Development Support Services Presentation by UNDP India

• The Development Support Services (DSS) modality, agreed by the Ministry of Finance, allows UNDP to provide critical implementation support and to address budget execution challenges

• The aim of DSS is to support the central and state governments to deliver public goods by providing a range of policy, technical and capacity development services

Development Support Services – Modality for Supporting Effective Implementation of Government Programmes

Government of India has approved DSS as a modality for UNDP support to government

• Partner state department commits part of its budget to UNDP, taking necessary clearances

• Partner state department transfers

the budget to UNDP • UNDP delivers a range of services to

state government based on agreement between the state department and UNDP

What DSS implies for state governments

Under DSS, the government allocates funding to UNDP to undertake a set of activities decided by the government

• Through DSS, states can acquire a range of services from UNDP o We recruit competent human

resources and o We hire technical agencies and

resource institutions • The human resources and technical

agencies in turn provide services such as o Capacity development, training and

certification o Project designing, administration,

financial management, implementation, monitoring and evaluation

o Research work o Identifying, codifying best practices o Organising conferences and study

tours o Knowledge management

State governments can access a full range of services from UNDP through the DSS modality

Through DSS, UNDP offers full programme implementation support for a limited period till sufficient capacity is developed

• Works quickly and at international standard

• Works on the priorities of the state department

• Works at the direction of the state department

• Provides support to fit emerging priorities

• Ensures fiduciary oversight

• Monitors quality, timelines and impact

• Is transparent about the use of funds

To help state governments with their priorities and programmes, DSS

UNDP neither takes credit nor attributes any of results for itself

• Department of Economic Affairs, Ministry of Finance for placing research and technical teams for strengthening engagement in multilateral fora and procuring IT equipment

• Ministry of Rural Development for placing technical teams for programme implementation

• Ministry of Youth Affairs and Sports for strengthening Nehru Yuva Kendra Sangathan and National Service Scheme

• Department of Personnel and Training for strengthening Human Resource Management of civil service in competency assessment, leadership development & institutional capacity development of administrative training institutions

• Governments of West Bengal and Haryana for improving healthcare systems, including through procurement of emergency medical care

• Government of Himachal Pradesh for (i) reducing disaster risks by recruiting technical experts in risk management and (ii) implementing urban development programme

• Government of Jharkhand for reducing disaster risks by recruiting technical experts in risk management

• Government of Tripura for supporting setting up of district early intervention centers

• Government of Delhi for undertaking training in procurement certification

UNDP DSS modality is supporting national and state government to implement a range of programmes

Eleven DSS agreements have been signed with the central and state governments. The first was with the Department of Economic Affairs, Ministry of Finance

DSS partnerships are growing…

Several ministries and state governments have expressed interest in DSS. Presently, we are working with 2 line ministries, 6 state governments, and 1 premier financial institution for DSS partnerships.

The areas under discussion in hard pipeline include:

• Supporting implementation of Prime Minister’s Skill Development Fellow programme (Ministry of Skill Development and Entrepreneurship)

• Supporting implementation of National Clean Ganga Mission (Ministry of Water Resources, River Development & Ganga Rejuvenation)

• Strengthening technical and monitoring capacities of Department of Rural Development and Panchayati Raj (Govt. of Rajasthan)

• Strengthening capacities to mainstream DRR in rural housing programme (Govt. of Odisha)

• Strengthening risk assessment and disaster management planning (Govt. of West Bengal/Maharashtra)

• Developing community led forest-based enterprises (Govt. of Madhya Pradesh)

• Preparing for energy conservation in tea factory (Tea Board, Govt. of Assam)

• Strengthening skills and institutional capacities of MSME/SMEs and South-South Cooperation (Exim Bank, India)

To fast track execution, both central and state governments have responded positively to this option of UNDP implementation support

DSS agreement process outline is as follows:

• Proposal development jointly by DSS partner and UNDP (the proposal is in response to Govt’s identified priorities/gaps with what concretely UNDP can offer to support)

• Government after internal clearances submits the proposal and Financing Agreement to UNDP and requests for DSS support

• UNDP prepares a detailed project document with budgets and finalize the Financing Agreement

• UNDP organizes Local Project Appraisal Committee (LPAC) meeting chaired by the Department of Economic Affairs, MOF (nodal department for UNDP in India) with participation from UNDP and DSS partner ministry or department

• Following LPAC approval, UNDP would prepare an annual work plan for review by the government counterpart and have it signed between UNDP and the Government along with the Financing Agreement

• The transfer funds would be initiated in line with the tranches agreed upon in the Financing Agreement

• Implementation of the Project would commence following the receipt of the first tranche

• Throughout the implementation of the Project the progress will be monitored and reported to the government in line with the timelines agreed in the Financing Agreement and Project Document

The process for DSS approval is simple and UNDP staff supports throughout the process

Development support services for empowering PRIs and strengthening service delivery through PRIs

• UNDP has rich experience of working with the Ministry of Panchayati Raj, State Department of Panchayati Raj, SIRDs and CSOs on training panchayat leaders and strengthening panchayats

• UNDP is partnering with Ministry of Rural Development and RD departments to strengthen implementation and monitoring of key government schemes

• UNDP could provide DSS to scale up these initiatives and in other areas identified by the state departments

UNDP DSS to PR and RD departments could have multiplier effect on programme outcomes

To initiate DSS, state governments will be fully supported by UNDP team

• Following a request from state government, UNDP will hold in-depth discussions with the concerned state departments

• Based on discussions, UNDP will draft customized proposal for finalisation.
