For first-time buyers, Putney can offer more for your money than nearby Fulham, while

still providing convenient transport connections to central London via rail, tube and buses.

Testament to this is the fact that 70 per cent of our buyers are upsizing in the area. Putney High Street has a good variety of shops and restaurants, the river offers spectacular views, and there’s plenty of beautiful green open space nearby on Putney Common.

Types of property in the area range from pretty period homes to contemporary new developments, purpose-built blocks and everything in between, so there’s plenty for first time buyers to choose from.

Those looking for the best value for money will typically find a little bit more in East Putney than in West Putney. There is no particular reason for this, with both areas offering their own advantages, such as the convenience of East Putney’s tube station and West Putney’s close proximity to Putney Heath and Common.

There are plenty of good schools in the area, too, including Putney High, St Mary’s, All Saints and Brandlehow, which attract families and couples looking for a long-term move. The local primary schools in particular are among the best in the country.

Putney’s property market also has a bright future, with Savills In Numbers research forecasting 20 per cent growth in average values by 2019. Buyers of properties under £1m in Putney are predominately British at 50 per cent, followed by Western European, South Asian sub continent and Pacific Asia all at 13 per cent.

about their predictions.

The general election coming up in May and Ed Miliband’s threat to whack a mansion tax on houses worth more than £2m have cast a slight

gloom over prospects for the New Year. Yet many agents remain bullish, saying that even if the

soaring price rises are replaced by lower steadier gains, long-term prospects remain good.

According to Knight Frank, Londoners are the most confident that prices will continue to rise, compared with people elsewhere in the UK. Backing up that optimism, 7.9 per cent of households in London are planning to buy a property in 2015.

Marc Wiehe of Winkworth says: “What the property market craves is stability – a good number of available properties for buyers and tenants to choose from and reasonably easy access to mortgages. If people feel good about their prospects, the volume of sales and lets increases accordingly.

“There is an unstable outlook in the short term: uncertainty about what kind of government we will have – pro or anti aspiration? Discussions about mansion taxes, changes to stamp duty and tenancies cause worry. Added to possible interest rate rises, this can and has paralysed the market. It will be better after the election.”

Tom Butler of Sheraton Law says: “We expect the market to remain stable in 2015 with more property on the market than in the past few years. If priced competitively, there are many serious buyers looking to make the next move on the ladder. We predict interest rates to start rising in 2015 but expect this to be gradual and not affecting the market significantly.”

Many agents are content to see an end to the meteoric growth in prices. Robert French of Knight Frank adds: “There has been a definite price adjustment and this is what the market needed as such huge gains are not sustainable. The market is strong where pricing is appropriate and this will continue in 2015. We predict modest growth, finishing somewhere in the region of 3 per cent by the end of the year.

“Family homes on good plots are always desirable and there is evidence the appetite for large houses is returning. The market for young professionals and pied-a-terre buyers mean that best-in-class apartments are also in constant demand in Clapham.”

His prediction of a 3 per cent price rise is backed by Peter Rollings of Marsh and Parsons, who thinks sales will pick up after the election.

2014 was a positive year for Putney, with average values rising by 12 per cent. We saw the greatest growth at the start of the

year, slowing towards the tail end as buyers and vendors began to take stock ahead of the general election.

Keeping the general election in mind, Savills Research forecasts that values will remain the same in 2015, assuming no mansion tax is introduced but allowing for revision of the council tax system. By 2019 we forecast growth of 20 per cent, with the market picking up pace after the election.

If mansion tax is introduced, Savills Research predicts a 5 per cent decrease in prices across all prime London in 2015. However, they predict that this will be absorbed by 2017 when a bounce back in values will begin, reaching a 16 per cent increase by 2019.

Both scenarios mark a return to normality for Putney, after exceptionally fast growth over

the past five years of up to 73 per cent in some instances. The impact of the general election will not curb house price growth in the long term, with the fundamentals of supply and demand driving the market forward in Putney.

The principal use of property in Putney continues to be as a main residence at 86 per cent, with 70 per cent of buyers upsizing in the area. Putney can offer more for your money than nearby Fulham, while still providing convenient transport connections to central London via rail, tube and buses.

There are plenty of good schools in the area too including Putney High, St Mary’s, All Saints and Brandlehow, which attract families and couples looking for a long-term move. The local primary schools, in particular, are among the best in the country.

UK buyers are the most predominant across all price brackets, followed by western Europeans. For those looking for the best value for money,

you will typically find a little bit more in East Putney than in West Putney.

In addition to traditional second hand stock, Savills is pleased to be involved in the marketing of two prestigious new build schemes: Oakhill Park will provide 48 spacious one, two and three-bed apartments, and Westmead is a smaller scheme of nine beautifully appointed houses.

