Level of Effort (Report attached)

The attached report reflect that, of the 4,948 hoursbudgeted for this project during the period October I, 1989 ­December 31, 1989, we have used 3,115 hours. Seven full-timepositions and one part-time position are authorized under thecontract.

Selection of Work Assignments

Development of materials and research for a report on measures ofeconomic opportunities. Created graphics and tables toillustrate development trends.

Production and review of the Congressional Presentation report.Reviewed comments and revisions sent to CDIE by Field andregional offices. Coordinated review with staff from AID/S&T,the u.s. Bureau of the Census, and the World Bank. Contacted bytelephone and by FAX field analysis to discuss the proposedchanges.

Modified the military expenditure report to Congress to includePoland and Hungry. Created a European map for inclusion into thecurrent report. Discussed final production with AID staff.

Database Development

OECD Borrowed the latest tape from the CIA. Contacted Parisand have made arrangements to receive a new tape inFebruary.

FAO Established a telecommunications link with the FAO inRome. We plan to download data from this link and notbuy annual tapes.

IMF Ran updates to the four IMF databases. Checked output.

Requests and Technical Assistance

Attended the 1989 Mission Economist' Conference.

Developed the OE/Workforce database. Produced reports showingstatus of reporting units. Checked for reporting errors.Produced sample analysis pages.

Production of ESDB Diskette Service Update. This updatecontained all four IMF databases. Continued to fill new disketterequests.

Discussed procedures and time tables with the new PPC/PC staffassigned to the 620(s) report. Reviewed last year's report andthe draft of this year's report. Sent master copy out to Pragmafor reproduction and binding. Distributed bound color copies ofthe 620's report.

Developed ADC indicators for ANE and the ADC task force.Indicator pages have been developed for 21 ANE countries. Thereview doubled their number of indicators included in the database. Briefed ADC staff on the availability of specificindicators. The pages now include three years of data (mostcurrent year, five years before current year, and ten yearsbefore current year) and average annual change for the timeperiods.

Report for Quarter Ending September 30, 1989

Production, development, and programming of the CongressionalPresentation report. Produced country pages containing Missionrevisions from the FY90 report. Sent these pages along with thenew proposed country pages to each A.I.D. mission for theirannual revision. Developed new indicators to replace the USDA/ERSsupplied indicators. Made changes to the CP production program.

Development of materials and research for a report on measures ofeconomic opportunities. Created graphics and tables toillustrate development trends. Development of materials andresearch for a report on measures of economic opportunities.

The attached report reflects that, of the 3,900 hoursbudgeted for this project during the period July 1 - September30, 1989 we have used 3,586 hours. Seven full-time positions andone part-time position are authorized under the contract.

Requests and Technical Assistance

Technical Assistance trip to four countries in LAC.

files need cleaning before use the A.I.D.mainframe computer. Contacted IRM in orderto transfer the file to SPSSX and thenconvert the file"to SASe Size will restrictour use of the files to batch retrial fromproduction tapes.Installed compressed versions of the completeWorld Tables, World Debt Table, and the WorldDevelopment Indicator on the ESDSmicrocomputer. Tested extract features.Sent copies to REDSO/WCA and REDSO/ESA forcomment. This format should be most usefulto our regional offices which are interestedin many different countries.Tested IRM program to access the data. Thesystem still does not provide enough recordinformation for missions staff use. Programon hold by IRM.Converted WATI diskettes from LOTUS format toSAS format and uploaded data to the A.I.D.mainframe computer. Selected and convertedindicators as replacement indicators for thecurrent CP report.

Reworked the graphs, tables and layout by AFR/DP called "TheImpact of Child survival Activities in Africa".

Production of ESDB Diskette Service Update. This updatecontained all four IMF data bases and the OECD ExternalIndebtedness diskette. continued to fill new diskette requests.continued to improve the programs used to produce files for theservice.

Worked with PPC/PB to develop the PB/FM data base. Producedprintouts listing statistical profiles of mission staffingpatterns by region and by job type. Wrote program to check fordata errors and missions with unusual staffing patterns.Reviewed proposed data collection outline and suggested changesto improve collection and analysis of statistical information.

