Pursuant to the guidelines set under the Joint Memorandum circular (JMC) No. 2013-01,"Guidelines on the Localization ofthe Magna carta of women,,' issued by the pcw, theDILG, the National Economic and Development Authority (NEDA) ana tr,J p.partm.nt-oi!{g:t ry9 Management (DBM), and in anricipation orthe )ots Looal Budget'caii tt;h;DBM, all local government units (LGUs) are enjoined to prcpare and submit iheir,rrpr.ti".FY_2015 GAD Plan and BudgeJ (GpB) and Fy 2013 GAD-Accomplishment neport 1aR;.LGUs are also onjoined to refer to Mernorandum circular 2014-02 isiued uv tn" p'cw i-nl'dJanuwy 2014 (copy hereto attached) on the Implementation of the Womenis Erp;";;;;Development, and Cender Equality (Women,s EDGE) plan 2013_2016.ln the formulation of FY 2015 GpBs, LGUs are reminded of the following:

l. The GPB shall be formulatect within the context of thp LGU's mandates. tn thisregard, LGUs shall consider relevant provisions of the Local Govemment c"ar, irr"Magna ca$a of women, the convention on the Elimination of All F;;, ';iDiscrirninarion Against women (cEDAlv) the Beijing plarform to, action tgiiA),the Millennium Development Goals (MDGs), otiei GaD-retat.o ta*s, ano -it'women's EDGE Plan 2013-2016, which may be downloaded from the pcw website(http://www.pcw.gov.ph/sites/defaurvfirevdocumenrvlawvwomens_.0g" jiun.pdf).-

2. The GAD Focal point system Technical working Group of component cities andmunicipalities shall coordinate with the LGU's depirrmenti and offiies to review andconsoridare the latrer's inputs and submissions for the prep_ararion of the LGU cpB.The consolidated GPB of the componenr city ormunicipaliiy shall then b. f;;;;Jto the Provi'cial Planning and Development office to dnsure ttrat progrurr, projr.t,and activities (ppAs) in.rhe GpB.are aligned with tho prioritiei oitt, p.ouin...Afterwa'ds, the GpB sha be submitted to ihe DILG Regibnal office for ,.ui"* unJapproval. Likewise, provinces, highly urbanized cities and independent

3. 'I'he Lcu shall ensure that the DllG-approved GpB is integrated in its AnnualInvestment Program (AIP), as well as i'the formulation, updating or enhancement ofthe Co'prehensive Land Use plan, the Comprehensive Devilopment plan, theProvincial Development and Physical Framework plan or the Executive-LegislativeAgenda. It is, thus, important that LC_u GAD Focal point systems ensure the timerypreparation and submission of-theil clEs and synchronize it with the planning andbudgeting calendar set by the DILG-NEDA-DBM-DOF Joint Memorandum cir-cularNo. l. series of2007.

The JMC 2013-01 allows the attribution to the GAD budget a portion of or the entireannual budget of an LcU's program or project based on the result of the conduct ofgender analysis using the Harmonized Gender and Development Guidelines (HGDG)tool. The purpose of which is to.promote the gender+esponsiveness of regurarprograms and enable LGUS to estimate relevant GAD-related expenses of iheseprograrns to form part of the total GAD budget of the LGU,

The deadline for rhe submission of Fy 2015 GpBs and Fy z0r3 GAD ARs to DILGis on May 16,2014.