A little further towards Wandsworth, Savills is handling the huge Ram Brewery development site with 661 iconic homes being created, which will transform the area.

Price growth slows in prime outer LondonPrices are dipping in prime outer London as political uncertainty cools demand. That’s the message from the latest research by Knight Frank.

“Price growth is slowing in prime outer London as the general election approaches, an effect that is more marked in some areas,” says Tom Bill, head of London Residential Research for Knight Frank. “Prices in prime outer London fell in October, ending a period of 40 consecutive months of growth,” he added.

In the 12 months to October 2014, prices grew by 12.1 per cent in Battersea, 15.4 per cent in Wandsworth and Clapham, and 7 per cent in Wimbledon. Price growth in Fulham for the same period was 5.3 per cent.

Battersea Phase ThreeWandsworth Council has approved detailed plans for the south-west corner of Battersea Power Station development site.

Phase three of the scheme’s masterplan will create a new pedestrian high street from Battersea Park Road to the power station building. This would be the main gateway to site from the south and will include entrances to the new Northern Line tube station below.

The scheme includes a new pedestrian subway beneath Battersea Park Road, linking Stewards Road with the new power station development and providing another route into tube station. A total of 1305 homes would be built in this phase, including 103 for Wandsworth residents on low and middle incomes to rent at reduced rates.

Master class in urban renovation The quirky and ultra-modern interior of the Old School House ticks all the boxes, reports Jenny Knight

When Harry Offer bought his apartment in a handsome Victorian building in Montague Road, Richmond, it was an ideal bachelor pad,

but as the years passed changes became desirable.He said: “Getting married and the arrival of three little

ones focused my priorities. The house needed a little TLC.”

With input from architects and guidance from his artist wife Clare, who insisted that the living quarters should be flooded with light, extraordinary ideas were floated. While it is commonplace to knock down an interior wall or to extend upwards or outwards, the Offers scorned such timidity.

The whole apartment was gutted, down to the external walls and roof. Then the rear wall was removed to allow them to build a dazzling light-filled extension and a glass-sided studio, with views across the sizeable garden. It helped that among his careers Harry has been a surveyor, so his specialist knowledge gave him extra confidence to tackle such a dramatic project.

Four bedrooms were created downstairs along with two bathrooms and a laundry room. A mezzanine floor was added, while the raised ground floor reception area is now filled with natural light. The result gives a total of 2,800 square feet of space.

He said: “The biggest challenges in engineering terms were bridging tree roots in the garden and taking the cross beams out of the roof trusses without prejudicing the structure. Getting immaculate finishes in an old building, where no walls are absolutely plumb straight, took quality craftsmen and lots of thought.”

Using huge amounts of glass presented problems – including persuading council planners to give consent. “Glass reduces the ability to keep the place warm, so we had to install a brutally efficient Swedish heating system. The layout is curious because it is counter intuitive to sleep downstairs,” adds Harry.

“The site slopes, so the ground floor has earth on one side, which gives protection from the cold and aircraft noise and makes it cosy. Having a windowless side to

Making drastic changes to a building where other people are living requires tact and consideration because inevitably they will be inconvenienced. The Offers helped to keep their neighbours sweet by improving the shared hallway.

For a time the family enjoyed their swish new home before moving out of London. They found that proximity to Shepperton Studios made the apartment a popular rental property for actors. Celebrities included Michelle Williams, 33, star of the 2011 film My Week with Marilyn, who rented the property for three months while filming the biopic in 2010.

Favourite open space in London?I try to play a round of golf from time to time, so any golf course really. If I had to choose, my favourite would be Pine Ridge Golf Club.

Price wargameLenders cut their rates to secure business, reports Duncan Farmer

This time a year ago, most analysts were

expecting that by now interest rates

would have started to rise. Not only has that not happened, but it still looks unlikely in the foreseeable future and, better still for borrowers, the rates lenders are charging continue to fall.

HSBC has just launched its lowest-ever, five-year fixed-rate mortgage at 2.48 per cent, saving borrowers – both new buyers and people remortgaging – hundreds of pounds a month. Barclays and Santander have also brought out great deals as building societies and banks do all they can to attract new business.

Mortgage rates are at a historic low with lenders dropping fixed-rate mortgages under one per cent. In October, HSBC brought out the first mortgage below one per cent since 1996 – at 0.99 per cent.

David Hollingworth of mortgage brokers London & Country said: “While I am always reluctant to use the term ‘price war’, I really think that’s what is happening.”

The loan from HSBC, which was launched at the beginning of December, is available for borrowers with a 40 per cent deposit and has a £999 arrangement fee.