Development of materials for the WATI data base (adata base for the World Agricultural and TradeIndicators report). We have a file of requestsdating from over a year ago.Contacted OECD about getting free copies of datatapes. Tapes are to be sent to PPC/DC.Researched codes and created descriptors for themainframe system.Wrote work order to develop program to createcountry files of projects by fiscal year.Contacted FAO about direct access to data tapes.Discussed telecommunications procedures. Thiswill replace USDA tapes which we currently use.Coordinated with World Bank staff on social databases.Coordinated research plan by Drs. Summers andHeston on PPP and related indicators.Checked changes to the production program.More research and information on rCOR's fron theWorld Bank.Development of descriptors for fishery data base.

Developed ADC indicators for ANE and ADC task force. Indicatorpages have been developed for 20 ANE countries. Some indicatorsare from our regular ESDB, but most have been hand entered fromprinted sources.

Began Congressional Presentation report process for this year.Developed sources of the agricultural indicators. Contacted allof the normal sources of data. Coordinated with LEG onprocedures and time lines.

Developed technical assistance trip to four countries in LAC.

Attended meetings on moving of A.I.D. 's mainframe computer.Reviewed and reduced ESDS electronic files.

Began discussion with the Department of Commerceto acquire the entire TRADENET data base.Coordinated with Frost and Sullivan to createcountry profiles.Researched access procedures for this U.S. tradedata. Security will be a major problem in usingthis system.

Attended meetings on support to the Agency Chief Economist andthe Office of Economic Affairs.

Produced a series of charts, graphs and tables on automation forM/SER/lRM.

Processed general ESOS requests for products and services. Begangeneral support of desktop pUblishing requests through CDlE.

Developed annex table diskettes in LOTUS format. A.I.D. plans tosend over 200 copies to meet outstanding requests. Createdprinted diskette labels and covers.

Developed currency and trade restriction data bases. Producedsample graphics of world trends.

Completed and mailed out the June diskettes. Produced files on36 countries. Created special files for John Babylon, ScottThomas and Richard Byess. Rewrote the software used to producefiles for COlE's Oiskette Service. Made related changes to theQuick Access System. Updated handout materials.

Provided LAC/OP with CBI country trade (USS at both the two andfour digit levels) using the new lIHarmonized System") .

Worked with PPC/PB to develop the PB/FM database. ProvidedPPC/PB with training on SAS on microcomputers. More work isneeded by COlE staff despite the desire of PPC/PB to undertakeall of the work by themselves.

Acquired a new database from the World Bank on debtprojects. Created a "production-level II program toconvert the tape to ESDB standards.Checked new formats. Checked with the lMF aboutchanges and the use of descriptors. made changes tothe production program.Converted diskettes into LOTUS version 1.0 and cleanedOECD's coding system. Wrote descriptions of the threedatabases. The three diskettes and the descriptionswere sent in the March Diskette Service mailout.Developed database and information on lCORs from theWorld Bank.Development of a production program to use the fisherytape.Worked with PPCjEA to provide access to TRADENETthrough NIH's mainframe computer. A $6,000 account wasdeveloped.Researched access procedures for this u.S. Trade data.Met with World Bank staff about their household surveydata collection efforts.

Report for Quarter Ending March 31. 1989

Production and printing of the Administrator's report Developmentand the National Interest. Production of the report involvedresearch, database development, graphics, and report layoutprocedures. In all the report used about 70% of the ESDS staffduring this quarter.

Production and printing of the statistical sections of theCongressional Report to Congress. Development and printing ofthe GNP-ranked tables for Congress.

Selection of Work Assignments

The attached report reflects that, of the 496 days budgeted forthis project during the period January 1 - March 31, 1989, wehave used 376.8 days. Seven full-time positions and one part­time position are authorized under the contract.

Requests and Technical Assistance

Produced a series of charts, graphs and tables on various topicsfor the Executive Secretary.

Worked with PPC/PB to develop the PB/FM database.

Worked on Congressional requests and follow-up questions relatedto Congressional testimony by the Administrator. Producedtables, graphs, and presentation materials at the request of theADministrator.

Rewrote the software used to produce Lotus files for CDIE'sDiskette Service. Made related changes to the Quick AccessSystem.

Processed general ESDS requests for products and services.
