Centers for Medicare & Medicaid Services (CMS) Emergency Preparedness Rule
• The CMS established conditions of participation related to emergency preparedness for 17 participating provider types and certified suppliers.
• The final rule requires preparedness for both natural and man-made disasters via coordination with federal, state, tribal, regional, and local emergency preparedness systems. It also stipulates that there must be policies and procedures to have or have access to a 96-hour supply of food, water, medical, and pharmaceutical supplies.
• The requirements are focused on three key areas necessary for maintaining access to healthcare during disasters or emergencies: – safeguarding human resources,
– maintaining business continuity, and
– protecting physical resources.

• 49% of doctors say their facility is “somewhat prepared” to handle a surge of patients resulting from a natural or human-caused disaster.
• 90% of doctors say their facility lacks adequate stockpiles of critical medications.
• Nationally, U.S. hospitals score a 7.1 out of 10 for preparedness.
• Hopkins study shows that most major health systems are prepared for an isolated event but are ill prepared for a multisystem catastrophe.

• Effective prep takes time and intent– Intentional preparation reduces burden during a disaster significantly–Utilize the resources created by Premier to assist in preparation
• Create a plan–Document and distribute your plan. Set expectations before disaster
strikes
• Communicate your plan–Communication cadence should be pressure tested in advance of any
disaster– Identify backup plans for all personnel and suppliers