Santander also launched its lowest two-year fixed-rate mortgage – at 1.84

per cent - but it was offered only to people who want to remortgage. Borrowers would need to have 40 per cent equity in their home, and the loan comes with a £995 fee. Santander said the deal would be available for ‘a limited time only’, but with the price war in the lending market appearing to become more fierce, borrowers who lost out on this deal need not wait long for another one to appear.

Barclays has introduced a five-year fixed-rate remortgage at 2.79 per cent for borrowers with equity of 30 per cent, with a £999 application fee.

Ray Boulger of John Charcol, the mortgage broker, said: “This is great news for borrowers. Lenders have to stay competitive to get business and we have seen a steady stream of lenders cutting their fixed rates. Other lenders are sure to follow in the next few weeks.”

Part of the reason behind the flurry of new loans is that lenders are trying to hit targets as the year ends – the new rules brought in last April created a hiccup in the mortgage market that disrupted the flow of business.

They are also keen to retain customers on their standard variable rate who may – and certainly should – switch to a fixed-rate if and when the Bank of England puts up the base rate.

reflect on the excesses of the festive period, and your finances should not be treated any differently. Mortgage repayments are most households’ biggest outgoing, so reviewing your mortgage could yield dividends.

The tail of 2014 saw the mortgage market enter a competitive period with the biggest winners being those with significant equity in their home – perhaps 30 or 40 per cent. Now increased competition and improved pricing means those with higher loan-to-values also benefit.

If you are on SVR or coming to the end of your current offer, it is worth reviewing your mortgage. Always work out the total cost of the deal – rate plus fees – when comparing products, rather than going purely by rate. It will differ according to the size of your loan, so checking the total cost ensures you don’t pay over the odds in the long run.

High moraleLenders approved the lowest number of mortgages since June 2013 last October but consumer lending boomed, official, as shoppers’ morale stayed high despite a loss of momentum in the housing market.

The Bank of England said that consumer lending rose at its fastest annual rate since the run-up to the financial crisis, with credit expanding by 6.4 per cent on the year, a pace last exceeded in July 2006.

This coincides with official national accounts data, which showed household spending rising at its fastest pace in four years in the three months to September, as well as private-sector surveys showing strong appetite for big purchases, helped by so-called Black Friday, the kick-off to the Christmas shopping period.

Thirties risksPeople in their thirties will find it harder to secure a mortgage because new rules designed to curb risky lending are preventing people from borrowing beyond the standard retirement age.

Experts said that the rules brought in by the Mortgage Market Review (MMR) on lending to older borrowers lacked clarity, meaning many people in their forties or even late thirties could face difficulty getting a mortgage.

The Intermediary Mortgage Lenders Association (IMLA), said that a substantial number of borrowers would be affected because many lenders now required them to prove their income from the state pension age, regardless of whether they intend to stay in work for longer.

“With lengthening mortgage terms and the general difficulty people are having getting mortgages, the issue of lending into retirement has reached further down the spectrum than people might have imagined,” said Peter Williams, executive director of the IMLA.

New homes updateSpecial report by David Smith, group head of marketing for luxury homes developer Octagon

I suppose you could say it has been a bit of a stop-start past year as far as the house building

industry is concerned. We have all experienced flurries of buying activity, followed by eerily quiet

patches. Then out of nowhere, buyers seem to be appearing on the scene again.

World events, local politics, and bank rates appear not to have eliminated all eligible buyers at our end of the market. We have seen fewer Russians, and that is understandable under the current circumstances, but other international investors looking for a British base are familiar faces at our ‘show off’ properties on the market in St Georges Hill and Wentworth. It seems people with the right funds who want an Octagon home, buy one.

We have also dipped our toe in the water in some new territories like Windsor with our super-size townhouses. Virtually in the town centre, but sitting rather superiorly adjacent to Windsor Great Park and the Castle, Long Walk Villas have attracted mostly local residents yearning for a central location with parking, a rare commodity in this Berkshire town. All now sold bar one, this is a concept we are interested in repeating in other desirable commuter towns.

Looking ahead, we, like every other business, will be monitoring the election effect as we get into early spring. We suspect, long term, it will have little effect on the general property market, and we will continue to be producing our high quality generously sized family homes in prime locations.

In fact, aware some families are looking for more home and land for their money, especially if they are relocating from central London, we too are going rural, and have started construction on a seven-bedroom country house in Picketts Hill, Hampshire. Set in 5.5 acres, this is a classic Octagon, the first to be built in this area, and will be released in the summer for a guide price of £4.75m.

