making better use of public transport. Built Environment: preserving valuable cultural heritage for a sense of community, and developing tourism; site planning, building design and construction for energy conservation and minimising polluting effects. Landscape and Environmental Planning: making increased and better use of green space in urban areas for recreation, urban agriculture and forestry. Health: improving primary health care in urban areas to reduce the health impact of many environmental hazards. Housing: targeting support to low income groups to secure tenure and develop better quality housing with adequate provision for basic infrastructure and services Energy: utilising cross-sector energy conservation approaches that bring benefits to urban, regional and global environments. Disaster Preparedness: targeting greater attention to disaster preparedness as part of reducing the urban population’s vulnerability to all environmental hazards. Countries and Regions: supporting urban initiatives in countries where an integrated and democratic approach at the national and local level is being pursued. Institutional development and governance: developing capacity for investment, management and planning at all levels; working in partnership with recipient countries to support ‘good governance’; supporting local participatory processes. Partnerships: supporting co- operation between government agencies, regulators, NGOs, communities and businesses on measures for improving resource conservation and pollution prevention at source; developing public-private partnerships for the urban environment. Cross-sector collaboration: increasing co-ordination within and across development co- operation agencies and government departments; developing a more holistic approach to policy and practice recognising the macro-micro and urban/rural linkages. Legislation and regulation: developing the legislative and regulatory frameworks that support urban environmental initiatives; developing an appropriate mix of regulatory and market reforms. Information and planning: supporting participatory approaches to planning, including Local Agenda 21; developing environmental information bases accessible to all. Development frameworks: developing tools for understanding and managing the complex aspects of the urban environment, such as the Environmental Planning and Management Framework of the UN. IMPROVED URBAN ENVIRONMENT The International Development Targets (IDTs) are the synthesis of the outcomes of the 1990s decade of United Nations global conferences as shown above. They are published by the OECD in “Shaping the 21st Century” (see www.oecd.org). Further, more detailed, international development goals have been developed by others, including the UN Common Country Assessments, which give depth to the conference outcomes. The Habitat Agenda, which promotes improved urban environments, is the outcome of Habitat II, the UN Cities Summit, held in Istanbul in June 1996, has been encapsulated in the additional target, below. l l l l l l l l l l l l l l l l l l GOALS TARGETS a reduction by one-half in the proportion of people living in extreme poverty by 2015; reduction by two-thirds in the mortality rates for infants and children under the age 5 and a reduction by three-fourths in maternal mortality, all by 2015; access through the primary health- care system to reproductive health services for all individuals of appropriate ages as soon as possible and no later than the year 2015; universal primary education in all countries by 2015; demonstrated progress toward gender equality and the empowerment of women by eliminating gender disparity in primary and secondary education by 2005; the current implementation of national strategies for sustainable development in all countries by 2005, so as to ensure that current trends in the loss of environmental resources are effectively reversed at both global and national levels by 2015. Demonstrated progress towards adequate shelter for all with secure tenure and access to essential services in every community by 2015. Improving the urban environment requiresthe resources, energy and commitment ofall departments in development co-operation organisations.

Integrating processes...provide the framework of sustainable development