Then we are also making a welcome return to one of Octagon’s heartlands, Wimbledon Village, where a large detached six-bedroom house with a guide price of £6.95m is already under way, scheduled to be ready in the autumn, in the tranquil location of Deepdale, a no through road a few minutes’ walk from the High Street.

We ended last year on a high note, having collected six top building and design awards for our various projects. This is a great way for the entire Octagon team to be congratulated for pushing the boundaries to achieve the ultimate in excellence. So here’s to an equally rewarding 2015.

Tunbridge Wells in the heart of the South East

has superb open spaces and London is just 42 miles away. The property market in the area is heavily influenced by activity in the capital, with families seeking to move here for a better quality of life.

Lying on the northern edge of the High Weald Area of Outstanding Natural Beauty, the historic spa town of Royal Tunbridge Wells is a popular

choice for parents looking for an exceptionally wide selection of highly-regarded schools, both state and private, including Kent grammar schools that are a key driver for nearly all family moves out of London.

‘Grammar school’ commonly refers to one of the 164 state-funded secondary schools in England where pupils are admitted on the basis of ability. Kent is the largest remaining grammar school area in the country, with 35 wholly selective grammar schools and four partially selective schools. Tunbridge Wells is home to three: the Boys’ Grammar School, Girls’ Grammar School and the Skinners’ School for Boys, all lying within the St John’s area on the northern side of the town.

The second half of 2014 picked up

significantly for lettings compared to the first half.

While demand and transactions on the sales side have steadied in recent months, there has been an increased focus upon lettings as a more reliable long-term option.

While the heat is off, investors are taking advantage of the increased choice in the sales market. Added to this, the current low interest rates have made the buy-to-let market extremely exciting.

Although stock levels have increased, from a tenant’s perspective, choice is still constrained. The proportion of renewed tenancies is always traditionally high at this time of year with few tenants wanting to move house during the colder months. However, even fewer tenancies have been coming to an end during the recent period, with a high number of tenants and landlords sitting tight until after the election before making any big decisions.

The forecast for the New Year for lettings is incredibly positive. January is always one of our busiest months but it

appears that new registrations for 2015 searches have begun even earlier this year, particularly on the corporate side.

As corporate tenants have a strong preference towards professionally managed properties, and pay competitive rates, these tenancies can offer a landlord the ultimate combination of stress-free piece of mind and high returns. For landlords thinking of renting out their property next year, it would be strongly advisable to come to market before Christmas to benefit from full exposure.

Likewise, the advice to tenants would be to start early. Competition during the early months of the year is always intense and the greatest choice of property is usually found during the final quarter. Beyond January, the expectation for next year is that prices will rise moderately.

In South London, there have been a number of new developments, including Langham Square in Putney and the Filaments in Wandsworth, which are both bringing exciting and contemporary new homes to the market. Tell us how you joined the property industry and briefly describe your career history to date.I did an MSc in Real Estate Management, which led to a career in commercial property. After qualifying as a surveyor, I moved into the residential side of the market because I find it more interesting. When I see I good house I get excited, and even more so when I know someone wants to buy it.

What do you enjoy most about working in this market, and what have been your highlights so far?It’s the people: I enjoy getting to know clients and advising them on the best strategy to sell their property. It is often an emotional process and sometimes stressful. If I can make it easier for my client, while achieving the best price, it is very rewarding.

What advice would you give anyone considering a career in estate agency?Work hard when the market is busy. Work even harder when it’s quiet – it pays off.

How difficult is the current market for homebuyers, and what advice do you give them?Research the market: a huge amount of information is available to buyers these days. However, it is important that it is sourced from credible publications and websites. At the moment there is a decent amount of stock

available, there are some great mortgages deals, and the market has cooled – which means it is arguably a very good time to buy.

What are your predictions for the sales market in South London for the next few years?The market in South West London has seen unprecedented growth over the last couple of years. It has certainly cooled off in recent months, but correctly priced property is still selling – and selling well. South West London has lots of open space, good schools and great houses, which will always attract buyers. I think the market will continue to rise but at a slower rate.

If you were Prime Minister for the day, what would you change or what new measures would you introduce?I would want to improve the nation’s health and diet education, starting in schools. Health problems associated with being overweight or obese cost the NHS more than £5 billion every year.

Where, in your view, is the best place to live south of the river and why?I love Abbeville Village. It has a lovely family feel, with a great selection of shops and restaurants. It is a stone’s throw from Clapham Common and accessible to public transport.

If you were not an estate agent, what career would you choose and why?Having done a number of adventure races for charity over the years, including winning a 350-mile race to the North Pole and cycling across Africa, I would like to take this to the next level and do it full time. These sorts of events require dedication, sacrifice and hard work to get winning results. These are all traits that transfer to success in agency.
